the dateline london panel discusses whether it's time for tougher regulation of social media, following the row over cambridge analtyica. good morning and welcome to bbc news. the australian cricket captain, steve smith, and his vice—captain david warner have both stood down for the rest of the current test against south africa, as the ball tampering scandal deepens. smith and the australian batsman, cameron bancroft, both admitted trying to change the condition of the ball during the game in cape town yesterday. smith told a news conference that the team's "leadership group" had spoken about the tampering plan. there was a chorus of booing from
11:02 am
spectators as the side return to the pitch in cape town in the last few hours. holly hamilton is at the bbc sport centre. this is developing into one of the great sports scandals of recent times. really is truly shocking and embarrassing for cricket australia, the idea that the leadership as they say were hatching this plan with the senior players to cheat south africa by tampering the ball in that third test. ball tampering, to be fair, is not new in cricket, players have tried to manipulate the ball to make it move in unusual ways, to confuse the batters, but on this occasion, the batters, but on this occasion, the incident isjust the batters, but on this occasion, the incident is just so blatant, the batters, but on this occasion, the incident isjust so blatant, the premeditation involved, and the fact the camera has called the batsman, cameron bancroft, in front of millions of viewers, using that piece of sticky tape to rob dirt
11:03 am
into the ball, and then the fact he tried to hide the take down his trousers... ! tried to hide the take down his trousers. . .! they tried to hide the take down his trousers...! they suspected there may be something up. you told the umpires it was his sunglasses case before he admitted that it was in fa ct yellow before he admitted that it was in fact yellow tape, and as you can imagine, the cricketing world and fa ns imagine, the cricketing world and fans have reacted to this with sheer horror, over the past 12 hours, especially when bancroft appeared alongside captain steve smith admitting that the leadership group had discussed ball tampering beforehand. for now, bancroft has been charged by the international cricket council and after the australian government called for smith's suspension this morning, along with anyone else involved, both he and the vice captain has stepped down from their positions for the rest of the third test. they will continue to play, tim paine will continue to play, tim paine will be the captain for the rest of the match. as for what happens now, but it australia executive james sutherland has said an investigative

tea m sutherland has said an investigative team will be sent immediately, to look into the case before there is any decision on what should happen. —— cricket australia's executive james sutherland. hard to imagine how the likes of steve smith and ba ncroft how the likes of steve smith and bancroft can return from this especially when you consider what a successful ashes series series they had, it is hard to think that this instead could be his legacy. i'm sure there will be more repercussions and ramifications. well there's widespread anger across cricket—loving australia, this was reaction to the ball—tampering from the prime minister malcolm turnbull. shocked and bitterly disappointed by the news from south africa. it seemed completely beyond belief that the australian cricket team had been involved in cheating. after all, our cricketers, are role models, and
11:05 am
cricketers, are role models, and cricket is synonymous with fair play. how can our team being gauged in cheating like this? but i have to say, the whole nation, who holds those who wear the baggy green up on a pedestal, about as high as you can get in australia, certainly higher than any politician, that's for sure!... this is a shocking disappointment. it is wrong, and i look forward to cricket australia taking decisive action soon. i've been speaking to lawrence booth, editor of wisden cricketers' almanack, who told me what the australians were attempting to achieve by tampering with the ball. essentially trying to rough up one side of the ball so that it has different properties from the
11:06 am
smoother side of the ball and that affects the way that the ball swings through the air, essentially, it is an attempt by a unfair means to gain advantage over the batsman. the skill of cricket is meant to be ball against bat, batsman against bowler, you are not supposed to bring outside agencies into it. most professional cricket is will tell you ball tampering has gone on since time in memorial and the worst crime is getting caught. this has gone further, because the trailing team has upset so many people over the past couple of years with their sledging and attempt to claim the moral high ground, this, many people will say, is the true face of australian cricket. in modern test cricket, so many cameras everywhere, it is pretty foolish to try anything like that, because you will get spotted sooner or
11:07 am
sooner or from sooner orfrom the sooner or from the beginning sooner orfrom the beginning of the story to the end, the whole thing beggars belief. it is pretty foolish to try anything like that. an extra 3,000 midwives are to be trained in england over the next four years. the move will see 650 midwives start training next year. it is one of a number of proposals to be formally announced by the health secretary, jeremy hunt on tuesday. the royal college of midwives has welcomed the news but says the plans need investment and time to work. like other parts of the nhs, maternity units have been under pressure. the birth rate has been rising, and some hospitals have been unable to accept any more expectant mothers. nursing unions have also blamed what they call chronic shortages. the government has insisted more midwives are being
