rebuilt after fire seven years ago, wins this year's stirling prize for architecture. good evening and welcome to bbc news. at least six people have been reportedly killed after a vehicle drove into pedestrians and cyclists in manhatten in new york. a suspect has been arrested. the incident happened in the area of chambers and west streets in the upmarket tribeca neighborhood. it's being treated as a terror attack. let's speak to our correspondent jane o'brien. what more can you tell us? we are

getting e reports that six people are confirmed dead. at least six people and there are reports of multiple injuries. this is being treated as an intentional attack, though the police say that clearly at this early stage in the investigation, there is no known motive. but certainly the fbi is treating it as a terrorist attack. we do now know that home depot, a very large diy store here in the us has confirmed that the truck involved in this was a rental truck and one of their rental trucks. that's all they're saying at the moment. they haven't given any more details as to who actually rented it. we do know that the driver entered west street, which is a very busy road, running the length of manhattan, with a bicycle path that

is extremely popular from chambers street and then drove into the cyclists before he then fled on foot. now the reports that we're getting was that he left the vehicle brand what appeared -- brandishing what appeared to be imitation firearms and was then shot by police. we're not sure of his condition. we believe she is still alive. police say that they have no further details as to who he was at the moment, but we're expecting some sort of update within the next hour oi’ sort of update within the next hour or $0. sort of update within the next hour or so. we also know that the president, donald trump, has been briefed. he has said that his thoughts and prayers are with all those affected. and the mayor of new york is on his way to the scene. there's been a lot of reports on social media, i wonder if you can give us a sense of what eyewitnesses have been saying. well, all these

reports can't be independently confirmed as yet and that's always a danger with social media. some people are merely repeating what they've heard. but the sorts of stories that we've been hearing both on network television and facebook and twitter are hearing multiple gunshots, eight to ten shots fired. people running screaming from the scene and this van ploughing into cyclists, going the wrong way up the bicycle lane, before he got out of the vehicle and appeared to be run around. some people said he appeared confused, frightened. had ewas brandishing what appeared to be guns. the police believed they were imitation. he was then shot. it's also important to say that police aren't looking for anybody else in connection with this. they say that the driver is, at the moment, the only suspect. so there are no further reports of an armed shooter on the loose in the area. but as i said, eyewitness reports on twitter,

on social media, they have to be confirmed. they are just that, they are reports and we do need to independently confirm them. jane, we'll leave it there for now. just to repeat, a news conference will be held on this incident within the next 15 minutes or so. we will bring you news of that. a former member of labour's national executive committee has told the bbc she was raped at the age of 19 at a party event by a party member and was then persuaded by a senior labour official to drop her allegations. bex bailey is now calling for an independent agency to investigate reports of assault and harassment within the party. our political correspondent vicki young reports. bex bailey has decided to speak out. she hopes talking about her personal ordeal will help change the way all political parties handle allegations of sexual misconduct. she says she was raped at the age ofi9, and her party didn't do enough to help her.

i was seriously sexually assaulted at a labour party event by — it wasn't an mp, but someone who was more senior, to me. i told a senior member of staff. it was suggested to me that i not report it. i was told if i did it might damage me. i wasn't given good advice, i wasn't given a procedure when i asked for it so that i could see what would happen if i did report it, and then make a decision. it seemed to be there wasn't one that existed. bex bailey believes this is a problem that goes right through politics at every level. yesterday mps called for a change, and the need to give people confidence their complaints would be taken seriously. one of the things it needs is an element of independence. women need to be able to report to an independent agency so that they know that these issues will be dealt with fairly, that the political bias will be taken out of them,

and so that they feel that they can have the confidence to report these difficult issues without feeling that they'll be penalised as a result. the labour party has responded to the interview, saying, for years there have been rumours at westminster over sexual misbehaviour. the bbc has seen a list that's circulating, including claims — many of them unproven — against several conservative mps and ministers, but the real concern here is that all political parties have been too slow to support and encourage those who want to speak out about bullying, harassment and sexual assault. this summer, labour beefed up its procedures to deal with complaints of sexual harassment to make sure they are treated with sensitivity.

my leaderjeremy corbyn has said he takes this issue very seriously. we take a zero tolerance approach to any allegations of harassment, both within parliament and our party, and he said he will work with theresa may to find an overarching system where people can feel confident that if they make a complaint it is dealt with seriously. everyone seems to agree that the system must improve, but taking the politics out of these sensitive issues will not be easy. vicky young, bbc news, westminster. and we'll find out how this story — and many others — are covered in tomorrow's front pages: a man has been found guilty of murdering an ex—royal navy officer by running him over with his own car. ryan gibbons has been convicted of twice running over mike samwell, 35, as his wifejessica samwell watched in horror.

