3:00 pm
this is bbc news. the headlines at 3: another group of migrants — twelve people including a child — are found by border officials on the kent coast this morning. the home secretary chairs a meeting with the border force and other agencies, as he attempts to deal with the rising number of migrants trying to cross the channel. 39 people are arrested on suspicion of attempted murder following a stabbing in west london. huge crowds gathered around sydney harbour to see in the new year with a spectacular display of fireworks. and these are the scenes live in tokyo and pyongyang where crowds are welcoming in the new year. let's take you live to both japan and pyongyang where there are fireworks displays taking place to mark new year
3:01 pm
this is tokyo. you can see thousands of people have gathered. and here in pyongyang an impressive firework display there. north korea celebrating the new year near the river which cuts through the centre of the city. this follows of course earlier celebrations in auckland and in sydney, australia. and great excitement, as we can hear, there in north korea. no sign there of their
3:02 pm
leader. i don't know if he is there to watch all of this. of course it has been a year where north korea has been a year where north korea has featured on the world stage. a more sombre scene injapan. this is the scene of people at... a temple which i think is the temple located in uajima city. as we can see, the priestess has oranges in
3:03 pm
her hands. slightly different from the fireworks we have seen elsewhere across japan. celebrating in different ways. so this one of course is because... of the fame for its oranges. let's go back to pyongyang. sounds like their version of auld lang syne here in north korea. a lot ofjubilation there and a very impressive fireworks display, following on from sydney and auckland earlier. but quite a scene in north korea. of course everyone will be looking forward to celebrations closer to home here in the uk later this evening. the home secretary, sajid javid, has held a meeting
3:04 pm
with the border force and the national crime agency to decide how to tackle the growing number of migrants attempting to cross the english channel. more than 200 people have attempted the crossing since november — many of them iranian citizens. in the latest incident, twelve migrants — including a child — were found by border officials this morning near dungeness in kent. simonjones is in doverfor us now. we understand that 239 migrants have managed to reach the kent coast on small boats over the past couple of months. in addition there are people who have set out from northern france who have been intercepted by the french authorities and taken back to france. this morning, 12 people were discovered having crossed the channel in a small boat. we understand among them were nine men, two women and a ten—year—old child. it is important to say that
3:05 pm
these people arriving often are claiming to be from iran. at the moment, britain is not forcefully returning people to iran. but another sign for sajid javid of how serious this situation is. back on the beach, the police and border force were called this morning, after another group of migrants arrived on the kent coast. just as the home secretary returns to the country amid a barrage of criticism that the home office has failed to get a grip on the situation. sajid javid says he is deeply concerned about the number crossing the channel by small boat. more than 200 people have arrived in the past two months. he's been meeting officials from the home office and border force, but he's warning there are no easy answers. he's pledged to increasejoint patrols with the french. writing in the telegraph, he said the reason behind the increased crossings were complicated and often outside our control. he said the problem was being fuelled by instability in the middle east. conditions in the channel remain very calm. there is very little wind. it is mild for the end of december
3:06 pm
so it seems inevitable in the coming days there will be more attempts to get across the channel in small boats. but there is also a growing clamour for something to be done to stop it. the mp for dover wants the home secretary to come to the town to see for himself what they are facing. i hope sajid javid will come to visit dover and see how things are here at the dover front line, and look to create a modern dover patrol force with the french to make sure any craft found in the channel, whatever side of the line they are, are helped back safely and soundly to the french coast. one group which supports migrants in kent says they shouldn't be demonised. we have to hold onto the fact that these people, however desperate they are, are our brothers and sisters in humanity. that's what we need to keep reminding people about. and they're refugees, unless proved otherwise. but while the number arriving continues to grow, so does the pressure on the home secretary. simonjones, bbc news, dover. well the home secretary has had this
3:07 pm
meeting with border force officials and the national crime agency, the message he is trying to get across is this is not going to be something quick and easy to fix. he said the target has to be the people smugglers operating in france and it ta kes smugglers operating in france and it takes time, because the gangs are quite sophisticated.” takes time, because the gangs are quite sophisticated. i think the point is this is a longer term issue, presumably the people trafficking, the gangs, that is not a new issue, that is something that is already being worked on presumably? certainly there has been close co—operation between britain and france in the past to try and stop these gangs. the issue though is it is often difficult to get to
