3:30 am
let's cross live to seoul now, where the us secretary of state mike pompeo is holding a news conference with the south korean foreign minister kang kyung—wha and japan's foreign minister taro kono. while president trump committed to providing north korea with security guarantees. this is the first time that the highest authority of north korea promised the president of the united states to work towards the com plete united states to work towards the complete denuclearisation of the korean peninsula which we believe has bolstered the political momentum for action to resolve the north korean nuclear issue. secondly, we share the understanding that the june 12 summit is not the end but a new beginning towards a denuclearisation peaceful korean peninsula. in this regard, it is our
3:31 am
shared expectation to see substantial progress in the denuclearisation process through follow—up negotiations building on the outcome of the summit. we also hope this process will spell out more concrete picture of a brighter and more prosperous future for north korea. thirdly, the three of us agree we would not have been here today without the close co—operation of our leaders, especially the frequent trust forged between president moon and president trump has been the driving force which led to this summit and ensured its success. in this regard, we look forward to continuing negotiations
3:32 am
towards the complete denuclearisation and permanent peace on the korean peninsula. we will continue our close co—operation with other neighbouring countries as well and ourfriends other neighbouring countries as well and our friends and supporters of the international community and lastly, the secretary and i reaffirm that the alliance, which celebrates its 65th anniversary this year, is as robust as ever, that the united states forces in korea has played and will continue to play a crucial role for deterrence and peace and stability on the korean peninsula. in conclusion, let me say how grateful i am for the brutal exchanges of views today. thank you very much. it's truly an honour to be here
3:33 am
standing with the foreign minister. it was an incredibly pivotal moment in history following on the historic summoned between donald trump and kimjong—un. summoned between donald trump and kim jong—un. the cooperation between the united states, south korea and japan has been crucial to the effectiveness regarding efforts related to the denuclearisation in north korea and it was key to the opportunity for the summit in singapore. the discussions we held today reflects the commitment to work to work —— together towards the ultimate success of this effort. today the foreign minister and i discussed the outcome and importance of staying closely co—ordinated throughout the entire process of denuclearisation. this summit two days ago does indeed mark a turning point in the us— north korea
3:34 am
relationship. kim jong—un's public commitment is an important step towards bringing lasting police and stability. as the president said, this will be a process, and not an easy one. the republic of korea and japan will be important to the success japan will be important to the success of this outcome. the world should rest assured that we are committed to the complete denuclearisation of north korea. the alliances of the us with these countries are ironclad. all three of us countries are ironclad. all three of us have developed a close friendship and will co—ordinate with respect to north korea as we move forward. president trump has also made it clear that there is a bright future for north korea and its people. he
3:35 am
outlined a vision beautifully here when he spoke at the national assembly last november. we envision is strong, connected, secure and prosperous north korea that is fully integrated into the community of nations. kim jong—un indicated that he shared that vision. we are eager to see him take the next steps to achieve it because the united states is ready for a new chapter in our history. first of all, i would like to express my gratitude for whole sting this trilateral meeting immediately after the first north korea summit in singapore. this is the first trilateral meeting since mike pompeo assumed the current position. we are pleased to welcome
3:36 am
the secretary to join us. i would like to thank the secretary for a brief summit meeting where the chairman committed to the complete denuclearisation of the korean peninsula. taking this opportunity, i would like to express my heartfelt respect for the strong leadership of president trump and hard work by secretary pompeo. this is only the beginning of a challenging yet significant process to achieve a common goal, peace and stability. through the irreversible dismantlement of weapons of mass destruction and ballistic missiles of all ranges, following secretary pompeo's briefing, we have a firm
3:37 am
discussions on how we urge north korea to take concrete actions towards the full implementation of the relevant united nations security council resolutions based on the outcome of the summit. we all reaffirmed that the three countries continue ourjoint effort. with regard to security guarantees, in a joint statement, north korea reaffirmed its commitment to com plete reaffirmed its commitment to complete denuclearisation of the korean peninsular while the united states is committed to providing the security guarantee to north korea. we understand that the united states will advance the discussion on provision of the security guarantees while carefully monitoring whether north korea takes concrete steps to fulfil its commitment to denuclearisation. and we also note
3:38 am
