9:00 pm
hello, i'm ros atkins. this is outside source. straight to strasbourg, were there's a developing situation with reports of gunshots, of one person losing their life and of several people being injured close to a christmas market. and relatively close to the european parliament. we will update you on the whole story. the prime minister travelled to the hague, then to berlin to see angela merkel and then onto brussels. she wants the eu to address concerns some british mps have with plan for the irish border after brexit. but wherever she went, she heard the same message. the deal we have achieved is the best deal possible step is the only deal possible. and there's no comfort in westminster. tonight, there are reports that the crucial 48 letters have been rich in the conservative party which could trigger a vote of no—confidence.
9:01 pm
we will turn to brexit and the pressure on theresa may, particularly these reports that the requisite number of letters have been reached for a no—confidence vote to be triggered against the prime minister. we will to do that inafew prime minister. we will to do that in a few minutes because we must first of all update you on what's happening in strasbourg in the east of france. been a shooting at a christmas market. early reports are that one person is dead, 10 wounded, and the gunman is on the run. we are getting other reports the death cult could be two, although thatis death cult could be two, although that is not confirmed. this is, as you can see, a wire copy that's common. . . this is crucial, though. it came in
9:02 pm
a few minutes ago, saying... we are also sold by the office of emmanuel macron that the president has been... and we know this is interior minister has been sent to strasbourg to oversee the operation. we have highlighted place kleber. this is where you will find one of the world's biggest christmas markets. it is about three km away from the european union building stop this is google street view, which gives you an idea of what the stable point on an idea of what the stable point on a regular day. police have cordoned off the area and trams have been stopped. unconfirmed reports that two people were seen lying on the ground. that has not been confirmed by the authorities. this is also important. this is from the secretary—general
9:03 pm
of the strasbourg based counsel of your. he's saying... that certainly echoes what we have heard from a number of different authorities, the advice for everyone in the centre of the city, state where you are, and don't go outside. we're working on this on the bbc news room in london. gavin lee is in brussels. tell us the latest you have got, please. the official confirmation from the police and the local authorities and strasbourg is that one person has died. at least ten people injured. in the last couple minutes, the big news agencies and also french tv are reporting that two people have died, ten people injured. it's fast—moving. this started two hours ago. 8pm local
9:04 pm
time. reports of a burst of gunfire will hurt around the christmas market. you say, place kleber, where they were heard. a number of journalist because the market is very close by to the european parliament. it is in session. there are six, 700 meps. the search goes on for the suspect behind the shootings. the other thing worth mentioning. the special forces and anti—terrorist units in france and all the other specialist teams have been deployed to the area, particularly around the car park and the cathedral. the authorities around those areas particularly saying that anybody who lives there, who is in restaurants and bars, absolutely for now, stay inside.
9:05 pm
gavin, thank you very much indeed. let me read you a statement from jean—claude juncker, president of the european commission. he says, my thoughts are with the victims of the strasbourg shooting which i condemn with great firmness. values... he says the european commission stands alongside france, and is gavin has been talking about, this is a city with a profound connection to the european union. the european parliament has two bases, one in brussels, the other in strasbourg. we've also heard from the french interior minister, who says our security and rescue services have been mobilised, as we can see as we watch these pictures come in. each says, do not propagate rumours and follow the advice of the authorities. it is worth saying that whenever there is an incident like this, these days, a huge amount of misinformation immediately springs up misinformation immediately springs up on the social media and we
9:06 pm
journalists here in the bbc news room in london and in brussels are sifting and to make sure we pass on his information that is reliable. gavin, let's just talk about what kind of security presence there would have been in strasbourg in an evening like this anyway. this is the most famous christmas market in france. in 1670, it was established as the first christmas market in france. it is the most popular. between one and 4 million people every december to send up the markets. 0n the we're hearing tonight, it was extremely busy, people running in panic for their safety. police, according to reuters, are saying this suspect was known to police. he was a criminal, somebody who had been in prison in the past and was on their radar. that's why they have been able to
9:07 pm
identify him so quickly. what we have now confirmed from the interior ministry is this person has been identified but they are actively searching for them. gives us a sense how quickly they may have been able to identify the suspect. just going back to that a wider point on security, people going into christmas markets tonight, they had their backs checks, and given the terrorist attacks that have happened in the past four years and given france is on the second highest level of alert. it was on emergency, emmanuel macron brought that down after he came into office. that was in place since the nice attacks as well. a lot of activity from the soldiers in the soldiers actively looking for the shooter. a couple of things to pass on forever on watching. the french prosecutor is monitoring the situation. of course, we would very much expect that in a
9:08 pm
situation like this. also, further details from a european parliament spokesperson, saying the building is in lock down. we spoken to journalists who are currently inside. the spokesperson says the european parliament has been closed and no one can leave until further notice. and actually, gavin, what's happening at the european parliament appears to be happening across the centre of the city. people are just being told, you cannot move. yeah. in cities, in city centre bar, particularly in the old town where the market is. those are the areas we're told are the police focus. going back to previous incidences around europe, it is that first hour, those first hours after, because they believe that suspect is still in the vicinity. the other thing that we've been hearing is a couple of people who live in the
