back of the net. you are watching bbc news. let's ta ke you are watching bbc news. let's take you back to raf brize norton, because we have been watching that plane coming in from china, from wuhan. the epicentre really, of the coronavirus, and that plane carrying 83 british nationals in 27 other foreign nationals, landing in britain after flying from wuhan, the centre of the coronavirus epidemic that has so far killed more than 200 people in china and infected more than 9000. the plane, you can see yet there on the runway at the raf
1:36 pm
base at brize norton. once the passengers have been taken off the plane, they will be taken to a national health service facility, where they will be in quarantine for 14 where they will be in quarantine for 11! days, so two weeks in quarantine for all those people on the plane. and then the plane will continue onto spain, where their home countries of eu citizens will take responsibility for the remaining passengers. there was some chaos and confusion about who was getting on that plane. we heard of families we re that plane. we heard of families were british citizens were separated from relatives, from family members who are not british citizens but chinese citizens, so some degree of confusion about who could get on that plane and who couldn't. there we re that plane and who couldn't. there were 200 people of british
1:37 pm
nationality, we were told, who were in wuhan, and of those 200,83 british citizens are actually on that plane, so not all of those british nationals who were in wuhan have actually got onto that plane. and all of this, of course, comes as we've had the first two cases confirmed in the uk of the new strain of coronavirus. those two people from the same family, who had been staying in a hotel in yorkshire, we are told, are now being treated at an nhs hospital in newcastle that specialises in infectious diseases. we can go to caroline davies, our correspondent at raf brize norton, watching these pictures as that plane just taxis on that runway at raf brize norton. caroline, just talk us through in a bit more detail about what will happen now with the people on that plane. as you said, there are 83
1:38 pm
british nationals on board, 27 foreign nationals. there are some eu citizens on there as well. we understand they will be flown onwards to spain. we believe it is going to madrid. the british families will be evacuated off the plane. the screening process that is next isn't entirely clear. medics on board have been monitoring their condition, and anyone who has felt u nwell condition, and anyone who has felt unwell has been able to speak to those medics. we do not think there is any person suffering from the coronavirus on board that plane. those individuals will be taken from here by bus to the wirral, about 170 miles north—west of here. they will be in arrow park hospital. we understand they will be kept in empty understand they will be kept in e m pty staff understand they will be kept in empty staff accommodation at that hospital, not part of the hospital itself. we are waiting to hear more information about how those people are on board that plane. there was a
1:39 pm
degree of confusion about who could get on this plane from wuhan. originally, we were told there would be 150 british nationals on board the plane and 50 eu nationals. the number of 83 british nationals on board is much lower. the reason it is so much lower is not entirely clear. we heard that, a lot of the time, brits were told very last minute that they were able to speak... that they would be able to travel, but they would be able to travel, but they would be able to travel with their families, they wouldn't be split between those who had chinese passports and dual nationality. it seems that some families were able to travel together, but some people found out about it too late, and struggled to get transport to the airport, so they were unable to make that plane. we understand those people are still in touch with the foreign office. and all of this comes at a time when
1:40 pm
we have had the first confirmation of british cases of coronavirus. we have had two people who have been confirmed as having coronavirus in the uk, and we gather that they have been staying at a hotel in yorkshire. they are now being treated at a hospital in newcastle. what more about that have health officials been saying? we understand these are two members of the same family, and that they are being treated in newcastle. we know they we re treated in newcastle. we know they were identified last night. that, at the moment, is the information that we have about these particular individuals. we have not had the nationality confirmed for them, nor how long... whether they are british nationals, whether they have come from china, directly from wuhan. that information is still not clear yet and we are waiting for more information. we have also heard about the mortality rate for the
1:41 pm