gibbons had been trying to steal the car, when mr samwell tried to stop him and was killed. dan johnson was at manchester crown court. mike samwell served his country aboard a navy submarine but he was killed trying to protect his home, his wife, and his car. a sudden nightmare sprung in the early hours — all for an audi, that was dumped having been raced through the streets of manchester. ryan gibbins was at the wheel — he admitted taking the keys and stealing the car, but he said he never saw mike samwell shout, never saw him. the detective who led the investigation says that's a lie. we firmly believed from the start that gibbons knew exactly what he had done, he did so deliberately, and i think that's reflected in the verdict today. equally we believe he showed no remorse whatsoever in actively evading the police. mike and his wifejess

were here at home when they were woken at three in the morning by the sound of someone breaking in. mike came downstairs to investigate and saw at the back of the house, someone taking his car. jess told the court she followed her husband outside and saw her husband on the ground with the wheel of his audi on his chest. mrs samwell described how the car reversed then drove over mike again. she told the court through tears how she was left holding her husband's hand as he lay dying. cctv pictures showed the car speeding away. also caught was raymond davis, who drove gibbons to the house and later helped him escape. he has been convicted of manslaughter. it has been just over six months since we lost ourmike... in a statement read on behalf of his family, mike was described as a hero, a positive man with boundless energy and enthusiasm, and they said they were relieved to hear these verdicts. the two men responsible

for his death had their own noisy reaction as they were taken away. they can expect long prison sentences. they'll be back here tomorrow morning to find outjust how long. back to new york now. where several people have been killed and many more injured in what is being described as a terror attack. the incident happened earlier this afternoon in new york, after a vehicle drove down a cycle path that i’u ns vehicle drove down a cycle path that runs alongside the hudson river in manhattan. the new york city police department have said that one vehicle struck another and then the driver of one of the vehicles got out, displaying in the words of the new york city police department, "imitation firearms". the driver was

then shot by police, is believed to be alive and police said the suspect was then taken into custody. a police spokesman has posted a photograph showing a white pick—up truck on the bicycle path with the front of it smashed and a witness has told abc, channel 7, that he saw a white pick—up truck drive south down that bike path at full speed and hit several people. there are reports, unconfirmed, of people hearing shots. some say nine, ten, but it's not clear at the moment where they came from. this, of course, is happening on hallowe'en and the incident took place close to various schools as the city celebrated hallowe'en. at the scene

is our correspondent michelle fleurry, who joins us is our correspondent michelle fleurry, whojoins us now. what more can you tell us? i'm standing here on the edge of the west side highway on the edge of the west side highway on the edge of the west side highway on the bicycle path. we understand that the event where the driver drove into this bicycle path as well as apparently hitting another vehicle occurred several blocks up from here. we have seen in the city before cases where vehicles have ridden up onto the side walk, onto the pavement, but in many of those insta nces the pavement, but in many of those instances those appeared to be accidental. what this situation seems to be is a case where the driver intentionally rode into a busy bicycle path. the police have said that the driver emerged from the vehicle screaming apparently carrying some kind of imitation firearm, before being shot. the individual is now in police custody and we're waiting to find out more

in terms of the state of that person, how badly they were shot and what their motive was. because at this point, there is an investigation going on to see whether this is terrorism related. we won't know more until we hear from the police. tell us more about the area, because it's a busy one. it is. normally at this time this is a popular place notjust with visitors to the city, this bicycle path and this area stretches up and down the west side of manhattan. it's popular with commuters too. you would expect normally at this time you would see plenty of cyclists coming up here right behind, you can't see, there are lots of people walking past as well. some leaving their offices, others returning home because to my right you start getting into a residential area. there's a school about a couple of blocks further up. so it gives you a sense that this is a busy place. there would have been lots of people. the event took place around

