2:30 am
a man has appeared in court in new zealand to be charged with murder following the shooting of 49 people at two mosques in christchurch. brenton tarrant, who's 28, did not enter a plea. further charges are expected to be brought against him. the police commissioner has reassured locals that there is no known imminent threat of another similar attack but say they will remain vigilant. a total of four people were taken into custody following on friday, one of whom was released a short time later. around a0 people remain in hospital, some in a critical condition. families have an agonising wait for news as the list of missing people grows. syrian refugees are thought to be among the dead. across the world, thousands of people have come together in support of the muslims killed. many have said prayers in a show of solidarity, and police in some countries have increased patrols at mosques.
2:31 am
it is 2:30am. now, on bbc news, it is time for a look back at the weekend parliament. —— week in. drama at westminster, as mps defy party whips hello and welcome to the week in parliament. and what a week. this is the moment and this is the time. time for us to come together, back this motion, and get the deal done. the ayes to the right, 242, the noes to the left, 391. so the noes have it, the noes have it. their deal, their proposal, the one the prime minister has put, is clearly dead and does not have the support of this house. a week when the prime minister lost among other things her voice, her authority, the support of key ministers and of course another meaningful vote. her answer — as one former pm
2:32 am
would put it, to kbo. she's going to keep trying. after meaningful vote two, the sequel — stand by for meaningful vote three, or mv3. and for all the week's debates and votes, the chaos and the political drama, the law as it stands says we're still leaving on march 29th. it was all smiles on monday as theresa may headed to strasbourg assurances she hoped would convince her own mps and the dup that the deal would not lead to the uk leaving, only to find itself having to follow eu rules indefinitely. we'rejust ... we're just interrupting we're just interrupting that programme to take you to a live news conference with jacinda ardern. she is speaking live in christchurch and giving this update. the concern
2:33 am
focused predominantly on the burial process , focused predominantly on the burial process, ensuring it is kept in line with custom. police are continuing to liaise directly with family members and are trying to do all they can to meet the expectations of those who were present there this afternoon. i will share a little more detail on that in a moment. in terms of a further update on details that we have to hands, 39 people remain in hospital and ii in icu. those injured range from young children to the elderly. they includes men, women and children. and they were among those who have been both killed and injured. i would like to give a quick update on the offender, who has been arrested and charged. i want to acknowledge
2:34 am
firstly that the police responded immediately to be called that they received relating to the attack. the individual charged was in custody, 36 minutes from receiving the first call. the offender was mobile. there we re call. the offender was mobile. there were two other firearms in the vehicle that the offender was in, and it absolutely was his intention to continue with his attack. the 28—year—old male has been charged and remanded in cast lead to appear in the high court on the april. as the commissioner has said, the man is currently facing one count of murder, but obviously there will be further charges laid. police are working to build a picture of this
2:35 am
tragic event, a complex and comprehensive investigation is under way. the police commissioner has already said that he will look to provide further details tomorrow. that update will include what has happened with the two individuals that you are aware of who were arrested stop i spoke about it earlier today. coming back to the issue of the burial of victims. i know that this is a key concern for members of the community. the deputy commissioner of ethnic services has travelled to christchurch. he was with us at hagley college. alongside 15 additional ethnic liaison officers, who are working to support the community. these specialists will work alongside local staff to support families there. they are assisting to repatriate them with their loved ones in a way that is
2:36 am
consistent with muslim faith, while taking into account these unprecedented circumflex stances and their obligations to the karnup. —— coroner. i want to also advised that the ministry of education is continuing to support christchurch schools and learning centres. our ministry trauma team was mobilised yesterday and further resources are being considered as necessary. communications will go out today to principals in early learning centres, leaders and christchurch about how to access support. principals and early learning leaders in all other regions will receive a vice tomorrow. the ministry is preparing communication and resources that will be live on the website and trauma teams in all regions are ready to mobilise. i wa nt to regions are ready to mobilise. i want to also acknowledge that christchurch already, and canterbury schools, already have embedded
2:37 am
within them a team of mental health and support workers under the mana aka programme, rolled out in response to the trauma attached to the earthquakes and the impact that had on the community, so that does mean that our schools in this region already have extra levels of support which not every school would usually have. at this time, i am happy to ta ke have. at this time, i am happy to take any questions that you may have, acknowledging that at the conclusion of this press conference i will be travelling to the hospital. i will not eat taking a contingent to that meeting, our intent is to try to ensure that medical professionals are able to focus on the work they are doing. inaudible question. yes. obviously right now the recognition is coming directly from members of the public who have seen their response. they we re who have seen their response. they were not here in the building today.