9:09 pm
vicinity, around 8pm, around place kleber, and these are verified accounts. we have spent the last hour trying to work out who these people are. he said there was a burst of gunfire, around 12 shots fired ina burst of gunfire, around 12 shots fired in a eight minute bracket. very quickly after that, within about five minutes, the first ambulance and security team was on the scene but the perpetrator has not been seen since then. we're talking two hours for ten minutes since he first gunshots were fired. thanks forjoining us. at the moment, local media in france are saying to people that died in this attack. 11 now are reported to be critically wounded were wounded. these figures are changing on a regular basis. we will keep you up—to—date. this, though, is important, this is coming from reuters. police are saying they've exchanged gunfire with the
9:10 pm
strasbourg shooting suspect was on the run. we have been told for the last hour that they know who it is, and the police are now saying they have an exchange of gunfire with the suspect. we're going to keep a close eye on what the police are saying. in the meantime, let's speak to doris manou. they start speaking to the bbc. -- doris manou. they start speaking to the bbc. —— thanks for speaking. tell us about what you saw earlier on. good evening. earlier on, iwas walking around the christmas markets in central strasbourg, at place kleber, where the shooting took place. it continued —— i continued walking. when i saw the army. it was a group of ten to 12 soldiers
9:11 pm
walking towards me with their guns pointed to the street, the people, and around then, everyone was running from all directions. as i was walking past the building, with the courtyard, i heard the courtyard , the courtyard, i heard the courtyard, and is other people, next to me, we threw ourselves on the ground because we did not know was happening. there could be a bomb, the could be a terrorist attack. and then, it was actually in the courtyard of an it school. we took refuge in the building and we are still here. waiting for the situation to calm down so that we can go back to our homes, to our hotels. and when will those people
9:12 pm
-- all hotels. and when will those people —— all those people running past you and the armed police were coming in the other direction, were the police or the people running speaking to you? were they telling you anything about what was happening? people around me told me that they received instructions from the military to hide, to run, and... the soldier just walked past me. they were very focused on their mission. they were holding their guns and running. i realised that point something was happening, and that was when i started running as well to the courtyard , started running as well to the courtyard, this building where i still am. and at the moment, you're in this courtyard and you cannot leave the the moment, building. -- at the moment i am in the building. we were in the
9:13 pm
courtyard of an it school. they told eve ryo ne we courtyard of an it school. they told everyone we can come in. we are still in this building, in this school, and we received instructions that it's not safe to go out yet. dorris, we wish you well. sources in a situation with hundreds and hundreds, if not thousands of people, in central strasbourg. they are being told they cannot leave or they are. that includes a number of people who are inside the european parliament, which is on complete lockdown. i got igota i got a statement here from a sinn fein member of the european parliament. tonight's shooting has shocked the city. i was in the centre at the time and young people running away from panic. this incident has called for —— cost panic for people out enjoying the christmas markets. let me bring you
9:14 pm
right up to date with what's happening in strasbourg in eastern france. there's been a shooting at a christmas market in the french city of strasbourg. the latest reports are that two people are dead, more wounded, and the gunman is on the run. joejust in the joe just in the past few minutes, we have seen reports that they've exchanged gunfire with a knowledge —— an alleged suspect. you can see place kleber mark your on the satellite image. it is host to one of the world's bigots and the famous christmas markets. thousands and thousands of people like to go there. this gives you an idea of the size of the square. it's big but not huge. it would have been packed. this whole area has now been cordoned off. we've been told all of the trams have been stopped from running, and these are some of the
9:15 pm
most running, and these are some of the m ost rece nt running, and these are some of the most recent newswires to come through. reuters telling us... we have this report as well. that is from the french interior minister. we can treat that as correct. this from the afp... arguably the most important update of the past few minutes. let's bring in gavin lee, who's working on this from brussels. for my position here in london, i have not seen anything more on that exchange of gunfire apart from that one line of copy. no. we're seeing the same thing here. it is worth saying, actually, there have been some reports saying there was some fa ke some reports saying there was some fake report of what was happening. there was about an hour ago a journalist in french tv who was saying that he saw with his own eyes soldiers shoot a man close to the
9:16 pm
christmas markets. this will about an hour ago. the man fled. this seems to concur with what the police sources are telling our colleagues in paris. the gunman was injured by soldiers before fleeing. if they are an exchange of gunfire now, at least we get a sense now that the attack, the traitor in this has been injured. the other thing we're getting that is moving quite quickly as the events and how they have developed. now we know, there was a teen in operation very close to the christmas markets known as the sentinel. it's made up of soldiers and police. they've been in place since 2015. since the terrorist attacks in paris, at charlie hebdo magazine. they also say, looking at two hours and 15 minutes timeframe since the first burst of gunfire,
9:17 pm