coronavirus. it is around 2%, which by comparison to sars and a bowler, is significantly lower. sars was around 10%, and ebola around a 70% mortality rate. quite significantly lower than both of those infections. —— ebola. thank you, caroline. we continue to watch this plane that has arrived from wuhan in china. it is now taxiing at raf brize norton with 83 british nationals on board and a number of otherforeign nationals who have been evacuated from china because of the coronavirus outbreak, which has so far killed some 200 people in china and infected about 9000 others will stop just and infected about 9000 others will stopjust a bit and infected about 9000 others will stop just a bit more detail on the confirmation that two british people
1:42 pm
here have been confirmed to have the coronavirus. as caroline was telling us, they were taken to hospital in newcastle, where they are undergoing treatment. we have had a statement earlierfrom treatment. we have had a statement earlier from the treatment. we have had a statement earlierfrom the chief treatment. we have had a statement earlier from the chief medical officer, professor chris whitty. the patients are using specialist —— are receiving specialist care. we are using tried and tested procedures to prevent the further spread of the virus. professor whitty also saying that the nhs is extremely well prepared and used to managing infections. we are working rapidly to identify any contact the patients had to prevent further spread. we have been preparing for uk cases of this coronavirus, this new strain of it. we have robust infection—control measures in place respond immediately. so, that is the situation with those two members of
1:43 pm
the family who have been taken to hospital in newcastle. caroline davies, at brize norton, we are awaiting the moment when these passengers will get off this plane after a very long flight, and of course, a number of days in which they have been more or less holed up in their flats and apartments in wuhan, because they were very worried about contracting coronavirus. you can imagine, this has been an almost surreal experience for those on that flight. they left wuhan at around 5am local time this morning. from all the testimony we have heard from people in wuhan, streets are closed off. you can see images we have seen people trying to get to the airport, entirely empty streets, health screenings before they get into the airport itself. it must feel very strange to suddenly be leaving wuhan and to be in britain,
1:44 pm
particularly facing two weeks of quarantine. at the moment, we don't have a huge amount of information about what that quarantine will involve, whether those individuals will be kept in separate rooms, will be allowed to socialise with each other. we just know they will be in quarantine for 1h days to see if there is any risk of infection, if they are suffering from coronavirus. we are still waiting to hear, and i imagine they will have plenty of questions when they get off the flight questions when they get off the flight about exactly what happens to the next. as we understand it, there is a minimum period of 1a days in that facility in wirral, where they are being taken. initially, the government talked about self— isolation for people coming back from wuhan, where the coronavirus had spread. yes, they will be in quarantine for a minimum of 1a days in the wirral, in the staff accommodation that has been separated off from the
1:45 pm
hospital, that is currently empty. whether one of those individuals then shows signs of the coronavirus, if that means the entire group will have to be kept for longer to see if they have any symptoms as well before they are released, that is not entirely clear. those are plans that the health authorities will be drawing up at the moment as well. we are watching live pictures from raf brize norton of the plane that has just arrived in the last few minutes, carrying 83 british nationals. also 27 foreign nationals. also 27 foreign nationals. that has just landed at raf brize norton after that special flight raf brize norton after that special flight from the city of wuhan in central china, and that, of course, has been the epicentre of the coronavirus outbreak that has so far killed more than 200 people, infected more than 9000 in china. it is thought to have started in an
1:46 pm
illegal wildlife market in wuhan. and the british government have brought those people home. the plane arriving there just before half past one. as caroline davies has been telling us, they will now be taken toa telling us, they will now be taken to a national health service facility in wirral, where they will be in14 facility in wirral, where they will be in 1a days of isolation, in quarantine, and then the plane will carry on to spain, to madrid, we are told, and that is where the other passengers who are not british will be taken off the plane. caroline, as we have been saying, i suppose mixed feelings for the people on this plane. relief to get out of wuhan, but i suppose, huge disruption for them and their families, but i suppose, huge disruption for them and theirfamilies, having but i suppose, huge disruption for them and their families, having to leave china at such short notice and
1:47 pm
