french fashion designer roland mouret says he has the answer. i've been speaking to him. beware of the boks — jonny wilkinson is urging england not to get over—confident ahead of the rugby world cup final saying south africa are incredibly dangerous good morning from westonbirt arboretum in gloucestershire, it is a chilly start here, as it is in many places, with some frost. there are some exceptions, i will show you where they are and show you some beautiful autumnal views. it's tuesday, october 29th. our top story: the london fire brigade has been condemned for systemic failures in its response to the grenfell tower fire, in a report into the disaster which claimed 72 lives. the inquiry found that fewer people would have died if the building had been evacuated sooner. the full report will be published tomorrow, but the bbc has
7:02 am
seen its conclusions. our special correspondent lucy manning reports. the families of those who died at grenfell, and the survivors, have waited more than two years for this report, which heavily criticises the london fire brigade. it says its preparation and planning for a fire such as grenfell was wholly inadequate. it concludes that if the fire brigade had made an earlier decision to evacuate the building rather than telling residents to stay put, it's likely more lives would have been saved. the report praises the extraordinary courage of firefighters on the night, but identifies many failures. there were serious deficiencies in command and control, inadequate training, problems dealing with 999 calls, basic information on the building was missing and the communication systems didn't work properly. the london fire brigade commissioner, dany cotton, is personally criticised. the report says her evidence that she would not change anything
7:03 am
about the response on the night showed remarkable insensitivity, and suggests the fire brigade is at risk of not learning the lessons of grenfell. the report also concludes the cladding on the outside of the building failed to comply with regulations. the second part of the enquiry will investigate the failures of the building materials and refurbishment. the london fire brigade said it would be inappropriate to comment until the full report is published tomorrow. our special correspondent, lucy manning reporting there. and in a few minutes we'll be speaking to the fire brigades union. two british people have been seriously injured in a shark attack in australia. the men, who are thought to be in their 20s, were in the water off the coast of queensland when it happened. let's get more on this from our correspondent phil mercer, who's in sydney. some pretty grim details, what can
7:04 am
you talus? it was a terrifying attack on two british tourists aged 22 and 28. we understand they won a snorkelling trip near a place called who could passage off the whitsunday islands, very popular place for international visitors in northern queensland. the shark attacked one man and came back to attack the other, we understand. the older man has lost a foot and both british tourists were taken by boat to land before being transferred to hospital ina very before being transferred to hospital in a very serious condition. tracy eastwick is from the queensland ambulance service. it is understood that the two patients were on a day—cruise vessel out at airlie beach, and they were snorkelling at the time. both patients are male and both in their 205. they are believed to be british backpackers visiting the area. one of the male patients was attacked first and the shark is believed to have returned and come back and attacked the second patient.
7:05 am
we know in the last year there have been five shark attacks in that region around the whitsunday islands in queensland, so clearly this is a political issue too. there is much political issue too. there is much political discussion in queensland about how to protect surfers and snorkellers from shark attacks and clearly the two men are still in hospital, still suffering those very serious injuries, and the issue of shark controls will intensify after the hideous attacks on these two visitors. thank you for the details, phil mercer. boris johnson will today make his fourth attempt to trigger an early general election despite mps rejecting a similar attempt last night. he's publishing a bill that would only need a simple majority to succeed, not two thirds as required in previous votes. well, let's talk to our political correspondent chris mason who's in westminster.
