welcome to bbc news. you're watching bbc news — with continuing coverage of the news a developing story in the past hour and a half. some reports suggesting and a half. some reports suggesting a silver coloured van deliberately running into a crowd of people in the western german city of muenster. at least four people have been killed, some 30 others hurt. a police spokeswoman said the driver had killed himself and they were not looking for any other suspects. the area has been sealed off and people have been urged to avoid the city centre. 0ur europe regional editor mike sanders is here. this story developing over the past

hour and this story developing over the past hourand a this story developing over the past hour and a half, this story developing over the past hourand a half, it this story developing over the past hour and a half, it seems pretty clear this was a terrorist attack even though it has not been confirmed, mainly because the driver of this vehicle shot himself. what is the latest information we have? as you say it looks like a terrorist attack. it has not been confirmed by police and they are still keeping an open mind saying it is possible it was a personal motive, but given the circumstances of a van driving into a pedestrian area and then ramming into crowds, it does look very much like a terrorist attack of some sort. this van not only ran into crowds, is scattered tables outside a resta u ra nt crowds, is scattered tables outside a restaurant and possibly that is where a lot of people were hurt because it's very difficult to get out of the way if you are sitting down for a meal. on a sunny afternoon, by the pictures we can see there as you said pedestrian eyes area , so see there as you said pedestrian eyes area, so no see there as you said pedestrian eyes area, so no vehicles unless presumably there were shops in the

thing —— and things in the area allowed also very reminiscent u nfortu nately of allowed also very reminiscent unfortunately of previous attacks of this kind. not least in germany back in 2016 e in berlin. absolutely. there was an attack on christmas market back in december 2016 a few days before christmas. when a to needy asylum seeker —— toonie vienne, i got a lorry, shot a police driver, drove into the crowd knocking over stalled in killing 12 people. he went on the run and was shot a few days later by police in milan in italy when he was cornered there. notjust in germany though. another indication for me that this probably is a terrorist attack is that it falls on the exact first anniversary of an attack in stockholm in sweden when another hijacked lorry, a rented one in this case, was driven into crowds outside
5:04 pm
ofa case, was driven into crowds outside of a department store and in that insta nce of a department store and in that instance of five people were killed. there is an gruesbeck failed asylum seeker on trial in stockholm at the moment admitting having carried out that attack, but the state has to prove in that instance he did it as an attack against the state because although he said he was acting on behalf of islamic state, islamic state itself has never actually formally claimed that attack and... normally islamic state is pretty quick or affiliate of it claiming to be behind these attacks. nothing as i'm aware from any group about this at the moment and as you say the police are still not confirming it a terrorist attack. tell us more about muenster, because it is northwestern germany. what more do we know about it and indeed what sort of security alert is the country under bearing in mind the attacks from a couple of yea rs in mind the attacks from a couple of years ago? the security alert is not
5:05 pm
particularly elevated at the moment. there is no information to suggest that an attack was imminent. muenster is one of these very beautiful old german cities with a population of about 300,000 in the city centre is largely very old and a very nice place to live. they call it the bicycle capital because it's very much geared toward bicycles being so close to all and i suppose, the level is that's the kind of thing they would be looking at. yes, it is just thing they would be looking at. yes, it isjust a thing they would be looking at. yes, it is just a very picturesque city and you would not expect this kind of attack to happen there insofar as you can expect this kind of attack to happen here. one more snap coming through on the wires, the interior ministry is now confirming that for oui’ ministry is now confirming that for our dead ministry is now confirming that for ourdead in ministry is now confirming that for our dead in that attack. this is an passed on by our berlin correspondent. four people dead
5:06 pm
including the driver of the van. quite quickly, we heard, didn't we, that the driver shot himself and killed himself. shortly after the van came to a standstill. police also we understand are not looking for any further suspects have the moment. so, as you can see this is a mediaeval city, small, cobbled streets, four dead, but some 30 injured and if you think of the impact ofa injured and if you think of the impact of a van driving into people, how fortu nate impact of a van driving into people, how fortunate it is to be there that the number of —— to be feared that the number of —— to be feared that the number of —— to be feared that the number could rise of injured. i'm surprised they're ruling out that looking for anyone else because there were initial rumours that two people were seen running from the scene and that was the buzz on social media that there were two people that got away but that has clearly been ruled out now. it strikes me that if the police are quite certain about this than they
5:07 pm
must have some good information on who this person is and perhaps are much more across this than they're letting on at the moment.“ much more across this than they're letting on at the moment. if you are watching or just letting on at the moment. if you are watching orjustjoined us four people killed in the northwestern germany city of muenster a van drove into a crowded area near of a—star restau ra nt into a crowded area near of a—star restaurant and bar in a pedestrian area of muenster known as the bicycle capital of germany. four people dead, 30 people injured. the interior minister confirming that the driver of this vehicle shot himself dead shortly after the van came toa himself dead shortly after the van came to a standstill. if you have friends or loved ones there, follow us on friends or loved ones there, follow us on the website here, the local police asking people to stay away from the centre of town. a police helicopter still circling overhead, but emergency crews, ambulances and police cars now in that area dealing