and the first... about 12 gunshots heard bible to —— heard by 12 witnesses, were on a street very close to the christmas market committee meet your —— maybe two or three streets away. there has not been any gunfire since around ten past eight. we are told there has been a separate exchange in the past ten minutes. thank you very much, gavin. stay with us. this is france's interior minister. he says he is going immediately to strasbourg. the french interior minister will be overseeing the official response. i am also seeing one local shopkeeper told a local tv station, there were gunshots and people running everywhere. it lasted about ten minutes. a little bit earlier, i spoke to one british member of the european parliament who was close by when the shooting
9:18 pm
happened. this is the conversation we had. i had just happened. this is the conversation we had. i hadjust come into happened. this is the conversation we had. i had just come into the town centre, and i noticed there was a lot of commotion. there is the christmas market on. i was not sure what i was about. i got to the restau ra nt. what i was about. i got to the restaurant. you cannot get in. somebody saw me, recognise me and let me in and immediately locked the door. it was just an italian restau ra nt. door. it was just an italian restaurant. everything around here has now been locked down. people are not being allowed out into the streets. the streets are empty. people have been asked to vacate the streets, stay inside. i've heard some reports of nearby department stores, people are locked into being moved up to the fifth for safety. an
9:19 pm
engagement in the european parliament itself, people are being told not to leave producing european parliament. just to remind you, in strasbourg, the authorities are saying to both had been killed in a gun attack. between ten and 12 people have been injured and has been an exchange of gunfire with the suspect. we are of course keeping a very close eye on the situation and will return to it as we go through 0utside source. ido want i do want to turn to rush it and theresa may's predicament. it was this evening in london that mps were supposed to be voting for a brexiteer. instead, she cancelled that. she has been around to europe, to brussels, to get anything from europe to get mps to of portage. as if that was not enough to worry about, check out this week from art believe that our political editor.
9:20 pm
—— check out this tweet from. rob wotton in westminster. as if there was not enough drama already. tell us why the 48 matters. it matters because as you were saying, that's the figure needed to trigger a vote of confidence in the prime minister within the governing conservative party. whether she would win that or lose that, who knows? we certainly know that the mood has been hardening against her, very much so, amongst conservative mps. as you say, none of this is confirmed yet. i think it would be...i confirmed yet. i think it would be... i guess it would be an extraordinary, if not unexpected of elements, in the drama that is brexit. told me understand this. the first part of this process would not
9:21 pm
be other contenders getting involved. it would just be a straight vote on whether to continue with the prime and us absolutely. -- a straight vote on whether to continue with the prime minister. absolutely. 0nce continue with the prime minister. absolutely. once that is reached, there is a secret ballot. a secret ballot of conservative mps, asking them, do you have confidence in the prime minister, yes or no? if she was to survive, even if she wins only by one, that would leave her safe from another challenge for another year. what you might fear are that people voting against her. if she loses, then you have a full—blown contest in the conservative party as to who should succeed or. there could be a few viewers watching us, thinking how wonderful the prime minister had any bandwidth to worry about a leadership contest when the uk is
9:22 pm
leaving the eu in march and we do know on what terms?” know on what terms? i guess they not know on what terms? i guess they may well be thinking that that's the way in which is a combination, the sort of revolutionary times that brexit has produced, on top of the fa ct brexit has produced, on top of the fact that theresa may lost an election last june and fact that theresa may lost an election lastjune and is there for reading a minority —— and this meeting a minority government. to try to do this when you are in the minority government and when you are, ithink minority government and when you are, i think many conservatives would say, that she is not the most imaginative or inspiring leader they have ever had. a quick word about her swift european tour today. we we re her swift european tour today. we were supposed to be having the most. that got cancelled. how has that been viewed in westminster? as too little, too late. i think it's seen asa little, too late. i think it's seen as a pretty desperate mission and one that is unlikely to win around
9:23 pm
wavering conservative mps. i think it's incredibly important to say, look, some conservative mps, is theresa may winston churchill? absolutely not. is she disappointing asa absolutely not. is she disappointing as a leader? absolutely. you have to ask yourself, if we replace theresa may with another leader, that would not change the fundamental arithmetic. 0f not change the fundamental arithmetic. of us being in a minority, of the conservative party been divided over brexit and of parliament being divided over brexit, which makes you wonder if she was to leave the vote, who on earth would want the job? rob, thank you very much. that is rob westminster. returning to strasbourg. maximiliam hoffman, a journalist with the german broadcaster dw, is in strasbourg. tell us what you have seen and
9:24 pm
heard. when we heard the first word about this happening, we were sitting in a bar close to a cathedral. the centre of strasbourg. people running into are walking very fast into the restaurant. the restau ra nt fast into the restaurant. the restaurant owner saying nobody can go out. we managed to sneak out to get a picture to try to stay safe at the same time, and we made it to the christmas market, which is very close to the scene of the crime. we cite fermenter with military police —— we saw a perimeter with. massive police presence. we made our way beyond a second security perimeter. of course, the picture you get from strasbourg right now is a whole lot different from what you would usually see. this is the time when many people, millions come to the
9:25 pm
