can't think, i can't halloween. i can't think, i can't possibly think, that this was not pa rt possibly think, that this was not part of the plan to inflict some kind of pain to disrupt the normal life in america. tonight is halloween and what happens in halloween and what happens in halloween is parents after work, ta ke halloween is parents after work, take the kids trick or treating, there will be parties across the party including new york city and its hard when you have people in costu mes, its hard when you have people in costumes, people in masks, people walking down the street wearing night dearfrom walking down the street wearing night dear from lord walking down the street wearing night dearfrom lord of walking down the street wearing night dear from lord of the walking down the street wearing night dearfrom lord of the rings or this show or that tv show, with their faces covered, it's really ha rd to their faces covered, it's really hard to play out an effective law enforcement strategy especially at a time like this. people are concerned but new york city has been too much worse, new york being new york is an incredible city and people are
10:46 pm
strong, this is a diverse city, this is nothing that is going to shake up new yorkers. they have seen much worse. they have triumphed. i am not worried about that. in the long run though i am worried about these lone wolf attacks, especially with the administration we have in the white house, balancing national security and civil liberties. because exactly the very end goal some of these radical islamist groups are pursuing by taking out attacks in the uk, france, germany and especially the united states and canada, is for us to overrea ct united states and canada, is for us to overreact and one of those overreactions to be by curbing civil liberties, but that has taken several centuries to build. he said you think this is a lone wolf attacks, presumably that kind of attacks, presumably that kind of attack is difficult for the security services to prepare for? it is and it is not. it's difficult because
10:47 pm
when you don't have the organisational links and the organisational links and the organisational spider web, organisational links and the organisationalspiderweb, it's organisational links and the organisational spider web, it's much more difficult to narrow those individuals down. but there are ways. we have prevented a number of lone wolf attacks, and that is by having access to meta data, by having access to meta data, by having an incredible number of young men and women in the intelligence and law enforcement committee, yes, you can never stop every single attack, that there are many ways to reduce these attacks and you do not hear on the news how many such attacks have actually been foiled, stopped, there are individuals waiting for prosecution who have been caught in the past few years, who were trying to dig up or carry attacks in la, minnesota, boston and so attacks in la, minnesota, boston and so forth. but you eventually have an
10:48 pm
individual who manages to carry out an attack. they are sometimes incompetent and we welcome that incompetency because then they don't cause those dear life. in this case, despite his lack of organisation and planning, he still managed to kill eight innocent new yorkers and that is incredibly sad day in new york, but again, is a fact of life, the fa ct of but again, is a fact of life, the fact of life, we are now in a long—term conflict with a certain ideology that lives overseas and amongst us. it wants to taint the name of millions and millions of good, hard—working name of millions and millions of good, ha rd—working muslim name of millions and millions of good, hard—working muslim americans and muslim british. having said that, that small minority of radicals, a small fraction of minority of radicals, are the ones we have to watch out for and we have delivered live with and accept the fa ct we delivered live with and accept the fact we have to be on the lookout,
10:49 pm
we should not curb civil liberties at the same time. we should know these attacks can happen and our society has only one option and the way to go, get stronger instead of attacking each other amongst ourselves. good to hear your thoughts. thanks for joining ourselves. good to hear your thoughts. thanks forjoining us. you're watching bbc news with continuing coverage of tonight's terror attack in new york. and because of that story — we won't be bringing you the papers and newsnight this evening. let's speak to michelle fleury who is at the scene of the terror attack. as our guest was saying, this is halloween, it happened as children we re halloween, it happened as children were coming out of school to celebrate the holiday, the streets we re celebrate the holiday, the streets were busy, what more can you tell us? this is typically one of the big
10:50 pm