5:08 pm
with what appears to be really quite a major incident. some 30 people wounded. four people dead. we have been hearing from eyewitnesses on the ground in the immediate aftermath of this attack, and we will be playing you what they saw in the immediate aftermath of the next few minutes. let's speak now to a student who lives in the area and saw the aftermath, daniel kollenberg/ thank you forjoining us. can you just tell us what it is that you saw after this happened 7 just tell us what it is that you saw after this happened? so, i saw a lot of police presence. i think over 50 police cars and also some police helicopters was and are still in the air. it is quite chaotic here, because it's really cold here and so idid not because it's really cold here and so i did not see anything like that ——
5:09 pm
it is really calm. i only live 300 metres from there and the people are called but really shocked. can you tell us the area where this incident happened? can you describe that to us, what there is along that street? what kind of street it is? it is a small pedestrian area, and next to that there are some big streets, but it was a pedestrian area and it was not allowed to go there with a car. it was a small restaurant and the people are sitting outside and then the van crashed into the restaurant. and presumably you have said that you believe it probably was some kind of deliberate possibly terrorist incident. just tell me why you think that and what the atmosphere has been in germany because there have been previous incidents, haven't they are? yes.
5:10 pm
the people are scared because there was a christmas attack in berlin also with a lorry, so the people are kind of scared, but they did not believe that it happened in muenster because it is really secure here and so because it is really secure here and so yes i also shocked. i think it is a deliberate attack because it is not allowed to go by car in this area and also i think the lorry was really fast. and what have people been saying on social media, friends of yours or the news that you have seen of yours or the news that you have seen their in muenster? what kind of thing are people saying about what has happened here? so, the media outlets say that it could be a deliberate attack because they also searched for some explosive devices in the lorry and the driver shot and
5:11 pm
killed himself after this attack. i think it is clear. and do you think that the people there will be feeling afraid after what they have seen? yes. i think because we did not know that it happened and so now the time has arrived and also in muenster the terror has arrived and i cannot believe it. thank you very much for speaking to us. 0ur europe regional editor mike sanders is here. 0ne development we understand in the last two minutes. the police are saying they found us both —— suspicious object inside the vehicle was kind of echoes what daniel is saying, the rumour there may have been explosives involved in a printing that is what they're looking at in terms of the suspicious object. i might also add
5:12 pm
that in terms of the injured, the 30 injured people, one of the big ta blet injured people, one of the big tablet in germany is reporting that six of the 30 injured are in critical condition. and the interior ministry saying that four people are dead including the driver who shot himself, but just to dead including the driver who shot himself, butjust to be clear, mike, even though this looks very much like a terrorist attack that has not been confirmed, has it, until we know more about the driver of this vehicle? the latest information i haveis vehicle? the latest information i have is that police are still not ruling out the possibility of a personal motive, but it strikes me that they have ruled out looking for anybody else and it suggest to me that they probably know who this driver is and know something about his background. and just to repeat that germany will be of course very mindful unfortunately of those dreadful events backjust before christmas 2016 and other attacks around europe including london and in france as well in nice where
5:13 pm
vehicles have been used as a weapon. the more the allied forces crack down on the islamic state of course the harder it becomes for them to mount attacks that involve conventional weapons like both lives and guns. they have repeatedly put out advisories to their own people —— like explosives and guns. they should use whatever weapon comes to hand and of course a lorry, truck, a van, all very effective weapons is driven at speed into crowds. thank you. tim stuchtey is the executive director of the brandenburg institute for society and security and an expert in homeland security. thank you forjoining us on bbc news. first of all, i think you went to university in the city of muenster. can you tell us a bit about what kind of city it is?” did. it was a few years back, but
5:14 pm
muenster is a beautiful city. 250,000 inhabitants, large universities, so the entire society is very much dominated by the university, by the student, the professors and not only during the semester. it's a very lively and beautiful place. actually it was also until a few years back home too many british soldiers stationed in the area. the police have confirmed there have been fatalities, four people have died. many people will bejumping to people have died. many people will be jumping to the conclusion that this is possibly terrorist related. what do you think has happened here? first of all, at this point in time, whatever we think we know, we hear, might change after the police are done with their investigation. but
5:15 pm
of course, it looks like this was done on purpose, that this was a terrorist attack. however, at this point we have no information who might have been behind it. was it an islamic background? 0r might have been behind it. was it an islamic background? or maybe some political extremist? that is something at this point that we just do not know. and tell us a bit about the atmosphere, the security background if you like in germany over the last couple of years. of course there was a previous attack, deliberate attack with a vehicle at a berlin christmas market. what has the atmosphere been like in germany? like with almost all other places where there have been an attack. of course life goes on and things become normal again after a while, but in germany there has been a very thorough investigation into what