11:08 am
trained all the time. now, though, plans for 3000 extra recruits and support staff in england are due to be announced. the move is notjust about boosting numbers. currently, depending on the trust, women can see several midwives over the course of their pregnancy. jeremy hunt is expected to pledge that by 2021, most women will have a named midwife. he says figures show dedicated staff reduces stillbirths, miscarriages, and neo—natal deaths. this announcement comes after the lifting of restraints on pay rises in the health service, which means a newly qualified midwife will begin on a salary about i2% higher by 2020. but it is not yet clear where the funding for staff will come from. and while welcoming the move, given the time it takes to train, the royal college of midwives says it doesn't help mothers now. lebo diseko, bbc news. well, in the last hour, the health secretaryjeremy hunt has
11:09 am
been speaking to itv‘s peston on sunday, where he said that the move could save hundreds of babies' lives. there are all sorts of things that we have already done to improve maternity safety but in the end, if we are going to have this continuity of care, the same team of midwives, we think that could potentially save 700 lives every year, potentially prevent 500 babies being born with brain damage, but it needs more midwives, and one of the things this prime minister has done is thought about the nhs force issues, we have enough doctors, nurses, issues. —— nhs workforce issues. this is a 25% increase in midwives who are training. a little earlier i spoke to the royal college of midwives,
11:10 am
who welcomed the news, but said that the government still needs to do more. this is something we have campaigned for for a this is something we have campaigned forfora numberof this is something we have campaigned for for a number of years so it is very welcome but we cannot underestimate the complexities of getting 3000 new midwives into the service. what are the complaint, why is it so hard to train them? it is not hard to train them but you need educationalists in university to train them, midwives back in the service, to support them through placements, and then you need the jobs, notjust placements, and then you need the jobs, not just about training them, it is about making sure they have jobs to go into, and then retaining them, we need to make sure the nhs isa them, we need to make sure the nhs is a place people want to work. that has been a real problem retaining them, a lot have been trained and then left the job in subsequent yea rs. then left the job in subsequent years. often in the first year, when the realities of working in the nhs become apparent, but also we have a numberof become apparent, but also we have a number of midwives retiring, midwives going back to the eu,
11:11 am
echoes of brexit, and the challenges of the job. but i am sure that midwives currently in the system welcome this announcement. —— because of brexit. but it will take for you is to get there. what about pay as an added incentive, we know it is going up in the nhs. yes, and we welcome the announcement this week but it is only a small step to making of the ground we have lost over the last few years of payroll trained and pay freezes. it is going in the right direction, which is welcome, but midwives in the field are saying, it needs to go further. 0ne are saying, it needs to go further. one last question, the health secretary is talking about the need for more continuity, a mother has fewer midwives looking after her in the course of her pregnancy, is that something you would welcome? most certainly, the evidence is all there, if you have a relationship with the midwife during your pregnancy, just one, you are less
11:12 am
likely to have a stillbirth. it is not practicable at the moment, that is why we welcome these extra 3000 midwives, the only other issue we have,is midwives, the only other issue we have, is that jeremy midwives, the only other issue we have, is thatjeremy hunt is saying that there will be continuity of ca re that there will be continuity of care for most midwives, sorry, most women by 2021. but these new midwives will not be coming, will not be trained by 2022. now, the foreign secretary, boris johnson, has dismissed allegations of cheating by the leave campaign during the eu referendum as "utterly ludicrous". in interviews with channel 4 news and the observer, a volunteer for vote leave has accused the official brexit campaign of breaching electoral spending limits. vote leave has denied this. 0ur political correspondent susana mendonca is here. it is all quite complicated, talk us through the story as we have it at the moment. this was the official campaignfor
11:13 am
the moment. this was the official campaign for leave during the referendum, as the official campaign it spent up to £7 million, if you we re it spent up to £7 million, if you were one of the smaller groups, you could spend up to 700,000, the allegation that has come from this former vote leave volunteer, is that vote leave gave money to a smaller group that was campaigning to leave, a group called beleave, is dead and £625,000 but a group called beleave, is dead and £625, 000 but what a group called beleave, is dead and £625,000 but what the volunteer is saying, is that beleave was actually, the money that was given to them was being used on a digital advertising campaign which was then used by vote leave, that is against the rules, if you give money to a separate campaign group, and they are acting separately, completely, thatis are acting separately, completely, that is outside the rules, if that campaign group is linked to your own campaign group is linked to your own campaign group is linked to your own campaign group and if it is spent on your own campaign group and if it is spent on yourown campaign campaign group and if it is spent on your own campaign then that is against the rules. we don't know whether one side of that stop will
