the next half hour. the white house has announced a second summit between president trump and the north korean leader kimjong un, it's planned for the end of february. it follows talks in washington between the president and one of mr kim's most trusted envoys, kim yong chol. the new summit follows last year's historic meeting in singapore. its location is yet to be announced, though reports say preparations could begin in sweden very soon. lastjune president trump and kimjong un agreed a vague statement about denuclearization, but talks had made little progress since. let's get the latest from barbara plett—usher in washington. it is quite big news, isn't it,
9:02 pm
given the threat and security terms that washington sees in north korea? yes, it is big news for a number of reasons and that is because there has been a diplomatic process for the last eight months or so but that has stalled. this summit is named to restart that in some form or breathe new life into it and this is going to happen again at the highest level which happened lastjune. that is interesting and it is happening just as the americans have put out their new missile defence strategy in which the north koreans are still called an extraordinary and ongoing threat. that report says there is a chance for a peace arrangement but it still remains a threat and that is always in the back drop as these talks take place and as diplomacy ta ke talks take place and as diplomacy take place. we do know that mr trump has dial back on his fire in theory

rhetoric for some time and has been talking very much about wanting another summit and talking very much about wanting anothersummitand kim talking very much about wanting another summit and kim jong—un wants one as well. will people be more cautious in their expectations given the hype last time that has led to very little relatively? i remember it last time there was quite a bit of caution as well and express wondering about a leader to leader meeting and there have been no negotiations to agree on and they agreed to something very vague which both sides defined in different ways, denuclearization and demands that came from different views and that came from different views and that has led really to no progress oi’ that has led really to no progress or concrete steps to dismantling the north korean nuclear programme. there will be a summit but how will we prepare for this to make sure it will have a concrete objective obtained. donald trump is under

pressure on many fronts domestically at the moment and is the sense that he is really committed to this? yes, he is really committed to this? yes, he is really committed to this? yes, he is under a lot of pressure domestically and has the case now with his former lawyer saying he was told to lie to congress about a russian business project and the shutdown of the government over demands to fund the wall on the border with mexico so there is a lot of negative domestic news and it could be that something like this, a foreign policy issue, one that involves made for a television event with a reclusive pariah leader that donald trump sees himself bringing in from donald trump sees himself bringing infrom a donald trump sees himself bringing in from a gold might be a distraction for him and perhaps he is hoping it is a distraction for others from his domestic woes but i think he will... this is certainly something that he has been wanting and it will happen towards the end of february. thank you very much
9:05 pm
indeed and we have been... we will confirm it is in sweden once it is announced. there are number of pressure points on donald trump at the moment. democratic politicians in the us say they will investigate allegations that president donald trump directed his ex—personal lawyer to lie to congress. a buzzfeed news report claims mr trump instructed michael cohen to lie about plans to build a trump tower in moscow, at a time when the president denied having any business ties to russia. the story alleges "trump received 10 personal updates from michael cohen and encouraged a planned meeting with vladimir putin." mr trump has denied ever directing his former lawyer to break the law. he responded on twitter ,, j e? '; i correspondent kevin corke, "don't forget, michael cohen has already been. cent-listed ~ ~ to reduce his jail time!" michael cohen was president trump's longtime personal lawyer and fixer.

to three years in prison after pleading guilty to charges of tax fraud and lying to congress. the intelligence committee will investigate the claims, says its chairman adam schiff, who wrote on twitter: "the allegation that the president of the united states may have suborned perjury before our committee is among the most serious to date." the bbc‘s senior north america reporter, anthony zurcher, says this is potentially very damaging for the president. i think the key detail in the buzzfeed report that is causing a lot of people to say this is very serious allegations as the fact that according to the buzzfeed article, robert mueller does notjust have michael cohen's word that donald trump directed them to live but there is documentary evidence supporting this in the form of e—mails and text messages as well as corroborating the accounts within donald trump's business organisations. so it is notjust a case of michael cohen who as donald trump's team rightfully pointed out has already
9:07 pm
been admitted to lying to congress and is facing a lengthy prison sentence, it is notjust his word against donald trump. there is also substantiating evidence according to buzzfeed saying that this direction did in fact happened. that would constitute a pretty good case of obstruction of justice if it were true and in the past, allegations of obstruction ofjustice on the part of the president half led to state bill clinton's impeachment proceedings. and proceedings heading towards impeachment for richard nixon before he resigned. earlier this week, president trump's nominee for attorney general, william barr, agreed during sworn testimony that a president who persuades someone to commit perjury is committing the crime of obstruction ofjustice. in your memo, you talked about the james comey decision and you talked about obstruction ofjustice and you went over that which i appreciate
9:08 pm
it, you said that the president persuading someone to commit perjury is obstruction, is that correct? yes. any person who persuades another. you also said a president orany another. you also said a president or any person committing a witness to change his testimony is obstruction, is that correct? yes. if there is a reason to believe that a president trying to cope somebody not to testify or testify falsely, that could be obstruction of justice. the yes under the obstruction statute, yes. i asked anthony if calls for impeachment were getting louder. i think when it comes to impeachment there have been with berries and congress that something like that could happen but democratic leadership and house of representatives have been quick to top—down speculations and say it is best to wait for more evidence to come out. after last night's report you're hearing some members of congress, some democrats talk about
9:09 pm
ita congress, some democrats talk about it a little more loudly because they view this as being an impeachable offence if it is substantiated. as far as where we are in robert mueller‘s investigation, it has been opaque for the last two years and we do not know what is going on behind the scenes and only through court filings that are heavily redacted and anonymous people who report that they have ties to the investigation. robert mueller could have a viable report sometime as early as february but these are anonymous accounts and not coming from the spokesman for the special counsel office at all and the reality is that there are ongoing legal cases such as sentencing of paul manafort that are going to stretch out well into the summerand going to stretch out well into the summer and the idea that all of this will be wrapped up soon no matter what happens in next month or so and when the final report comes out, i think those are unrealistic. let's take a look at some of the other stories making the news. thousands of poles have taken part in a procession,