5:16 pm
we nt thorough investigation into what went wrong in the case of the attacker at the christmas market in berlin. why the attacker was still in the country and not extradited back to his homeland, and this is actually still ongoing and the bundestag now in its new legislative period hasjust bundestag now in its new legislative period has just recently bundestag now in its new legislative period hasjust recently decided to continue hearings on this and to investigate it even further. however, we do know that from the official sources of the interior secret service, and the authorities for the protection of the constitution that we have something like 730 so—called endangered people in germany, people who the police believe that they are willing or
5:17 pm
potentially willing to commit an attack and that is something that is closely being monitored and also where the interior ministers of the various german states tried to extradite these people and send them back when they are foreigners. 0f course some of them are german nationals also, so we have to deal with them. and have there been obvious signs of extra security measures in many countries across europe? we have seen more armed police on the street for example certain things put in place to stop particularly this kind of incident where a vehicle can be driven into people. has that been something that has happened in german cities? people. has that been something that has happened in german cities7m certainly has. when you look carefully, when there are events, like in the christmas season, all of the christmas market, there were
5:18 pm
many more road blockades around the market to prevent cars from running into those christmas markets, and the same is happening with many other events where larger crowds come together. however, we all know that in ourlarger come together. however, we all know that in our larger cities there's always a good reason for crowds to together and you cannot always plan ahead of time and put barricades around it. in muenster it seems... this is the first beautiful weekend of this year. everyone is going outside, sitting outside, eating ca ke outside, sitting outside, eating cake or having a beer on a saturday afternoon, enjoying the sun so people come out and that is of course for someone people come out and that is of course for someone who deliberately wants to hurt people, a potential target, and something where it is of course impossible to protect every

the relations between moscow and london have not improved. they seem to be getting even worse. no, indeed not. this sort of tit—for—tat war of words seems to have sprung up today between the uk foreign office and the russian embassy in the uk. in the russian embassy in the uk. in the wake of this update on sergei skripal‘s condition, he was found poisoned on a bench around the corner in the city of salisbury five weeks ago tomorrow. along with his daughter and of course that sparked this diplomatic row between the two countries. the russian embassy requested a meeting with the uk foreign secretary, boris johnson earlier on today, saying the communication has been u nsatisfa ctory communication has been unsatisfactory and saying they would like an update on the investigation in salisbury as soon as possible. the uk foreign office has responded to that saying it is russia that has
5:23 pm
been unsatisfactory. they failed to a nswer been unsatisfactory. they failed to answer several key questions in this investigation despite having three weeks to do so and saying the request for this meeting really is a diversionary tactic. of course russia has denied having anything to do with the poisoning saying the uk has failed to provide any proof at all that it was the nerve agent novichok involved. the uk government remained steadfast that it was novichok and that points to one culprit, which is russia and it has the backing of its european friends and nato allies. of course the prospect of the family being able to tell their own story is what is putting extra pressure on this, because many thought they would never be able to do so. and catherine, is there any update on the medical condition of sergei skripal? we heard from salisbury district hospital, which is where they have been being treated for almost five weeks now. yesterday, that he is recovering rapidly, that
5:24 pm
he is out of danger basically, that he's no longer any critical condition, although they say that he may well have ongoing medical issues and whitehall made clear as well that it and whitehall made clear as well thatitis and whitehall made clear as well that it is not yet a full recovery. his daughter we know was conscious earlier in the week, has been communicating and said she's getting stronger by the day. of course that means they are now the key witnesses in this huge operation. of what they did on that day and how exactly they we re did on that day and how exactly they were poisoned. thank you very much indeed. you are watching bbc news. if you are just indeed. you are watching bbc news. if you arejustjoining us indeed. you are watching bbc news. if you are justjoining us army developing breaking story in the past couple of hours is an attack in the west, north west german city of muenster that has left four people dead and some 30 injured. police are saying a van or a small truck we understand it to be a silver coloured van and drove into a pedestrian iced area gas pedestrian

that an attack was imminent. munster is one of these beautiful old german cities, a population of about 300,000. the city centre is largely very old as to restrict. a very nice place to live. they call it the bicycle capital of germany because it is geared towards bicycles. being s0 it is geared towards bicycles. being so close to holland, i suppose. it isa so close to holland, i suppose. it is a very picturesque city and you would not expect this kind of attack to happen there. a little earlier, i spoke to someone who lives in munster, just round the corner from where the incident happened. he witnessed the aftermath. it is quite chaotic here. it is
