in the last three days alone. one of those stabbings taking place in greater manchester. the family of yousef makki have been paying tribute to him in a heartfelt statement. they said he was a loving and caring son and brother and he meant the world to his family. he was a sporty and dedicated student and had everything to look forward to. we are absolutely devastated and cannot believe our son has gone. they described it as a senseless loss that has affected the whole community. they say only recently we talked about his promising life ahead of him. he was a promising student and loved by everyone. that statement just student and loved by everyone. that statementjust coming through in the last few moments. the government has denied it's trying to bribe labour mps

into supporting its brexit plans by announcing new funding for some of england's most deprived areas. more than one and a half billion pounds will be spent on helping to regenerate towns over six years, with over half going to the north of england and the midlands. labour say it's a ‘desperate' bid to get backing for theresa may's brexit agreement from mps representing leave—voting areas. our political correspondent, ben wright, reports. from coastal towns such as blackpool to the old industrial heartlands of northern england, and cities such as stoke—on—trent, the government is promising more money for new infrastructure and training in struggling english towns, where the vote in favour of brexit was high. i think this really can make a difference and really help ensure that some communities that have not felt that they have been touched in the same way by growth in the economy, on prosperity, feel this and that we are ensuring that all of our country can be confident as we look to the future. a 1.6 billion pot will be available and most of that has been allocated to areas already,

the three largest recipients of funds will be the north—west of england. there is brexit politics in all of this. labour mps representing leave voting constituencies such as stoke have been pushing hard for more investment and the government is hoping it can persuade some of them to support the prime minister's deal but today some of those labour mps said the money promised was pathetic. this is not going to answer the questions, not deal with the domestic issues, why people voted for brexit in the first place, why they voted to leave the european union. this does not help anyone. it is like she has realised a problem, here you are, here are some scraps to try and fix it. last month, this labour mp asked for more investment in leave voting areas. we have never had our fair share. the money that should have come our

way have always gone to the big cities. it is important that it is pointed in that direction. this week and next will be hugely important. the governor does trying to negotiate changes the goverment is trying to negotiate changes to the withdrawal agreement that it hopes can overturn opposition in parliament. a vote on the deal is promised by next tuesday and if that does not pass, then mps will have a chance to delay brexit. the task facing the government is daunting. january saw the biggest ever defeat for a government when its brexit deal was thrown out. more than 100 tories rebelled. and it will require much more than some cash for labour constituencies to turn those numbers around. our chief political correspondent, vicki young, is in westminster. there has been a slightly underwhelming response to the announcement of this money. there are conservative mps in the south—west of a man to say they are

ina very south—west of a man to say they are in a very deprived area and they are not getting anywhere near as much as some areas of the north. lots of labour mps some areas of the north. lots of labourmps are some areas of the north. lots of labour mps are very rotated by any suggestion that they are somehow being bribed, that their votes in the brexit vote next week are up for grabs. let's discuss this a little more. presumably, you welcome any extra money that will be coming towards your city? this has to be viewed in the context that my local council has lost since 2010 £219 million and yet this announcement todayis million and yet this announcement today is £105 million for the whole of the north—east region. it is not even come close to meeting the scale of need at a time when teachers are being made redundant, the police are massively stretched and people can wait up to two weeks to see a gp. this does not do anything to address those problems and in any case, leaving the european union under the brexit deal will make all of the problems we face far worse. my region will be hit hardest by what

is coming. do you feel this is as -- an attempt to bribe you to get you to support the deal or abstain next week? every piece of independent analysis of the government analysis, it shows that in the north—east we will be hit hardest. the best deal we can possibly get is the deal we have now. that is why i believe it should be for the british people to decide if they want to go ahead, not pots of money allocated to particular regions of the country looking to get that vote through parliament. what do your constituents say about the prospects we are now facing, the possibility of the deal going through or may be a delay to brexit for another referendum? are they in favour of that or are they appalled that brexit does not look like it is happening? nearly three years ago, 60% of my constituents voted to leave the european union but i think they are just as able as anyone else to look at what is offer and if they

