senior south yorkshire police officers ignored sexual abuse of girls in rotherham by asian men, for fear of causing racial tensions, says the police watchdog. police demand an urgent meeting with the commander of the us base, close to where teenager harry dunn was killed after two more incidents with cars driven on the wrong side of the road. the queen has announced that prince harry and meghan will no longer use their royal titles, and will no longer receive public fund for carrying out royal duties. the sussexes will no longer represent the queen as working members of the royal family, including official military appointments for prince harry. the new model is expected to come into effect in the spring. this comes after the couple said earlier this month they wanted to step back as senior royals. in a statement her majesty the queen said, following many months

of conversations and more recent discussions, i am pleased that together we have found a constructive and supportive way forward for my grandson and his family. let's take a closer look at the agreement between harry and meghan, and the queen which will come into effect in the spring. the statement didn't mention security as buckingham palace said it did not comment on the details of security arrangements. harry and meghan will no longer use their hrh titles as they will no longer be working members of the royal family. alongside not being required to carry out royal duties, harry and meghan will no longer receive public funds for engagements. the duke and duchess of sussex say they would like to pay back £2.1i million of public money used for the refurbishment of frogmore cottage in windsor, but it will remain the couple's uk home. our royal correspondent, daniella relph, is at buckingham palace.

it has to be noted that the tone of this is very personal. yes, the message from the queen, the statement from the queen following her statement on monday that the family's meeting, the tone, the wording, the moon of it —— mood. she really spoke, i think, as a worried grandmother trying to fix a family problem rather than as a monarch. as she talked about harry, megan and archie being very well loved in the way they are fitted into the royal family, hoping that these changes in the plan going forward will allow them now to lead a happy and peaceful life. it gained a sense of regret from the queen, they are going to be stepping back. then not going to be stepping back. then not going the working royals any more, but she is a pragmatist and she knows there's a solution to be found here and that they can both be
8:04 pm
happy. a transitional period where they will live here and north america, what about reviewing how well it is working? we are told they're going to be spending most of their time they're going to be spending most of theirtime in they're going to be spending most of their time in north america. that is where they're going to live most of the time and those to be back in the u capable for this plan fully goes into action, they will be carrying out some real engagements and we have not seen the last of them in terms of working royals, but the problem is what kind of work do they do now? they will have to earn some money, they love to live the kind of lifestyle they want, they would not have a public money any more. yes, they left some private support from they left some private support from the prince of wales, but they're going to have to go out there in good jobs and money and do some work and what does that look and feel like in terms of a realfamily? there are not going to be any rules and regulations are even guidelines set for them. they're going to have the freedom to go out and earn their
8:05 pm
own money. but the only caveat there is and that is that they must uphold the values of the queen. it is quite a loose guideline that they have but thatis a loose guideline that they have but that is the key thing apparently. uphold the values the queen and they're good every year to put this in the practice and sealed works and thenit in the practice and sealed works and then it will be reviewed by the queen, the prince of wales megan and william to see how it is working and if this is a model that can go forward. about a year or so to get this right to see if he can make it work. what do they do in terms of tax? what did they do in terms of immigration if they're living in two different places and they have different places and they have different nationalities? there are a number of issues that have not been resolved here and a lot of details that need to be drilled down. in terms of immigration, residency, how does that work with canada? you can't just sort of turn does that work with canada? you can'tjust sort of turn up somewhere and decide you're going to live there. there are sorts of rules that
8:06 pm
come with that in taxes you pay in that country as well. they have not been thought through worked out at the moment and that information on the moment and that information on the subjects is not being made public. the other thing we do not know his security. there was a big discussion point in the past few days. who was going to pay for harry and megan taft the level of personal protection that they want and is felt that they need. will that be the canadian, british public, continuing to pay for the kind of coverage you get from the metropolitan police. i do not think we will get a clear picture on that. buckingham palace admitted very clear that they're not going to be discussing anything around the couple possible security. fairly short, light on a lot of those details that you have just been going through. just how much thought, how many people would have had some sort of input to this announcement? i think a lot of people would've gotten involved in this very quickly. there have
8:07 pm
obviously been discussions over recent weeks about this but it wasn't since monday in the family meeting that things really pushed forward in the queen made it very clear that she did not want this hanging over the royal family. clear that she did not want this hanging over the royalfamily. she wa nted hanging over the royalfamily. she wanted a resolution as quickly as possible so we can expect happened is of the private secretary in the main members of the royalfamily, the queen, the prince of wales over the queen, the prince of wales over the vent discussions and communications in terms of how this is going to be presented to the public into the media. there would've been conversations had with the government, particularly the home office in the foreign office and the metropolitan police around theissues and the metropolitan police around the issues of security. all of those conversations would've been had this week and we are told that they have all been friendly and constructive. so all of the meetings and conversations around this new progressive role for harry and megan have been had over the past days and
8:08 pm
they've all been positive and this is the plan they'll be put into place. thank you very much. joining us place. thank you very much. joining us now, author of queen of the world and joined by emily. welcome to both of you. thank you forjoining us on bbc news. robert, tu, how much of this is clear and how much is not in the statement tonight?” this is clear and how much is not in the statement tonight? i think the broad terms are really clear and clearly the queen has been very keen to sort this out, all of the small print is being sorted but to get the basic intentions out there but they are going to have, as you consider, are going to have, as you consider, a peaceful and happy new life. the word we keep hearing his transition. a plan for
8:09 pm