that no security guarantees have been given yet. in addition, concerning exercises, we believe the japan us alliance as well as deterrence based on them play an essential role in security in the north—east asia. with regard to the pause in exercises, the detail will be discussed between united states and the republic of korea. in any case, we understand that any pause in exercises contingent on dprk action towards denuclearisation. we also understand that it maintains commitment and security commitment. in any case, we would like to maintain close contact with them
3:39 am
since these issues may also affect the security of japan and the region. japan continues to seek, to normalise its relations with north korea in accordance, through com plete korea in accordance, through complete conference of the resolving outstanding issues of concern, such as nuclear missile and up to these issues as well as through the settle m e nt issues as well as through the settlement of u nfortu nate issues as well as through the settlement of unfortunate past. japan will continue to play an important role in realising peace and stability in north—east asia, in close co—ordination with the united states and the republic of korea. i'm looking forward to secretary —— working with secretary pompeo and the minister in the future. there we are, that press conference
3:40 am
carrying on now between secretary of state mike pompeo and the theme of it was more aspirational than detail. they were talking about the endpoint that they want to get too which is a phrase often repeated, irreversible. the steps to get there, they didn't really go into. i think you can get a sense of the themes they have been talking about, particularly the concerns about south korea and japan because there we re south korea and japan because there were many references to the security guarantees offered by the united states to the region at the close co—operation that will continue
3:41 am
between all the countries. i think we are going to get a question to the secretary of state any second now. but listen in. with all due respect, many details included in previous agreements. north korea pledged not to produce nuclear weapons and they also agreed not to have uranium enrichment. 13 years ago, in 2005, they agreed to verifiable denuclearisation and promised to abandon all nuclear weapons. you have tried not to repeat past mistakes but how can you believe the sincerity of north korea when the refused to clarify the specific timeline and measures in the region? so do you believe north
3:42 am
korea because north korea mentioned some steps? how can you ensure you are not repeating mistakes by allowing north korea endless negotiations and try to run out the clock? do you have specific measures? speaks japanese. that was a question about how you will verify denuclearisation. now a question we are getting in corian. we'll see how the foreign minister a nswe rs. we'll see how the foreign minister answers. bear with others. -- bear
3:43 am
with us. great to see multilingual representatives with our correspondence. 0k, representatives with our correspondence. ok, so answering in corian. let's go back to what we had a few moments ago in that press conference. from the three representatives. she talked about the substantial progress that had been made but saying that his was a shared goal to see complete denuclearisation, going on to say the alliance between south korea and the alliance between south korea and the united states was as robust as ever. mike pompeo said the summit was a pivotal moment in history. the countries are staying closely co—ordinated. it could be a turning point in the relationship with north
3:44 am
korea but it was irreversible denuclearisation. those words we have heard again and again. and talking about the security guarantee with the united states. let us listen in to mike pompeo. we tried to address them comprehensively. three things worth mentioning. there is not any difference between the three ministers and our leaders are peer with respect to how we are going to address it. the declaration incorporates all previous agreements between endocrine agreements. that is important as accompanist and the agreement that was signed between the united states and north korea.
3:45 am
when we refer to the mistakes of the past, they were providing economic and financial relief before the com plete and financial relief before the complete denuclearisation had taken place. that is not going to happen. president tom may backley not only in his press conference but when he was with chairman kim jong—un himself. the sequence will be different this time. it is central to the understanding. —— the president made it clear. we believe that chairman kim jong—un understands the urgency of the timing of this demutualisation coming under since we must do this quickly and that sanctions, really, these are un sanctions, the relief cannot take place until such time as we can demonstrate that north korea has been completely denuclearised. the summit created an enormous
3:46 am
historic opportunity for us to move forward together. and will fundamentally reshape the relationship between the united states and north korea. verification is central to that. complete denuclearisation. it certainly encompasses that idea very clearly. and i know each of the three leaders are tasked with making sure we implement that in a way that is as quick and as complete as we can achieve in the coming days and weeks. that was us secretary of state mike pompeo just speaking. really reiterating, he says, no difference between the countries and how they are going to approach denuclearisation. i think it is fair to say that he is trying to scotch any suggestions that there are divisions between the united states and its allies. earlier, on wednesday, secretary of state mike pompeo was a little bit more techie,
3:47 am
