and, filipino food with a twist — the restaurant serving up good mental health with every meal. hello, its‘s 7:00am in singapore, midnight here in london. and the uk could be heading towards an early general election. it's thought borisjohnson will request the election on october the 14th if mps back legislation which will be tabled later today by opponents of a no—deal brexit.
12:02 am
a group of backbench mps are seeking to further extend the brexit process for up to three months to allow negotiations to continue. the british prime minister said there were "no circumstances" in which he would ask brussels to delay. they will plainly chop the legs out from under the uk position and make any further negotiation absolutely impossible, and so i say to show our friends in brussels that we are united in our purpose, mps should vote with the government against corbyn‘s pointless delay. i want everybody to know that there are no circumstances in which i will ask brussels to delay. i want to take it out to a press conference from california, where a boat fire has killed several people.
12:03 am
from the third district we have supervisorjohn hartman. i'm going to give you a quick overview of the incident and what occurred early today. i am then going to hand it off to the coastguard captain who will talk about the rescue effort that was unaware this morning —— under way. then, we will hear about the fire response to the incident. the santa barbara county district attorney will have some comments for you as well, assistant chief ryan smith from the office of emergency services, and then we will hear about what we will do for victims‘ families. the incident today began at approximately 3:30am. the coastguard sector in los angeles received and made a call that was
12:04 am
from a fully engulfed 75 foot commercial diving vessel that was off the coast of santa cruz island. crews from the us coastguard, the ve ntu ra crews from the us coastguard, the ventura county fire department, and the vessel assist organisation responded. the coastguard launched aircraft as well as boats, and located a vessel that was fully engulfed in flames on the north side of sa nta engulfed in flames on the north side of santa cruz island. the vessel began to sink at approximately 7:20am this morning. 39 souls were reported to be on board that vessel when it left santa barbara. five rooms were subsequently rescued, and during the initial response it had been transported to ventura harbour.
12:05 am
this particular dive trip that the boat was on was a three day trip that began august the 31st, and was scheduled to end tomorrow morning. it was advertised as a labour day weekend north channel islands dive trip. the boat was scheduled to depart santa barbara harbour at 4am on saturday the 31st, and return on monday the second. the dive company charted the boat from truth aquatics, a harbour based company that has been in existence since 1974. i that has been in existence since 197a. i am the coroner as well as the sheriff, so the coroner ‘s bureau has been involved in this event because four victims have been recovered so far as deceased, and
12:06 am
they have been transported to the coroner‘s bureau. we can only identify them at this point as to aduu identify them at this point as to adult males and two adult females. rescue and recovery efforts on the scene have located an additional four victims on the ocean floor, in close proximity to the vessel, and we have dive teams that are in the water as we speak who are working to attempt to recover those, but the boat remains unstable and i‘m not sure when we will be able to recover those bodies and any others that may be in the vessel. the coroner‘s bureau is responsible for identifying the victims, notifying the next of kin, and determining the cause and manner of death. we have asked for assistance due to the sizeable nature of this incident,
12:07 am
and have received support from the los angeles county coroner ‘s office, and from the sacramento cou nty office, and from the sacramento county coroner‘s offers as well. the four victims we have recovered as of 110w four victims we have recovered as of now will need to be identified through dna, and that may take some time. the condition of the remains that are recovered subsequently will determine the speed at which we are able to identify any of the victims. 0ur able to identify any of the victims. our hearts go out to the families of the victims of this terrible tragedy. we understand the tremendous burden they are under right now is a way to determine exactly what happened and what condition and situation their loved ones are in. we will be working diligently to try to get them as much information as possible as soon as possible. we have also set up a family assistance centre, which is
12:08 am
designed to provide specialised assistance to family members of victims of this tragedy. i am going to now turn this over to captain monica rochester of the us coastguard los angeles sector, and she will give you a briefing on the rescue effort that was undertaken this morning. my name is sheriff bill brown, common spelling. good afternoon, i'm capt monica rochester, captain of the los angeles coastguard long beach. we have been fully involved in this incident since 3:30am. we continue to have coastguard vessels, continue oui’ to have coastguard vessels, continue our search and rescue efforts, along the shorelines of santa cruz island.
12:09 am
we also have our coastguard aircraft thatis we also have our coastguard aircraft that is also engaged in providing cover to ensure that we have the full breadth of the area to be searched. we have also provided a safety zone, approximately a mile, which provides safety to the responders so which provides safety to the responders so we which provides safety to the responders so we don't have interference from traffic or any other incursion into the area where the incident has occurred. we have also established a 3000 foot ceiling for temporary flight restrictions, so again, for temporary flight restrictions, so again, this is all to protect the first responders. this isn't a day that we want to wake up to four labour day, and it is a very tragic event. we will search all the way through the night and into the morning, but i think we all should be prepared to move into the worst outcome. those are our efforts right i'iow outcome. those are our efforts right now and they will continue through the night and into the morning.