2:38 am
i certainly asked after them, and i have asked the area commander to pass on the thanks of all new zealanders. they were able —— they we re zealanders. they were able —— they were rock community cops, i understand from lincoln, who were present here, and for anybody who has seen the footage, they put new zealand first. —— rural community. inaudible question.” zealand first. —— rural community. inaudible question. i am not privy toa inaudible question. i am not privy to a full breakdown at this point. but it is now clear that young children have been caught up in this horrific attack. inaudible question. no, no. the concerns that were raised with me try merrily focused on support for families. —— primarily. what may be able to be provided in the future, given that many of these individuals were the primary source of income. and as you will have heard, i have provided as much reassured as i could, and at
2:39 am
hagley park the number one focus was on the identification of those who we re on the identification of those who were still in the mosque, the timeline for when those individuals will be removed from the mosque, at the moment police are there, and hope is that they will have all bodies removed by the end of the day, and of course as i said, the burial process, it is an incredibly important part of the muslim faith, and police are familiar with that. they know that. they do u nfortu nately have they know that. they do unfortunately have experience with expediting victim identification and that his experience they are now using. inaudible question. at hagley park, very much the focus there was on them being able to access their loved ones. front of mind for them, of course, is fulfilling their religious expectations, and that is
2:40 am
burial. so that was top of mind. at the meeting at the refugee centre, their community leaders shared the same sentiment that has come through from new zealanders generally, that this is not the new zealand they know. this is not the new zealand that has welcomed them and it is not a reflection of the new zealand they know, and that sentiment came through strongly. inaudible question. also in the same building as the people who are bringing him to justice. inaudible question. my focus was providing whatever timelines we currently have available to us, and that includes that the police are working to bring those bodies out by the end of today, is their hope. i am told they are making good progress. obviously there is another process that kicks
2:41 am
in. of course the coroner is involved. it requires pathologists as well. all of those who are in each of those roles knows just how important it is to families for them to be reunited with their loved ones as quickly as they can. simply laying out that assess was my focus. police are still there, wally and the ethic liaison is, they are still on site and they will remain there alongside reid cross to work with the families and the victims of the families. inaudible question. these support for families, for things like burials, comes through acc dominantly, is my understanding. it ‘ package it
2:42 am
is a higher package of support, it given the circumstances under which these individuals lost their lives. and so i laid out to them that that will be available to them. for those also who have lost spouses who may have been their primary support, where there are dependents, there is also weekly compensation available on an ongoing basis, available to families. what is key is that we provide officers on the ground work with individualfamilies provide officers on the ground work with individual families to ensure they are receiving their entitlement as quickly as possible. inaudible question. certainly my expectation is that we will have agencies on the ground trying to facilitate that as quickly as possible. i have already spoken with the minister of acc. they are already mobilising. one of the things we are anticipating is needing to provide those who can work proficiently across a range of languages, and embedding them within each of the agencies. but i have asked the community to try to help
2:43 am
us, support us in that work. inaudible question. that is something which i think at local government level is being taken up by the mayor, and i am sure the mayor will be happy to answer some of those questions as well. my understanding is that some facilities have already been provided,, and facilities have already been provided, , and i facilities have already been provided,, and i will be working on ensuring that have the facilities they need so they are able to continue their worship. my understanding is that that has been taking place already. inaudible question. look, that is essentially police putting front of mines, giving assurance to the residence here that their safety as their number one priority. yes, there is a helicopter in the air. it is the same as it was this morning, there isa same as it was this morning, there is a prime suspect and perpetrator of this attack, but the police are
2:44 am