city because of the christmas market. and right after this attack happened, there was a very eerie scene with empty streets. thank you very much. we're up against the end of this half—hour of the programme. we will leave it there. think you for joining we will leave it there. think you forjoining us. that is maximilian hoffman. this is still the live feed that we have had coming in for the last couple of hours, showing us the user to carry operation going on in strasbourg. until very recently, we we re strasbourg. until very recently, we were being told by the police that they have invented by the government but they did not know where he was. but in the last few minutes, they have said there's been an exchange of gunfire but we have had no updates further as to what the outcome of that exchange was. we will of course keep you up—to—date across this story in the next half an hour. we will take a look at weather
9:26 pm
patterns and stories from around the world now. first of all, we will start off with snow. quite far south. if we take a line of latitude to the south of spain across north africa, and keeps getting the world around, we come to shanghai. in shanghai over the course of the weekends, and a weather front that moved in. it brought outbreaks of rain which turned to snow as colder airfed in. quite unusualto rain which turned to snow as colder airfed in. quite unusual to get snow in shanghai itself. people on social media got very excited by this. the scope settling on vegetation. meanwhile, the same sort of time, we had some enormous falls of time, we had some enormous falls of rain in vietnam. from the northeasterly monsoon adjust fed showers into the same area across central areas of vietnam. we've had some colossal falls of rain in the name “—

some colossal falls of rain in the name —— in da nang, there have been a43mm name —— in da nang, there have been a43 mm of name —— in da nang, there have been a 43 mm of rain... backbeat to previous rainfall record. severe conditions here. we're going to continue to see those northeasterly monsoon showers here. at the same time, some heavy snow, and the north of honshu. a look at this weather system yesterday, if you join me then, a lot of cloud in the southern bay of bengal. this forecast deepens and it will probably turn into quite and it will probably turn into quite a powerful storm over the next few days and then work towards the coastline of india. it might make la ndfall coastline of india. it might make landfall around... it may be that that storm is the sum of its strength on its final approach but we will keep a close eye on that nevertheless. then we got a win, which has been pushing its way westward across queensland. it's going to regain strength. again
9:28 pm
becoming a cyclone. it's going to kind of wobble around here over the next few days. reading some very wet weather around adjoining areas. we could see some localised flooding across this part of austria over the coming days. going to dig into eastern areas of europe. look at all despite coming off black sea. this is going to be a big winter storm. i think we could see around 15 to 30 centimetres of snow falling widely across central ukraine. that snow will be drifting around. i think we are quite likely to see some disruption in this part of eastern europe. for the west, we got to colder air flow europe. for the west, we got to colder airflow to ring in europe. for the west, we got to colder air flow to ring in and europe. for the west, we got to colder airflow to ring in and it is going to start to feel a bit colder across our shores as well. that is your weather. hello, i'm ros atkins, this is 0utside source. there's a developing situation in the french city of strasbourg with reports gunshots have been heard close to a christmas market in one of the central squares.
9:29 pm
we'll have the latest. two people died, at least five or six injured, possibly more according to some sources. we will have all of the latest. the prime minister travelled to the hague, then to berlin and then onto brussels. this was the consistent message she got all day. the deal we have achieved is the best deal possible. it is the only deal possible. the pressure continues to pile up. tonight there are reports that that crucial number of 40 members has been reached which could trigger a vote of no—confidence within own conservative party. —— within her own conservative party. for the last couple of hours we have
9:30 pm
been bringing you details of this shooting close to a christmas market in strasbourg in the east of france. early reports are that two people are dead, and 6 or 7 wounded — that's according to the french interior minister. we're also told the gunman is on the run. those are the basics of the story. gavin lee has been helping me across the last hour or two. gavin, first of all, what do we think the current situation is? the current situation from police in the last ten minutes over the —— last update we have is that this is still an ongoing operation, to find the gunman. there have been reports from police sources that they have exchanged gunfire and that is coming for more readers. we haven't heard confirmation separately from the police on that. this is the search that has been going on for two hours ona32
9:31 pm
that has been going on for two hours on a 32 minutes now. the first gunfire was reported at eight o'clock local time, posted the christmas market, the biggest christmas market, the biggest christmas markets and the most famous christmas market in france and the oldest also in strasbourg in the east of france, and there were at least 12 shots heard by witnesses in the area. it was at a street very close to the christmas market, and in that time we are told from police officials now, the officialfigure is one person has died and at least ten people injured, although as you have reported local tv are now reporting most of the agencies, reuters and so forth reporting to dead and 11 people injured. to bring you up—to—date with the latest we have, we know the anti—terrorist units, the french terror unit and the sentinel teens, these are basically the military, but 10,000 troops and the police, 5000 troops formed as a combined unit after the 20 15th earth attacks in formed as a combined unit after the 2015th earth attacks in november. there were some of the units who are monitoring the christmas market at
9:32 pm
eight o'clock and there are reports they managed to shoot the gunman before he disappeared, so he is said to be injured. please stay with us. we have just managed to get through on the phone to a man called peter fritz. who was an eyewitness to all of this. peter, thank you for joining us. i understand you are able to help or tried to help a tourists who got caught up in this. please tell us what happened. i was witness to apparently the first incident that happened, and what happened was i heard two distinct noises, but i took them to be firecrackers, but when i turned around the corner i did see one person on the ground with an apparent head shot wound, at least one and he was a tourists from thailand, and we tried our best to resuscitate him, we applied cpr. we checked into a restaurant close by and got help from medical people from germany but it's a more than 45