12:10 am
thank you. good afternoon... we have just been hearing from a press conference where we have been brought up—to—date after the boat fire that took place, a scuba—diving boat of a southern californian island, we were in santa barbara, with the sheriff ‘s office describing the latest in their investigation, they are searching for the just over 30 people investigation, they are searching for thejust over 30 people missing after a predawn fire on a scuba—diving after a predawn fire on a scu ba—diving boat. after a predawn fire on a scuba—diving boat. it was meant to bea scuba—diving boat. it was meant to be a three—day trip, but as we are hearing it has ended in tragedy. five people were rescued, but so far the rescue and search teams are still searching for many of the people who were on board. just over 30 people on board. four victims, four bodies recovered so far. they have not been identified, they can only say two adult males and two
12:11 am
aduu only say two adult males and two adult females have been located, and bodies on the ocean floor near the vessel, but because the vessel is u nsta ble vessel, but because the vessel is unstable they are not sure when they will be able to retrieve them. that search and rescue mission going more into a search mission now for the victims after that huge fire took hold of that scuba—diving boat off southern california. we will bring you up—to—date if we get any more details, but at the moment that search for the remains of the victims is ongoing. let‘s return to brexit, we were talking about the tumultuous events of monday. we have been talking about what is going on with boris johnson. but as we‘ve already mentioned, all talk in westminster is about the possibility of a snap 0ctober election. now borisjohnson says he doesn‘t want to call one. take a look.
12:12 am
let‘s let our negotiators get on with their work, without that sword of da m ocles with their work, without that sword of damocles over their heads, and without an election, without an election. i don‘t want an election, you don‘t want an election. let‘s get on with people‘s agenda. but the uk‘s opposition leader say his party, the labour party, are ready to fight a snap election this october. i will be delighted. when the election comes, i‘m ready for it, you are ready for it, we are ready for it. we‘ll take our message out there and above all we will win for there and above all we will win for the people of this country. we will bring about that sense of justice and equality, that is what our movement was founded to achieve! riot police in hong kong clashed with protesters in the early hours of this morning, this time in the moan kok region of the kowloon peninsula. earlier, demonstrators rallied peacefully in several locations, but skirmishes broke out when a small group surrounded a police station in moan kok.
12:13 am
meanwhile, the city‘s chief executive, carrie lam, has said she blames herself for what she described as the "unforgivable havoc". she made the admission in an astonishing audio recording of a meeting with business people obtained by the reuters news agency. here‘s what she said.
12:14 am
well, let‘s go live to to sharanjit leyl, who‘s in hong kong. we heard in that audio recording carrie lam‘s admission. what has been the reaction? well, it is hard to gauge the reaction, some people are very sceptical, suggesting this might all be part of the pr strategy to come across a bit more sympathetic. and potentially to stop them from taking to the streets, as they have done for several weeks, these pro—democracy protests in their third month. at least one editorial is calling for her to resign. this editorial suggesting if she truly has no ability to negotiate with protesters, then she should just admit it and resign, and stop beijing from interfering with
12:15 am
the 1—party two systems rentable. , protesters are still determined to have their demands met. this started three months ago over a very unpopular extradition bill that would have allowed criminals and many feared chinese dissidents to be sent to china for trial. it has since grown to greater calls for democracy, for universal suffrage, many protesters incredibly angry over what they see as police brutality, the level of violence that the protests have taken over the last few months, and they say that investigation should be taken into this, and it seems to have angered them even more. what has been the mood after the first day of the general strike? they are calling ita the general strike? they are calling it a general strike, but to be fair it a general strike, but to be fair it is not being seen as general, per se, because this is the second day of that strike. they held one a few weeks ago that caused much more chaos, particularly on the transportation system, the subway
12:16 am
system. we saw protesters trying to disrupt the subway system, setting off alarms, trying to stop passengers from going in. that was all very quickly stopped by police, who managed to act very quickly yesterday. what we did see on monday was of course the start of the new school term, and students were meant to be going back to school after their summer holiday, but a lot of university students have formed the backbone of these protests, well, they boycotted school. thousands stayed away, campuses throughout hong kong had rallies, two were given the go—ahead by authorities. and, students are still saying they wa nt and, students are still saying they want more from the government and less chinese interference, and of course we saw a level of violence continuing over the weekend as well.
12:17 am
0n continuing over the weekend as well. on saturday, there was a protest that was actually banned by the authorities, with protesters throwing petrol—bombs, setting alight barricades, and of course they were met by the police, who continued to spray tear gas and water cannons with blue ink in an effort to tell apart the frontline protesters, and pepper spray. this isa protesters, and pepper spray. this is a level of violence we are continuing to see. you‘re watching newsday on the bbc. still to come on the programme: we visit a very unusual restaurant in the philippines. created by a bipolar man, it‘s designed to make people like himself feel at home.