i think we can say, when asked about the new cairo station and the steps that would be taken to verify —— denuclearisation. now saying there would be time to complete denuclearisation. something else that came out of that press conference a little earlier was that us forces in korea have played and continue to play a crucial role in deterrence and peace and security and stability on the korean peninsula. in that came from the japanese foreign minister. a key concern of japan. and, japanese foreign minister. a key concern ofjapan. and, indeed, of south korea, that security umbrella, that the presence of american troops continues in the region before, before there is any kind of relief on the north. let us listen in again. thank you so much. secretary
3:48 am
pompeo, president trump just after returning to washington said people can speak well tonight because there is,". can speak well tonight because there is,", no longera nuclear can speak well tonight because there is,", no longer a nuclear threat from north korea". is that premature when north korea hasjust as many nuclear weapons as it had a week ago. you understand why that might make your allies nervous that the trump administration is too trusting of kimjong—un? and trump administration is too trusting of kim jong—un? and to be ministers, have you received any assurances that the report is false, that the us has not agree to a phased approach were concessions are made before denuclearisation is complete? i will take both questions. the foreign minister can obviously and for herself. let me be blunt. president trump has been incredibly clear about the sequencing of demutualisation and relief from the sanctions. he said this from the very beginning. he said in began to
3:49 am
chan kim and in his press conference following his meeting with chairman king —— tempting. yourfirst question, which was directed to me. can you tell us what that sequencing is? ijust did. we are going to get com plete is? ijust did. we are going to get complete the new cairo station, only then will there be a relief from the sanctions. respect to your first question. what the prison was speaking to was the moment and american leader, a sitting american president sat down with the leader of the democratic people's republic of the democratic people's republic of korea and have a blunt conversation about the changes that would need to be undertaken for north korea to rejoin the community of nations. when he talked about the reduction in threat that follow from that it was with eyes wide open. he said that in his press conference. it could be the case that al—assad will not walk. we are determined to set the conditions so we can write this failure of decades and reset
3:50 am
the conditions for north koreans, for north korea's participation in the community of nations. for north korea's participation in the community of nationslj for north korea's participation in the community of nations. i am absolutely assured of our shared goal. our shared approach. and how we will proceed to reach complete denuclearisation. i have been assured of that from day one working with mr pompeo, sol assured of that from day one working with mr pompeo, so i did not need additional assurance today. this is additional assurance today. this is a fundamental basis, a premise that we work together. it has been clear and confirmed since meeting with secretary pompeo, the first meeting with him in a month, right after he assumed the position. so there is no doubt about it between the us and japan. you are watching a press conference in seoul between the
3:51 am
united states, south korea, and japan. the foreign ministers and the secretary of state of those countries speaking more about that summit between donald trump and kim jong—un. secretary of state mike pompeo just took a question. he was asked about the sequencing of denuclearisation. he gave quite a short answer to that, saying we have been clear on the sequencing. it was answering that question in relation to someone saying that donald trump had said that people can sleep well tonight, but, of course, north korea still has their nuclear weapons. he really did not address that point. but he did say we are going to get denuclearisation. that is the aim of the countries there. we bring in our corresponded in washington, chris buckler, who has been listening to this press conference as well. it is interesting, i was talking a few minutes ago about how secretary of
3:52 am
state mike pompeo was slightly irritable on wednesday when being questioned by reporters about the details. and i think we saw a slight flush of that again just a few minutes ago when he was asked about the sequencing, is this a problem for the white house, that there are so for the white house, that there are so few details about what they are asking north korea and in what order before north korea gets what it wa nts ? before north korea gets what it wants? -- flash. it was asked that question about complete irreversible and verifiable denuclearisation and he responded by talking about com plete he responded by talking about complete denuclearisation. that is what is mentioned in that statement, not the two other words. and it is those were to continue to warned the white house. what you sing from the secretary of state is he is going to speak to those allies, countries who are concerned —— scene. he speak to those allies, countries who are concerned —— scene. he will talk about just how big
3:53 am
