is good news illegal overtime. that is good news for those working extremely long hours. more detail on line. now it is time look at the stories that are making the headlines in media across the world. we begin with the independent (ani) and the uk budget and a warning —— we begin with the independent and the uk budget and a warning from chancellor philip hammond who said britain could face the worst decade of economic growth in 60 years meanwhile the china daily takes a more positive line on the uk economy saying chinese companies believe britain leaving the eu will lead to more investment opportunities. buzzfeed looks at uber where executives concealed a data breach, which compromised the information of 57 million accounts, for more than a year. the company also admitted paying hackers 100 thousand dollars to delete the data and keep quiet. the irish times leads with former bosnian serb military commander ratko mladic who's been convicted of a series of atrocities during the war in the former

yugoslavia two decades ago. he was sentenced to life in prison at the united nations court at the hague. finally in the ft online — several of britain's biggest water companies have admitted their engineers still carry out mediaeval practices such as using dowsing rods to divine or locate the location of water pipes. with me is james hughes who's a chief market analyst at axi trader, a brokerage firm. we have already discussed the budget that led to dig deeper. in terms of the reaction in the media today. many are focusing on the fact they have had to downgrade the economic outlook year in, year out. this is the office of the budget responsibility, independent of the

government. it have is that you are not concerned about that but some may argue in terms of the outlook and in terms of the fact that our wages are not going as far, there is squeeze with inflation going up and what that means for us in our pocket at home, it could have a negative effect on the economy, couldn't it? iam not effect on the economy, couldn't it? i am not necessarily worried in terms of the gdp growth and the forecast, whether we stick to them oi’ forecast, whether we stick to them or not, but the fact that the situation in the uk in terms of wages, in terms of employment and in terms of feeling the pinch in people ‘s pocket, is worse now than it was in the middle of the 2008, 2009 crisis. that is the issue. the problem around this and we said this earlier, the problem around it as we don't have any answers post brexit about how it's going to get any better. at the moment, we are in a situation where all of these implications are coming in, the chancellor is telling us we have theseissues
5:48 am
chancellor is telling us we have these issues in terms of growth coming in and that is before brexit. that is with all of these laborious negotiations going on at the moment. 0nce negotiations going on at the moment. once we get past that, we don't know what that means. we don't know what is there. it could be better, it could be worse, wejust is there. it could be better, it could be worse, we just don't know. that is personally the most —— more worrying situation than what we have now. the the political analyser says he has done a greatjob. the tory backbenchers are pleased with the housing handout. i.e., first—time buyers will not have to pay stamp duty. some said that he should have delivered this budget before the last election. it could have worked out better for the conservative party if he had done. there are some giveaways in this and of course we have got £2.8 billion going to the nhs, we have got £500 million for a new technology, five g networks, various different points. we are eradicating stamp duty for
5:49 am
first—time buyers. there is a lot of giveaways within this budget. the argument on the other side comes in to say, "you are giving all of this money away, £3 billion for brexit". and that could be more if necessary. and that could be more if necessary. and we don't know whether growth figures are going to be. and you don't know whether tax receipts will be. money coming in as the money pours out. this look at china daily. this is interesting. it talks about a poll commissioned by a brussels—based investment trade association which is tried to find out where chinese companies may be looking to invest in the future. most of them said the uk which is really interesting. it is interesting and i was trying to think whether this was a surprise or not. that other countries are looking to invest in britain. as it moves away from the eu. yes. i was thinking to myself, is this a situation where it is almost other
5:50 am
international companies and i would be surprised if this same poll in other countries was similar away from the eu, is there a situation where there will be a lot of businesses and areas within the uk that are desperate for investment once the eu moves away. because there is so much uncertainty around how the country will do business with the eu... will china fill the void? are these chinese companies and other international investors looking at the uk as somewhere they can get cheap deals? a fire sale at not quite as drastic. goober is in hot water again and not long after they announced a new boss. —— uber is in hot water. they thought the bad headlines will go away and he will bring a new vision and a new hope that actually, this is very
5:51 am
bad. this is almost worse than what we saw before. i think this is really his worst nightmare going in and starting. what is interesting, we are talking about 57 million accou nts we are talking about 57 million accounts being hacked and names, e—mail addresses, phone numbers, being leaked out. what is interesting within this article is his line. he is trying to distance himself from pretty much anything uber before he started. he is saying, "you may be asking why we arejust saying, "you may be asking why we are just talking about this now a year later." i had the same questions so he asked for another investigation. he is basically saying that if he was in charge, this would have come out at the time. he wasn't. the main issue is the fact that uber paid for the hackers to delete everything but keep quiet and keep it under wraps. this comes up again and again. yahoo! hacked. 0ther this comes up again and again. yahoo! hacked. other companies are round the world. this is a risk we
5:52 am
are taking on, but they paid them to keep quiet. there is obviously pr story. with uber in the bad headlines quite a lot of the time. the general public these days are willing to accept that cyber security is a big deal and these companies can get hacked. it is a pure example of paying hush money and that is the worst side of this pr story overall. it is just another pr story overall. it is just another pr nightmare for uber. the press worldwide was hanging on the outcome of the investigation into ratko mladic and whether he was guilty or not of war crimes and of genocide and of course the international court came out with its verdict, ten cards out of ii court came out with its verdict, ten cards out of 11 guilty including genocide. —— ten counts. some of our

