tv   Ukraines Oligarch Election  BBC News  March 24, 2019 8:30pm-9:01pm GMT

8:30 pm
this is bbc world news today. "ow investigation. and so you are now i'm samantha simmonds. going to see this become purely our top stories. us president donald trump has said: "no collusion, no obstruction, complete and total exoneration" political theatre with various after a long—awaited report from us special counsel robert mueller, committees calling hearings, calling into russian meddling in the 2016 not only bob barr but i suspect in election, has concluded that the president did not commit a crime. the near future, members not only bob barr but i suspect in the nearfuture, members of not only bob barr but i suspect in the near future, members of congress from both the house and senate, will wa nt to from both the house and senate, will want to hear directly from robert mueller, to actually hear what exactly he found and what it all means and so i think we are going to continue to see a ramping up from hello and welcome the house in terms of to world news today. investigations, and also even though our breaking news this hour. a total and complete exoneration of the president of the united states. in idea of conspiring with russia, i that's how the white house think now off the table, the is describing the long awaited muller report into russian president's deal —— president still interference in the presidential election of 2016. after a two year long investigation, has legal challenges he will have to a four page letter summarising the report has been handed to us address, what we know even from this congressional leaders. letter from bob barr, address, what we know even from this letterfrom bob barr, is that the special counsel and it stays the special counsel and it stays the special counsel and it stays the special counsel referred several matters to other offices for further action. base on this letter we don't know what the actions are, we don't know what the actions are, we don't know where those actions lie, but we
8:31 pm
do know they involve some, some involvement with the president and the president's orbit, so i think thatis the president's orbit, so i think that is still cause for concern for the president, for his administration, perhaps for his inauguration and also paps for his family. 0k. thank you very much indeed. jon sopel is our north america editor. why did all this matter so much? because if it had been really, really bad, it could have smelled the end, the early end of the trump presidency. a huge amount was riding on this, a gigantic cloud has been over donald trump ‘s head these past 22 months, as the mueller investigation has taken its course, and broadly speaking you kind of had and broadly speaking you kind of had a binary choice at the end of today, when bill barr, the attorney general, gave his summary. it was
8:32 pm
either going to be guilty, or not guilty, and there are kind of little areas of grey, but overwhelmingly the president will feel vindicated and exonerated throughout this whole process he has said it has been a hoax and a witch hunt, and i think if donald trump comes out and says anything very soon, he's going to say, i told you so. so what next for the democrats? the democrats of course want to have in their sites a wounded president in 2020. that will be somebody who is easier to beat. so you can be sure they will try to pursue kind of areas of investigation where there is ambiguity in the bill barr letter, so we ambiguity in the bill barr letter, so we know that robert mueller said, look, we didn't find obstruction of justice, but that is not exoneration either. what does that mean? what are the grounds that meant that robert mueller could not give the president a completely clean bill of health on that particular question. i would imagine that he will be —— it will be absolutely natural for
8:33 pm
jerry nagler to be calling people like william barr, the attorney general, to explain all that. they'll want to see the full report so they'll want to see the full report so they can see how those conclusions were reached, and what the areas of ambiguity were. what i don't think you are going to see is any concerted attempt by senior democrats to try to impeach the president now. i think if donald trump is going to be taken out of the white house, it's going to be at the white house, it's going to be at the ballot box in november 2020. that's the significant and you can't underline that enough, importance of what happened today, but the democrats are going to want to try and scuff him a bit, sort of rough on the edges a bit on donald trump because they still see there are questions to be answered. the only danger i see for the democrats in all of this as they overplay their hand. ithink all of this as they overplay their hand. i think an awful lot of the american public will look at this letter today, look at the conclusions. they are busy people with lives to lead and they'll think yeah, 0k, we've had this enquiry, it's done, the mueller report finds
8:34 pm
trump not guilty, he can carry on with his presidency. i think if they see the democrats are only obsessed by trying to damage the president after this then that could be counter—productive. after this then that could be counter-productive. i'm seeing the latest tweet from sarah sanders here. in it she says that the special counsel did not find any collusion and did not find any obstruction, attorney general bar and rosenstein further determined there was no obstruction. you can see this on the screen, the findings of the department ofjustice are a total and complete exoneration of the president of the united states. like you said, jerry nagler is not happy with this, he is he's going to call the attorney general bar, he wa nts call the attorney general bar, he wants him to face questions and to a nswer wants him to face questions and to answer the questions about how that conclusion could have been arrived at. it apoliticaltown. he is doing
8:35 pm