in such sad and alarming circumstances. you can imagine, for many of them, they have been having constant conversations with the foreign office, deliberating, particularly forfamilies with office, deliberating, particularly for families with dual nationals, about whether they can come, whether to ta ke about whether they can come, whether to take the plane or not. some people are concerned that if someone else on the plane has coronavirus, sitting in a long haulflight with those people might not be the safest options. many people have been at home, stuck indoors. the difficult decision about whether to stay in that situation when some of your family would be able to leave. there have been messages on social media from people talking about leaving wuhan and how they felt that they had a privilege, because many people we re had a privilege, because many people were national to wuhan, living there, can't leave and don't have that option. many people who have a life in wuhan, who have neighbours in the community there, are now
1:48 pm
being pulled out and made the decision to come back to the uk. so, yes, ican decision to come back to the uk. so, yes, i can imagine a lot of different emotions for people as they come off the plane. and just the latest figures on the coronavirus outbreak, just to bring those. we are hearing the death toll in china has risen to 213, and the number of known cases has risen to 9962. no deaths have so far occurred outside china, but cases have been confirmed across at least 23 different countries, and added to that list is now the uk. we know there are two cases confirmed of members of the same family who had been staying in a hotel in yorkshire and are now being treated in newcastle. just to say, also, the number of coronavirus cases around the world has surpassed that of the sars epidemic, but the mortality rate is thought to be lower than sars, suggesting it is a less deadly
1:49 pm
disease. this is the evacuation of british and other foreign disease. this is the evacuation of british and otherforeign nationals from wuhan. many other countries — australia, south korea, singapore, new zealand — have said they are planning to quarantine evacuees for two weeks, so the same practices we are adopting here in the uk to avoid the spread of the virus. the british passengers on this evacuation flight have been mainly in the city of wuhan and the surrounding province. before they got on board, they had to signa before they got on board, they had to sign a contract agreeing to isolation before they could get on board that flight. the deputy chief medical officer, jenny harris, has been saying that everybody who has got on the plane is a well passenger. if any of those passengers do show symptoms, there are set procedures to isolate them during any process and remove them in any part of the journey. you can
1:50 pm
see just around the plane, some ambulances there, standing by to ta ke ambulances there, standing by to take the passengers off to wirral from brize norton, where they will be taken to that nhs facility in wirral, where they will be kept for 14 wirral, where they will be kept for 1a days in isolation. we can speak now to peter holden, the british medical association's emergency preparedness leader. peter, just talk us through what is going on now and why it has been felt necessary to bring these evacuees home and then to put them into 1a days of isolation. the reason to bring people home is that it can't be much fun being in a foreign city which is locked down. that will be the reason you bring them home. why the 1a days' isolation, well, you don't
1:51 pm
wa nt days' isolation, well, you don't want it to spread, and i'm sure politicians would not want to be accused of importing it to the country. that is common sense. and it is consistent with the kind of guidance which has been issued about those who may have been exposed, who are awaiting tests. it is 1a days to get the test. sorry, 1a days before you can say that it is unlikely that you've got coronavirus. mass testing for coronavirus isn't yet available, is my understanding. you are probably ahead of me. ijust did a morning surgery forfive probably ahead of me. ijust did a morning surgery for five hours, probably ahead of me. ijust did a morning surgery forfive hours, so it was news to me that there were two uk positive cases. it was news to me that there were two uk positive caseslj it was news to me that there were two uk positive cases. i know you're not an expert on coronavirus, but how would you say, how worrying and alarming is this virus compared to other epidemics we have seen, like
1:52 pm
the sars epidemic or ebola? how concerned should we be? as much as any other infectious degrees. we don't want it spreading. there is a degree of hype going on in the media at the moment about this. there are plenty of diseases that carry a higher mortality rate. in a country of1 billion people in china, 9900 cases, and handfuls in other countries. i think that, yes, the reason people are worried is that there is a degree of concern that this has been going on for longer than has been admitted, but i think we should have it in perspective.
