needed is more homes for people on low incomes. michael buchanan reports. the grenfell fire was meant to change the nation's attitude to housing the poor. for too long in our country, under governments of both colours, we simply haven't given enough attention to social housing. we must affix the broken housing market and we must fix it now. tomorrow will be too late. today, ministers revealed what changes this tragedy would mean for social housing tenants across england. they'll get more powers to hold landlords to account, government support to ensure homes are all decent quality. for this housing adviser, the proposals after a year of waiting are pitiful. we expected something impressive, some action that would really benefit people — and this is weak and disappointing. and we have to carry on trying to pressure the government,

obviously, into taking the action on housing that we need. for those living in social housing, the proposals should see their complaints handled quicker, their landlords treat them better. this is an important next step. we want to consult on this further but it sets up these significant principles that are about delivering that step change in social housing. the proposals, however, fail to address the biggest crisis in social housing, the sheer lack of it. there are more than one million people in england waiting for a council house. analysts say we need to build up to 90,000 social houses each year to meet demand. the latest figures showjust over 5,000 such homes were actually built. this new housing scheme in south london has been built on the site of more than 300 former council

homes and it highlights why so few social homes are being built. when this development is completed, there will be 5a properties available for social rent, so a massive reduction on what used to be here. but housing associations say that if they don't construct a mix of housing on these estates, then even fewer social houses will be built. now on bbc news, our world: the war on meth. michael buchanan there. a hunt is under way. basra police, on the back of a tipoff, think they've found their target. a suspect they believe has been

there were once high hopes for iraq's second city. oil production in basra province generates 95% of the country's oil wealth. but most residents don't see any of that. this is jumhuriyah, one of the poorest most densely populated parts of town. most of the young people here haven't finished school,

addicts live in these impoverished districts where crystal meth addiction flourishes. many addicts and dealers end up here at this prison. this man is the deputy governor. what are the issues you face here? prison authorities have had to expand detention centres to cope with the numbers of addicts and dealers. major, this is one of the rooms?

how many people in this room? and this is a combination of drug dealers and drug users? yeah. you just keep them all here together in one room? yeah. i am taken deep into the prison to see what the conditions are like for those who have been convicted. quite overwhelming. i mean, i've been to many prisons in many parts of the world but to see these people just crammed into here, they take shifts sleeping so one person will sleep and one person

that is a big problem here in basra as well. it is 3:00 in the morning and the swat team are honing in on theirfinal target in jumhouria. meth addiction is fuelling crime in the city. and it is young men mostly who are the perpetrators. 15 years after the fall of saddam hussein, iraq is in a fragile and perilous state. with all the attention on the fight against isis in the north,

the weather pattern for the rest of this week and into the weekend looks pretty similar day on day and that is with more cloud, rain, stronger wind across the north and the west of the uk and the further south and east that you are, better chances of staying dry and bright with sunshine and feeling warmer. that process really will begin through wednesday, with an area of low pressure to the north—west of the country, a couple of weather fronts moving into northern and western areas, whereas further south and east it should stay largely dry. variable cloud, but also the sunshine breaking through at times. although breezy, not quite as windy it as it will be across northern areas. thicker cloud with outbreaks of rain, blustery across the north and the west of scotland, eastern scotland for a time across the south, scotland into northern ireland in between the two weather fronts we could see a little bit of brightness. this first weather front will bring rain to north—west england, parts of wales and eventually into the south—west

of england. 2a, 25 degrees again across the south—east. another warm afternoon. as we head through wednesday night, that weather front will merge together and bring rain further south—east to parts of northern england, the midlands, wales and south—west england. ahead of it, another muggy, dry night. to the north—west of it, clear spells and blustery showers. some heavy and feeling cooler and fresher. heading on into thursday, that weather front continues to sink its way south eastwards, it also opens the floodgates into cooler, fresher air which will flood in across the country during thursday and last into friday. it will be noticeable particularly in the south—east. that weather front will take its time to clear the south—east. a grey, wet, blustery day across the south. further north and west it will be quite windy, with sunshine and showers, some of them merging through longer spells of rain across the west of scotland and those temperatures range from 17—20 degrees, feeling much fresher right across the board, particularly in the south east. on friday we do it all again.
