to become one of the most successful nations of the 21st century — but the country has faced problems of corruption, protests, recession and crime. in the second of a three part special series, we examine how brazil's dreams of a better future disappeared. in brazil, the boom years of lula have given way to violent street protests. gunshots the brazilian people have lost faith in lula's successor, president dilma. despite the turmoil in the country, dilma has been narrowly reelected in a closely—fought contest.

meanwhile, corruption scandals uncovered by operation carwash have begun to expose politicians. more than 157 persons were convicted for bribery and money laundering. and the politicians in turn have begun to look for a scapegoat. president dilma was the obvious choice. dilma's deputy, michel temer, became brazil's new president, but would the country's devastating corruption investigation stop there or would brazil's political convulsions continue? in her first term of office, dilma had made the mistake of alienating congress. now more than ever, she was going to need to build bridges. but right from the start, her main political rivals began manoeuvring against her. former presidential candidate aecio neves had neverforgiven dilma

for his defeat at the 2014 election. now, he joined forces with a leading congressman, eduardo cunha. they had a common interest. they both wanted to get rid of dilma. with the unofficial support of neves‘ party, eduardo cunha was elected as president . from here, he was in a perfect position to block any economic reforms and to plunge the knife into dilma's presidency. dilma's problems were not limited to her political rivals.

the juggernaut economy had slammed on the brakes, and the country had fallen into recession. in the first year of her second term, brazil's gdp fell by nearly 4% and the stock market fell by 13%. under lula, workers‘ party approval ratings had been sky—high. now, dilma saw the party's ratings slide with her own. on the 12th of april, over 1.5 million people took to the streets, a million of them in sao paulo. shirt that the protesters wore. it was a massive ramping up of anger against the dilma presidency. now it was the turn of a new force

in brazil to pile further pressure onto dilma. judge sergio moro was leading the investigation into corruption known as operation carwash. injune 2015, the ceo of brazil's largest construction firm, marcelo odebrecht, was arrested. it was a sign that even the biggest brazilian business could be broken up by carwash. in december 2015, eduardo cunha made his move and launched impeachment proceedings against dilma. to support his case, cunha cited a recent congressional

report on accounting practises. the report had noted that dilma's administration had used an age old tactic. it had delayed paying back money owed to public banks to cover shortfalls in the budget. events began to move quickly. in march 2016, the disgraced construction boss marcelo odebrecht revealed a detailed list of politicians that his company had been bribing. top of the list was dilma's defeated political rival, the centre—right psdb leader aecio neves. odebrecht‘s list also revealed that senior politicians from the ruling

workers‘ party had been taking bribes and illegal campaign donations. butjudge sergio moro was about to reveal his biggest catch of all. former president lula was alleged to own a holiday apartment in a seaside city. moro claimed that lula had received free improvements to the apartment as a bribe from the construction company oas. on march the 4th, police raided lula's house. the most popular leader in brazilian history was now viewed with the same suspicion as any other corrupt politician. on march the 10th, dilma asked lula tojoin her cabinet as chief of staff. many saw this as an attempt to provide lula with immunity from prosecution by moro. but dilma claims she had other reasons. protesters began to react

to the political drama that was unfolding. on march the 13th, the largest demonstrations in brazilian history took place. nearly 4 million brazilians took to the street demanding the arrest the sight of a giant balloon of lula in a striped prison outfit resonated across the world. once the most popular politician on the planet, lula was about to fall. brazil's politicians sensed the opportunity to press home the advantage against the ruling workers‘ party. first, aecio neves tried his luck, but having been accused

from a hostile crowd. was more warmly received. to the people on the streets, his hands were seen as clean. the tactics behind operation ca rwash, although introduced in brazil by sergio moro, had not been invented by him. moro had copied his tactics from the italian operation known as mani pulite, which had tackled the mafia in the 1990s.

in an article written in 2004, moro had said... now, moro put his theory into practice and made his most decisive and controversial step to date. in a move that many considered illegal, he released details to the press of a phone call. dilma seemed to be suggesting that

lula should take a position in her cabinet in order to protect himself from prosecution. butjudge moro said that his actions were in the public interest. "democracy in a free society," he wrote, "requires that the governed know what their governors are doing, even when they try to act in the dark." the reaction on the streets was fury. 1.4 million marched in sao paulo, outraged at the emerging evidence of a coverjun , , , lula‘s appointment as chief of staff was blocked by the courts

and the lower house of congress elected a special commission to impeach her, charging her government with breaking budget rules. in april, the lower house voted that dilma should be tried in the senate. jair bolsonaro dedicated his vote to a notorious army torturer from the dictatorship era. on the street, dilma‘s opponents were celebrating. the following month, dilma was suspended from office. for dilma, the writing was on the wall. but her political enemies

had another objective now — how to stop carwash before it took them all down. now, another wiretap between a senator and a former executive from petrobras showed how low the political class had fallen. the plan to replace dilma with her deputy, michel temer, was now given extra weight by a visit he made to see general villas boas. the support of the armed forces was vital to ensure that dilma was safely removed. in the senate, the man charged with leading the impeachment

proceedings against dilma on a charge of fiscal manoeuvring was judge ricardo lewandowski, president of the supreme court. dilma‘s defence, led byjose eduardo cardozo, claims the impeachment was little more than a parliamentary coup. once the process had gone to the senate, the result was never in doubt. while the world‘s eyes were diverted to the olympics, brazil‘s politicians calmly removed their democratically elected head of state. on august 31st, less than a week after the trial had begun, dilma was impeached.

within two hours, her deputy, michel temer, had been installed as her successor. but there was one more act of political drama to be settled in 2016. it was revealed that dilma‘s nemesis, eduardo cunha, had himself taken over $5 million in bribes. stripped of his office and banned from politics, eduardo cunha was arrested in october. operation carwash, led by sergio moro, cleverly using the country‘s media and nearly 200 plea bargains, had exposed a shocking level of corruption. it has been a cloudy day across many areas of the uk, but we have seen some brighter spells.

some hill snow in scotland, this was a wintry scene up in pitlochry. on the satellite picture, you can see the cloud today, but some brighter weather in the north—west, and some clear and sunshine in the south east england. these are prime spots for seeing temperatures to plummet, so frost in place quickly. across england and wales, we have a band of cloud, some drizzle or light rain from that. it will turn misty and foggy as well. aside from that, it is a cold night, temperatures well below freezing, some frost, and one of the coldest nights we have seen in northern scotland this winter. for most of us, monday is a cold, frosty but sunny start. there will be some cloud which will spoil the sunshine, but bright weather in much of england and eastern scotland. for western scotland and northern ireland, we will have a freshening wind, outbreaks of rain, and perhaps some snow in the high ground in scotland.

quite a cold day, temperatures around 4—6 degrees. monday night, the rain and hill snow will move southwards and eastwards. the rain band will turn to snow on low levels, that may happen in europe, though. for the time being, it looks like it‘ll be cold rain as it works across eastern england. on tuesday, it will be a chilly day, some sunshine after a frosty and icy start to the day. plenty of wintry showers, so some heavy snow showers across high grounds in wales, with some speculations of snow quite likely. wednesday, and we will have north—westerly wind from iceland and greenland, so another cold day. these winds will favour showers across north—western part of the uk, apart from that, it is a frosty start to the day, but it should be largely dry and sunny. we might see some wintry showers across eastern and south—eastern england.