7:06 am
we have been talking to various politicians, does it seem to you they will have the numbers for this time around? i think there is a greater chance than ever, we are closer than ever to having a general election before christmas but it is not a dead search. we have had, if you like, an enthusiasmometer out this morning. labour seem very unenthusiastic. will the other parties back and election? i will let you be the judge as to whether they are saying a definite yes. we need to look at this, speak to colleagues and then make a decision today. we wanted to make sure we got the extension from the eu, which happened yesterday, we wanted to
7:07 am
make sure that no deal is off the table and the prime minister cannot bring, through some trickery, his withdrawal agreement bill back to the comments. we need to see whether this new proposal from the prime minister fulfils those conditions, we minister fulfils those conditions, we will look at it very carefully. we are standing together with the snp, i think we are on the same page. it is not a no budget is not an enthusiastic endorsement, and effervescence an enthusiastic endorsement, and effe rvesce nce yes . an enthusiastic endorsement, and effervescence yes. they are on the same page, but it does not say yes at the top of it quite yet. it was the government perspective. we do not have a working majority in parliament, that is not a healthy state for parliament to bn, as we have seen with the inability to get done over the last few weeks. i think it is right, i hope opposition mp5 will come with is, let's vote. they need a simple majority, 50% of mps plus one, a lower hurdle than
7:08 am
last time. the government has tried to persuade opposition parties to back them saying they have parked their brexit plan until after the election, rather than getting it into law before the election. it looks like there might be wiggle room, the lib dems are saying let's go for the 9th of december, the government are saying that well. i am not much good brexit predictions but there seems to be room to manoeuvre with the tenth and 11th. maybe we will be heading towards an election. thank you for your analysis, chris. we will be speaking to barry gardinerfrom analysis, chris. we will be speaking to barry gardiner from the opposition in about half an error. almost 200,000 people in california have been ordered to leave their homes, as emergency crews battle a huge wildfire. a state—wide emergency has been declared, with strong winds making it difficult to stop the flames from spreading. limited edition 50p coins, produced to mark the date the uk leaves the eu, are set to be melted down after the october 31st deadline was missed. the royal mint had been asked to produce up

to 10 million new coins. but the 50p has now been scrapped after the uk agreed an extension untiljanuary. that is the other deadline there was, 29th of march. remember that one?! a treasury spokesman said a coin would still be produced once brexit has actually happened. probably best to wait for it! you are watching breakfast. the long—awaited public inquiry report into what happened on the night of the grenfell tower fire will be officially released tomorrow. details leaked to the media this morning suggest the fire service has been heavily criticised for its response. before the publication, brea kfast‘s graham satchell spoke with families of some of the victims about their concerns. yeah, hello, hi, the fire's in grenfell tower. the first emergency call of the night. quick, quick, quick, quick. they're on their way. as the fire took hold, residents who rang 999 were told to stay put. i mean, my uncle lived
7:10 am
on the top floor of the tower. and he called the fire services on a number of occasions that night. he was calm, collected, because he was told to stay where he was. they knew where he was and they were coming to get him. and then, eventually, the smoke came into his flat and he... ..he died, you know? you know, they didn't do enough, i feel. could the fire service have done more? normally fires in tower blocks are contained in one flat. residents are told to stay put because it's safer than trying to get out. your full name? danielle amara cotton. the public enquiry was told there was an early need for a total evacuation. but at grenfell the stay put policy was kept in place for almost two hours. i wouldn't change anything we did on the night, i think... the head of london's fire brigade stunned residents when she told the enquiry she couldn't have
7:11 am
planned for the fire and wouldn't have done anything differently. do you stand by everything you said at the enquiry? so clearly a lot of things i said at the enquiry were based on what we knew on the night and our response on the night. speaking at the london assembly two weeks ago, dany cotton said lessons had been learned. today if there's a fire in a building with cladding the advice is to get out and stay out. those buildings need to be evacuated immediately. and by the time we get there, the wait and watch people should be taking the steps and we go and assist and evacuate. if you had your time again, you would have abandoned stay put earlier? so if i was able to know about the building what i know now, clearly we'd have to. we didn't know that about the building. no building should ever have behaved like that. it let the people of grenfell down. but there were warnings from history. most recently at lakanal house in 2009, a refurbished tower and south london where fire spread up the outside. again, people were told to stay put and died. we all compare lakanal house because there was a public enquiry,