9:33 pm
minutes for the ambulance to appear, maybe the ambulance's way was blocked as well because of security precautions. and how is the man? was the —— were you able to resuscitate him? after 45 minutes we were told over the phone by emergency doctors that any further efforts will be futile. he is still here in the restaurant, but we have abandoned all hope for him and right now the authorities are carrying on the investigation. just to be clear, you have the body of someone who has been killed this evening in a restau ra nt, been killed this evening in a restaurant, and the authorities are not coming to collect that body or to treat it? well, yes, no, right now they are doing everything they have to do, but of course this is been asked being treated as a crime scene and therefore they'll will not go ahead and move him until they have inspected. this is terror -- a terrible development both for the men who have lost his life and for
9:34 pm
those of you who have been caught up in this —— for the man who has lost his life. his wife is also still here and in shock but she is unhurt. iam sure here and in shock but she is unhurt. i am sure it is unimaginable for her this evening. was this man the only person who was injured close to you, or were there other people who were struck? close to me that was the only incident i witnessed, but i figured there has been some further incidents because i was on the edge of the christmas market on the outer perimeter, and apparently there was something that happened inside the christmas market as well. peter, are you able to describe to me what is happening in the building where you are at the moment? how many people are at the moment? how many people are there? what is the situation? are at the moment? how many people are there? what is the situation7m isa are there? what is the situation7m is a restaurant, a typical strasbourg restaurant, wine tasting place and people are just in their being interrogated by the police, and asks for whatever they can
9:35 pm
rememberas and asks for whatever they can remember as witnesses. what have the police said to you? right now i was so police said to you? right now i was so busy talking to my station and the bbc, think —— that so busy talking to my station and the bbc, think -- that i so busy talking to my station and the bbc, think —— that i have not been approached yet. and in terms of when they might let you leave, are they giving any indication when people will be able to go outside ain? people will be able to go outside again? not yet, no. i might even be able to go outside, but i would not think it would be totally a wise move, and with this apparently dead person lying in the middle of the entrance hallway, i would have to step over him, sol entrance hallway, i would have to step over him, so i would rather not. there'll be a lot of people we re not. there'll be a lot of people were listening to are shocked at the situation that you are in and our concern for wife of the man who has died. is she receiving the kind of support she very much need at the moment? yes, definitely. she is being treated, she's being taken
9:36 pm
ca re being treated, she's being taken care of, and i heard talk of maybe bringing hertoa care of, and i heard talk of maybe bringing her to a psychiatric emergency ward for the night. and when this happened earlier, how quickly did the attack began and finished? it was a matter of seconds. it was two shots being fired and that took more or less one or two seconds. and when it was happening, did you have any idea where those shots were coming from? no, iwas where those shots were coming from? no, i was around the corner. i did not even take it seriously. it sounded like some firecrackers. and as we are talking, we are seeing lots of police on the streets now, but at the time, was there a big police presence in that part of strasbourg? the usual presence, the christmas market in strasbourg is obviously and has been for a long while a matter of interest in a big
9:37 pm
focus when it comes to police work. it is the biggest christmas market in france and of course there was always top of it maybe one day a target. peter, we appreciate you speaking to us. i'm imagining the atmosphere at this restaurant at the moment is one of profound shock. yes, that is true, but also some kind of agitation. the people are trying to help, tying to help the police, —— trying to help the police, —— trying to help the police, the white of the victim, so everybody is just trying to the best thing. well, peter, thank you very much for speaking to us. peter fritz is on the phone from a restaurant in the centre of strasbourg, and he has tried to help someone who was shot in the attack, but unfortunately whose wife could not be saved and the wife of the poorest who lost his life is still —— the tourists, is still within a restaurant being comforted by the people who had been dining in there. let's bring gavin lee back from
9:38 pm
brussels. there will be people who are shocked that peter fritz says it was 45 minutes between when he started to try and help this man and when someone arrived. yes, it is really just shocking when someone arrived. yes, it is reallyjust shocking listening to that account. it may perhaps explain why across french media, television, radio, all of the wires come in the news agencies right now reporting two people killed, 11 people injured, police official death toll notice is one person has been killed in the shooting incident in strasbourg, ten people injured, because the body of that person who's been killed is still within that restaurant. we are getting other news in the past two minutes as well from christopher, the french interior minister to say that the gunman was known, and this is someone who is reported to be 29 yea rs someone who is reported to be 29 years old, that he was born in
9:39 pm
strasbourg and no clarity yet on these reports in france that exchanges, gunfire has been exchanged in the past half an hour or so that they believe they have located the man. all we are being told is they're still actively searching for the gunman, and it is understood that he has been injured. this is an event that's been ongoing now for two hours 40 minutes since those first gunshots were heard, which is a small street close to the christmas market, the biggest as we said in the whole of france. there are three different locations at least where the gunfire was heard, and wejust least where the gunfire was heard, and we just heard from them and within the restaurant who said it was seconds that he heard this blast of gunfire, but we are told it was about a ten minute window on the three live —— three different locations close to the christmas markets, and right now we believe, where strasbourg cathedral is within the centre of town, that is where the centre of town, that is where the police are now focusing their search for this man, possibly exchange of gunfire. to step back