3pm in the afternoon here in new york. shortly before the end of the school day here on hallowe'en. to add to the strangeness, someone's walked past now in a hallowe'en outfit. michelle, we'll leave it there. we are expecting a news conference to be held on this shortly from the new york city police department. we'll bring you news of that as soon as we get. it an eyewitness has been describing the incident. what i saw was that the incident. what i saw was that the driver, he didn't look like he was bleeding or anything, per se, but he did have a noticeable limp as he was getting out of his car. he looked like he was dragging his foot a little bit. and he was screaming in the street. he looked frustrated, panicked, confused. from there, a whole bunch of customers started running past me, a whole bunch of people came running past my way yelling, "he's got a gun. he's got a

industry. hundreds of millions for the treasury. now the government is considering limiting the amount that can be gapbled at any one time to as little as £2 in an attempt to deal with problem gambling. new guidelines on gambling advertising will be drawn up, over concerns that children are often being targeted (vm our often being targeted media editor amol rajan has this report. (vm editor amol rajan has this report. it's an industry that is centuries—old and attracts millions every year, but gambling can also breed addiction, and the fixed odds betting terminals targeted in today's review cluster in areas of deprivation and high unemployment. over two million people in britain are either problem gamblers or at risk of addiction, according to the gambling commission. many problem gambler start out with small bets of £1 or £2, but soon get addicted. matt zarb—cousin quickly went from tiny bets to a debt of £20,000. i started to stake up beyond what was affordable to me, and very quickly ended up staking up

to the maximum £100 a spin, and at that point obviously i was very addicted, and i lost thousands of pounds, got into thousands of pounds of debt, and i think that really capping the maximum stake at £2 a spin would reduce the harm that this product causes, and it would eliminate the addictive roulette content on there. traditionally most gambling was done in public places, such as this street in sheffield, with several betting shops bunched together to tempt punters in. but the internet and smartphone technology has changed this business forever. nowadays you don't have to go to the gambling — instead it comes to you, around the clock with a flurry of adverts that some people find hard to resist. david bradford went to jail forfraud after running up hundreds of thousands of pounds in debt as a gambling addict. it was through ads on his laptop and mobile phone that he became hooked. i think they're carrying a message. here's some fun where you could actually make some money. the truth of the matter is,

and it's something maybe advertising standards ought to look at, is every one of those adverts, if it was being true, would be saying, come and play this — you're going to lose. his son adam now campaigns for greater protection around gambling, and says the impact on the family has been devastating. we are never ever going to recover from it. the debt that my dad has, let alone the threat of losing the house that we've had since we were kids. the debt will never go — i don't think my dad could ever make a dent in it. and we're always haunted by gambling. inside sky gambling in leeds, which is 80% owned by private equity, the shift from retail to online has powered a doubling of staff and revenue is growing at 40% annually. it's only really been regulated in the uk context for around three years. technology is changing very quickly. i think we need to grow up as an industry and be more responsible and be seen to be more responsible. a liberal wordview may have it that fully informed adult gamblers are free agents, responsible for their own failures,

but as the experience of countless addicts can attest, the explosion of ads on and off—line has huge consequences for society in which we all have a stake. use me as an example. i don't respect myself, i question all my decisions twice now because i don't trust myself. others don't trust me, others don't respect me. and you can't put a value on any of that. it absolutely makes you feel like life isn't really that worth living — and i'm not talking like a suicidal here, butjust in weighing things up. it'sjust so exhausting, just to stand still. so look at me, and don't be me. amol rajan, bbc news. let's return to the breaking news from new york, that several people have been killed in what is being

mayor. bill sweeney is standing up here with me too. members of my executive staff. we have members of the state police. first i want to say that today there was a loss of innocent life in lower manhattan. the dead and injured were going about their day, heading home from work or school or enjoying the afternoon sun on bicycles. this is a tragedy of the greatest magnitude. for many families here in new york city and beyond today. i want to commend the response of an nypd officer on post near the location, who stopped the carnage moments after it began. also the work of the first responders, including the fire department and ems personnel, surely helped save additional lives. i will give more chronology in a couple of minutes. now i'd like to indeuce the mayor. this is, commissioner. it's a very painful day in our city. horrible tragedy on the west side. let me be clear based on the information we have at this moment, this was an act

of terror. a particularly cowardly act of terror aimed at innocent civilians, aimed at people going about their lives, who had no idea of what was about to hit them. we, at this moment, based on the information we have, we know of eight innocent people who have lost their lives. and over a dozen more are injured. we know that this action was intended to break our spirit, but we also know new yorkers are strong, new yorkers are resilient. our spirit will never be moved by an act of violence, an act meant to intimidate us. we have been tested before as a city, very near the sight of today's tragedy and new yorkers do not give in in the face of these kinds of actions. we'll