word we keep hearing his transition. a planforan word we keep hearing his transition. a plan for an unprecedented new real existence and that is as danielle was saying, it will be reviewed in a yea r‘s was saying, it will be reviewed in a year's time. there will be a lot of questions in the media, everybody will be looking to test the para meters will be looking to test the parameters of this. what is the mean in terms of appearances on the palace balcony or family events, are they there or are they not. so many questions to be answered. no one has the answers yet but when it clearly is isa the answers yet but when it clearly is is a marked departure. they do not lose there, but they agreed not to use it. does make them real or not? it is not entirely clear but it isa not? it is not entirely clear but it is a new existence and they are going to be funding themselves? how much of a loss to british public
8:10 pm
life will this be and what will it gain to north american society?” think people are going to miss having them around. they brought a great deal of excitement, but they have done a great deal of good work to highlight important policies here and overseas and they have become this power couple which people have latched onto here and around the commonwealth in particular and it is very sad to see them not carrying out that for the queen any more. i'm sure they will continue to support their private passages, but whether or not they'll have quite the same spotlight, they have had thus far remains to be seen. there are far fewer members of the royal family who are actively engaged in all of the duties that we are used to seeing them attend, the queen is doing less, prince philip, prince andrew, how much extra pressure is this going to put on the duke and
8:11 pm
duchess of cambridge?” this going to put on the duke and duchess of cambridge? i think it's going to put extra pressure on them an extra pressure on the prince of wales and the duchess of cornwall and also on the prince of wales other siblings in west sussex, and the princess royal. there are over three and a half thousand royal engagements in the year and there to be shared around a reduced number of senior members of the family. but the monarchy, it is another stage of evolution in the monarchy. these crises come and it is a very resilient institution and they will find a way of adapting but it is not going to be easy straightaway. it is going to be easy straightaway. it is going to be a number of charities perhaps are going to see less of the patrons. but it is very important to note that this, the patronage is these charities, they're going to carry on supporting them and
8:12 pm
obviously, not so often hear in the uk, ona obviously, not so often hear in the uk, on a global level in terms of supporting causes dear to their hearts is required to be seen as much of them as ever. they talk about their desire to be independent, their wish to pay back the £21; independent, their wish to pay back the £2.4 million are spent on renovating the cottage in windsor. how difficult a line is it for them to tread and uphold the queen's values and also be able to use their profile and their celebrity to ensure that they can make a living? i think this is the dilemma that there found themselves in in terms of getting this deal and they still have not made clarification on whether or not they will use the royal brand, it is something that they've trademarked or would like to trademark in response and the crucial thing is they cannot be seen to be profiting personally from
8:13 pm
their royal status, from their association with the royal family and at the roles typically to make their status to good causes and our personal gain and will be a very fine balance. we are led to believe that the treatment by the media is in part influenced this decision to spend their time overseas and possibly increasingly so. how free of scrutiny will they in truth be?” think the role of the media has played in their decision, by no means the only part, but interest in them will remain the same. it is probably going to be a rather different group of media who they see on a day today basis because most of their life is going to take place in north america but there is big news over there as they are here
8:14 pm
andi big news over there as they are here and i think the idea is that it is going to be very different in terms of the rele ntlessness going to be very different in terms of the relentlessness of it and i do not think it will be, the media over there will be just as keen to see them, whether it is visiting one of them, whether it is visiting one of the charities or attending some red carpet event, either in canada or hollywood. the queen has wish them all the very best for a happy and peaceful life and that's subs are very happy one but peaceful, i they're going to remain one of the most sought after couples in public life on the planet that is not going to change and we in the british media going to be covering it like media going to be covering it like media around the world. did it have to be this way? was there another model that looking at european royal families who have very much embrace the idea of working for a living and
8:15 pm
are much more pared down then the house of windsor? was there another way of doing this? it is unprecedented for all royal families but you can look at the swedish model where other members of the family have stepped down and working members of the royal family, i believe harry and megan were very much a part of the plan for the monarchy and it was never a question of not being a part, but they are going to have to readjust around that and i think certainly from the initial statement for they made this announcement, they seem to anticipate being able to continue their royal duties to an extent but it seems very hard to understand how you can possibly put commercial interests on one hand and continue to represent the queen without being accused of some sort of conflict of interest. yes window great many
8:16 pm
people since being in a bit of a hurry by the duke and duchess of the 8th of january. how supportive are they, members of the public and what harry and megan are choosing to do? there is enormous sympathy for them and fundamentally we wish to see this result, there is enormous sadness and you can the queens previous statement and is reflected across the nation. no one wanted to come to this by think broadly speaking, there is a wish for them to have a happy life and they have been stumbling blocks and i think the statement irons out a fair bit of that in the whole issues of the cost, that is going away now and we all wish them well but when they do come back and we are going to keep
8:17 pm
coming back to the events, when they do come, i think they'll get an extremely warm reception but it is going to take time for this new arrangement and there will be hiccups along the way no doubt about it. toby wanted two things are the put a foot wrong and i'll be picked up put a foot wrong and i'll be picked up on. but there will be many events there will be received as a plus celebrities wherever they go and i will be covered to and ijust think that it's sad but let's hope for a happy ending. how palatable, we do not have all of the details but this is the royal family that we are talking about, how palatable to the public in this country do you think the arrangements as we understand them to be will be perceived?” think as robert said, eliminating theissue think as robert said, eliminating the issue has done a lot to dispel some of the anger and criticism that
8:18 pm
they have encountered over the past year and they have encountered over the past yearandl they have encountered over the past yearand i think they have encountered over the past year and i think ultimately people are supportive and wanting to go off and live independently and only they can be the judges of what will suit them best but understanding the taxpayer does not want to fund that if there are no longer seem to be contributing to public life to the uk. i think for the details need to be ironed out and they have this process to go to mr whether or not sussex world continues to be a name for these for commercial purposes and as you said earlier, it very much has to be seen that they're not profiting off their association with the royal family but that, i guess the royal family but that, i guess the proof is in the pudding. how much of a shock might it be for prince harry in particular, this new life? i think it will be a very