9:40 pm
briefly, for those who have not been to strasbourg command it is somewhere i'm very familiar with because of the european parliament which is ongoing and under lockdown tonight. some of the 750 meps told tonight. some of the 750 meps told to stay indoors for the moment. they call the christmas market the old town area that grand island because the only way to access the market is by the bridges across the water, so it gives you a sense of perhaps the difficulty of the terrain there in getting there and actually focusing this police operation to find this gunman. i am seeing as well that the french interior ministry has set up... let's bring you a couple of updates and no to gavin. the french interior ministry is set up a phone numberfor interior ministry is set up a phone number for people caught up interior ministry is set up a phone numberfor people caught up in interior ministry is set up a phone number for people caught up in the current situation. i will not give you the number now but if you look up you the number now but if you look up the french interior ministry twitter feed if you up the french interior ministry twitterfeed if you need up the french interior ministry twitter feed if you need to you the number it is very easy to find. we're also told by the french interior ministry and they have repeated this message, do not broadcast false information, they

appear to be very concerned about false information being shared by people online. the president of the european commission has said i thoughts are with the victims of the strasbourg shooting, and he says i condemn with great firmness what has happened. let me just have a look at what newswires have come in here. we have a few different updates. this from reuters. 11 injured, two people have died. this is coming in from local police. these figures are changing a lot, particularly the number of people injured. we're hearing about an exchange of gunfire from afp. we've known that from a while. the french prosecutor saying a terrorist investigation has been opened up as part of their response to this. gavin, you are talking about the fact the european parliament is on lockdown. by the sounds of it, there are still thousands of people in lots of different locations in strasbourg who are being told you still cannot go anywhere. right across the city centre, and bear in mind as we have
9:42 pm
talked about a little earlier, this is the busiest market across france between one and 4 million people in december visit these markets and we heard from the incredible phone call you had with that man in the restau ra nt you had with that man in the restaurant where there is somebody that has been he reports killed and their body is still within the restau ra nt their body is still within the restaurant and they are told not to move. there are hundreds of restau ra nts. move. there are hundreds of restaurants. i've spoken to a few people tonight, including other journalist covering events of the european parliament that moved to dinner in the old part of stroudsburg and they‘ re dinner in the old part of stroudsburg and they're still within the restaurant. they are told there are police outside, all they can here are the sirens right now, and this has been going on for two hours 15 minutes —— 50 minutes now, so the city pretty much the old part of the city, about two km2 under lockdown, no sense or not in terms of whether they have found the stress —— suspect. he's believed to be injured, shot by soldiers who first approached him. no sense as to where he is. they're focused on three places, star park, another which is
9:43 pm
close to the christmas market, basically a block of about twelvetrees, and also the strasbourg cathedral. those are the three areas that seem to be central focus of the police —— 12 streets. they call the sentinel operation, the anti—terrorist operation combined with police, soldiers and the anti—terrorist raid unit. with police, soldiers and the anti-terrorist raid unit. thank you for your help. to reiterate what we've been talking about, french police are saying to people have died ina police are saying to people have died in a gun attack in the centre of strasbourg. there's a confirmed numberfor the of strasbourg. there's a confirmed number for the number of people wounded, but the highest reports are ten and 11, although that figure has been fluctuating in the last few minutes. we will keep you up to date. turning to talk about british politics and brexit. while the high minister has been on the continent dying to give the european union something to go back to mps with in
9:44 pm
order to try to get her brexit through better deal to parliament, there is pressure now on her own position. here is a tweet from the bbc‘s political editor. let's bring ourselves up to date. 0ur political correspondent, hejoins us from he joins us from westminster. there doesn't seem to be much doubt that we have reached 48. the drumbeats are getting louder. there does have to bea are getting louder. there does have to be a little caveat. if your member two weeks ago there was a whole host of rumours that —— if you remember two weeks ago, that her critics had reached this critical number of 48 letters, triggering a vote of no—confidence in her leadership and yet it did not come to pass, so that is why everyone is
9:45 pm
waiting until sirgraham to pass, so that is why everyone is waiting until sir graham brady, the head of that rather archaic 1922 committee that leads the conservative party, until he says that figure has been reached. what happens than? it would mean that there would be very quickly as soon as could be arranged, really, a vote of confidence in her leadership, and if she was to win the vote by a simple majority, she gets to stay for another year at least. if she was to lose it, then a leadership contest would then ensue and she herself would have to stand aside. just to be clear, naomi, we have heard opposition parties like the snp and the green party calling for a vote of no—confidence in the government. that is completely separate from what is going on here, which is conservative party matter? that is exactly right. the vote of no—confidence would be in the government as a whole, and parliament, and the sunday if that happens at the moment she might well win that. what is causing her a
9:46 pm
