1am in london, and 9:00 in the evening in new york, where eight people have been killed and a dozen injured, in what police are describing as a terrorist attack. it took place in lower manhattan, when a truck drove down a pedestrian and bike path, near a school. the vehicle hit cyclists and people on foot before crashing into a school bus, injuring children inside. the driver then got out and was shot by the police. he's been taken into custody and described by authorities as a 29—year—old male. we begin our coverage with this report from nick bryant. a riverside bike path in lower manhattan, where cyclists were mown down by a vehicle that appears to have deliberately mounted the curb. eyewitnesses described the white pick—up truck being driven

at high speed. the path was scattered with damaged bikes and injured riders. moments afterwards, the truck appears to have rammed another vehicle, outside one of new york's most prestigious schools, and this footage appears to show this suspect leaving the vehicle and brandishing what police later said was an imitation firearm. pupils at the school told us how gunfire then erupted. he was running round with, like, a gun. police came out of stuy and people called the cops, so they were coming in. the guy fired a couple of shots before and then there was a shoot out between the police and the guy and that's when they started to close down everything and we had to go. he was screaming in the street, he looked frustrated, panicked, confused. from there a whole bunch of customers started running past me, a whole bunch of people came running past my way yelling, "he has a gun, he's got a gun!"

police cleared some of manhattan's busiest streets and on the police scanner, the panic of the moment. police radio: be advised, multiple people on the ground. from sanders to houston. all the way from houston up to chambers. multiple people on the ground. we need buses from houston through to chambers. all this and folded within the shadow of the new world trade center, where new yorkers are reminded daily of the ever—present threat of terror. this is one of the most heavily policed areas in the whole of the united states, just yards from ground zero. and the emergency services were here in heavy numbers, almost immediately. and it didn't take them long to confirm that new york city had again been the target of terror. it's a very painful day in our city, horrible tragedy on the west side. let me be clear that based on information we have at this moment, this was an act of terror and a particularly cowardly act of terror, aimed at innocent civilians, aimed

at people going about their lives who had no idea what was about to hit them. once again, new york has been attacked on a beautiful autumn day, and just yards from one of its most sacred and one of its most fortified sites. we can cross live to manhattan now. and our correspondent at the scene, michelle fleury. the attack suspect left a note at the scene. what more can you tell us? we atjust beginning to learn that there was, indeed, a note left behind at the scene. it talked about isis. so far little else is known but were i am standing right now it

is an active crime scene. they have just asked people to send in any video, any footage that they might have as they try to piece together what happened in those crucial moment that led to the death of eight people and dozens of injuries. they know the driver is a 29—year—old, his name is sayfullo saipov. he was carrying a driver ‘s licence from florida but they will try to understand in the coming days what was his motive, the steps he took leading to these events. this is an active crime scene, investigators are trying to build up a picture of the timeline and how things are unfolded. the angle to this attack is that this 29—year—old suspect is a lone wolf? yes. about

two hours after the incident, there was a press conference involving the meranti, the new york state government —— governor and they believe he was acting alone. that this was an lone wolf event and that, at this stage, they did not think it was part of any wider scheme. that being said, they want new yorkers to expect a heavy police presence at a time when many americans may feel uneasy. this is halloween and just to make things even more surreal halloween and just to make things even more surreal people walking past in costume. what is the current mood right now? well, i am standing a few miles from the site of the world trade centre. it is a city that has been attacked before and eddie may pointed out the resilience

officer's response. he was on post near the location, who stopped the carnage moments after it began, and the work of the first responders, including fire and ems, surely helped save additional lives. i will give more of a chronology but i would like to introduce mayor de blasio. thank you, commissioner. a painful day in our city. horrible tragedy on the west side. based on information we have at the moment, this was an of terror. a particularly cowardly act of terror, aimed at innocent civilians, aimed at people going about their lives, who had no idea what was about to hit them. we, at this moment, based on the information we have, we know of eight innocent people who have lost their lives, and over a dozen more are injured. we know that this action was intended to break our spirit. but we also know new yorkers

are strong, new yorkers are resilient, and our spirit will never be moved by an act of violence, and an act meant to intimidate us. we have been tested before as a city, very near the site of today's tragedy, and new yorkers do not give in, in the face of these kinds of actions. we'll respond as we always do. we will be undeterred. and i want to thank everyone at the nypd, all our first responders, for their extraordinary efforts in the midst of this tragedy, starting with the officer who stopped this tragedy from continuing. all of the first responders who came to the aid of those who were injured. an investigation is underway to get all the facts, and what we'll tell

you today of course will be preliminary. but we know that we'll get down to the bottom of what happened. i want to ask all new yorkers, all americans, to keep the families of those lost in your thoughts and prayers. they will need our support. and i want to ask all new yorkers to be vigilant. we know it's halloween night. and we know, in the days ahead, people will be uneasy. we ask all new yorkers delivered by the idea of, "if you see something, say something." tell an officer immediately. if it's anything unusual or something that worries you. be vigilant, and know that there'll be extensive additional employment of nypd officers through the evening, and throughout the days ahead.