hisjob. what at. it apoliticaltown. he is doing his job. what we've got is the headline summary, but headlines are what matter. how many people, even if the mueller report was published, hundreds and hundreds of pages, how many people in america would read it and base their judgment many people in america would read it and base theirjudgment on how they'll vote in the next election on it. the democrats will say there are u na nswered it. the democrats will say there are unanswered questions, that's their prerogative and what you would expect them to do. they are likely opposition to the president, they will always find there are more questions to answer. i would just say thoughts of today would suggest the president can walk a lot taller and feel a cloud has been lifted under weight from his shoulders removed as a result of what robert mueller has concluded. is there any chance they will have access to the full report and these calls for all the evidence? is that something that's likely to happen through the legal process in america, the judicial process? that is possible. william barr has made clear in the evidence that he gave at his
8:36 pm
confirmation hearings that he believes in executive privilege and the rights of the president and there something else the department ofjustice also helps firm to, is you shouldn't release information on people that is critical if there is not going to be prosecution. if it doesn't pass the burden of a kind of indictment, you shouldn't just doesn't pass the burden of a kind of indictment, you shouldn'tjust be releasing it to besmirch someone's name, soi releasing it to besmirch someone's name, so i think there will be a battle of —— bit of a battle royal going on backwards and forwards about the release of the full report, but that's something that will become clearer in the coming days. john sobel, we'll leave it there for now, thank you very much indeed. let's take you to florida. that is air force one and it's going to be carrying president trump back to be carrying president trump back to washington shortly. he's been at his mar—a—lago estate. he's been busy playing golf this weekend. as far as he is concerned there was
8:37 pm
absolutely nothing to worry about. like i said, his last few tweets really making reference to making america great again, wishing american a very good morning and have a great day, and also doing a little bit of diplomatic work in florida, a few more days. but essentially what mr trump is returning back to is, as far as the sarah sanders is concerned, a com plete sarah sanders is concerned, a complete exoneration of the president of the united states following the publication of the report by special counsel mueller. the summary report has just been released and essentially it says that the report on the investigation into russian interference in the 2016 presidential election, whilst the review is ongoing, this summary
8:38 pm
report was released because he felt that it was in the public interest, the attorney general felt it was in the attorney general felt it was in the public interest to describe the report, and to summarise the principal conclusions that were reached by the press —— by the special counsel and the results of his investigation. if you havejust joined us on bbc news, let me very quickly summarise what was found. so the report does not find any us officials or members of the trump campaign knowingly conspired with russia. however, mr muller's report does make no judgment russia. however, mr muller's report does make nojudgment on claims russia. however, mr muller's report does make no judgment on claims the president obstructed the investigation. so going back to reaction from the white house, and sarah sanders really saying that the special counsel didn't find any conclusion, didn't find any obstruction, attorney general bar,
8:39 pm
and deputy attorney general rosenstein further determined there was no obstruction, the findings of the department ofjustice are a total and complete exoneration of the president of the united states. that's reaction from the white house. the report itself by special counsel mueller came into macro parts. the first described the results of the special counsel's investigation into russia's interference in the 2016 us presidential election —— the report came in two parts. the second element of the report involved the russian government's attempts to have computer hacking, so it's in two parts but the principal part is the idea that was conspiracy to meddle, essentially, in the 2016 presidential election. so what you can see now is white palm beach in
8:40 pm
florida, president trump has been at mar—a—lago. he's been playing golf this weekend, seemingly not too bothered about the results of special counsel mueller‘s report. the white house certainly saying that this was a total and complete exoneration of the president of the united states. president trump planning to leave west palm beach and heading back to washington shortly. you can see air force one waiting. the democrats are not too happy with this. the most vocal on this is a gentleman called jerry nadler. he is fed in the light of a very concerning discrepancies, is his how he is describing them, and final decision—making at the justice department following the report, when mr muller did not exonerate the
8:41 pm
president, jerry nadler says we'll be calling attorney general bar in, to testify before the judiciary in the near future. he to testify before the judiciary in the nearfuture. he also to testify before the judiciary in the near future. he also goes on to point out that special counsel mueller worked for 22 months to determine the extent to which president trump obstructed justice, i'm quoting this word for word from his twitter feed. attorney general barr took two days, he says, to tell the american people that why the president is not exonerated there will be no action by the department ofjustice. there will be no action by the department of justice. there must will be no action by the department ofjustice. there must be full transparency in what special counsel mueller uncovered, do not exonerate the president from wrongdoing. the department ofjustice owes the public more than just a brief synopsis and decision, not to go any further into their work. so that's
8:42 pm
the response from the democrats. more on this as we get it. there will be more reaction to this latest development from america. the time is 842 you are watching bbc news. a 54—year—old shop worker has been stabbed to death in north west london in a robbery earlier this morning. police say the till was stolen from the newsagents in pinner. a black vauxhall astra was driven off at speed shortly afterwards. the victim hasn't been named. katie austin has the latest. police say a man who was not identified was murdered as he opened the shop in pinner. the victim of what detectives have called a violent robber that escalated. the surrounding residential area was cordoned off, the response from people who live here has been sadness and disbelief.