7:12 am
it made recommendations, scotland listened and scotland implemented those recommendations but we didn't. and, had we have done, we probably would never have been in this situation we are in today. the public enquiry‘s first report tomorrow will focus largely on the response of the fire service, questions about cladding, the local authority, early regulations will come next year. some are worried firefighters will be made scapegoats. every month near grenfell tower there is a silent march. the most poignant moment when residents pass the local fire station. there is no doubt firefighters acted heroically on the night. but the fire service does have questions to answer. graham satchell, bbc news. matt wrack, general secretary of the fire brigades union, joins us now from our london newsroom. resort a little bit of him in that report. thank you very much for coming on the programme —— we saw a little bit of him. i know you have
7:13 am
signed a nondisclosure agreement so cannot discuss certain things, but i would like to talk around the report if possible. the leaks are highly critical of the london fire brigade, i wonder what your reaction is to the planning about this type of incident, saying it was wholly inadequate? a girl it is unfortunate somebody has leaked this, it will cause a lot of dismay to firefighters and the local community and we are complying with the agreement we reached with the g re nfell tower agreement we reached with the grenfell tower inquiry. the first frustration firefighters will have is that, as we want from the start, the inquiry is back to front. we are looking at the night of the fire instead of what led up to it. the truth is that fire spread in the way it did because it was wrapped in clu b it did because it was wrapped in club —— in flammable cladding, that isa club —— in flammable cladding, that is a key issue but it is not being addressed. the firefighters turned up addressed. the firefighters turned up after the building had, in reality, already been turned into a
7:14 am
death trap. firefighters' reactions, which were remarkable in the circumstances, are being scrutinised. nobody is trying to avoid scrutiny but we think the ordering of the inquiry is com pletely ordering of the inquiry is completely back to front. do you think some of those firefighters, who we noted heroic things that night, feel unfairly scrutinised ? who we noted heroic things that night, feel unfairly scrutinised? —— who we know did heroic things.” think there is a sense of injustice. the report mentioned lakanal house, the clarinet la ka nal the report mentioned lakanal house, the clarinet lakanal house wrote to various people, including the london fire brigade, but also eric pickles, a government minister. the people getting away in all the scrutiny scot—free are the people who set policy which created the regime that allow buildings to have fire safety undermined. nobody is questioning them. we raise the question of state purchased several years ago following the deaths of two
7:15 am
firefighters, we raised it directly in relation to grenfell at least as early as last december. the inquiry was asked buyers to issue an interim recommendation regarding a review of state perch at that time. they did not act. we wrote to government ministers, they did not act. people in very high positions of authority have failed to do anything serious about the risks facing people in residential blocks of flats, but firefighters are now being held to public scrutiny, i think it is somewhat unjust. explained the significance of lakanal house to us? the core problem grenfell tower is the breakdown of what we call compartment station. these buildings we re compartment station. these buildings were designed by the architects and we re were designed by the architects and were safer when they were built but they are now, meaning the fire should be contained within the compartment, or the flat or room of origin, because of fire safety design into the walls, ceilings, the floors, the doors, the windows and
7:16 am
so on. floors, the doors, the windows and so on. that is all compromised by wrapping the building in flammable cladding, but we find a whole list of failings of fire safety provision within grenfell tower. firefighters work on the assumption that the building will act as it is designed to act, clearly at grenfell tower, it was not operating in that way. the warning sign and lacking our was there was another fire were compartment agent broke down and the coroner alerted the secretary of state, eric pickles, of the need to address those issues. 0ur concern is that was not followed through thoroughly. one side of this is theirfamily, friends, thoroughly. one side of this is their family, friends, residents desperate for answers and desperate forjustice. 0n the other side of that, you represent the firefighters who feel have been unfairly criticised, and the spotlight being put upon them. can you take us back
7:17 am
to that night? in terms of failure of communication, where you and others are where things were not being done correctly? the firefighters stand in solidarity with the community. including the right of people to ask difficult questions, nobody is trying to judge that. firefighters have known for a long time, i think members of the public were quite shocked, at the communications equipment. this is not a failure of the system, it is a failure of equipment, the higher up the building firefighters went, the less likely they were to be able to communicate with control systems on the ground. people trying to ensure the ground. people trying to ensure the safety of cruise on the upper floors loss communications with those firefighters who were in the most dangerous part of the building. i think people would be shocked that is the situation facing firefighters in the capital city. those lessons have come out of earlier incidents
