will order a defence force plane and travel to christchurch. i will have other political leaders with me, including the leader of the opposition. as the entire nation, we are all unified in grieving together. (inaudible question). well, obviously, as i have said, thatis well, obviously, as i have said, that is a chain of events that we are currently analysing. but the mere fact, when people of course here that this individual acquired a gun licence and acquired weapons of that range, then obviously i think people will be seeking change. (inaudible question). again, i
2:11 am
reiterate, this person was not on the radar of either australian intelligence agencies or new zealand intelligence agencies or new zealand intelligence agencies. yes, he had travelled to a range of countries, he had been in and out of new zealand for periods of time, but i have asked on monday to reconvene all those agencies who will be able to piece together the nature of that travel, the sequence of events in terms of obtaining gun licences, and shortly thereafter, a gun licence was obtained in november 17 —— 2017, the purchasing of weapons began in december 2017. so obviously the sequence and chain of events there that began some time ago, those are all issues that we are seeking answers around. (inaudible question). as i have said, given the rise of streamers
2:12 am
to views —— extremist views by those who hold an ideology i can only describe as violent ideology i can only describe as viole nt and ideology i can only describe as violent and extreme, our agencies here in new zealand have stepped up the work that was being done in that area, but again, that did not result in this individual being on any kind of watch list. (inaudible question). my comment at the time, i have always been concerned about that kind of rhetoric. but everybody should be. rhetoric of racism, extremism, has the place not only in new zealand, but i would say this society as a whole. (inaudible question). i don't
2:13 am
link it is in keeping with their values. —— think. i know that they have questions. those questions that we are directly asking agencies, we are all working together to give answers as quickly as we can, and as i said, if there was any suggestion that these individuals should have been known to us, we are looking into that as we speak. our duty was to... inaudible... calls we speak. our duty was to... inaudible. .. calls new we speak. our duty was to... inaudible... calls new zealand home safe. that has not occurred here, so questions must be answered. (inaudible question). that is my understanding was that (inaudible question). my understanding is he held a gun licence and again, i preface this that my advice currently is that under that
2:14 am
gun licence he was able to legally acquire the guns that he held. that will give you an indication of why we need to change our gun laws. would you like to see semiautomatic weapons banned 7 would you like to see semiautomatic weapons banned? that is certainly one of the issues that i am looking at with immediate effect. i have asked for advice yesterday on all these questions. would there be a buyback? a bit too early for me to say at this point. again, as soon as new zealanders hear that someone was able to legally acquire, as i am advised, those weapons, and carry out this event, that will raise enormous questions about our gun laws, and that is why we will respond swiftly. (inaudible question). again, these are all issues that i am looking out as quickly as i can. do you believe that a single shooter was responsible for both attacks? as i have indicated, we have a total of three arrest in direct relation to this event. one person at this
2:15 am
point has been charged as appearing in court. with the remaining two, police are still undertaking investigations in order to try to ascertain whether they were directly involved. so obviously there is a primary focus here. (inaudible question). at this stage, i will keep that information with agencies and authorities, because as i am indicating, they will ascertain a level of involvement with this incident. at the moment we are very much looking at a primary perpetrator. is it expected that charges will be laid under the terrorism suppression act? at this stage a murder charge has been laid and i would not want to speculate any further that may happen in that regard. both are operational matters. inaudible question. iwant to acknowledge that i have received m essa 9 es to acknowledge that i have received m essa g es of to acknowledge that i have received messages of condolence from around

the world you've been listening to the world you've been listening to the new zealand prime minister jacinda ardern and speaking earlier, this was actually a live media conference, she was speaking earlier but she is in christchurch, she had a number of things to say and she has been repeatedly talking about looking at firearms control, gun control, she said she would be looking at the watchlist in new zealand and border control and said that new zealand police remain on high alert. a number of events have been held across the country and a police presence has been boosted and support offered in christchurch as well. special support as well for families involved in these terror attacks. she also made the point that police are aware of distressing material available online and she said it was an offence to distribute that material and that of course medical staff are continuing to work with those injured and she said that the nation is grappling
2:17 am