3:08 pm
the people at the top of the chain. often the people arrested are the people lower down, not the people making the bigger money, but the people being paid a smaller amount. here in dover the local mp said the solution could be quick and easy, you need more borderforce cutters in the channel. there is currently only one of five border force cutters which are working out there, along with two patrol vessels. we understand from the home office that is being kept under constant review. but there has been no commitment from sajid javid to increase the number. the concern is by increasing the number of boats, that could be seen as make them rescue boats and that could encourage more people to make the journey. the that could encourage more people to make thejourney. the home make the journey. the home office say they are using smaller versatile boats. but it would be symbolic if the cutters were returned from the
3:09 pm
mediterranean from the channel. that what is the local mp wants. that is still under discussion at the home office. thank you. 39 people have been arrested on suspicion of attempted murder after an argument in a shop in west london led to a man being chased and stabbed. the victim — who's in his 30s — was found with life—threatening injuries in the early hours of this morning. our correspondent keith doyle is in hammersmith. unfortunately stabbings in london are not uncommon. there has been a big increase in knife—related crime this year and on this, the last day of the year, this another victim fighting for his life. what is notable in this is case was the police response and the number of arrests. it started off as a minor argument according to the police and ended up with one man seriously and 39 people arrested. the man was stabbed after being chased by a group of men and women following an argument. the suspects then went into a party at a nearby flat.
3:10 pm
these are all policeman... this video shows the police arriving. the police said because those at the party would not co—operate, they decided to arrest them all. each person is lined up and arrested. about 50 police officers marched down the road and brought into the house and brought 30 or a0 people and they were arrested and were taken away. the police admit making so many arrests at this early stage of an investigation is unusual. but they said because of a lack of co—operation and the necessity to secure essential evidence, it was appropriate to bring so many people into custody at this stage. two knives were recovered close to the scene. those arrested are
3:11 pm
being questioned at a number of police stations in london. within the last few hours we have seen forensic teams working at the scene of the crime, just behind us here on the top of the road here. the party took place in a flatjust here to the side of me. so the police forensic teams have been scouring the area and taking essential evidence. they have also recovered two knives. there has been a huge increase in knife crime this year, over 40,000 knife—related crimes in london in the last year that figures have been available and the mayor has promised to crackdown on this and we saw last night a huge police response and as far as we know, still 39 people in custody this afternoon. that is keith doyle reporting from london. political leaders have focused on brexit in their traditional new year messages.
3:12 pm
jeremy corbyn accused the government of making a mess of britain's departure from the eu. in a video released by the labour party, mr corbyn says his party is ready to deliver a radical but fairer alternative to mrs may's deal. i'd like to wish everyone a very happy new year. there is so much talent across britain but we are being held back by a system that for too long has only served a privileged few. now the conservatives have plunged the country into crisis, over the complete mess they have made of brexit, trying to drive through a bad deal and letting people down all across the country, whether they voted leave or remain. eight years of damaging tory failure has left us with a divided country where millions are struggling to make ends meet. where so many can't afford a home to call their own. where older people are deprived of the dignity they deserve, and far too many are working low paid and insecure jobs. we cannot go on like this. labour is ready to deliver a radical

alternative, to rebuild and transform our country. we will stand up to the powerful few so that the wealth you create is shared fairly, not hoarded by a privileged elite. scotland's first minister, nicola sturgeon, used her message to say her government would seek to keep scotland at the heart of europe. she said european union workers would always be welcome, regardless of what happens in the next few months. in the yearahead, the scottish government will continue to do everything we can to protect scotland's place at the heart of europe. however, whatever the outcome of brexit, scotland will always offer a warm welcome to the world. in fact, our reputation for being an open, warm—hearted, hospitable country has never been more important. i want to make that especially clear to the hundreds of thousands of nationals from other european union countries who have done us the honour of choosing scotland as their home.