7:18 am
and accidents we have had to investigate, that is not particularly surprising. the issue is systemic, firstly how do we allow buildings to see fire safety com pletely buildings to see fire safety completely compromised ? secondly, how is it the systems we have in place are not actually applying the lessons, because some of these were known, why are they not applying the lessons across the country? it is not a london fire brigade issue, it isa not a london fire brigade issue, it is a national issue. there are buildings with this type of cladding all over the country and buildings with other breakdowns and fire safety all over the country. that is a national matter and one that government should have addressed immediately after the grenfell tower fire. instead, they had told us they are waiting for this inquiry. we might be waiting years to get to the bottom of this if we allow it to continue. i know you have been with usa continue. i know you have been with us a long time already, but we heard in the report, graham satchell asked
7:19 am
jonny clayton about what she said at the time, she said she would not have changed anything and she seems to have slightly changed position. do you think london fire brigade and others have learnt enough about what happened at grenfell, so it would not happen in the same way? —— graham satchell asked da ny not happen in the same way? —— graham satchell asked dany cotton. the people running the london fire brigade have to apply the lessons of this fire and previous fires. we have alerted government ministers of the need to act quickly on altering or reviewing the issue of state perch, for example government ministers have failed to act on that. let's scrutinise london fire brigade and its management, but why is nobody holding to account the fire minister or the home secretary all, for that matter, the prime minister, who was previously in charge of the london fire brigade himself, because. really good to
7:20 am
speak to you, match rack, the general secretary the fire brigades union. we will continue talking about that, because the actual report, some of which has been leaked, comes out tomorrow morning, and there will be subsequent inquiries looking at things outside of that night. carol's at westonbirt arboretum in gloucestershire with this morning's weather. good morning. good morning. it is gorgeous. look at that aerial view, it is beautiful, all the autumnal colours. we had greens, reds and yellows. but it is also a cold start to the day. a frosty starter for many parts of the uk, and we are looking at lots of dry weather with some sunshine. but there are showers and also some rain too. we have showers scattered across the north and east of the uk and also some rain coming in across the southwest.
7:21 am
through the day, that will be accompanied in the south—west by strong easterly wens. add 10am in scotland, mostly dry, some showers in the north and east, many of us will net them. try for northern ireland with sunny spells. for northern england into the midlands, most of wales and most of eastern and southern england, that is the case. in the east there will be some showers, developing along the thames estuary today, quite a year in essex and kent. in the west we have a bit more clout and also the rain coming in across isles of scilly, cornwall, devon and the channel islands. the status quo more or less stays the same, most of us will miss them, they are the exception rather than they are the exception rather than the rule. about 8 degrees in the north to around 13 in the south, under the cloud and any rain. this evening and overnight, in clearer
7:22 am
skies, temperatures will drop like a rock and it will be another cold night, in sheltered areas we will see frost and patchy mist and fog across above the sheltered blends in scotla nd across above the sheltered blends in scotland where there is less of a breeze. the rain will continue into the south—west, heading in the direction of the isle of wight and dorset and hampshire. the temperatures you saw on your screen also represent towns and cities in the —— towns and cities, in the countryside they will be lower. tomorrow morning we're off to a dry and sunny start for most, that the is building ahead of the rain in the south—west, the rain very slowly moving south—eastward. south—west, the rain very slowly moving south—eastwa rd. temperatures again between about eight or nine to about 13. after that we start to see about 13. after that we start to see a return to milder but more u nsettled a return to milder but more unsettled conditions. thank you very much, carol. i have to linger on that shot, the colours are very

beautiful. would you splash—out up to £12,000 to see england take on south africa at this weekend's rugby world cup final? it seems plenty of fans are doing just that, with airlines and travel agents reporting a huge spike in demand for flights to japan. breakfast'sjohn maguire has been to meet some of those who've been scrambling for tickets. along with millions of others, ben harvey settled down in front of the tv on saturday morning, more in hope than expectation. but once england booked their place in the final, ben decided to book his place to go and support them. so we still don't have anywhere to stay. but we've got some friends that live in tokyo, so we might be sleeping on sofas. it's quite expensive,