11:14 am
happen. vote leave is sane and this happen, they gave the money away, checkedit happen, they gave the money away, checked it with the electoral commission, and it was above board. this volunteer is saying it was not above board and should be investigated. he has spoken to the electoral commission. 0ris johnson, one of the key vote leave campaign figureheads at the time, he has spoken about this, he has said: criticism from various politicians, not least from the labour party, tom watson talking about this today, basically saying, the electoral commission needs to have more power to be able to and more resources to be able to take action in the cases. theresa may needs to make sure the electoral commission has the money to fully investigate these allegations, if there was criminal collusion, the people who have led these campaigns are now senior cabinet members and i think we need
11:15 am
to make sure that they were not aware of what was going on and that is why resources are needed. if needs be, police should be investigated as well. what you think of the wider political ramifications? in terms of the reputation of vote leave, it does not paint them in a good light, it raises questions about the legitimacy of the referendum, in terms of what the electoral commission can do, if these allegations turn out to be correct, it cannot rerun the referendum, but important to point out, vote leave say all of this is untrue, none of it, there is no evidence that any of this has happened, and if they did give this money to this organisation and it was within the roles, then they have done nothing wrong. thank you very much. well a reminder this coming thursday marks one year to go

are stepping down as the australian ball—tampering scandal deepens. we can now speak to the australian cricket broadcaster glenn mitchell, he joins us via webcam from perth in western australia. extraordinary, australia, such a sport loving nation, such a cricket loving nation, what is the mood there? first of all i must apologise for the stitches above the eyebrow, i haven't copped as big a hammering as the australian cricket team! the two leaders, the captain, steve smith, and vice captain david warner have only stood down for the remainder of the test match, i don't know what that means for the remainder of the series and beyond, but down here, at the moment, if you look on any media website where they have polls, it is running about 90% at the moment that they believe that steve smith should be stripped of the captaincy permanently, and there isa
11:22 am
the captaincy permanently, and there is a degree of shock and dismay as to how this australian team behaved on day three of the test match. they we re very on day three of the test match. they were very honest in their press conference afterwards, about how they have done it, saying the leadership group of the team had all been involved in this, sounded like a pretty well thought through plan, a pretty well thought through plan, a conspiracy, if you like... and i think that is the issue, incontrovertible evidence and now a total ad mission, a lot of people have been talking about faf du plessis, 2016, south african captain, in199li, plessis, 2016, south african captain, in 1994, michael atherton, they were different, they were the captain at the time, doing it themselves, that is different, on this occasion, a decision has been made by the australian captain in concert with the leadership group and asa concert with the leadership group and as a result, they have had the most and as a result, they have had the m ost rece nt and as a result, they have had the most recent inclusion in the team, cameron bancroft, to get in on the act, and now, how do you trust steve smith, if the rains as captain, if thatis smith, if the rains as captain, if that is how he will operate. it is
11:23 am
one thing to do something untoward yourself but to instruct another member of your team to do something, and you don't what to do for fear of retribution, that is where he has run foul of the spoiling sporting public. bancroft, only 25, the youngest member of the team, some people feel he has been hung out to dry ina people feel he has been hung out to dry in a way, and... he was quite naive, to do this, in the presence of 30 cameras around the ground. exactly, one thing steve smith said in his media conference was the fact there was no knowledge of this particular scheme from the coach, darren lehmann, that being the case, if he was not involved, he would have thought cameron bancroft, who has been around first—class cricket for a long time, would have gone to the coach and said, what is going on, i have been instructed to do this. most people in australia do not believe that the coach darren lehmann or the fast bowling coach darren sega, darryl seko, have no knowledge of this, everybody thinks
11:24 am
this is something that is broader than steve smith, david warner and a couple of other players. when you say that, is this something that has been going on for longer in australian cricket orjust this series where australia was finding it pretty tough going against south africa? -- david saker. i get the inkling, this is only my opinion, that this is a very recent thing, the volatility of the series, the verbal slanging, the fact australia is disappointed that the ban of the december by the was overturned, they see him as the main threat, it boiled up, it was too much, but there is no way that you can excuse there is no way that you can excuse the straight year team, and in particular, steve smith. not many members of the spreading public feel steve smith should be cut some slack. —— kagiso rabada. steve smith should be cut some slack. —— kagiso rabadalj steve smith should be cut some slack. -- kagiso rabada. i hope that your head won't heals rapidly! glenn mitchell, thank you very much with joining us. weatherforecast coming