8:43 pm
people who live here has been sadness and disbelieflj people who live here has been sadness and disbelief. i thought it was really sad, it seems to be happening all the time actually. detectives they are till was stolen as part of the robbery, which may since have been discarded, and they are appealing for anyone who has come across it to get in touch, as well as anybody who saw a black vauxhall astra which they say sped away immediately after the attack down cecil park. a murder probe is 110w down cecil park. a murder probe is now under way as police try to find out who is behind the attack. no arrests have been made. this is the latest incident in a spate of knife crime that police in london and across the country are desperately trying to curb. katie austin, bbc news. let's return to our top story and reaction to the release by the attorney general is a summary to the special counsel robert mueller investigation into russian interference in the 2016 presidential election. president trump has reacted, as you can imagine, via twitter. this is what
8:44 pm
he had to say. no collusion, no obstruction, complete and total exoneration. keep america great. so as far as president trump is concerned there was no collusion, there was no obstruction, it was com plete there was no obstruction, it was complete and total exoneration. keep america great. just to point out that the report itself was looking into conspiracy, or conspiring between russia and the us, president trump ear saying no collusion. legally it was conspiring and not colluding, just to make that point very quickly. president trump isn't in washington at the moment, he's been spending the weekend i believe his motorcade hasjust arrived been spending the weekend i believe his motorcade has just arrived at the airport. we will probably see the airport. we will probably see the beast shortly. that is west palm beach, florida. he's been playing
8:45 pm
golf at his mar—a—lago estate. he is 110w golf at his mar—a—lago estate. he is now heading back to washington, clearly a very happy man. no collusion, no obstruction, complete and total exoneration, and he says keep america great. that's his latest tweet. the white house also saying that this is a complete exoneration. so essentially what the special counsel is saying is that russia did interfering america's 2016 presidential election, however, special counsel mueller says he didn't find evidence of collusion involving anyone from the trump campaign despite efforts, multiple offers, linked to the russian government. the white house says the findings area government. the white house says the findings are a vindication of the president following an enquiry and that he has always referred to as a witchhunt, however, there is a little bit of a lack of clarity on
8:46 pm
the subject of whether mr trump tried to obstructjustice whilst mr muller didn't conclude the president committed a crime he did also go on to make the point of saying that his report doesn't completely exonerate it despite what the white house is saying, and also president trump. so oui’ camera moving a saying, and also president trump. so our camera moving a fair bit. obviously you can imagine there's a lot of media at west palm beach in florida, hoping to get some sort of reaction from president trump as he stepped out of the beast there. and heads up onto air force one, becoming air force one as soon as he steps becoming air force one as soon as he ste ps o nto becoming air force one as soon as he steps onto it, and heads back to washington. he may well say something, but as far as this weekend goes he has been very quiet, just enjoying the golf on his estate in mar—a—lago. so the report, the summary in mar—a—lago. so the report, the summary report was sent to four
8:47 pm
members, lindsay graham, there he is actually, that —— letsjust listen if he does say something. so after a long look, after a long investigation, after so many people have been so badly hurt, after not looking at the other side, where a lot of bad things happened, a lot of horrible things happened, a lot of very bad things happen for our country, it was just announced there was no collusion with russia, the most ridiculous thing i've ever heard. there was no collusion with russia. there was no obstruction, and none whatsoever, and it was a
8:48 pm
com plete and none whatsoever, and it was a complete and total exoneration. it's a shame that our country had to go through this. to be honest, it's a shame that your president has had to go through this for before i even got elected, it began. and it began illegally and hopefully somebody is going to look at the other side. this was an illegal take—down that failed, and hopefully somebody is going to be looking at the other side, so it's complete exoneration, no collusion, no obstruction. thank you very much, thank you. president trump has had his say. he's climbing the stairs there to air force one, leaving florida and heading back to washington. if you havejustjoined
8:49 pm