1:53 pm
this is a common response to an infectious disease. we all know that you isolate. we do it with children with chickenpox. you don't go out and deliberately infect others. so, these are sensible precautions from these are sensible precautions from the government, in your view? yes, they are. you know, how else would people feel if you brought a planeload of people over and just let them loose into the community? you would then have a massive problem tracing who they had seen. remember, we have not fully characterised this virus in terms of its behaviour, which is why you have to earn on the side of safety, which is 1a days of isolation. the problem is, the government doesn't want people to say, i will self isolated and just police themselves, and that is why they have done this. this isn't just the to is why they have done this. this isn'tjust the to and fro of in
1:54 pm
thailand commercial activity, it is deliberately bringing home a planeload of people from an infected area, and that is a very sensitive response. some people will say it is overblown but they are not the people who have responsibility for taking this decision. and these people, we are just watching pictures of the plane on the runway there, and ambulance staff lining up to ta ke there, and ambulance staff lining up to take the evacuees on to the wirral, which seems like a long journey. i would have thought maybe there were other places nearer brize norton, or is that a very specialist hospital that they are going to?|j don't know how many people are on this plane, but to suddenly find several dozen beds in our health ca re system,
1:55 pm
several dozen beds in our health care system, all together so they can be isolated, is not an everyday occurrence. we will use the places that can produce those kind of facilities with the minimum disruption. this is about how we keep the rest of everything running as well. it is not necessarily a long way, it is a hop skip and jump compared to this flight. peter holden, from the bma, thank you. a little more information about where they are going to be taken, as we see the door of the plane opening there. the passengers will be taken by bus to arrow park hospital in wirralfor quarantine or by bus to arrow park hospital in wirral for quarantine or 1a days, and they will be housed in an nhs accommodation block with access to the internet, we are told. they will be given fully furnished rooms, food and laundry facilities, and they will have access to a team of medical staff who will closely
1:56 pm
monitor their condition. kitchens will be available for those who wish to self cater, and anyone with suspicious symptoms will then be taken to the royal liverpool in broad green hospital. that is the latest on that evacuation of those british nationals from wuhan in central china. we will bring you more on it through the afternoon. right now, a look at the weather. a typical picture across the uk today — a lot of grey weather and outbreaks of rain. the rain is mostly fleeting today. the main story is how very mild it is in some spots across the uk. temperatures could be six or 7 degrees above the average for the time of year. the reason is because our weather is mostly coming from the south—west, the clouds lifting it out of the south—west, and dragging in that plume of very mild air all the way from the southern climes, reaching southern parts of scandinavia as well, so not just southern parts of scandinavia as well, so notjust here in the uk. right across many parts of europe we
1:57 pm
have mild weather. here are the bits and pieces of rain at the end of the afternoon in the south—east. showers in western scotland. temperatures, 13 celsius in aberdeen and in the south of the country, a little higher in one or two spots. this evening, showers continue in western scotland. it will be windy too. but in the south, mostly dry, at least in central areas of the uk. there could be a few showers clipping the south coast in the channel later. a very mild night, 10 celsius in london, higher than we would expect during the day, let alone the night. saturday's forecast, a weather front moving into scotland, quite a few isobars, which means the winds will strengthen. we are talking about 40-50 strengthen. we are talking about 40—50 mph gusts across this swathe of the uk. either side of that, the weather will be better. more sunshine. still pretty mild in the
1:58 pm
south, but not quite so mild, more like 10 celsius, but colder in the north. on sunday, a weather front moving across the uk, so some of us will get cloud and rain. once again, the south—westerly wind in the south means that temperatures could get up to 14 means that temperatures could get up to 1a celsius. a hint of something colder in scotland. sunny in the north, with around six celsius. on monday, we are watching this low again. isobars, pressure lines, that means stronger winds blowing through. they will bring some slightly colder weather by the time we get to tuesday. only slightly.
2:00 pm
hello, you're watching afternoon live — i'm ben brown. today at two. the first confirmed cases in the uk. two members of the same family who'd been at a yorkshire hotel are being treated for coronavirus at a hospital in newcastle. they have now been transferred to a high consequence infection unit. that is a very secure infectious disease specialist unit in newcastle. in the last half an hour, an evacuation flight — carrying more than 80 britons from wuhan, the source of the outbreak — has landed at raf brize norton. nine hours to go till britain leaves the european union after almost half a century — the government says it's ‘the dawn of a new era.‘
