we believe the twitter feed is" we believe there are two injured victims and we await updates on their conditions. the statement he says the scene has been fully contained and we will issue more information when possible. as we thought, it looks like the immediate panic and threat has been dealt with very quickly by the police. they fled the area with as many offices as they can get there as quickly as possible to take out any immediate threat and then to try and make people safe and to check that there isn't any further threat, because you never know with this kind of thing whether there is more than one attacker. that is a sort of thing that has been their immediate priority to deal with the man. check the area, who might have been injured and who else might have been injured and who else might have been involved. that is where they we re been involved. that is where they were put the helicopter in. the police now saying in the last minute that they have been able to do that
4:01 pm
and that the cd is fully contained. i think we can take from that that they believe that threat has been dealt with. they say there are two injured victims, that is less than some of the witnesses on the ground we re some of the witnesses on the ground were reporting. the police say they will be more information to follow so will be more information to follow so it could be we do not have full appreciation of what has happened here. thank you very much. welcome to bbc news. the metropolitan police have confirmed that they have shot a man dead on streatham high road in south london. the police say they believe there are two injured victims and the incident has been declared terrorist—related by the police. the man was shot dead at the scene. there are casualties. the police say
4:02 pm
that two of the people shot the stabbed by the attacker. there are reports from eyewitnesses at the scene that more than two were attacked by this man. according to one eyewitness, a 19—year—old student, who told the press association what he's whilst he was outside, he said the incident happened outside the boots store on the streatham eyes street. we can see from that seen their armed police pointing guns at someone out of shot. it is believed that the person was first brought down and that according to the student's statement to the press association, the man who came out and who attack people was, in his words, using a machete and had silver calluses on his checks. that fits with other
4:03 pm
wine witness reports we have had in the last few hours that suggests that the person that was at the scene and carrying of the attack had something on them which police had suspicion that this person was going to be actually potentially, at least, was carrying some kind of explosive device on them. that, obviously, prompts the police to take, as dan was saying, the ultimate evasive action, to shoot to kill. these are the very rare circumstances in which police officers would do that if they believe that that person is wearing a suicide vest. for those that see, perceive some benefit for their cause, martyrdom as a way to describe it, he would either have been killed, you know that you're going to lead that consequence. you realise you are wearing these things and you will have this. let's hear
4:04 pm
from bell, who has tweeted about this this afternoon. she is the local mp this this afternoon. she is the localmp in this this afternoon. she is the local mp in stratton. she says she is concerned about the incident in streatham high street. she says her photo with the injured and their families and the police have declared this as a terrorist incident and to avoid the area. stefan powell is a bbc newsbeat journalist, who's been giving us more details. if you don't know the area, why should you, it is a very busy part of suburban london. it is the kind of suburban london. it is the kind of place where you might find on a sunday afternoon people out shopping, going for coffee, and the pub, going backwards and forwards from their church or other place of worship. we have been talking to some of those people on here is what they had to tells. we just live over there and just heard some cars and
4:05 pm
we hear them come down this road but there seem to be a lot more. then oui’ there seem to be a lot more. then our friends who live above us heard some shots. they said about three or four went off. so yes, that was around, i don't know, what time was at? 2pm. maybe ipm. around, i don't know, what time was at? 2pm. maybe 1pm. we hadjust around, i don't know, what time was at? 2pm. maybe 1pm. we had just come back from going to the shops and yes. it is a bit scary. i heard that there was a shooting. somebody was stabbing them and they had to shoot him. and what else? nothing else. i heard three shots. and what happened then? ijust ran. i ran for my life. how frightening was that?|j then? ijust ran. i ran for my life. how frightening was that? i was so scared. there are some of the eyewitnesses at the scene. you're going to hear a lot more from people over the course of the afternoon and evening here on bbc news as people absorb what they have seen and share their stories as they are doing it.