ensuring that they include an investigation to give assurance that there are no ongoing threats to the people of christchurch or new zealand. that is a complex piece of work that the commissioner will be ina work that the commissioner will be in a position to update you on again tomorrow. inaudible question. yeah. an assurance i would like to give new zealanders around the increase and the threat level is that by increasing that threat level from low to high, that means that we can getan low to high, that means that we can get an immediate agency response. it means that we leave nothing to chance. yes, we appear to primarily be dealing with one primary perpetrator, but we want to make sure that we do not take anything for granted in ensuring new zealanders' safety. that increase in threat level can be lowered as quickly as it can be increased. in increasing it, we can then give the assurance to people that agencies are kicking in with additional
2:45 am
border protection, and to assure new zealanders of their safety. inaudible question. while i don't have a full breakdown, obviously, of those who have been caught up in this horrific attack, they do range in age from children but, as i understand predominantly from the age of roughly 20—60 —ish. and yes, while there have been women and men involved, you will have seen from some of the images that a large number of men have been. we have the new zealander system through acc that insures one we have a loss of life like this that there is compensation available and an ongoing basis to families where they have lost a loved one in particular
2:46 am
where they are dependence and it can continue for a period of time and in fa ct continue for a period of time and in fact the number of years —— dependants. will be key is ensuring that we move as quickly as we can to ascertain those who need that support and to ensure that it is provided. inaudible question. obviously, we, or the police, are working very hard to form a picture of it to the teeth of this individual and what led up to the events that we saw occur in christchurch yesterday. we are liaising closely with australian agencies and counterpart. in fact, i have heard again from prime minister morrison today, we will stay in close conduct for contact. again, i
2:47 am
am leaving it to the police agencies to build the picture. we have great relationships with our australian cou nterpa rts relationships with our australian counterparts and it will be a key pa rt counterparts and it will be a key part of ongoing investigations. inaudible question. it was an exchange via text message. simply maintaining contact, offers of support. which i very much appreciate. inaudible question. sorry, i will take you and then come here. inaudible question.. again, i don't want to go too far down the track when we are in early stages. charges have been made and we can expect additional charges. he will be appearing in the high court on the fifth of april so there is obviously a process that needs to be gone through here. but i can say i am seeking advice on what will happen thereafter. inaudible question. at this stage, i would like to leave the police to give further information around some of the movements of the individual. but
2:48 am
what i have already indicated is that this is an individual who, at the time of the attacks, has based himself in dunedin but i would describe him as someone who sporadically visited new zealand but spent periods of time here on the occasions that he visited. inaudible question. undoubtably, new zealanders will question how someone could have come to and been in a position of weapons of this nature. one of the issues we are facing is that the guns that were used in this case appear to have been modified. that is a challenge that police have been facing and that is a challenge that we will walk to address —— look to address in changing our laws. inaudible question. there are
2:49 am
actually a raft of issues on the table but i think we need to look at the way don't want to be exclusively just looking at one. we need to include the fact modification of guns, which can lead them to become essentially the kinds of weapons we have seen used in this terrorist act. inaudible question. the minister of police was already undertaking some work in the area. we will be looking to expedite that work. we will also see if these additional areas that we need to address, particularly in light of what we have seen on this occasion. inaudible question.” what we have seen on this occasion. inaudible question. i imagine that i am feeling the exact same emotions that every new zealander is facing. yes, i have the additional responsibility and wait of expressing the grief of all new
2:50 am
zealanders and i certainly feel that. but i imagine the emotion i feel will be no different to every single new zealander who has witnessed this. inaudible question. it will certainly be something that i have asked and briefed cabinet on andi i have asked and briefed cabinet on and i will continue to be liaising directly and meeting directly with officials and representatives of agencies, including the commissioner of police through today through tomorrow and at this point my expectation is that cabinet only focus on monday will be a briefing on what we have seen over the last 36 hours and it will include issues around our security and intelligence services, a process around watch lists, whether or not our border protection is are currently in the state as they should be, and including ourgun state as they should be, and including our gun laws. i imagine it will be a significant part of conversation. inaudible question.