us washington. if you havejustjoined us he was just saying there that after a long look, after this long investigation, he went on to say that so many people were badly hurt, bad things happened, bad things happened to our country. he says essentially there was no collusion, there was no obstruction and he went on to say that it's a shame that the country had to go through this, making the point that no one was looking at the other side. this was an illegal take—down, he said, that failed. president trump in florida, those stairs will move away shortly and he'll be heading back to washington and the white house. our correspondent in washington, chris buckler, has been going through the report for us. yeah, this is a four page report for us. yeah, this is a four pa g e letter report for us. yeah, this is a four page letter that's been written by the attorney general bill barr and sent to congress, and it goes through the special counsel's
8:50 pm
investigation and it comes up with summaries on the two key issues at hand. first of all, what's their russian interference in the 2016 election, and was the trump campaign involved, and secondly, did the president try to obstruct justice? here are the key lines in terms of those two things. firstly on the issue of russian interference, it is the conclusion of the special counsel that the investigation did not establish that members of the trump campaign conspired or coordinated with the russian government in its election interference activities. now it does go on to say that as far as the special counsel is concerned he has no doubt that russia did interfering the 2016 election but as far as he's concerned russia did reach out to the trump campaign but he is found no evidence of the trump campaign essentially accepting that help. he goes on to say that the special counsel did not find that the trump campaign, oranyone counsel did not find that the trump campaign, or anyone associated with it, conspired or coordinated with
8:51 pm
the russian government in these effo rts the russian government in these efforts despite multiple offers from russian affiliated individuals to assist the trump campaign. i have no doubt that the president will regard that as being something of a win for him. as faras that as being something of a win for him. as far as he has been concerned he has said it's been a hoax, there's been no collusion and he'll use that to back that up saying this really was a witchhunt, there was nothing to find here. on the second subject, on obstruction ofjustice, things are not quite so clear—cut. basically the special counsel was looking into questions of whether or not the president decided to obstruct justice and not the president decided to obstructjustice and actually acted upon that, and that follows a number of reports, not least on what he did say during the campaign. the special counsel did not draw a conclusion one way or the other as to whether the examined conduct constituted obstruction. in fact, the special counsel goes on to state that while this report does not conclude that
8:52 pm
the president committed a crime, it also does not exonerate him, and as also does not exonerate him, and as a result there will be democrats seizing on that phrase, that it does not exonerate him, that really they need to get the full details of what's in this report and investigate that themselves. that is something that is key for them. going on to look at this, obviously the special counsel made a point of saying he wasn't going to decide whether or not they should investigate this issue on whether the president should be indicted. there has been this question floating over this, that a sitting president cannot be a die —— indicted according to department of justice policy. that's addressed by william barr in this letter. he says after reviewing the special counsel's final report on these issues, consulting with department officials including the office of legal counsel, and applying the principles of federal prosecution, deputy attorney general rod rosenstein and i have concluded the
8:53 pm
evidence developed during the investigation is not sufficient to establish that the president committed and obstruction ofjustice offends, and he has another key line, he says that determination was made with regard to and not based on the constitutional considerations that surround the indictment and criminal prosecution of a sitting president. so they will be democrats who are seizing on that information and will be saying we need to look at this further, and that comes down to then the question of what more they will learn because this is a brief summary we don't know how long the full report is. there are obviously restrictions about what information will be released but william barr says it's his goal and intend to release as much of the special counsel's report as he can, consistent with applicable law, regulations and departmental policies. so essentially he's going to sit down and work out what he can release and what he can't release. that's going to take a matter of time. but i think at the moment we
8:54 pm