4:06 pm
and on social media. let's look again at those pictures that we have had in. it is the nearest we have at this stage to give us information. to give information about what has happened at the scene. you can see in that frame we have just seen —— shown you. police go from behind a vehicle and there are flashes and that indicates that is a plainclothes officers. they put on flashes when they are trying to conceal the fact they are police. you can see them now pointing guns. they're keeping them very trained at all times, keeping the suspect in their sites. what i can't tell you at this point is whether the suspect had already been shot and they are cautiously approaching in case that some has not been disabled. we believe the suspect was on the
4:07 pm
pavement on the left here on the shot, out of shot, out of frame. if i'm correct in saying that person has already been shot, they are looking to ensure that there is no movement and it is safe to approach the body. we have a tweet from the prime minister boris johnson the body. we have a tweet from the prime minister borisjohnson within the last few moments. thank you to all the emergency services responding to the incident in streatham. the prime minister says that police have now declared it as terrorist —related and my full—time with the injured and all those affected. presumably, notices forts, he will be getting briefed, dan, about what has happened. is the police believe they are dealing with a terrorist incident, that will be notified to the home secretary and prime minister. they will get a briefing on this and getting an understanding on this exact we have additives and how many people have been affected. thankfully, the latest statement from the police is two people injured, which is bad
4:08 pm
news, but perhaps not as bad as some reports from the scene. we can take from that that at least at the moment they don't believe that the man they have shot dead that anyone has died in this incident. two people being treated for stab injuries. certainly a serious incident and a bad day for people in streatham and a serious response by the police, which is why we have seen s0 the police, which is why we have seen so many armed the police, which is why we have seen so many armed units in that area while they were checking how many people have been involved, how many people have been involved, how many in terms of the attacker were involved, it looks like they are satisfied that there was only one attacker. the man reported to have been wielding a machete. as we saw from that video clip that we just played, the person that posted that said that that was the immediate aftermath that the remap of cars offices having shot the suspect. if they think that man is a threat and there are reports of him having a
4:09 pm
belt or canister to his body are right, that would probed the prompt the police response. shoot to kill s0 the police response. shoot to kill so he cannot harm any other members of the public. that vest could have been on a timer or pressure switch that could be considered by the police. that is why the initial response is to step in and deal with it and then step back, assess, and thatis it and then step back, assess, and that is why we have seen the video of the officers of the uniformed officers who have then turned up, perhaps in back—up to their plainclothes colleagues. then stepping into dry and make the situation safe and to check how many other people have been involved. a panic situation for people on that street. lots of people run for safety, hiding inside shops and they we re safety, hiding inside shops and they were told to stay inside. some shops we re were told to stay inside. some shops were put on lockdown for a time but now police say they have contained
4:10 pm
the incident and have lots of offices in the two make your nothing else is going to happen and then they are able to bring paramedics in. we know there are a large number of paramedic teams brought in very quickly to deal with the injuries here. it looks like a huge response to this incident has been enabled and is unable a quick resolution in terms of the threat and the emergency services now deal with those who have been injured. there is now a big investigation which will be launched to find out exactly who this person was, the contacts, whether they have previous form as it were as a terrorist or previous incidents they have been involved with. that is made more complicated by the fact that you can't interrogate the person who has caused all this mayhem. yes, how much evidence will there be? how much evidence will there be? how much work will this person have done in terms of covering their tracks come? who they weigh have communicated within the last few hours, last few days, what route they take into london. what cctv
4:11 pm
evidence is there? a whole platter of things for the police to start investigating. no doubt this will ta ke investigating. no doubt this will take days to build up a big picture. who else do they need to talk to to get information? was this person previously known to the police? which police force? where they on the radar of mi5? how much evidence is there of that? how far back does that evidence go? do they need to involve the intelligence agencies or policing over countries? has this person travelled in the last few months or years? this is the sort of picture we have seen with other people who have carried out the sort of attack. these are the sort of issues that the police will be urgently addressing now. the fencing will be to find out who this person is, where they have come from and to try to to the address that they have last used. whether that is their own property or somewhere they have stayed. we have seen attackers previously who have used a staging post, if you like, may be having come from somewhere out of london but stayed in london. is that the picture here? how many addresses that they need to investigate,