whole lot more trouble is the internal situation inside the conservative party, because it does look like many of her own party are fed up with her particularly this decision to pulled the bill yesterday at the very last moment. it seems to have angered people on all sides, many people think it has shot her credibility to pieces. but, given that it's taken quite a while to reach these 48 letters, you could argue that perhaps she might send this off, that she may find she has enough support. and that has been the story of her premiership so far. many people have prematurely written her political obituary, and she had lived to fight another day. so it is quite possible, not least because there is no obvious successor the party would face a big decision would go for a remainder or a brexiteer? as we know, it is driven into this kind of culture war over brexit, so for that reason alone she
9:47 pm
may live to see another day. naomi, thank you very much indeed. it is probably worth reiterating it is only tuesday and it feels like we've had about a months worth of politics here in the uk this week but it's only tuesday. we will see what wednesday brings. turning back to the situation in the centre of strasbourg where there has been a fatal shooting. local police saying to people have died, more people are wounded. we understand the gunman has been identified, there's been an exchange of fire with him, although we don't know the outcome of that exchange. this also happened very close to strasbourg on the map of france, but happened near to a place where you would find one of strasbourg's payments, world famous christmas market, which is hugely popular with locals and forests alike. and very close to the european parliament as well —— locals and tourists. let's bring in gavin lee want our time. are the people just joining gavin lee want our time. are the peoplejustjoining us, what do
9:48 pm
gavin lee want our time. are the people justjoining us, what do we understand about the chronology of what happened a couple of hours ago orso? what happened a couple of hours ago or so? i think we have a clearer picture none of this appears to be a terrorist attack in strasbourg that started around eight o'clock local time, just over two hours 50 minutes ago, there was a burst of gunfire close to the christmas market in strasbourg, they call it the grand island, an area surrounded by rivers and bridges, and it is the most popular christmas market in france. this was basically three streets around the markets where eyewitnesses reported hearing around 12 gunshots fired. the perpetrator according to police union sources was shocked by soldiers shortly after that, the sentinel team, these we re after that, the sentinel team, these were set up shoulders to patrol some of the cities and towns in the aftermath of the 2015 attack. we are being told now that the search for the suspect is still ongoing, that there is a particular area very close to the european parliament, almost two villages just outside of the christmas market area, in
9:49 pm
strasbourg, east of france, that is where the suspect is believed to be. we have had an update from the local prefecture, the local authority in strasbourg who say there have been 13 victims, two people have died, seven people are seriously injured, there are four with minor injuries. you mentioned the square, this is a place that's now been cordoned off used as a triage centre for the ambulance services to help some of those victims with point for urgent medication. —— it is a point virgin medication. —— it is a point virgin medication. he heard someone in a restau ra nt medication. he heard someone in a restaurant saying band that's identified someone trying to help someone who had been shot and he died in front of them so that person clearly needs support as well. there has been an urgent medical psychological centre opened up in the centre as well. it is cordoned off, people still being told around christmas markets to stay indoors tonight and restaurants including the european parliament not to leave while there is an ongoing operation and a little more to on the

attacker. the suspect here who french authorities say he was on a terrorist list in france, that he is believed to be a threat to national security, somebody who is classified asa security, somebody who is classified as a radicalised individual. 29 yea rs as a radicalised individual. 29 years old, he's reported across french local media, born in strasbourg, so as i say that operation still ongoing. gavin, thank you very much. we'll come back to you in a moment. this hasjust come in from the president of the european parliament saying: this is the president of the european parliament as gavin has been telling us. it has two bases, one in brussels and one in strasbourg, very close to where the attack took place. the next thing i
9:51 pm
wa nt to attack took place. the next thing i want to play you is an eyewitness account from a man peter fritz who try to help one of the victims. what i heard shortly after 8pm i should say work two very distinct gunshots and people fleeing the place. i was not sure these were actually gunshots and when i looked around the corner and i saw a person with apparently two shots into the head, lying under the bridge here. we tried to engage in resuscitation activities. we took him into a re sta u ra nt activities. we took him into a restaurant which i am in right now and we tried 45 minutes to resuscitate him. there are no ambulance service is apparently able to enter the ambulance service is apparently able to enterthe area, ambulance service is apparently able to enter the area, everybody told us that the ambulances have been called but so far no signs, just police people toward meeting off the area, and of the port —— after 45 minutes we stopped resuscitation efforts because a doctor told us over the phone that it was futile. local police now take —— telling reuters
9:52 pm
and other media that to boot —— two people have died, 11 have been injured. this is also worth mentioning that gavin was saying, strasbourg gunman has been identified as and as file security risk. just to explain, would i be right in saying there are thousands of people consider worthy of being an as file security risk? tens of thousands of individuals i think backin thousands of individuals i think back in 2015 when they were compiling the sheer numbers. there was an issue of realistically how many you can really get to and monitor, the same in many european countries including in the uk, those we re countries including in the uk, those were on a suspect or suspicion list of those radicalised individuals. the other thing we're hearing now coming in from european parliament is that parliament will be closed at least for the next hour or so. they, according to the staff inside the parliament had been informed by police that the incident has stabilised. we are not sure what that means, but they have been sold the shooter has not been arrested.