have plenty to work with him and the headline is this. the special counsel has essentially concluded that there was no collusion between the trump campaign and the russian government, or other entities in russia in terms of interference in the 2016 election. however, they do say they believe russia did interfering that election, and then secondly as far as obstruction of justice is concerned, evidence has been gathered, just to quote the special counsel again, this report does not conclude that the president committed a crime but it also does not exonerate him. 0k, committed a crime but it also does not exonerate him. ok, that was chris buckler summarising. the summary chris buckler summarising. the summary of the report there by the attorney general. he had a look over the special counsel's report. it was entitled, report on the investigation into russian interference in the 2016 presidential election. west palm beachis presidential election. west palm beach is the view you have got there, that's florida, and air force
8:55 pm
one has on board president trump. he was speaking just before he got on board, a happy man by all accounts, he essentially said that after a long look, a long investigation, he said so many people were so badly hurt, bad things happened, he said, to people and to our country. essentially there was no collusion, there was no obstruction, he said. it's just a shame that the country had to go through this. however, he said, there you go, there's the tweet, total exoneration, keep america great, he said. he said that no one is looking at the other side. he said and hopefully somebody will look at the other side. this was an illegal take—down that failed. let's speak now to a journalist who extensively covered the russia probe investigation. max, your reaction to
8:56 pm
this, first off? this is an historic moment, an historic day. wejust heard from the president and obviously now he has a lot of ammunition, especially at the 2020 election approaches. he is saying this is what i've been telling you all all the time, no coordination, no collusion, no obstruction, and while previously these have been tweets of his he now kind of has a right to say this. of course there are still restaurant —— russia investigations going on, still other investigations going on, still other investigations into president trump and his entities and still this was and his entities and still this was an investigation more than 30 defendants, more than seven guilty pleas, so the trump campaign is not totally off the hook here. he was talking about bad things happen, air force one starting to taxi before it sta rts force one starting to taxi before it starts its journey back to washington. bad things happening. what is he talking about? you know, this is one of the trump talking points. i think he's going to
8:57 pm
continue talking about this sort of thing, you know, we've already seen pushback from the democrats on this report. we had congressmen gary naylor, one of the four lawmakers to first receive the letter today from the attorney general —— jerry nadler, saying these are very concerning discrepancies, that's the word he used. we are hearing from president trump's lawyer, hearing from the white house press secretary, hearing from just moments ago his 2020 campaign head. so saying this totally exonerate him. so we are still seeing both sides kind ofarguing so we are still seeing both sides kind of arguing their talking points as president trump did a moment ago. 0k, as president trump did a moment ago. ok, just very quickly, we've got about 20 seconds. was their wrongdoing? well, the investigation sounded, there was no coordination, no evidence of coordination by the trump campaign and not enough
8:58 pm
evidence of obstruction ofjustice by trump, however, as i said a moment ago more than 30 defendants, seven guilty pleas, so there was wrongdoing by some people, clearly. also a lot of this investigation didn't have to do necessarily with trump or his campaign, itjust had to do with the russians and this report did find as we now know a lot of meddling from the russians, so there was wrongdoing, not necessarily by trump. 0k, we will leave it there for now, we'll find out what the russians think of this i'm sure over time. until then, here on bbc news, it's time to catch up with the weather. here's a stabbed with the weather. here's a stabbed danaos. hello, plenty of sunshine and light winds today, different in scotland and northern ireland, stronger winds particularly across the north of scotla nd particularly across the north of scotland with lots of showers. the winds will gradually get lighter across northern and north—eastern areas as the night wears on taking the showers away, so most places will be dry. lengthy clear spells.
8:59 pm
quite chilly through central and northern areas, temperatures no lower than for— six across the south. we start monday off on a cool notebook dry, bright, plenty of sunshine around, lighter winds too. thick cloud in scotland at times, a few showery bursts of rain but it will be a slightly milder day across scotland, 10—11, across the south and south—east, 13 celsius, a glorious afternoon. throughout much of next week high pressure dominates the scene, tapping drier air off the near continent. quite a bit of sunshine next weekend temperatures will respond, turning very mild by the end the week.