4:12 pm
explore, search, to see what other equipment and evidence there may be? are there other weapons to be dealt with? is there a potential suicide vest he was wearing? are there chemicals, are there exposures to be dealt with? also is of things for the emergency services to consider. that is the sort of thing they will be urgently doing novels of this will be going on across london, maybe even in other cities as well try to build up a picture of who this person was, their motivation, what ponder them to attack members of the public. on a sunday afternoon, a shocking incident, one that has injured at least two people. rob did the major response of counterterrorism police and the paramedic teams that rush into deal this kind of thing. it looks like on the ground, the worse of the incident is incident. the police now are picking up the pieces and trying to work out where this all came from. dan johnson, our news correspondence, thank you very much for that. we will speak again in the
4:13 pm
course of the next couple of hours. a man shot dead armed police officers after apparently attacking people on the street on streatham high street after 2pm this afternoon with some kind of weapon. believed to bea with some kind of weapon. believed to be a machete. the man who was also wearing something which some thought might potentially be a explosive device, was shot dead. pronounced dead at the scene. two people have injuries as a result of being stabbed. they should while ago, i spoke to chris and he is a former head of the national counterterrorism police officers. here is what he said. isa similarto is a similar to what we saw london bridge a couple of months ago. we can only hope that the police have dealt with it fully now and it is one person acting alone and the police have dispatched him. it appears that they have taken that action not onlyjust because of the
4:14 pm
stabbing, but potentially because of him wearing something that could easily have been a bomb. a precautionary approach. can't take any risk of any doubt. if somebody is stupid enough to wrap themselves up is stupid enough to wrap themselves up with that and is threatening something, you have to assume it is live and has the potential to cause death and injury. yes and if anyone is within a few feet of that person, and it is an explosive and goes off, you only have to flick a switch to do that, those people are likely to be singe —— seriously injured. they will deal with it and this way and thank goodness they do. it will save other peoples lives if they are holding a bomb. for anyone who is joining us on bbc news, there is a report of multiple stabbings on streatham high street. the police are dealing with the consequences at the scene. can you help us with a bit of context for this? i am always
4:15 pm
impressed by how quickly the response happens in instance of this kind. and they are becoming more and more polished, for want of a better word, as these incidents have increased over the last couple of yea rs. increased over the last couple of years. how is that presence maintain? we talking about having on standby maintain? we talking about having on sta nd by co nsta ntly maintain? we talking about having on standby constantly counterterrorism officers 24—hour is a day seven days a weekjust in case? the way the police work in the uk and it has proven to be a really effective one, is not by army or police officers, but to have highly trained and you can really hydrate people if you have not to many of them, but if those offices are in patrol vehicles, normal, armed, to all intents and purposes like normal police cars, but they will have lots of firearms on them to deal with these incidents. but also they have got the counterterrorism unit and
4:16 pm
they are available at short notice who will respond and react to any incident like this. i think the police in this country have done really well. this is an incident and i know streatham very well and i used to police this area. this area is not in central london. it is not in the area of westminster where you would expect to see lots of firearms officers. but it is built shown here, it appears, that the police response was really good. and the police response has dealt with the threat very quickly. that is exactly what we want from our police officers. they are doing a billion job. unfortunately, there will a lwa ys job. unfortunately, there will always be a time before those offices get to the scene and that is the time when it is at its most dangerous. but the police officers have dispatched this man, by the looks of it, quite rightly if he is carrying anything that looks like a bomb. chris phillips, former head of the counterterrorism office. here is
4:17 pm
a statement retweeted from the mayor of london. a man has been shot dead by armed police in streatham following an incident that has been treated as terrorism —related. a number of people are believed to have been stabbed. the mayor says he is in close contact with the met commissioner and local representatives and want to thank our police, security and emergency services for their swift and courageous response. they truly are the best of us. terrorists seek to dividers and destroy our way of life here in london and we will never let them succeed. lease —— please follow them succeed. lease —— please follow the police and contact the police on 101 if you have any information regarding the incident. here is our guest on bbc news who saw the
4:18 pm
incident. i was leaving my house and i live right near tooting common and thatis i live right near tooting common and that is right next to streatham and we we re that is right next to streatham and we were buying groceries. a massive trauma helicopter landed. a weird thing to see. and then ambulances and police cars came out of nowhere. there were a couple of other helicopters circling and we assumed it was a fire accident or something and as we continued walking up to the high street, there were armed police everywhere. people were standing not knowing what was going on. the armed police where there we re on. the armed police where there were screaming at everybody to get back and pushing everybody back down the road to put up a cording and there were a few police that looked like they were crouched around somebody. but i have no idea what it was they were crouched around. you haven't heard any gunshot or
