more on the general election. they have seen some of the most exchanges between the most part is. what are the critical issues the nhs is grappling with? there is a health editor. 70th at their celebrations for the nhs last year reflecting its status asa nhs last year reflecting its status as a much loved institution. no wonder it is always at the heart of an election campaign. this time even more so an election campaign. this time even more so at the frontline of the nhs is under immense stress for longer waits for patients in a fierce debate of what is now needed. what is the background to all this? first of all let's look at health spending after inflation in england going back to 1979. the conservatives under margaret thatcher and john major raise it on average more than 396 major raise it on average more than 3% per year. under new labour, average increase were around 6%. for 2010, first under the coalition

government and then under the conservatives, it was below 2%. the conservatives, it was below 2%. the conservative government is already promised more than 3% until 2024 and labour's campaign pledge above that in the thames in between. hospital bed numbers in england have fallen steadily under successive governments from around 300,000 in the late 1980s and in the last financial year there were fewer than 150,000. this party reflects more patients being looked after in the community and fewer overnight stays for surgery. the question is, has it gone too far? we are seeing the highest ever a&e attendances and we are seeing the longest wait for treatment, but this hasn't come overnight. this has built over a period of time, and what we are saying is demand outstripping supply. there isn't the money in the to actually treat people. a key indicator is a&e performance. 80 3.6% were paid —— were treated in

four hours, the lowest ever. in scotland, whether government public snp run, the figure was 88%. in wales with the labour government, the number was lower at 75.3%. in northern ireland where the assembly has been suspended, just 65.3% with treated in four hours in a&e in september. all well below the 95% target. the campaign is mainly about england with a devolved administration having elections at different times. staffing is a challenge. more than one in eight nursing post in england are unfilled. the parties are promised more nurses and doctors but training that will take time. manifesto pledges are one thing but there are deep—set problems to resolve for whoever moves into downing street. now on bbc news, it's time for the travel show. coming up on this week's show: i'm exploring the world of korean beauty and getting some home truths. oh, my gosh. i need a facelift?
2:34 am
a little lift. the problems and benefits of travelling while deaf. and from barren rock to botanical wonderland. this is prime selfie location. boy band photo shoot going on up here. hello, and welcome to the travel show with me, carmen roberts. and this week, we're coming to you from seoul in south korea, where looking good seems to be something of a national obsession. if you've never heard of k—beauty before, than a stroll in seoul's myeong—dong neighbourhood should give you a clue.
2:35 am
so, there is literally shop after shop here selling skincare and make—up products, and itjust gives you an idea of the sheer size of the korean beauty market. the booming popularity of k—pop stars and the constant search for innovations means korea's beauty market is now among the world's top 10. exports of cosmetic products have quadrupled in the past five years. there are now about 2,000 different korean brands to choose from, all promising a glowing, youthful skin. here, even the shops are high tech. wow, this is super weird. it's scanning my face. it's like a magic mirror. and these are the products they recommend. it's quite a long list. the famous south korean
2:36 am
beauty routine requires some serious homework. usually, korean women are using like five steps on the skincare. so we have a toner, lotion, soothing and cream. and this is the final cream, another cream. yes. i think this might take me 30 minutes every night if i did this. no, no, no, if you get used to it, less than 10 minutes, you can finish it. do you think korea is at the top of its field in terms of innovation with beauty? i think the cosmetic brand, yes. i think the korean people really think about our skin and the skincare, and the aesthetic as well, so i think that korea is the best in the world for innovation. but the perpetual quest for beauty can come with some dark consequences. yeunji—sun is one of the leading activists of a growing feminist movement taking a stand against it. it's called the
2:37 am
anti—corset movement. so, the expectation for women in korea to be beautiful, to have the k—beauty look, how big a pressure is it here? this huge pressure to be beautiful extends beyond
2:38 am
skincare and cosmetics. it's also about scalpels. oh, and needles too. welcome to seoul, the world's capital of plastic surgery. so, we're in the upmarket gangnam neighbourhood, which you might have heard of from that famous korean song. # oppan gangnam style! but it‘s also known as seoul‘s ‘beauty belt‘, and there are literally hundreds of plastic surgery clinics here. south korea is the world‘s champion for the number of cosmetic procedures per capita. between a third and a half of young south korean women are believed to have had some kind of plastic surgery. the experience usually starts with a simple photo shoot. some computer magic is then applied to the photos to transform your face,
2:39 am
before the scalpel does it for real. and it‘s ok to fly after having surgery? yes, yes. thank gosh. south korean surgeons are also attracting a large number of tourists. about 50,000 foreigners go under the knife in korea every year. people like susan, who flew from new york to get eyelid surgery here. there‘s many, many doctors here and the level of competency, i don‘t even want to say that, but it‘s so highly advanced and, also, it‘s very acceptable, so i felt like it was in very safe hands to get my eyes done here. so, it seems a long way to come for plastic surgery. is there a big price difference? well, you know, actually, you get a tax refund here. wow. yeah, so in america, i was quoted about $5,000. in korea, it was substantially less. maybe 25—30% less with the tax refund.