9:53 pm
they advise everyone within the european parliament tuesday combined inside and away from windows. we have also reports coming in from french television that four people have been killed, confirmation we have been killed, confirmation we have so far from the french interior minister is two people have died, and also possibly key information here, a number of newswires report —— reporting that the presumed attacker‘s home was raided this morning and that he escaped arrest during the raid, so we are getting to start to get a clearer picture of what eventually happened in the events following up to the shooting tonight. gavin, thank you very much for your help and of course there are updates on this story on the bbc news website. hello. we are closer to knowing what sort of weather will prevail across the uk in the run—up to christmas.
9:54 pm
the pattern does not look like it is going to be the one we have at the moment with weather fronts from the atla ntic moment with weather fronts from the atlantic being blocked from coming in by building rocking as blocking high—pressure and get the navy and asi high—pressure and get the navy and as i show you the jet stream, i really like the jet stream, you will find few better examples of a bifurcating or splitting jet stream. 0ne arm goes north, one arm goes south, it is like there is a force field across the uk stop in the jet from getting any closer. how long will force field britain hold on? we will force field britain hold on? we will find out. i could look at this all day but we have to get on with the rest of the weather for the week ahead and take it day by day starting with wednesday. her member the pattern at the moment atlantic weather front trying to come stalling, one from western scotland east of northern ireland west wales into the far southwestern england during wednesday will give a bit patchy rain. eastern england will see increasing sunny spells on through wednesday and most other places bar a few light showers are looking guy. this front guys going into thursday, another tries to come
9:55 pm
in and fail. locking professed as high pressure even stronger thursday, the wind around to coming in from the continent, we are in the blue year, in a stronger and colder. most will be dry, there will be sunny spells around, but because of the stronger wind it is going to feel much colder. we are importing colder air feel much colder. we are importing colderair in feel much colder. we are importing colder air in from the continent, so the temperatures are well down into single figures, but when you factor in that stronger when it feels colder still, it feels like is closer to freezing across some areas and especially of course in the strongest wind. as we go into friday it looks like a frosty start for some of us on friday. the wind is not going to be as strong. numerically, looking at the thermometer it looks like it'll be thermometer it looks like it'll be the coldest day of the week, but remember the wind is not so strong, there'll be sunny spells around. the weather system from the atlantic, is best —— this one going to stall? no, it look like this is going to move in across the uk over the weekend, force field britain gives way and the jet stream starts to have more ofan the jet stream starts to have more of an influence across us, but it is
9:56 pm
a messy picture saturday. the winds pick up, beat, rain and pushing into that colder air, sun and snow spreading so with a lot of uncertainty, probably will not look like this by the time we get into the day, but there's the possibility of snow on the leading edge, maybe not just of snow on the leading edge, maybe notjust on hills, but perhaps on significant snow across parts of scotland, especially on hills. all of that look like it'll gradually push on through going into part two of the weekend on sunday. with it, there is less cold air starting to move in from the southwest. a few on sunday, but some sunny spells too. but there is a contrast, a range of temperatures on sunday. it look like further north and east we still have pretty chilly air in place. but then as we go deeper into next week, it looks like the atlantic weather as it takes control will eventually feed some milder air northwards across the uk and the south—westerly flow. you see the deep period of low
9:57 pm
pressure to the west of us, a big dip in thejet stream, but pressure to the west of us, a big dip in the jet stream, but the jet strea m dip in the jet stream, but the jet stream is at least coming in towards the uk where of course at the moment it is not. all that means it is looking pretty unsettled next week. spells of wet and windy weather but fairly mild and it looks like that sort of weather prevails in the run—up to christmas and keep watching the weather for the week ahead as christmas eventually comes into our view. tonight at 10pm, as the prime minister tries to rescue her brexit deal, she faces the growing likelihood of a confidence vote, among conservative mps. mrs may spent the day in eu capitals — trying to get more assurances on her brexit plan — insisting it was all to play for. what has been shown to me from those meetings is there is a shared determination to deal with this issue and address this problem. but the signals from brussels were clear — there was no prospect of reopening the negotiation — on the final deal. the deal we have achieved is the best deal possible. it's the only deal possible. and tonight at westminster,