4:19 pm
anything until the helicopter came down? no, not untilthe helicopter came out. we work walking out of our front store and when we walked out, the helicopter was there. you kindly put pictures out which we thank you for letting us use. there is quite a lot of confusion around there because it is a busy area. yes, it is always busy on sundays. it was very strange. we had no idea what was going on. in terms of what the police were saying, in a sense, they have got to get people to do what they say, what were they saying to? they were screaming at everybody to get back and in a situation like that they have just got to get it in control. people on a bike with headphones on was wondering what was going on and was trying to ride through the police cordoned so they we re through the police cordoned so they were concerned about getting the space clear. and you saved you could
4:20 pm
say —— you said you could see people crowding around something. where was that? there is a chicken shot and -- a chicken shop and there was a crouching just a couple of metres up from that on the road. and you have obviously just been from that on the road. and you have obviouslyjust been looking outside and looking at what has happened. have things calmed down? yes? yes, it had certainly calmed down by the time we got back to the flat. and things, as far as you are concerned, traffic is moving again and are better than it was a couple of hours ago. the court and was still up about 20 minutes ago and the traffic was also blocked along the main part of streatham high street. but the helicopter has left and the police ca rs helicopter has left and the police cars that were around this end and tooting common have gone as well. alana murphy, thank you very much
4:21 pm
for speaking to us on the bbc news. duncan kennedy has been at the scene gathering reaction and trying to figure out what has been going on. duncan, what do you know? it is daylight and we can get some sense of what is happening around you? can you gives an idea about what happened as mike it all seems to have unfolded from a roundabout 2pm. behind me, you mayjust be able to see the police car, if you metres beyond that. the reports are somewhat contradictory. but around at 2pm, from eyewitness reports, that a man went down into a shop with a knife and started stabbing people. there are reports of people may be two people stabbed inside the shop. it is not clear what state they are in in terms of their health or injuries. the reporting on to suggest that the man went out of the shop, again armed with his night, and stabbed a woman, possibly on a
4:22 pm
b i cycle. and stabbed a woman, possibly on a bicycle. —— armed with his knife. reports of around three people injured. it is at that point at the alarm was raised and the police arrived. incredibly quickly by all accounts. people we have spoken to here have said that. half a dozen or s0 here have said that. half a dozen or so people who i have spoken to who heard what went on, they say three shots were fired. presumably by the police. in the last half an hour or so, the metropolitan police have confirmed that a man has died at the scene confirmed that a man has died at the scene here. it is not clear the identity of this man or the circumstances, but it seems to be pretty clear three shots were fired by the police to bring this incident toa by the police to bring this incident to a halt. of the various eyewitnesses that we have spoken to, many have spoken of seeing people running away, one woman said she had the shots and immediately ran, explaining how terrified she was a what happened. obviously being a londoner, new things like this go on here and was keen to get away from
4:23 pm
the scene as quickly as possible. to be honest with you, she was actually shaking when i spoke to herjust a very few words to get out to say how terrified she was at what happened and run away as quickly as possible. in the last few mitts we have had a statement from the home secretary priti patel to cover what has been going on here. she says she has been updated by the metropolitan police about this incident in streatham, which has been declared a terrorist —related incident. this is what the home secretary is saying. she says my first thought some of the victims, our brave police, and the emergency services, and their families. the whole area between where i am and a couple of hundred yards further along from where i am has been locked down. the police have sealed it off and have done so for the last couple of hours or so. lots and lots of movement of police cars, a of flashing lights still going on. it has not been officially confirmed, but the incident is under control under my knowledge. but in
4:24 pm
terms of the intensity of the initial few terms of the intensity of the initialfew moments of terms of the intensity of the initial few moments of the incident, it does seem to now have a semblance of balance this area. but as i say, the exact details of this incident and who the perpetrator was, we don't know yet. the metropolitan police are still working on those details. duncan kennedy in streatham, thank you very much. if you have just joined us, streatham, thank you very much. if you havejustjoined us, you are watching bbc news and the details of a terrorist incident as the police in london are describing it. that took place just over two hours ago in streatham in south london on streatham highroad as duncan kennedy our reporter was saying, there are reports that man first of all, stabbed a couple of people inside a shop, left a shop, apparently stabbed one person, possibly somebody on a bicycle before armed police intervened. we can see armed officers, both plainclothes and in uniform, and the armed officers were approaching a body after shots were fired. that shot was the, the police