2:40 am
yeah, so it‘s worth the journey here. and, you know, i‘m flying out today and so you could fly in and fly out. korea. and if you are a bit like me and you are nervous and you want more information about plastic surgery, there is a small museum here that you can visit. wow, these skulls are a bit confronting. this is all for chin surgery, i guess. so this is a long chin model, protruding chin. wow! and this is the head garment that you‘d need to wear after surgery. and of course, it‘s notjust plastic surgery on your face. here is a whole cabinet dedicated to breast implants. goodness! now, i‘m not sure that i‘m feeling more reassured after my museum tour. it‘s now time to get my free consultation
2:41 am
with dr kim, a plastic surgeon. so, the moment of truth — what do i need to get done? 0k, usually for your age, we make the procedure to make your face look a little bit younger. actually, we make the computer simulation for your face, and this is your appearance before surgery, and the right picture is after surgery. in truth, seeing your face transformed and realising the extent of work to be done to achieve it is a pretty brutal process. when you see the front picture, you have some prominent wrinkle, see the fold and droopy, thick skin. and the cheeks can be lifted. it is facelift. oh, my gosh. i need a facelift? a little lift. so after the faclift, we can make the cheek skin lifted. sometimes we cut the bone and make the chin sharper. that sounds painful. a little pain, not too much.
2:42 am
so, i could have all this done in a day? of course, in a day, yes. that‘s amazing. well, thank you, dr kim. you‘re welcome. ok, i‘ll think about it. bye— bye. bye. but there‘s a backlash. this online video has been viewed more than 8 million times. it has inspired women to give up some simple things like make—up, a new way to take a stand. how is this movement being viewed amongst the young people here in korea?
2:43 am
the anti—corset movement is not alone in raising concerns. after thousands of people complained, seoul‘s metro operator has decided to ban all loads of plastic surgery from 2022. —— ads of plastic surgery from 2022.
2:44 am
as for me, i think that from the time being, i will try to be happy in my own skin. well, stay with us because still to come on the travel show, i set sailfor the incredible botanic wonderland off the coast of south korea and meet the force of nature who made it happen. so, don‘t go away. so, there‘s dozens of weird places to relax and have a coffee here in seoul and this coffee shop is a perfect example. hi, i‘ll have a face latte, please. they found a new way of truly personalising your brew. um...hazelnut latte, please. it‘s about shots, in more ways than one. ok, i take my selfie. this is my face selfie smile. and you can even drink your favourite k—pop singer‘s face.
2:45 am
pick the one where i look least crazy. the whole process is fairly simple. first, fill some paper cups with cold milk. switch the coffee machine on and press print. the machine and food colouring all do the rest. ok, so i‘m putting the straw into my eye. it‘s a bit masochistic, isn‘t it? bye— bye. ifeel a bit like a cannibal, really, drinking my own face. it‘s delicious, just like a regular iced coffee. next this week is about travelling differently. this time, taking to the road without being able to hear. it sounds daunting to many of us,
2:46 am
but for one woman it‘s opened doors and helped build new friendships.
2:47 am
2:48 am
2:49 am
2:50 am
our next journey starts in south korea‘s southern shores, a land of beaches, shipyards and many, many islands. in fact, there are dozens of them along this coast. but one in particular has won the hearts of many koreans. so that‘s where we‘re headed, over there. it looks like any other island in the area. it‘s hard to imagine that it‘s anything more than a bunch of rocks. as the boat gets closer, though, this islet takes on another dimension. welcome to oedo botania, the garden island. every year, more than 1 million people come — mainly to see the over 3,000 varieties of exotic plants and trees that grow here, but also to learn about the special love story
2:51 am
that is behind the island‘s success. there are no cars on the island. the only sounds you will hear are from the wind, birds, and classical music pumped out of loudspeakers hidden in the trees. so we‘re here. oh, and i can see ice cream up ahead, but also, a really famous part of the island. half a century ago, though, there was no ice cream parlour here, only a few camellia trees crowning a very barren rock. the fate of the island changed when a fisherman took shelter on its shores on a stormy day in 1969. lee chang—ho was ms choi‘s husband. this is my husband... that‘s me. choi ho sook and her husband settled on the island in the 1970s.
