has been restored by the international olympic committee following its suspension from pyeongchang 2018. russia was banned from february's games by the ioc over state—sponsored doping but despite this, 168 russians competed as neutrals in south korea, and two of them failed drugs tests. our sports news correspondent richard conway explains why this decision was made. the ioc had clearly signposted that they were prepared to reinstate russia's olympic membership. but he has not been an easy path. we know 168 russian athletes went as neutrals to pyeongchang, that is how they were built. they were there because the russian olympic committee had been suspended, and that was all down to what happened in the previous winter olympics in sochi in 2014. investigations discovered that russia had engaged in state—sponsored doping, a