correspondence he were there during the war and reporting on the aftermath they say there is still a great divide in that country. and in terms of the court case and him being sentenced to life in prison. it is not quite a surprise and even though the right outcome has come out. when he was sentenced, he still stood up at the end and said it was all lies. the divide in the country still remains, you are right. hopefully the end to part of this. and new beginning for some, maybe. let's look at their story. when i saw this this morning i thought, "what the heck are they talking about?" and mediaeval way of trying to find water. these dowsing rods are lip service we are paying our water bills month in and month out. it is interesting. interesting that
5:54 am
they were pushed by someone on youtube. someone came out and said yes, we use drones and scientific methods as well as this. deep holes. not necessarily only dowsing rods. your take on coffee? without coffee, this conversation wouldn't have gone so this conversation wouldn't have gone so well. do you feel warm inside listening to the latest research? 0ne—day something is good and the next day bad. see what they say tomorrow. it's been great to have your company, see you soon. goodbye. hello. a significant change on the way in our weather for the next few days. it will turn considerably colder, especially through the weekend.
5:55 am
that said, the cold air is already moving into scotland and this morning there is a risk of some disruption, particular conditions on the road thanks to snow. radio scotland is a great place to keep up with conditions local to where you are. 25 centimetres of snow likely to lower levels this morning, 2—5 centimetres of snow likely to lower levels this morning, up to ten centimetres across highlands and the grampians. by windy start to the day and it goes without saying, a pretty chilly one as well. for northern ireland, early showers for the north—west england as well. further south, a quieter picture. still quite windy but some early morning sunshine with a bit of cloud and rain through east anglia in the south east quite quickly. a few more isolated showers for the south—west of england and wales. in the more organised area of rain and snow will pull away from the north—east of scotland through the morning and be followed on by plenty of showers coming into the north and west to showers, northern ireland and northern england as well and any of these could turn wintry at times, especially when they get heavier. further south, more in the way of sunshine but a high of ia in london and that colder air is sinking its way south

across the british isles. by the time we reach friday, the cold air will make way and you can see on saturday and sunday it heads into europe and there's no chance of us getting warm in a hurry this weekend. this is the way friday is shaping up. a frosty start across the northern half, a light wind on friday, the cloud and showers across the south for a time through the day. not such a bright day as today. definitely lower temperatures, still a risk of wintry showers. particularly for northern and western scotland. looking ahead to the weekend, there should be some lovely sunshine around but it will be tempered by a chilly wind and we are looking at a couple of frosty nights. a chilly north—western wind. more showers to the north and west. some of them could be wintry. and temperatures, on the face of it we are looking at highs of perhaps seven or eight degrees but it will feel cold in the wind. the same can be said for sunday, there will be a lot
5:57 am
of sunshine around. if anything, perhaps sunday is the slightly quieter day of the two, slightly fewer winds and showers are still sitting in that cold air so it will be a chilly start. highs ofjust eight or nine at best. hello — this is breakfast, with naga munchetty and charlie stayt. all the reaction to the budget — will the chancellor's boost for first—time buyers help the housing market? the uk economy will shrink more than expected — but phillip hammond says he's making britain fit for the future. he'lljoin us to tell us how. and steph is out—and—about throughout the morning — talking to businesses, workers and young voters to find out whether they feel that they're among the winners or losers. good morning — it's thursday 23rd november. also this morning, the christmas con — police warn shoppers to beware