7:24 am
so we're trying to work that out. tickets, we've managed to use the rugby community and our contacts and friends and we've managed to get four tickets today. brilliant. we will be in the stadium at least. and he'll be well prepared thanks to his girlfriend helping him pack. i think i've been with this man long enough to know there's never a dull moment and to expect anything so, of course, when england won, my phone was lighting up with lots of prayer hands and pleases and begs, so i knew we'd won at that point. and, yeah, he said he's going to tokyo. it was less of a question and more "i'm going". but you were happy? yeah, i think it's one of those things you've got to do, haven't you? if anyone had the chance they'd jump. and also wearing the red rose with pride at the final will be these four friends from keynsham rugby club, already getting to grips with japanese cuisine. use your fingers, kev. use yourfingers or you'll starve, kev. that's the bristolian in her coming up, isn't it? bristolian chopsticks. gryff is fulfilling a promise he made to himself after a friend offered him a ticket to the final back in 2003. i ummed and aahed, busy at work and whatever excuse you want to make, but i didn't go. and the last 14—15 years,
7:25 am
whatever it is, he's ripped into me every week, every season. it's been living with me and i thought, well, if england do get to the final stages, then i can't do that again. and after a few heart—stopping false starts, they finally managed to book some flights. it wasn't an easy process but i was just so excited and fraught, couldn't believe we were doing this. it's so spontaneous and pretty much insane, really. as for barney and his wife kay, the arm twisting didn't take long. i wasn't going to go. we discussed it, didn't we? and then sense didn't really come into it. and i said, yes, we want to go. kay, do you want to go? what to go where? i was just sat having a cup of coffee. gareth just stood up and said, "do you want to go tojapan?" i couldn't really take it in. and then the girls just both said, "mum, just say yes" so i did. the next time they'll eat
7:26 am
sushi will be in tokyo. meanwhile, many others are still trying to get there. so if you can make it tojapan, the next challenge is to get hold of one of these, apparently changing hands for up to £50,000. this is a genuine rugby world cup final ticket, england vs south africa. and it's mine. only problem is it was from the game in 2007. oh, well, only another 95 days till the six nation starts. john mcguire, bbc news, not in nippon. don't you dare feel sorry for him! i think a lot of people feel the same way, but we will be together watching at 9am on saturday. it will be good. from an england perspective, i understand the world to do not want to play that third—place play—off. time to get the news, travel and weather where you are.
7:27 am
good morning. a bit of cloud and some rain affecting southern parts of england, keeping temperatures up this morning but for most of us, it's another cold and frosty start but we keep sunny weather into the afternoon once again. i mention the cloud across the south and this weather system here and rain, high pressure dominating things for many of us which is wired so settled at the moment with the dry weather and some clear skies across many northern areas, which is why temperatures it got to below freezing. a bit of a frosty start, yes, and while we go through the day, it will be fairly similar to yesterday. 0ne day, it will be fairly similar to yesterday. one or two showers on the north—east of scotland. perhaps the odd shower down the eastern side of england particularly in the
7:28 am
south—east, and still the patchy rain on the far south—west of england, more cloudy here. elsewhere, though, looking at the blue skies and sunshine, around 9— through tonight, we continue with this cloud and outbreaks of rain across the far south. 0ne this cloud and outbreaks of rain across the far south. one or two showers coming into what eastern coastal areas but otherwise, clear skies and the game, temperatures across southern part staying up above freezing. 8—10dc, the coldest conditions further north and certainly for scotland, a frost going into wednesday morning. so, first thing tomorrow morning, you may have to do scratch them ice off the car windscreen once again. high pressure is still there. this weather system in the south—west will slowly move its way in but is bumping up against that area of high pressure which will be quite stubborn, so any rain across the south and west will be fairly slow to move its way north and east, so it could be very much similar to today, really, without rain, cloud in the south—west. elsewhere,
7:29 am
sunshine on wednesday. and temperatures in about 8—12, may be 13 in the south—west. by thursday, the rain will make more inroads in across the uk. turning a bit more u nsettled across the uk. turning a bit more unsettled for many of us. goodbye. this is worklife from bbc news, with sally bundock and tim willcox. bp announces a sharp drop in profits. we ta ke we take a look at big oil and ask what role renewable energy will happen in the future. live from london, that's our top story on tuesday 29th october.