4:25 pm
say, carried out by the police, to disable and kill a man who had carried out a terrorist attack and was wearing something which has been described by at least one eyewitness as being silver canisters around his chest. as one of our interviewees was explaining, that would have raised concerns in police mind that this could be some kind of explosive device and in those circumstances, it is normal practice for a police officer in this country in the uk to deal with that incident to ensure the minimum risk of loss of life or injury and that of course, means disabling and if necessary killing the person who is posing that threat. the home secretary who is in charge of policing matters in the uk, priti patel, hasjust tweeted. she says i am being kept up—to—date by the metropolitan police on this afternoon's incident in streatham, which has been declared terrorist
4:26 pm
—related. my first thoughts are with the victims, our brave police and emergency services. and their families. of course, all of this will have triggered what is in the uk, sadly, now, a very routine process of counterterrorism action. immediate action to deal with that and deal with an incident that is ongoing, followed by a detailed investigative investigation that will already be under way to establish who this person was, what threat they pose, and whether there was a potential threat. a radio reporter is close to the incident and spoke to an hour ago, in the immediate aftermath, we should go back over some of this ground again for people just back over some of this ground again for peoplejustjoining back over some of this ground again for people justjoining us and catching up on what has happened. you have just got back. your wife told you something was going on
4:27 pm
outside. yes, there was a hurried knock on the door and she was asking what had gone on. as soon we stepped outside, the atmosphere in streatham is usually one you would see in towns and cities across the country, it is bustling and busy. people are going for coffee or what have you. but as soon we set out of the flat, you had this sense of tension in the air. there was a throng of people outside the front, there were armed police not shouting, but forcibly telling people to evacuate the area, to go back into their homes if they live locally because there was a terrorist —related incident. people we re terrorist —related incident. people were reacting quite seriously to that. we had a brief conversation with some of the people outside about what they had seen and similar to the eyewitnesses have had on the programme today, explaining that they might have seen a machete or knife and there was panic. there had
4:28 pm
been police there with guns and their was a sense of uncertainty over what was happening. but you could get a sense that it was serious. since then, you have had the lease helicopter above as well. it is still circling and if i looked out of my window, it is just starting to move again now, the police helicopter. since then, we have had plainclothes officers just at the side of the front of the flat, patrolling the area. they have been escorting people into their houses and into their homes. since we spoke last, shown, there has been a cord and set about the end of the street and then another cord that the other end of the street. they have looked this area. the offices have looked this area. the offices have been escorting people to their homes. they have been one or two people going back—and—forth. but there was in area silence because you can hear the helicopter. this street is just off the high road and at the end of the street is just
4:29 pm
where the incident happened. the footage you have had on the programme and that i have seen and people have shown me out of the front is where the police shot of the suspect, just at the end of the street here. things starting to quieten down and calmed down a bit now, but it has been, clearly, you don't see something like this very often. there seems to be a sense of not normality, but things are calming compared to an hour also ago. in terms of people in these situations getting a lot of information from social media. you say you are talking to people on the scene. say you are talking to people on the scene. did you get any sense from people about what had sparked the incident? or where people reacting to the police activity, the helicopters, the ambulances and so on? people were reacting. you get conflicting reports. somebodyi on? people were reacting. you get conflicting reports. somebody i was speaking to was saying that a car had sped up and they thought the attacker had got out of the car. somebody else suggested that it was
4:30 pm
the opposite and was the officer getting out of the car. it wasn't a marked police car. there was footage of the police corralling the suspect on the ground. then there was others people suggesting there was someone else involved. a lot of chinese whispers going on. i think the sense you had was that people were worried and concerned but also taking clear direction from the police. we haven't had a chance to have an in—depth conversation because by the time we got chatting, the police we re time we got chatting, the police were telling them to get out of the way. they have locked this area down and likei way. they have locked this area down and like i say, we have got the plainclothes lease officers who have been patrolling since. —— police officers. people try to get a sense officers. people try to get a sense of things on social media. but people i have spoken to were relieved because they know they could have been caught up in
