it's 9am in singapore, 1am in london and 2am in rome where exit polls suggest no group has won a majority in the country's general election. the populist five star movement is predicted to be the largest single party in the new parliament, with italian media saying it's won 29% of the vote, that's nine points more than the centre—left. the polls are just that — exit predictions. but they suggest the five star movement will end up with between 29.5% and 32.5% of the vote. possibly reaching 34%. the centre—left democratic party of prime minister renzi is protected to receive 18.1%. and the anti—immigrant league 15.8% it's unclear if forza italia the party of the former prime minister,

silvio berlusconi will be the single biggest party within the centre—right coalition. we are speaking with a freelance journalist in london. five star movement have performed much how we expected them to perform. even better than the polls had predicted before they closed a few weeks ago. what we can say now and this is pretty much what people were discussing during the campaign, as much as people were discussing the pre— vote coalitions they were discussing post— vote coalition ‘s. be five star movement have always been against forming a coalition however in recent weeks of their leader has conceded that depending on the day of the vote and how much they get they would be open to seeking partners after the vote however that would be on condition

that they would abide by five star movement rules. it remains to be seen who they would partner with. how much has been a concern, for example, in europe and around the world, looking at italy and the rise of populism and of the antiestablishment forces that we have seen recently? it has been a concern but when you look at a party oi’ concern but when you look at a party ora concern but when you look at a party or a movement like the five star movement, they were against... they we re movement, they were against... they were anti— europe at the beginning andi were anti— europe at the beginning and i remember a little while after brexit they started to distance themselves a little bit from that rhetoric. they have not been as big a concern now. the biggest concern would be that now if they form a partnership, who is their most likely partner? some people mooch

the liga who are currently in a partnership with the former prime minister ‘s party. they are against europe. they want a referendum on italy's membership of the euro. and then we have far right movements, now suggesting that we would rather reform europe and a referendum on the euro would be a last resort. who knows what will happen if they pair up knows what will happen if they pair up with the lega? we will get more analysis on what the results could mean for italy and for europe a little later on in the programme. firstly, let's have a look at other news stories. south korea is sending a high—level delegation to north korea on monday for talks.

china are arriving for the 13th national party congress. they will spend the next two weeks thrashing out policy and direction for the nation — but one proposal delegates are expected to vote on has the world watching. it's the changes to the constitution that will give the party more control than ever and give one man, president xi jinping the potential to rule for life. also in the last hour, china's official xinhua news agency, has announced that it will increase its defence spending byjust over 8% in 2018, giving its military budget a higher boost than last year. for more on this the bbc‘s stephen mcdonelljoins me from beijing. we also saw a bit of a warning towards taiwan that any separatist activity will not be tolerated. what

is the latest from the meeting? you mentioned the defence budget. if the figures are to be believed, china's defence budget is up by eight cent, more than 7% last year which was a drop on many years before, double digit figures. we know this because the way it works here on the opening day of the congress is that the premier gets up and delivers the government work report. that is what he is doing right now in the great hall of the people. that will go on for hours. he reads out the whole report. journalists race in, grab the risen copies and then report on the risen copies and then report on the figures. were starting to get some information... i have not grab the report yet because it has just been handed out. people, right now, as the premier is speaking, are reading through, looking at the

vietnam is a key member, in administration the, militarily has remained very engaged with vietnam and this carrier visit, they are very spectacular when they arrived, there is more than 70 aircraft on—board, it's a strong symbolic show of the friendship. you can't forget the geostrategic problems in the region and the south china sheet. the us operating freedom of navigation passages by its navy ships through the south china sea to challenge china's growing presence there. china has been growing these military facilities on islands vietnam and three other countries in the region also claim. the us also to some degree is showing some solidarity with vietnam in its differences with china. are the relationships between vietnam and the us as close as they appear to be? as you say, they fought a very bitter battle. yes, i don't think...

it's interesting, for a long time there's been very little sign of bitterness after the vietnam war. when you think of the immense destruction this country experienced during that conflict how little recrimination there is. most vietnamese have a positive view of america. when it comes to embracing a military partnership with the us, the commonest lead here is a great deal more con, cautious. —— commonest leader here. —— more cautious. they want the us involved because of their fear of china. they are focused on non—traditional areas, disaster response, humanitarian work and coastguard capabilities. the arms embargo was lifted by barack obama two years ago but the vietnamese aren't buying large amounts of american equipment, nor their military exercises. vietnam is conscious, although it wa nts vietnam is conscious, although it wants lots of parties engaged in the complex diplomacy of the region, it can't afford to offend china and

thanks forjoining me. ijust want to bring you right up—to—date with how we see the next week of weather for the british isles. given the extent and the severity of the conditions that we endured last week, no great suprise if i tell you that the snow is not going to just magically appear. things will gradually improve, and for that we have to thank an area of low pressure, which will supply relatively mild things will gradually improve, and for that we have to thank airs from the atlantic, rather than dragging in cold air yet again from the near continent. but that mild air comes at something of a price. it'll be a murky start across the central and southern parts of the british isles. further north, as we drag moisture into a colder regime across scotland, so we will see further snowfall, mostly

on the hills but some of it getting down to lower levels. and in the south, some of those showers really quite heavy and prolonged. from monday into tuesday, that low pressure still very close by to the british isles. notice we're dragging a weather front ever further towards the north, and again, as things dry out under fairly leaden skies across england and wales, so we push that moisture on the front up into a pretty cold regime. and again, for the most part across the high ground, that's where we're going to see further significant snowfall. further south, it's a fairly quiet sort of day. and as we get from tuesday on into wednesday, you'll see there are very few isobars across the south. so again, it could be pretty murky. sunshine rather in short supply, there will be some brightness, there'll be the odd sharp shower in the south. looking further north, i think the snowfall becoming confined to the north—western quarter, so some relief at last for southern and eastern parts. northern ireland, a smattering of showers, a little bit of sleet perhaps across the highest ground. still pretty quiet as we move from wednesday to thursday. this middle section of the week marked by some night—time frosts, and because the days are just that little bit cooler,