are concerned —— scene. he will talk aboutjust how big the deal is in detail. whenever you watch a news conference it is extremely clear that the questions they want to talk about in terms of the press, are questions that concern japan and south korea. they are interested in this denuclearisation. there is a feeling that south korea and japan we re feeling that south korea and japan were caught somewhat on the hop by this idea that donald trump was bringing to an end what he called the wargames, the exercises involving us troops in south korea, thejoint military involving us troops in south korea, the joint military exercises. what you are seeing from mike pompeo is an attempt to try to smooth, to address concerns, to make things look better, perhaps, than they are. but certainly to sell what has been achieved in this. donald trump's continue tour, which you will see in his twitter account, that the nuclear threat is gone, that is not something that all of the press are going to bite —— talk. it is not something that all of japan going to bite —— talk. it is not something that all ofjapan and south korea are going to buy. mike
3:54 am
pompeo'sjob is south korea are going to buy. mike pompeo's job is to sell what has been achieved but there will be difficult questions going forward. we arejust difficult questions going forward. we are just looking at pictures of that press conference in seoul coming to an end. the key participants have walked off the stage and we are now left to analyse exactly what they had to say. you have just touched on baby reassu ra nces have just touched on baby reassurances that mike pompeo was having to give —— touched on baby reassurances. it is interesting the words that kept on coming up, close cooperation, the security guarantee. we might not have got a lot of details on this press conference, but it was clear what the topics of conversation, what are the concerns we re conversation, what are the concerns were these key allies. it is worth reflecting on some of the things that were said. japan's foreign minister has been very clear in terms of saying it is a view of japan that us forces in korea have
3:55 am
played and continue to play a crucial role in deterrence for peace and security and stability on the korean peninsula. that is japan's position on this. the fact that they we re position on this. the fact that they were caught on the hop does make it the position of america to try to say listen, we are going to keep you informed, to keep you part of this, and there has been a very deliberate attempt to europe to have this 3—way meeting, to have a conversation to show the americans, the south koreans, and the japanese, that they are working together on this —— attempt to you. it is going to be difficult whenever this is an attempt being read by a america. chris butler in washington. just getting reaction to that press conference in seoul between us secretary of state mike pompeo and his counterparts from south korea andjapan. his counterparts from south korea and japan. the key lines, the united states committing to complete denuclearisation of the korean peninsula, saying the countries will continue working together and the
3:56 am
security guarantee for those countries remains in place. you are watching at bbc world news. let us take a look at the weather now. and grab let us take a look at the weather now. hello once again. i know it's the second week injune, but i have to start this particular show by reminding you we've got a named storm on our hands, and there's an amber warning from the met office for gusts of wind on thursday morning which could, in extremis, get up to around 60mph if not 70 mph. where's all that coming from? this great lump of cloud hurtling towards us and deepening all the while and as it does so, quite a vigorous area of low pressure for the time of year. it's got into the wrong place in the atmosphere and it's been deepening all the while in recent hours. such that as we get on through the day, we will find a real squeeze in those isobars initially working its way through northern ireland, but then on through exposed parts of scotland and through the north of england as well. but, with all the cloud
3:57 am
and the wind around, it won't be a cold start to the new day on thursday, but it will certainly be a wet one for some and certainly a very windy one as well. i'll show you now the strength of the gusts, and there you are, in the central belt of scotland, some of those gusts could be up at around 60mph, as i say, if not 70 mph. gales and severe gales quite widely across northern britain. travel disruption is distinctly possible, bbc local radio will be all over that, i assure you. even further south, it will be a noticeably windy day after a fairly quiet spell of weather. even here, as the weather front tumbles its way ever further to the south and east, we'll find a little bit of rain. there's no doubt about it the bulk of rain will be found in scotland but i think rain becomes less and less of a problem and slowly, slowly, oh so slowly, especially in the northern half of britain, does the strength of the wind. with the sun coming out in the afternoon for many of us, we'll push the temperatures into the low 20s at the very best. friday thankfully a quieter day across the british isles, but notice the prospect of rain
3:58 am
in the northern ireland and the possibility of downpours in dumfries and galloway, ayrshire and the western end of the central belt. what news of the weekend? none too promising to start with. look at this, another little bit of area of low pressure bringing cloud, wind and rain towards particularly initially the western side of the british isles, maybe spreading north and east through time as we get on through saturday. perhaps the best of the sunshine up into the north—eastern corner of scotland. not a complete write—off, i assure you, because sunday looks a drier and finer day as we finish off the weekend. take care. welcome to bbc news, broadcasting to viewers in north america and around the globe. my name is duncan golestani. our top stories: saudi—led forces attack the main rebel—held port in yemen, threatening vital aid supplies for millions. the american secretary
