and friends of the victims. i speak for everyone of us in thanking the first responders at the scene. they handle this extremely difficult situation with professionalism and bravery and they faced danger without a moment of hesitation, and there is no doubt that their courage saved lives and prevented further injuries. the entire community of toronto has shown strength and determination in the face of this tragedy. all canadians stand united with toronto today. and finally, i will note the excellent collaboration between all orders of government and law enforcement in the handling of this situation. we are continuing to monitor it closely and work with our law enforcement partners around the country to ensure the safety and security of all canadians. canada's prime ministerjustin trudeau. police are struggling to cope with a big increase in "pop—up brothels" in the uk.
1:43 pm
that's according to the chair of an all party parliamentary group that's investigating the rise of temporary brothels, where sex workers use airbnb, hotels, or short—term holiday lets as a work base. like conventional brothels, these "pop—ups" are illegal. the national police chiefs council says traffickers are increasingly moving women around as a way to evade detection, and are using the internet and social media to find customers. emma glasbey reports. hi, we're the police. can we come in? police believe this house in sheffield is being used as a pop—up brothel. you're here on your own? the officers on the anti—slavery team at south yorkshire police are concerned that any women inside could have been trafficked into the country and forced to have sex with men. this is generally the kind of room that is used for girls to have sex in when they are prostituting themselves, or being prostituted. as you can see, there's not really much in the room by way of furniture other than a bed. the girls that we find in these situations often are not doing this because they want to do it,
1:44 pm
they are doing it because they have no other choice or because they are forced or coerced into doing it by some other person that controlling their movements. police communication, you are through to scott, how can i help? for women trafficked from eastern europe, it can be very difficult to escape from men controlling them. a woman who was helped by the bradford charity hope forjustice has told her story. we have protected her identity. he threatened me many times with violence, he threatened my family, too. he says he will drive me to the grave and i believe he will do it. i don't want to speak to the police about anything, i just want all this to stop
1:45 pm
and to live a normal life. the internet has changed the off—street sex trade and made it much easierfor people to contact sex workers. for police, it means a growing challenge. we are now seeing a huge prevalence across the whole of the uk of pop—up brothel. of the uk of pop—up brothels. there are over 50 adult services websites operating across the uk. it is in large towns, larger cities, but also market towns and in rural settings as well. the all—party parliamentary group on prostitution has been investigating the growth of pop—up brothels. this is very much a trade that goes on in the shadows and in the darkness and so for that reason, i think it's important that we have really sensitive policing of brothel keeping, but also actually that the law changes as well. at the minute, it sends no clear signals about what we believe prostitution to be. it's thought there will be calls for more resources in a statement, a spokesperson

the amount the government borrows is at its lowest level since 2007, according to the office for national statistics. the current budget — the amount the government spends on running the country — is actually slightly in surplus as tax receipts are at record levels with high numbers in employment. but total public debt as a percentage of gdp edged up to 86.3%. in cash terms, it stands at £1.798 trillion. the boss of tsb has apologised for its it fiasco amid rising customer fury as the crisis continues for a fourth day. paul pester said he was "deeply sorry". he said the bank is now taking down mobile and online banking for a few hours, and hope to be back up this afternoon — we'll keep you updated. vodafone has been rated the worst mobile phone provider for the seventh year running in an annual customer survey by consumer lobby group which?. the other leading providers, ee, 02 and three, also scored badly, with servicejudged "average" and "disappointing". of the small providers, utility warehouse ranked highest for value for money,

