in central hong kong where riot police have fired tear gas and rubber bullets against thousands of pro—democracy protesters. activists have been trying to reach the chinese government's official headquarters and the police are trying to stop them. in hong kong has now seen eight consecutive weekends of anti—government and pro—democracy protests which began over a extradition bill. nick beake reports. the latest late—night clashes in a city which prides itself on being peaceful. at least, it did. riot police are losing patience and clearing out the final protesters, who had ignored a request to leave. once again officers deny they went too far. but today, tens of thousands of hong kongers were back

on the street, protesting against alleged police violence during what's been two angry months of unrest. they spread out across the city, streaming past sunday shoppers. this is the eighth weekend of protest in this former british colony, handed back to china 22 years ago. the police had tried to ban today's event and warned that anyone who marched through the streets could be arrested, but, as you can see, it hasn't made any difference, and you do get the feeling now that many people in this city have simply no respect for the authorities, orfor the police. this evening another stand—off, with officers blocking the way to the main chinese government building, which was defaced in a previous demonstration. the police and the people at loggerheads in a city at a crossroads. nick beake, bbc news, hong kong. let's take a look at the scenes
4:04 pm
of that protest in hong kong. the stand—off continues with lines of riot police at one end of the street and protesters gathering at the other. some of the protesters have come toward up with helmets and to protect themselves and also some cases to preserve their anonymity from the police but a significant number of officers have been drafted in to downtown hong kong. let's talk to our correspondence stephen mcdonell who is on the streets. you've been there for eight consecutive weekends and quite a few hours today. is any sign of the protesters dispersing? they are slowly moving back but as you can see there are still thousands of protesters here. they have their
4:05 pm
home—made shields. they've got their masks for tear gas and waves and waves of tear gas is not working anymore. the police are coming through with force but tear gas alone isn't enough. to show you the situation now, down the end the street there are riot police and these protesters a re street there are riot police and these protesters are waiting for them to potentially come. in this direction we have a barricade that protesters have built to slow other riot police who were there with flashing lights. so it could well be. i didn't want to interrupt you but i was just trying to be clear in terms of where the police are now positioned. are they actually engaging with protesters or are they just isolating them and stopping them from running away?”
4:06 pm
just isolating them and stopping them from running away? i think they have moved to a certain point and they would hope that the protest is now move home. as the protest to slowly move back little by little the police are potentially waiting for them. just on our ago we saw a lot of tear gas and rubber bullets as the police charged forward with their shield, forcing protesters to retreat but it is still going on. surely there must be exhorted. —— must be exhausted. they have been out all weekend with ever increasing levels of violence. there is a bridge at the end of the street and earlier we saw things being thrown
4:07 pm
on the police. the level of violence is quite considerable. the peaceful marches of hundreds of thousands of people haven't worked and the government ignored them and when they had the large peaceful marches, now they are turning to more radical means. they are demanding the right to choose their own government. that is not something they're going to get ina is not something they're going to get in a hurry. the protest is a saying unless they get something they're going to do this every weekend from now on. really there is no sign that this is de—escalating. that is the peaceful end to this political crisis in hong kong. stephen mcdonell is in hong kong. thank you very much for that update. claudia mo — is an independent, democratic legislator in hong kong.
4:08 pm
she said there has been a breakdown between the authorities and many of the young people. earlier your correspondent was saying that the young seem to display this lack of respect to the authorities. the fact is it is a complete loss of any trust or confidence in the authorities, in particular the police force because there is this allegation, accusation around the city that they are working with the mob, the gangsters, the triad in hong kong. the more they seem to be inciting the young the more they come out in defiance. they will use their version of force and ultimately the young are telling me they have nothing to lose and it is their hong kong and they are fighting for it and it is their future.
4:09 pm
they want a truly democratic future. nothing to lose. in a sense that is quite a worrying thing for young people to be saying because in a sense they have a huge stake in the future of hong kong, their own future, but equally that sense that there is no alternative to them. with respect to you and your colleagues, they no longer see the kind of legislative assembly as actually a way of getting their point of view heard and indeed acted upon. the legislature in hong kong is crashing, seriously. not that we the democrats are not popular. we have more votes but we get fewer seats. we have a very twisted election system and on top of that the young are convinced that this time around if they don't get any change in the actual system,
4:10 pm
the mechanism that runs hong kong, they are not letting go and they are saying nothing to lose. they are actually saying they are prepared to die for this fight. that is very worrying. we have got these five young people killing themselves, saying that they are so desperate. and those who are notjoining those are saying they will fight on their behalf instead. so this is getting very exasperating. and carrie lam and her government... the chief executive in hong kong. ..are morally bankrupt. claudia mo, a hong kong legislative talking to me a little earlier. the government is now "working on the assumption" of a no—deal brexit —
4:11 pm
that's according to minister michael gove. mr gove, who's now responsible for planning for such a scenario, said his team still aimed to come to an agreement with brussels but, writing in the sunday times, he added: "no deal is now a very real prospect." meanwhile the chancellor sajid javid has confirmed he will soon announce extra funding for no—deal preparations. rishi sunak, the chief secretary the treasury, told sky news sophy ridge that the government is looking at every option for brexit, including a no—deal scenario. it is absolutely right we prepare for it. we have to leave on our own terms. we can't be subject to the decisions of other people. we would be happy to enter into renegotiations. we want to remove this undemocratic backstop from the existing agreement but if the eu is not willing to talk about that then it is right we prepare properly, with conviction and with the financial resources that the treasury will now supply properly for all departments to make those preparations for our coming departure.