wa nt to look at what is offer and if they want to decide it is the right way forward for our country, and i am speaking to growing numbers of people who are really concerned about the direction we are heading m, about the direction we are heading in, worried about what it will mean forjobs and live it —— living standards. for areas like forjobs and live it —— living standards. forareas like mine, all of these industries are at risk under the government's brexit deal. doesn't the uncertainty increase even more for those businesses, if there is still uncertainty and deadlock in parliament? wouldn't labour mps be better off getting behind a deal which means we leave and then we can move onto those discussions on the future relationship? all of the big decisions about our trading relationship be the discussion —— topic of discussion for years ahead. i would rather focus on child poverty, the right level of social care support for older residents but that will not happen because for the next decade,

we will be talking about our trading relationship with europe and not focusing on those issues that are just as important to communities like sunderland. thank you very much indeed. everyone looking ahead to that vote on tuesday next week. still waiting to see whether theresa may can get the changes to the withdrawal agreement that she needs. thank you very much. with me now is the business owner and remain supporting brexit campaigner gina miller. what are you feeling is the likely scenario at the moment? anyone would be foolish to call out the outcome but i think it feels like we are edging towards mps backing the prime minister's dealfrom all edging towards mps backing the prime minister's deal from all sides, labour, the erg group, for different reasons. there is a sense that, let's get this bit over and somehow it'll all be fine and somehow we can go to another phase. and that is a huge misunderstanding because this is easy part. when we are out if we

back the withdrawal agreement, it is international treaty. you cannot get out of it. this idea that it is the easy option, i really hope mps concentrate on the fact that this is not a good dealfor us. and yet, if she loses, the next vote is to try and avoid a no deal. i know a no deal scenario is the one you dread more than any. know a no deal scenario is the one you dread more than anyi know a no deal scenario is the one you dread more than any. i think eve ryo ne you dread more than any. i think everyone does. we have come to the realisation it is not in itself that no deal is bad for the uk, it is that we are not ready for no deal. there is no institution, public services, private businesses, the law, we are simply not ready for no deal. and the idea that article 24 of the wto means we can flip to that is not ready either. that has to be agreed by 190 other countries. we are simple not ready for no deal. you think the answer is to get the eu to extend article 50. you think the answer is to get the eu to extend article 50i you think the answer is to get the eu to extend article 50. i think in all of this, we are being presented with false dichotomy, that the

choices theresa may's deal or no deal and i think that is false. there is also the deal we already have but also an extension. in all of this, i think the one thing we have to say anchored to is the law. let's put aside the bullying and the language on the politics, the law is where we should be anchored on this andi where we should be anchored on this and i commissioned lawyers to look at what it is that... when you say you have commissioned lawyers, shares drop. no, i have been very concerned that we are going along with this view that it is the uk that has to request an extension. actually if you look at the text of article 50, if you read the treaty of the eu, it does not actually say that. whilst we are going into unknown territory, it was important we had some sort of a legal opinion on what is available to us as an option and what is not. the opinion that has come back is if you look at

the treaty of the functioning of the eu, that is article 50, article four, different sections, the framework of the eu, there are duties, there are moral and legal duties, there are moral and legal duties of mutual respect and also cooperation, which means that both sides have to ensure that we limit the damage and if you read that text, it is our understanding that if you look at article 53, it presupposes that the eu can offer us an extension unilaterally. you have already gone to brussels. yes, it is important that we stay with lines of communication open. on both sides, there has been an element of bullying. we want to get this tentatively done and out of the way. i don't think that is the right route. we have to make sure that there is legal certainty in everything we do. is there the chance that you in affect are taking this out of theresa may's hands and getting the eu to extend frankly

whether we want it or not? no, what iam whether we want it or not? no, what i am saying is there is a duty under the treaty of the eu which says that both parties have to operate in a certain way with mutual respect and sincere cooperation. they have to limit the damage. if we are heading towards a no deal, if the withdrawal agreement fails, and we are heading towards no deal, there is a duty with the eu to offer us unilaterally and extension to article 50. and when would they do that? and extension to article 50. and when would they do that7m and extension to article 50. and when would they do that? it isjust my view and speaking to politicians, i think practically if the withdrawal agreement is defeated and we are left languishing with no choice, other than this terrible default choice, other than this terrible d efa u lt of choice, other than this terrible default of crashing out with no deal, then i think at that point it makes sense for everybody to limit the damage because we are all in a lose lose situation if we leave with no deal and at that point, i think it is the pragmatic thing of the legal thing for the eu is to offer as an extension. you talked about