2:51 am
yes, yes i have. rebecca has been a pa rt yes, yes i have. rebecca has been a part of all of the agency briefings that i have had and as i have already outlined to you, off the back of what is being a global rise in extreme right wing violent rhetoric, our agencies were live to that and had been undertaking work but again, as i have said, this individual was not on any watchlist. for even new zealand or australia. again, what i thought from agencies is further work to ascertain whether or not he should have been. inaudible question. naira. you will appreciate that my focus at the moment is looking directly into any
2:52 am
communication, any interaction that should have led to a particular agency response ——no. wejust do not have these answers are as point in time soi have these answers are as point in time so i am seeking those answers and the agencies working very constructively. inaudible question. and as i have said, what we are looking for is whether or not there was any indication that someone should have, but this individual should have, but this individual should have, but this individual should have been someone that the authorities were aware of and were practically already focused on. those are the exact questions that we have asked and that the agencies are working on. again, as i have said, for the police at the moment, this is a complex investigation and my expectation is that police commissioner bush should be able to give you further detailed tomorrow. —— details. give you further detailed tomorrow. -- details. inaudible question.. again, what i do want to set out is
2:53 am
simply with the agencies have advised me around the work that they have been undertaking around the existence of violent right—wing extremist troops in new zealand. they will live to those groups in new zealand. as because of the fact that there has been a rise of bat at a global level. but again, as a consequence, that had not led to this individual coming to the awareness of new zealand agencies. inaudible question. began, and as i have said, i have asked very direct questions on agencies around anything that haase occurred on social media —— again. any communications posted that should have led to a response from agencies that need to be answered and that is
2:54 am
the questions have been asked. -- that has occurred. inaudible question. yes. inaudible question continues. i expect that to be a pa rt continues. i expect that to be a part of the briefing cabinet receives. yes. inaudible question. again, iwant receives. yes. inaudible question. again, i want to highlight that theories, at this point, a primary perpetrator here who obviously has been arrested and charged. this is, however, a conflict and ongoing investigation that the police are undertaking and my expectation is that police commissioner bush will give you further updates on the nature of that investigation and any other details tomorrow. i am simply
2:55 am
not privy or able to give these details today. inaudible question. again, iwill details today. inaudible question. again, i will leave that for commissioner bush. all right, i will ta ke commissioner bush. all right, i will take a last question, if i can. anyone? anyone? go ahead. inaudible question. again, it is not something i have been briefed on. again, as i say, i can respond to the individuals in question and the individual in question and the individual in question was not on a new zealand watchlist that should give you an indication of the legal observation there. ok? thank you everyone. jacinta ardern, the new zealand prime minister, there. getting a lengthy news conference updating on the events that have happened in the post— terror attacks in new zealand.
2:56 am
that happened yesterday on friday and of course she had a lot of things to say. she did update house, 39 people in hospital, injured. we we re 39 people in hospital, injured. we were aware of that. 11 in icu. she told us that some children had been caught up in the attack. she seemed to praise the emergency response because she talked about 36 minutes from police getting the first call and apprehending the main suspect. having the main suspect in custody, but she also told us that there were weapons found with a suspect and she, authorities believe, it was his intention to continue the attacks so the intention of the suspect was to continue the attacks, that is what we have learned as well. she says
2:57 am
that police have been building up it, that it is a very complicated investigation and she did talk a lot, she has talked about this before, but she talked about helping the big ‘s's families bury their loved ones, in line with the muslim faith -- loved ones, in line with the muslim faith —— victims'. and that is because the muslim faith believe in burying their loved ones. just quickly as possible, and we also did learn that police are still working to re m ove learn that police are still working to remove the bodies from both mosques by the end of the day. of course, she had a lot more to say and we will bring you all of that here on bbc world news but for now, our corresponded caroline hawley has been finding out more about the vic rooms and the community affected by yesterday horrific attack. —— vic is. go for victims.
2:58 am
the names, the faces of the dead and injured are just starting to emerge. men, women, and children gunned down as they prayed. among the missing is reported to be this three—year—old boy. ajordanian father and one of his daughters were both badly injured. they're reported to have been hit by seven bullets between them. the list of the missing from christchurch includes people from india, pakistan and bangladesh. and from syria — refugees who thought they'd finally found safety thousands of miles from home. the muslim community in christchurch is tiny and tight—knit. in the whole of new zealand, there are less than 50,000 muslims, less than i% of the population. tributes were paid to the victims of the deadliest islamophobic attack in modern times. we believe we are living in one of the most peaceful and beautiful countries in the world. we never expect anything like this to happen. so we are all in a state of shock. rugby player sonny bill williams, a national idol who converted to islam, said his heart hurt from what had happened.
2:59 am
sending out my duas and inshallah everyone that has been killed today in christchurch. yourfamilies, you can take... sighs. ..just, yeah, i'm sending my doas to your loved ones, inshallah, you guys are all in paradise. in friday prayers around the world, thoughts and prayers are with new zealand. the confirmation has come from far and wide, countries and communities expressing their horror and disgust. speaks french. the un security council has just held a one—minute silence. silence. the un secretary—general says there's an urgent need to counter islamophobia. the hatred that's taken so many lives in christchurch has sent ripples of fear amongst muslims across the globe. and it's notjust in new zealand that muslims are now rethinking their security. caroline hawley, bbc news.