incentives and customer service. on the day when the final toys "r" us shops close their doors in the uk, the high—street headlines continue. research by bbc 5 live's wake up to money has found that nearly 650 shops and restaurants, run by a handful of major chains, have shut since the start of 2018 or are at risk of closure. maplin and toys "r" us sites account for half that total. both chains fell into administration on the same day in february. joining us now is richard perks, director of retail research at mintel. thank you forjoining us. now, how do we balance these closures with the views of some that retail sales are actually holding up ok? why are these stores shutting? well, retail sales are holding up pretty well, the data is from the office of national statistics and has been very positive reason that. forget
1:49 pm
what people said about march, it is misinterpreting it. ithink what people said about march, it is misinterpreting it. i think it is specific problems. toys "r" us failed because its format had reached its sell by date, it was just the wrong store in the wrong place at the moment. maplin failed, i think, mainly because of online competition but also because it had overexpanded, it just had competition but also because it had overexpanded, itjust had far too much space and the administrators still hope to be getting a buyer for at least some of the stores. no matter how you interpret the retail sales figures, the fact is that as people walk around their high—street, they are seeing more and more empty stores. do you think thatis and more empty stores. do you think that is going to change? yes, i think it should. it is true that online is growing and is a powerful competitor but online works very well in conjunction with stores. i think one of the reasons why many high—street chains are in trouble at the moment, and we have seen people like new look going for a cva, one of the reasons is they have responded very badly to the online
1:50 pm
challenge, they have been a bit like rabbits in the headlights, paralysis and a lurch in the wrong direction and a lurch in the wrong direction and forfashion and a lurch in the wrong direction and for fashion retailers, and a lurch in the wrong direction and forfashion retailers, the and a lurch in the wrong direction and for fashion retailers, the wrong direction has to be going very conservative and risk averse, com pletely conservative and risk averse, completely the wrong way to go at the moment. so what do retailers need to do to make a success of themselves online and the high—street? themselves online and the high-street? the right merchandise, right place, right time. and i think you have got to have something of interest, merchandise that is challenging and exciting to customers. you can't just challenging and exciting to customers. you can'tjust be boring, it doesn't work any more. people can and do go out shopping with their mobile phones and they will check to see what is available elsewhere while they are shopping and you have got to have the best around at the moment, the most interesting and the most exciting. it is notjust a question of price, though prices important. thank you for your time. if your lights are on and your mobile is charging — it's not being powered by coal. coal has not been feeding
1:51 pm
into the national grid for a record 72 hours, and counting. the previous record was just under 55 hours. the uk is mandated to take coal off the grid entirely by 2025, and has obviously been shifting capacity away from coal for some time. joining us now is louise kingham, chief executive of the energy institute. louise, a significant moment, 72 hours without coal, is this good news? yes, i think it is good news and it is part of a bigger plan that we have here in the uk to help clean up we have here in the uk to help clean up the environment, to reduce our carbon emissions and improve our air quality to land the big way we can start to do that and make great progress is for the energy industry to diversify and change the types of energy we are supplied with. so if we are moving away from coal powering the national grid, what is it being replaced by? it is being
1:52 pm
replaced by gas and also win power and solar power, which are all clean forms of generation than we have had historically. and what does that mean in terms of security of supply question what how dependent only on other countries for energy sources? it is all about balance. the thing thatis it is all about balance. the thing that is important with our energy mix and the things that we benefit at the moment is we have a balance in the mix, so we have diversity and we still have 7% of coal system, overall, so what we are looking to do, over a longer period of time, is to move to cleaner forms of energy in the system and also to think about our role as consumers and what we can do in using less of the energy in the first place, but also to control the times and opportunities we have to use that energy. so all of that is about a transition to a lower carbon energy system, which is what people describe it as and that is the journey we are on and from a
1:53 pm
security of supply point of view, when we think about it, a lot of the cleaner sources of energy we are producing, wind and solar power, we are producing at home. mandated to ta ke are producing at home. mandated to take all of the grid entirely at 2025, rb on track? —— take coal off the grid. there is, and we may even be ahead of that target time to take coal off the system. louise, thank you very much for your time. before we go, c had a market have been getting on. the ftse 100 before we go, c had a market have been getting on. the ftse100 is up slightly, stock markets around the world all on the rise as lots of traders believe us interest rates will go up. that is good for the markets. vodafone, we mentioned not doing too well in the consumer survey. to be fair, all of the main providers seemed to do pretty badly. brent crude, we have put in, the oil price is now just brent crude, we have put in, the oil price is nowjust under $75 a barrel. it is at its highest level since november 2014, that is on the

back of reduced supply and increased demand. keep an eye on the oil prices. and a bit of sterling, wea kness prices. and a bit of sterling, weakness against the dollar. last week it was up in the $1, mid—40s, now just week it was up in the $1, mid—40s, nowjust under $1 40. i will be back with the business throughout the afternoon. we are going to take you to washington and some live pictures of people assembled waiting for the arrival of the french president emmanuel macron. he is on a state visit to washington. much interest, of course, in this visit and in the relationship between the two men, presidents macron and trump, who appear to have developed an unlikely friendship. theirfirst meetings, you will remember, work—out to rise bya you will remember, work—out to rise by a certain degree of competition, political and perhaps male competition but according to commentators, they seem to have bonded and a good friendship has been established. there will be
1:55 pm
talks being held this afternoon between the two of them and then a press co nfe re nce between the two of them and then a press conference later on in the afternoon. it is not apparently they are all going to be plain sailing because the two of them disagree on theissue because the two of them disagree on the issue of iran. donald trump is wanting to pull the us out of an international nuclear deal over iran and this is something that erdogan of france —— that emmanuel macron of france very much wants the united states to remain part of. so we are led to believe this is part of the conversation the two men will be having this afternoon. iran today has warned that there will be several has warned that there will be several consequences has warned that there will be several consequences if the us does pull—out of this international nuclear agreement and russia and china have also expressed their continuing support for the deal, so
1:56 pm
clearly quite a lot riding on these talks, because president trump is due to make his decision sometime next month. there you can see all the officials and dignitaries gathered, waiting for the arrival of the french president. it looks as if they are going to have to wait a little while longer but we will of course be bringing it to you once the president arrives. in the meantime, let's take a look at the weather and join darren with the forecast. thank you. good afternoon, better get a hurry on in washington before the rain arrives there. here at home, typical aprilfair, there is some sunshine around, easily the best across eastern scotland, where the showers are struggling to make inroads. for many areas further