2:52 am
they first tried to grow tangerines and raise pigs, but without much success. a trip to the gardens of buckingham palace in the uk gave them the idea of creating a similar botanical garden here, but it was no easyjourney. was it hard work? i can‘t imagine how much effort would have been put in to make the island to this level.
2:53 am
and results came indeed. oedo island was open to the public in 1995, and it was an instant success. time is now restricted to accommodate the sheer number of visitors. they are only allowed 1.5 hours on the island. but that is enough for some good shots. this is prime selfie location. boy band photo shoot going on up here. plants and flowers have been carefully selected so there is blossom all year round. but the upkeep of such a vast patch requires more than green fingers. eight gardeners are employed to shave, cut and maintain the vegetation. they are busy bees.
2:54 am
this garden reminds me of edward scissorhands. look at this tree with the hole in the middle. i walk here every day, i think about my husband. 0h, do you miss him? yes. but every day, no answer. lee chang—ho died some 15 years ago. a stone plaque now commemorates the husband who transformed the fate of this rocky island. do you feel emotional when you come here? yeah. what do you feel? some days happy, some days unhappy. ms choi wrote herself the poem inscribed on this stone.
2:55 am
as the sun retreats from the island, my time is up. tomorrow, another boat will bring hundreds more to this little piece of paradise. another day on oedo botania. that‘s all we have got time for this week. coming up next week: christa‘s in london checking out why crumbling stonework, dodgy wiring and leaky pipes are causing headaches at one of the world‘s most recognisable
2:56 am
world heritage sites. this is level 25. so we‘re 50 metres up. oh my very word! look at that! well, i do hope you canjoin us for that if you can, and don‘t forget you can also follow us on social media, and maybe you can share some of your travel stories with the world too. but until then, from me, carmen roberts, and the rest of the travel show team here in south korea, it‘s goodbye. yesterday we had strong, squally gusts of wind and the strongest was
2:57 am
caple carrick in the north—west of wales, 78 mph, and a number of locations in scotland, northern england and wales where we had gusts into the 60s. looking at the satellite picture, the area of cloud responsible for those strong winds is this stripe you can see here working out into europe and with focusing on the speckled cloud to our west, shower cloud. you can see a line of more organised showers, this is a trough and it will be important for our forecast and i‘ll tell you more in a moment. if you‘re heading outside in the next you hours, in northern ireland and scotland, expect frequent showers, some with hail and thunder and snowy over high ground where things could be slippy, but for the most part the frost at bay because of the brisk winds. a cold start to the day, though. looking at scotland and northern ireland, the showers will continue on and off through the day, some with hail and thunder and still snow over high ground. further south in the midlands and eastern england,
2:58 am
dry with some sunshine but showers moving in during the morning to wales and west in england. they will push eastwards. this is our trough and because those showers are really organised, it does mean most areas will see at least a downpour or two at some point. a colder day as well with temperatures between 5— nine celsius. through wednesday night we will continue to further showers coming and going across the north of the uk. an early frost that eventually it turns milder towards the south—west, meaning the frost will mainly affect the eastern side of the uk here on thursday you have the best chance of seeing a bright start. further west, a band of rain bumps into the cold air and it brings a short—lived spell of snow to the higher hills of northern england before the milder air changes it back to rain. eventually milder in the south—west with temperatures of 11 but the far north of bingen and scotland, in the cold airand it has of bingen and scotland, in the cold air and it has further wintry showers from time to time. friday and into the weekend, a brisk run of
2:59 am
west, north—westerly winds with temperatures and not too far from normal in southern parts of england and wales. north of the uk will feel cold and it will be colder than than normal but most of us will see u nsettled normal but most of us will see unsettled conditions with further showers.
3:00 am
welcome to bbc news. i‘m mike embley. our top stories: formal impeachment charges against president trump are unveiled. a vote is expected next week. to do nothing would make ourselves complicit in the president‘s abuse of his high office and public trust in our national security. as aung san suu kyi appears at the international court ofjustice, the us imposes sanctions on her senior military leaders. further eruptions keep recovery teams away from the volcanic island in new zealand where eight more people are feared dead. and new evidence says climate change is causing greenland‘s ice sheet to melt seven times faster than 20 years ago.