david lowe is a terrorism and security expert and former police officer in the uk special branch counter—terrorism unit. he gave me his thoughts on the attack in new york. it was close to the 9/11 memorial, as well, i don't know if that has been a significant factor. it is quite sad, once again we are seeing this type of attack, being driven into innocent people. this is what is expected, unfortunately. i think what we have to expect. of course, we in the uk have witnessed these attacks, you know, from westminster bridge, london bridge, finsbury park, —— sainsbury park, and we have seen a park, —— sainsbury park, and we have seen a globally. no one has claimed responsibility yet, but groups like islamic state have been encouraging, and it was in their online magazine and it was in their online magazine a couple of months ago, tips on how to do this effectively. you know, this is why most places like

ourselves are at such a high threat level. this is the sort of attack to expect. you just listed three terrorist incidents here in the uk, loan attackers. what measures can be put in place for an attack of this kind, by the security services? well, it's not just the security service. it's also looking at local authorities, it's also looking at businesses, as well. it's everybody playing a part in this. we're entering into the christmas period, and we'll see christmas markets. last night, the attack at the birmingham christmas market. we are looking at physical obstructions to try and minimise this, but it is very, very difficult. of course, you mention

the security services, the secutity services constantly looking at the intelligence they have coming in. an individual who is not on the system, but is perceived as a minor player, who's influenced by some sort of extremist ideology — very difficult to pick up when they try to do this or do an attack with a knife. other eyewitnesses near the scene in new york described what they saw. it's three o'clock in the afternoon when i go back and look, i see a truck going down there. and the summaries and it went that way and it went that way and i saw a couple of bodies lying on the bike path and when i was looking, seeing if there is anybody else, i heard gunshots. about nine or ten gunshots going off. a lot of police came running up towards where i was. they didn't know what was going on. they were confused. there was one female that i saw near the body. she must have seen it actually

happen, because she just kept screaming and screaming, and it was... we saw the car, surrounded by rubble. and we saw the guy, he was wearing dark colours and he had a beard. but he was holding two guns, so it was a little scary. we were just wondering, who is that guy? we were told to run in. we were getting freaked out. it was scary. we were all anticipating a gunshot at any minute, or i was. i was worried that one of us would get shot, like, any of us. let's ta ke let's take you to the crime scene now. this is the vehicle the man used to plough into pedestrians on a bike path in lower manhattan on tuesday. it is just approaching 9:30pm in the evening, a heavy security presence, fbi and forensics all that, as you can imagine, after the death of eight in this terrorist attack after that pick—up truck

drove into pedestrians and cyclists. and the mayor of new york, bill de blasio, described it as a cowardly act of terror and that innocent civilians. we will continue to bring you the latest developments on the new york city attack here on bbc. hello there. mixed fortunes in our weather during the day ahead. southern areas should see more in the way of sunshine than they did on tuesday. a feed of drier air from the near continent around this area of high pressure. but, up to the north, it is all about this weather front, a weather front bringing a slow—moving band of rain, heavy rain for a time across southern and south—western scotland, during the first part of the morning. to the north of the frontal system, there'll be a mixture of sunny spells and heavy showers. but it is this rain, around the glasgow area, for instance, stretching towards edinburgh, which could cause some spot issues and persistent heavy rain during the morning rush hour.

into the midlands and east anglia and the south—east, there'll be the odd fog patch through the first part of the morning. fog tending to clear, though, and it'll be a fairly bright day with increasing amounts of sunshine. the south—west of england starting off on a bright note. again, there could be the odd fog patch. similar story across wales. more cloud in northern ireland, and here is our weatherfront again, just beginning to fringe in towards the north coast at this stage. as we go on through the day, our frontal system will only move very slowly southwards, although the rain along it will tend to ease. to the north, a mixture of sunshine and heavy showers. to the south, certainly for much of england and wales, we're looking at a dry day and an increasingly bright one. there should be some spells of sunshine. 16 in london. that won't feel too bad, if the skies are blue. now, during wednesday night our frontal system finally gets a move on and pushes

its way southwards. at this stage, reallyjust a band of cloud and spots of drizzle. to the north and south, will be fairly chilly, and certainly across southern areas of england, could be some fog around on thursday morning. now, on thursday, this area of cloud from our old weather front, with some spots of patchy rain and drizzle, will drift slowly southwards. furthermore, sunny skies but a dip in the temperatures. eight degrees in aberdeen, 12 in cardiff. friday will be dry and bright enough for many of us, but a change up here to the north—west, and another weatherfront sinking in, and it's a weak affair. but that frontal system is likely to bump in some warm air pushing in temporarily from the continent. some heavy rain across england and wales and once all of that clears away, some really cold air into the weekend. the air coming all the way from the arctic. so yes, there will be some sunny spells, but also some showers as well. perhaps wintry over the high ground in the north, and for all of us, a chilly wind.