with a form of grief not experienced before and, quote, "we are seeking answers and the entire nation is grieving together." she had of course a number of things to say about the man charged, she has asked repeatedly about gun control and said she wanted to understand the events of obtaining those weapons but she said repeatedly that those weapon were obtained legally and thatis weapon were obtained legally and that is why she felt that gun laws needed to be listened to so jacinda ardern and there, the new zealand prime minister, speaking earlier but let's get an update now from christchurch with emma cropper. let's have a chat to her. emma, can you give us an idea, you are a news hub reporter, you are in front of the christchurch hospital, can you
2:18 am
give us an idea of what the atmosphere has been like? -- newshub. i'm actually in front of the justice precinct newshub. i'm actually in front of thejustice precinct here which is where brenton tarrant has been held for most of the day here in christchurch, just following his appearance ina christchurch, just following his appearance in a local court here in new zealand this morning. it was a brief appearance, a matter of minutes. he was handcuffed and flanked by police when he appeared and remained current and basically emotionless in the dock throughout his appearance. what we can tell you is because of safety reasons, the public were not actually allowed inside the appearance, it was just given to the media and there were strict security surrounding the appearance that they were only allowed in six people at the time and armed police were surrounding the courthouse, the streets, they had been cordoned off the rout but appearance as well. it is just left here in thejustice precinct in the past 30 minutes

by a police escort. we have been hearing that mosques have been closed in christchurch. do you know if that is continuing at the moment? is there still some restrictions on peoples movement? yeah, there are, and around the country a lot of mosques have been closed. the two were the shooting took place yesterday afternoon remain in police lockdown and this would be the centre of the police investigations here at the moment. it is still very much an ongoing investigations of them as they pieced together exactly what happened and what were the reasons behind why the person they are accusing of this attack did this. of course, we have been hearing about the big ones and those injured. —— the big ones and those injured. —— the victims. we have any indication when we may hear more about some of the victims were involved in this terror
2:20 am
—— who were involved in this terror attack? those details are still emerging today. just who has been involved in the attack. 0ne emerging today. just who has been involved in the attack. one person outside the courthouse here this morning was the son of a 71—year—old man who was killed yesterday and said his father's actions throughout the shooting were heroic. hejumped in front of the gunfire to try to save someone and he believes that is when he was shot. he was outside the courthouse this morning here wanting to get inside and set eyes on the man he believes had shot his father. however because as i said the public we re however because as i said the public were not allowed access in bed this morning he was not able to do that but certainly everyone is rallying kind of friends and families who have been most affected why this. there has been tributes set up at the botanic gardens here in christchurch where it has been busy with people flowing in to lay flowers a nd with people flowing in to lay flowers and writing messages, written in talk on the footpath, and posting their messages of love and
2:21 am
support to those who have been affected. we have the new zealand prime minister given me a conference where she was talking about gun control, gun laws. is that very much the conversation that has been had around the issue? are people still very much in shock? —— or are people still very much in shock? this is certainly going to spark debate around our gun laws. i spoke to the police association a couple of hours ago and they said the priority now is on those who have been affected by this, however the gum or the new zealand do need to be looked at and what he was saying was that at the moment, they are seeming to relax, we have missed opportunities to tighten our laws here and that attack has shown that we need to do something so certainly going forward in the coming days, and there will be the conversation that people will be having here in
2:22 am
new zealand as to what they can do to make sure that nothing like this happens again because the gunmen, the alleged gunman, they are saying had to assault rifles, they are capable of firing multiple shots and they would be wanting to make sure that nothing like that happens here in new zealand again —— too. that nothing like that happens here in new zealand again -- too. emma cropper, newshub reporter outside the courts, thank you very much for that and of course, a lot more details on those terror attacks on our website, bbc .com/ news. but get some other news now, president trump hasissued some other news now, president trump has issued his first presidential veto. the democrat sponsored resolution would terminate vital border security operations by provoking the national emergency issued last month. it is definitely
2:23 am
a national emergency. really have we had such a national emergency. therefore, to defend the safety and security of all americans, i will be signing and issuing a formal veto of this reckless resolution and that is what it was. let's go live to washington, where we can speak to brett broon, a former director of global engagement for the 0bama administration and now runs the global situation room. brett, thank you so much your time. i wonder, given president trump has vetoed this, why did the democrats and the congress bother to even pass this law? this is quite a symbolic defeat to the president, that he lost so many in his party. he wanted a wall and yet, i think in actual fa ct, a wall and yet, i think in actual fact, what he has gotten us some pretty serious cracks in the support