3:14 pm
i know that this is a deeply uncertain time for you, but i also want you to know that your contribution to our national life, to our economy, communities and society, is hugely valued. you will always be welcome here. of course, 2019 will not simply be about brexit. we will also keep on with the day to day business of government. we will redouble our efforts to support and invest in our key public services such as the nhs and our education system. we will continue our expansion of childcare and press ahead with our new scottish system of social security, making life fairer and helping those most in need. we'll bring you the prime minister's new year message, which we're told will be released tonight. the us ambassador to the uk, woodyjohnson, has cast doubt on britain being able to negotiate a wide—ranging free trade deal with america if the brexit agreement put forward by theresa may is approved.
3:15 pm
president trump has previously said that mrs may's proposals "sounded like a good deal for the eu". mrjohnson told the bbc that america was watching events closely. the headlines on bbc news: another group of migrants — twelve people including a child — are found by border officials on the kent coast this morning. the home secretary chairs a meeting with the border force and other agencies, as he attempts to deal with the rising number of migrants trying to cross the channel. 39 people are arrested on suspicion of attempted murder following a stabbing in west london. sport and for a full round up, from the bbc sport centre, here's olly foster. plenty of sport in australia at the

points and the year after make 44 points and the year after make 44 points in the first round, that is incredible. we did well and the problem is the other team is a fantastic issue, perhaps the best tea m fantastic issue, perhaps the best team in europe or the world and we have to accept it. but we will do what we can do, do ourjob, play our games, like today we did likes last season we did and this season we did and that we will see. tributes have been paid to the former liverpool and england winger peter thompson. he won two league titles at anfield and helped the club win the cup in 1965. bill shankly said he could run

3:21 pm
i asked him what had happened to the footsie 100. about 70% of the earnings of those 100 companies are not in sterling. so it is a global picture. there is auk so it is a global picture. there is a uk index and that was doing worse, down about 20%. what you have seen isa down about 20%. what you have seen is a reflection of what is happening around the world. . the mining and oil companies and certainly the oil companies have been suffering as the oil price has been coming down unexpectedly. that is reflected elsewhere around the world. the us doing better than us, but their market was down 8%. not as bad as china, which was down 25% and the worst was turkey, down 39%. so com pletely worst was turkey, down 39%. so completely the opposite to what we saw last year and everything had been going up. the reason for that, is it to do with the trade wars? there is a series of things, but the
3:22 pm
trade war has an impact notjust on immediate trade, but the outlook, but the whole point is that the idea that global trade is being affected and not just affecting that global trade is being affected and notjust affecting china, but it will affect mesh. because it impacts on goods they're importing. it has an over all effect on the worlds. we have heard from donald trump about the miracle he is working with the american economy. has it been good forjobs? yes, the economy has done well and it is probably on a sugar rush. most of this recovery was courtesy of the obama administration. he has come on the coat tails of it but added a push with tax cuts, which companies have benefitted from. and the hope that a lot of that would go into new plants and such like, most seems to have
3:23 pm
gone into executive share option schemes, so they're at it again. but that has been a boost. the economy has been doing well in america, that is why the fed have been raising rates on the basis that rates are going up, because the economy is going up, because the economy is going well and they‘ re going up, because the economy is going well and they're concerned for inflation, but more to the point when the economy starts slowing, they will need to cut rates. you can't cut them if they haven't gone up. this has annoyed the president, who doesn't seem to know much about economics, saying the fefd fed is wrong and they should feel the market. not sure what he means by that. but they have been raising rates to anticipate problems in the future. that will probably happen next year. but we will see a turn. we have had a long bull market, it doesn't mean it will end in recession, but it means the really good times will end and you will see a level of pull back. the eurozone,
3:24 pm