4:12 pm
the labour leaderjeremy corbyn said his party would do everything they could to prevent a no—deal brexit. what we are saying is no deal we'd oppose and we think people should have a final choice on it. they could have a vote then between remain or whatever option borisjohnson decides to put to them at that time. scotland's first minister, nicola sturgeon, said mr gove's comments showed how out of touch boris johnson's government was. it is an absolute disgrace and beggar‘s belief that michael gove is saying that the government is assuming we will have a no—deal brexit. this is the same michael gove who has himself admitted how dreadful and no—deal brexit would be. he said that farmers might never recover from it but now we have a government apparently with his full support going full steam from no deal. it's beggar‘s belief and it shows just how out of touch this borisjohnson government shows just how out of touch this boris johnson government is shows just how out of touch this borisjohnson government is and it
4:13 pm
is absolutely essential we do everything possible to stop that happening. what could this mean for the next three months in terms of no—deal planning? earlier i spoke to simon usherwood, deputy director at the independent think—tank the uk in a changing europe, and asked whether the no—deal acknowledgement from mr gove, helped with the government's preparation process. not really because the government's policy is still that it prefers to secure a deal and that was still very much boris johnson's secure a deal and that was still very much borisjohnson‘s line in the first few days of his premiership. so this is really about contingency planning and one would have expected the government had all those plans in place for march when the original deadline was. so yes, more money would be helpful because we know that the government has not managed to complete all of its planning at this stage in terms of infrastructure, hiring personnel, having all of the systems up and running that it has under its own control so at this stage we are at i think this is more about rhetoric
4:14 pm
than about substance. quietly the uk government and european union have been agreeing various protocols in particular areas, for example to guarantee flights take off and land as normal after britain leaves regardless of the circumstances of which britain leaves. do you expect more of those between now and the end of october? i think we are unlikely to see substantial advances on those because those are about critical systems, things that affect life and health and all of those deals it is important to remember are very limited in their scope, they are limited in time and they are done in the expectations that there will be a return to negotiations even in the event of a no—deal and at point that of the uk is going to find that the eu still wa nts to is going to find that the eu still wants to resolve all of the issues that were in their withdrawal agreement so i think sometimes it is an impression that if we can kill this withdrawal agreement somehow
4:15 pm
these problems go away and we don't have to think about things like the backstop and citizens‘ rights of finances and financial liabilities and they somehow disappear in the eu has been very clear that those things will be top of the list in any no deal situation. so to be clear about this what you are saying is that the hope the british have of a blank sheet of paper in terms of sitting down and talking about the future relationship, regardless of how we have left a will in part be determined by whether or not we have left with an agreement? exactly. the eu needs to have a resolution of these matters that were in their withdrawal agreement. it prefers to do that in the form that the true agreement has. if it can‘t get that then ina agreement has. if it can‘t get that then in a no—deal situation that will be the starting point before it moves on to talk about future partnerships or relationships. either way the uk will find itself having to deal with these issues and
4:16 pm
as much as we talk about is no deal planning and contingencies like michael gove has been doing today the government is still going to have to think about what its policy is if it wants to have any kind of relationship with the eu. in terms of the practicalities if it is a no—deal brexit will we noticed a difference in the ist of november?” think we will notice some things. one of the problems is it is not just the government being ready, it is also about businesses being ready and we know there are still a significant number of companies, particularly smaller companies that can‘t afford the cost of full preparations and contingencies. those are the ones that will start to encounter problems straightaway. in terms of the northern ireland situation, i think the anticipation is that you might see an —— you won‘t see an immediate imposition of the controls and checks but you will see something phased—in. it might not completely come to a gridlock on
4:17 pm
the ist of november but certainly building up and the problem is becoming more and more apparent as time goes by without a resolution. simon usher of the uk in a changing europe association. roads and rail lines have been closed in north—west england because of flooding, after half a month‘s worth of rain fell in 2a hours. cars have been left stranded on roads in stockport, and sections of the m60 motorway in greater manchester were temporarily shut following heavy rain. the met office has issued a yellow weather warning for rain across parts of the midlands, the north west of england, northern ireland and south—west scotland until midnight tonight. the headlines on bbc news... riot police in hong kong have fired tear gas and rubber bullets at thousands of protesters who defied a ban and marched through the streets for an eighth weekend. michael gove, the minister who has to prepare the uk for a no deal brexit, says it‘s a "very real prospect". getting ready for it — is now the government‘s number one priority.

it is interesting. we heard from the foreign minister of iran who said that the talks were constructive and all sides were determined to save the iran nuclear deal but it is interesting that while president rohani may have had warm words for borisjohnson, the seizure by britain ofan borisjohnson, the seizure by britain of an iranian oil tanker earlier this month was a violation of the iran nuclear deal and that there is a step that hasn‘t been made before. you will remember that britain sees that ship in gibraltar because it said it had evidence it broke eu sanctions on syria. now iran is linking that to commitments under the loane nuclear deal. this is a