severe one for him. his military patronage, he must‘ve known that it was inevitable. he is incredibly close to the organisations, generals of the royal marines and recently took over from the duke of the royal marines and recently took overfrom the duke in edinburgh and very seriously, exercise and we all know his devotion to the games and colossal success, entirely down to him, entirely down to his vision and it's been one of the great success stories from military charity of recent times and a reminder of what an asset he is and yes, these are all things that have to be ironed out and he would definitely feel it. we appreciate you talking to us, both of you from the daily mail and the editor of

hello magazine. thank you very much. we'll find out how the story is covered. and we'll find out how this story — and many others — are covered in tomorrow's front pages at 10:30 and 11:30 this evening in the papers — our guests joining me tonight are nigel nelson, political editor at the sunday mirror and sunday people, and the political commentator, jo phillips. an investigation by the police watchdog has concluded that senior officers ignored sexual abuse of girls in rotherham by asian men, for fear of causing racial tensions. the iopc upheld a number of complaints from an abuse survivor. her name has been changed in this report from alasdair gill. elizabeth was one of hundreds of girls abused in the child abuse scandal. he is our —— she has always said they refused to take action and then propelled most the complaints. this upholds six complaints from elizabeth and her family including that the police were aware from the

mid—90s of suspects committing child abuse and rather them, but did not properly deal with it. still to this day, iam properly deal with it. still to this day, i am looking to be alive and the blame being put on them, the way they are describing the report, the sex scene of rotherham, we were children. to feel like they're blaming you? yes. we are always being blamed. they normalise, they gave power to the perpetrators but also, they tried to justify it as well. the independent office for the complaints said the police officer had told her her father, it'd complaints said the police officer had told her herfather, it'd been going on for 30 years. the police could do nothing because of racial tensions. yorkshire please accept the findings and they said the

behaviour listed in the report will not be tolerated in today's force. the five mps competing to replace jeremy corbyn as labour this video of the near miss incident emerged as police revealed a third incident when a police vehicle was struck by a car being driven on the wrong side of the road in october. alignment for businesses with eu regulations after brexit business
8:23 pm
the food and drink, chemicals, medicine, vehicles and aerospace sectors have been vocal about their desire to remain in step with the regulations after brexit to keep their industries competitive but after the interview with the financial times, the chancellor said there will not be alignment. we will not be a rule taker and will not be in the single market and we will not be in the customs union and will do this by the end of the year. he also said that there will be an impact on businesses, one way or another. some will benefit and some will not. what he has said here is not entirely new, boris johnson's government since the autumn has indicated it will not seek to remain in line with the rules after brexit. what is more new is the chance of getting a message to businesses that they need to a cce pt message to businesses that they need to accept that and they need to prepare. while acknowledging some industries may benefit from brexit, the food and drink federation said