how have they been doing. when it comes to the eurozone, have their economies, a mixed bag? yes, because you have seen the eurozone had been doing well, but in the past couple of quarters, germany's economy has started to go into a slight reverse. they have the issue of the change of leadership, angela merkel, the leadership, angela merkel, the leaderfor so many leadership, angela merkel, the leader for so many years that people relied on, she is handing over to who, well, we don't know yet. that isa who, well, we don't know yet. that is a concern. and you have italy, italy with its just agreeing it budget. a perverse government of right and left—wingers, you wounltsd expect this. —— wouldn't expect this. there is this world made up quit—italy, would they quit the you re. well no. and you have the problems in france and that has led to concern. it is instability that the markets don't like. they don't like. economies don't like, you
3:25 pm
think with germany, the change of a leader some months ahead wouldn't have a huge effect on the economy. but its a matter of having confidence, that is the one word that runs an economy, if you don't have confidence, people don't spend, companies don't invest and people don't invest in britain if they don't invest in britain if they don't have confidence. whatever your views on brexit, it is the fact that we haven't made up our minds that is the worst thing and you have seen investment going elsewhere. i know two american companies who said they wa nted two american companies who said they wanted to invest in britain lite. that turned out to be dublin. now dublin is nicknamed canary gar p, because —— dwarf. because they have been taking investment that would have gone to the city. for the outlook, for the uk, brexit will be a huge impact on the economy here. what do you think? well the good news is you have to start with good
3:26 pm
news, the global economy is doing quite well. it is never a headline you will see, but it is growing close to 3.5%. that is around the long—term average. considering where we we re long—term average. considering where we were ten yea rs long—term average. considering where we were ten years ago with the largest financial explosion, that is not bad. it will be lore and slower. —— lower and slower. markets will say, will there be a us recession? so you will still be seeing some growth there. particularly companies paying dividends for longer term investors, that is the real figure, the compounding of return, notjust where the stock market itself ends up. nhs emergency services across cities and towns in england are preparing themselves for what's expected to be their busiest night of the year. many ambulance services come under extra pressure dealing with new year revellers who need urgent medical care. last year for example
3:27 pm
north west ambulance service saw a 50% increase in emergency calls on the night of new year's eve. and a dramatic 170% increase in calls to assaults — that was compared to an average saturday evening last year. to tackle the extra work load, they say they'll have 30% more staff working tonight. and an extra 79 ambulances on the road jonathan fox has been a paramedic for over 35 years and has worked for the london ambulance service. he told us about the demand services face over the new year period. the escalation for call rates is to do with alcohol that does take a disproportionate level of ambulance staff and police officers workload through the new year's eve into new yea r‘s through the new year's eve into new year's day and puts staff into the realms of danger, because they're
3:28 pm
more likely to suffer, be victims of verbal or physical abuse, as a result of the alcohol people are taking on board. do you gate sense that people have taken on the message of the dangers from drinking too much, or is it something people once a year say we are going to do that, knowing there could be issues? i think there are trends among young people seeing that it is perhaps putting themselves in harm's way to be taking too much alcohol on board throughout the year. but u nfortu nately i throughout the year. but unfortunately i think that people see new year's eve like other holidays as an opportunities to drink ina holidays as an opportunities to drink in a way that puts them in harm's way and puts a burden on the emergency services and it not helped by people drink before they go out and being in the situation that the intoxication levels are higher by the time they have only had a couple
3:29 pm
of drinks at a party. what do you make of this suggestion that has been used before, people have referred to them as drunk tanks, but these temporary treatment centres that are set up in various places to cope with that extra demand, how do they work? well they work as a place of safety to reduce the workload and busy emergency departments at the times of highest demand and they're meant to make it, to give us a sea mless meant to make it, to give us a seamless treatment regime where ambulance staff simply pick the people up if it can ever be simple and deposit them at the drunk tanks where they are supervised until they're well enough to go home. but alcohol—related incidents impacting on the ambulance service are not just a one off, they don't get put away after new year, we experience that throughout the whole of the year and that throughout the whole of the yearandi that throughout the whole of the year and i certainly did when i was a paramedic. there should be more joined up thinking and looks at more