2:24 am
he has depended on from his party up on capitol hill —— cotton is some. this will largely ——of —— this will loom large over him and whether or not republicans will stand with the president on crucial and controversial issues. is it then significant that some republicans voted for this law. i mean, it is unusual to perceive those sort of cracks. it is quite unusual and especially, i think, cracks. it is quite unusual and especially, ithink, as cracks. it is quite unusual and especially, i think, as we are gearing up for the presidential elections, the republicans normally would want to show a unified front and get, i think that the position president trump took on this issue has deeply divided his party and the concern many of them have is that in less tha n concern many of them have is that in less than two years there could be a democrat in the oval office who produce these very same powers that
2:25 am
president trump used to their own benefit. people may be surprised to know that this is president trump's first veto. is it quite remarkable, given how combative the president is, that it has taken this long to him to veto legislation?” is, that it has taken this long to him to veto legislation? i think since the current risk for the first to make use of his term was in republican control and largely bowed to his preferences, his political positions. it is not that surprising. and in the american presidency, veto is vary widely from president two president, there are presidency used them more frequently, i think we will see from president trump much more often in the next two years use of this veto. and just briefly, what happens with this national emergency now? does he still have the money to build the wall? he is scrambling onto
2:26 am
the couch cushions looking for money. it is not all there, as he thought, after announcing this. it will go to the court and it will be held up like to the next several months. brett, thank you very much for explaining that president trump issuing his first presidential veto there and of course that is our other big story of the hour but much more on those new zealand terror attacks, how christchurch and new zealand at the country is coping. that is on our website. you can no doubt find more on what the new zealand prime minister had to say. and you can reach me on twitter — i'm @regedahmadbbc. see you soon. hello again. some rough weather to start off this weekend with heavy rain, hillsborough and strong winds on
2:27 am
the weather menu for us today. the culprit is this area of low pressure that continues to develop as it works its way into the united kingdom. already ran extensively falling in northern ireland so if you are heading outside here are the next few hours it will be soggy and the rancour in localised flooding. there will be a big contrast in temperatures, generally england and wales are mild, 10—11, north, calder and calder and upon the full sport a fraction —— patch of frost or two. this area will interact into the cold air, hence the risk of hillsborough across northern portions of the uk but in the south, no risk of that because we have much milderair no risk of that because we have much milder air pushing in. no risk of that because we have much milderair pushing in. saturday, rain first of all, the wet weather moves away from northern ireland, showers followed but it will be heavy across the hills of northern england and across the hills of wales where we could be 40—70 millimetres of rain, maybe 100 millimetres of rain, maybe 100 millimetres over the highest ground, bringing the risk of localised
2:28 am
flooding and a swell as the rain, we have the risk of some strong winds gusting at about 40—50, even 60 miles an hourorso gusting at about 40—50, even 60 miles an hour or so around the most exposed coastal locations and then further north we have the risk of heavy snow. maybe some snow for a time across the high ground of northern england and northern ireland but not lasting long, the snow last longest across northern scotland, north of the central belt, where there could be something like ten centimetres of snow building up above 200 — 300 metres elevation. 0n saturday, a mixture of weather, whether it is the heavy rain, the full snow or the strong winds, there is the potential the some transport disruption. it continues for a time through saturday night and some squally bands of rain pushing eastwards a cross squally bands of rain pushing eastwards across england, followed by plenty of showers. they are having a wintry flavour in them across the hills of the north and west of the uk. it will be a chilly and blustery kind of night and an area of low pressure of responsible for this loss will continue to deepen as it moves away from the uk, continuing to feed in some
2:29 am
strong winds across northern areas of scotland, the north—westerly winds dragging in plenty of showers for the second half of the weekend. and although it is true that the majority of the show was will be across north—western areas with a winter very flavour, nowhere will be immune from getting a downpour, some of the showers will move into central and eastern parts of the uk as well. temperatures, on the face of it, around nine or 10 degrees elsie as much feeling cooler in the north—westerly wind, into next week becomes quieter, drier and warmer.