that they must agree a deal that does not add trade barriers. saw a massive amount of our members and oui’ massive amount of our members and our workers are dependent on sales to the eu and we need the minimum possible friction in those sales. that is the test it seems to me for the government going forward. the uk is negotiating with an eu that wa nted is negotiating with an eu that wanted to stay closely aligned when it comes regulations and to keep a level playing field on the environment, competition and labour standards. the chancellor has not specialised which rules he wants to depart from but his message was that the opportunity is there for the taking. businesses want convincing that they will have support to grasp them. the five mps competing to replace jeremy corbyn as labour leader have been taking questions from party members in liverpool. it's the first of a series of public events around the country, which will culminate in a new leader being elected at the start of april. here's our political correspondent chris mason. you can hear clapping and see smiles but make no mistake, labour is a party wounded
8:25 pm
and hurting, crushed at last month's election, its fourth defeat in a row. little wonder one of the candidates to replacejeremy corbyn said... being leader of the labour party when you are in opposition is the worstjob in the world, that is what we're are applying for. nevertheless, emily thornberry wants the job because... i'm the only one who has gone toe to toe with borisjohnson for two years at the dispatch box when he was foreign secretary, i got under his skin and i got to expose him for what he was, which is a reckless, lying charlatan. a claim that downing street would dispute... they all underlined the importance of stamping out anti—semitism in the party and another recurring theme was to trying to stop falling out with each other in public. the whole of the party wants to be united, they want to come together, so we have to end factionalism, stop asking the question which bit of the party are you from, and start saying, what are you saying?
8:26 pm
keir starmer is seen as one of the favourites to win over labour members but plenty of those who signed up to labour in the last few years did because they loved jeremy corbyn. it looks like keir starmer‘s big rival in this race is the candidate whose politics is closest to mr corbyn's. how do we show people that everything we believe in in this room is sensible, credible, and will transform our economy? because what we are talking about is being done in other european countries and they're not calling it far left or crazy. jess phillips is a long—standing critic ofjeremy corbyn, by contrast. her team reckon she's the best communicator in the party. here she is on borisjohnson. it's notjust in my childhood that this man and this government has affected my life — my son literally cannot go to school five days a week. my brother is on universal credit. we need someone who can stand opposite borisjohnson and wear his government in his face.

labour has never had a female leader, a point not lost on lisa nandy. for 15 years we have been doing the same thing. we've changed the man on the top and hoped it will change our problems, but it won't. defeated in scotland, beaten back in the north, wales, the midlands, we have to go out and emotionally reconnect and show we have as much riding on this as the people we once represented. there were plenty more questions and plenty more answers before today's hustings wrapped up, and there's plenty more to come. this contest will rumble on until april. away from northern scotland we saw a few showers today and it was a glorious sunny start albeit rather cold. the good news is that if you like the sort of thing, part two of the weekend is also looking sunny
8:28 pm
after record and frosty start with a little bit of mist and fog around for the reason for it is high—pressure replaces low pressure with all the wet and windy weather and the recent days. now it is going to bea and the recent days. now it is going to be a cold night and the temperatures falling sharply already, a hard little less court and to be more cloud than breeze, but we could see just a little bit of showers clipping in the eastern portions of east anglia and to the southeast. high—pressure with us on sunday and noticed more isobars and in the northwest corner of the country, that will bring more of a breeze to northwest scotland with clouded times ina northwest scotland with clouded times in a bit of rain in the northern isles with temperatures around nine or 10 degrees last quarter in the south—westerly. but elsewhere after court frosty snow, there'll be plenty of sunshine runs temperature between seven and 9 degrees. high—pressure still with us as we head to the start of next week but always more weather front and

more isobars across the north of the uk, so monday morning starts off cold frosty with less cold and there will be a bit more cloud around but essentially from monday it is looking fine and dry for most of us in the best of the sunshine to central and southern parts of the uk, but if eastern scotland, claudia skype for the northwest and boston islands, —— cloudy sky. and to compensate, subtle changes as we head through monday night and into tuesday. this weather front topples and sinks south across the country, of thicker band of cloud with a bit of thicker band of cloud with a bit of drizzle and pushes south on tuesday and we will see plenty of cloud here but sunshine to return behind it across parts of scotland but he will be a cooler day here for the temperatures eight or 9 degrees and again six to 8 degrees further south. to get the theme