festive days in the new york calendar, halloween, people like to get dressed up. several have been walking party in costumes clearly undeterred. and for the now i am standing in what is the site of a terrorist act. we have learned in the last few hours, the driver of this van to essentially trumped the ——jumped the this van to essentially trumped the —— jumped the curve into a crowded bicycle lane, about a block away is where he eventually stopped. he got out of the vehicle and started shouting while sweating about firearms which we now were not we'll i —— not real firearms, —— not realfirearms, they —— not real firearms, they were a paintball gun. this was before he was taken into custody. we have learnt that the suspect is a 29—year—old individual with a
10:51 pm
drivers license from tampa, florida. have you had a chance to talk to any people who might have witnessed the attack? all of this happen quickly so attack? all of this happen quickly so by the time we got here many of the eye witnesses had this birds. the committee had dispersed. i saw several stretchered away into nearby ambulances in the last two hours, someone was taken ambulances in the last two hours, someone was taken into an ambulance behind brian right now. given the scale and the number injured, this has taken police quite a while but they have been able to sort of piece together a bit more of information in part because there was an officer on the grounds that the point where the driver told onto the cycle lane, alerting authorities quickly. the commissioner said that was one reason we did not seek more injuries. we are already talking about a carnage that left eight people dead and more than a dozen
10:52 pm
injured. the other thing worth pointing out is i am standing a couple of blocks away from a school, while i have been here i have seen groups of students dribbling past, they were kept in the school as a result of the incident, some had been told what had happened and some didn't know. they were finally being let out and allowed to go home. as you say, it's a difficult time, this should be an occasion where people are celebrating and festive instead of scared. as you say, this happened near a school but it also happened near a school but it also happened near the world trade center. tell us a little bit more about the area where you are. just looking down that way, about two blocks, is the site of the world trade center. where the attacks took place. it is a heavily policed area and you saw the police, fire department, emergency services, were able to get
10:53 pm
there quickly. it is also a reminder that this is not the first time the city has been subject to a terror attack. it was something the winger reference in the press conference, people going about their business, try and enjoy halloween without feeling uneasy after the carnage we have seen here. michelle, i corresponded in new york, thank you. she mentioned there that news conference earlier this evening. the city before the police and mayor praised new yorkers in the face of another attack. first, i want to say that today there was a loss of innocent life in lower manhattan. the dead and injured were going about their day, heading home from work or school or enjoying the afternoon sun on bicycles. this is a tragedy of the greatest magnitude. for many families here in new york city and beyond today. i want to commend the response of an nypd
10:54 pm
officer on post near the location, who stopped the carnage moments after it began. also the work of the first responders, including the fire department and ems personnel, surely helped save additional lives. i will give more chronology in a couple of minutes. now i'd like to indeuce the mayor. thank you, commissioner. it's a very painful day in our city. horrible tragedy on the west side. let me be clear based on the information we have at this moment, this was an act of terror. a particularly cowardly act of terror aimed at innocent civilians, aimed at people going about their lives, who had no idea of what was about to hit them. we, at this moment, based on the information we have, we know of eight innocent people who have lost their lives. and over a dozen more are injured. we know that this action was intended to break our spirit, but we also know new yorkers
10:55 pm
are strong, new yorkers are resilient. our spirit will never be moved by an act of violence, an act meant to intimidate us. we have been tested before as a city, very near the sight of today's tragedy and new yorkers do not give in in the face of these kinds of actions. we'll respond as we always do. we will be undeterred. and i want to thank everyone at the nypd, all our first responders for their extraordinary efforts in the midst of this tragedy, starting with the officer who stopped this tragedy from continuing, all of the first responders who came to the aid of those who were injured. an investigation is under way to get all the facts. what we'll tell you today
10:56 pm
will be preliminary. but we know we will get down to the bottom of what happened. i want to ask all new yorkers, all americans, to keep the families of those lost in your thoughts and prayers. they will need our support. i want to ask all new yorkers to be vigilant. we know it's halloween night. we know in the days ahead people will be uneasy. we ask all new yorkers to live by the idea if you see something, say something. tell an officer immediately. if you see anything unusual, anything that worries you, be vigilant and know that there will be extensive additional employment of nypd officers this evening and throughout the days ahead. that's pause now and get the
