stop what able to be shot and killed stop what exactly happened before that is the real confusing thing here that we are still trying to piece together. it looks like the police themselves are still trying to get clarity on that, perhaps that's why they have been asking people not to go over the speculation that his wife on social media. but i think it points to the fact that there must be more of the back story here, so who are the officers that were following him? what was their level of armaments, their level of involvement with him? did they try and intervene and stop him? that they have the tools to stop him properly? what tools did he have? we've heard reports that he maybe went to the shop to get a knife. eyewitness described as a machete, you don't buy that in boots. it's questionable why he brought that with him or improvise on the spot. but if he wasn't wearing a suicide belt, that's not something you pick up belt, that's not something you pick up in boots. there must‘ve been some preplanning to this, he must of been out to do something and maybe police we re out to do something and maybe police were following to see where this was going and when it would escalate. i

think from the speed of the response, we can see they were able to call in the back up very quickly. because i was extremely quick, armed response officers were on the scene ina response officers were on the scene in a matter of minutes. this is south london, some way out from central london secular exactly, there armed police officers patrolling all the time around every major city secular but particularly around the high—profile sites in london. armed officers are stationed outside buildings like buckingham palace, the houses of parliament. but then you have these mobile officers with the tools they need to step in very quickly. their target is to get to an incident like this ina is to get to an incident like this in a matter of minutes. no doing something in somewhere like streatham something in somewhere like streatha m ta kes something in somewhere like streatham takes a while because it is not a high—profile target that they would naturally be guarding. but they aim to get it any sort of incident like this in a matter of minutes, and it appears that they have been able to come up whether they were called in by the collea g u es they were called in by the colleagues who are already there or not. still waiting for clarity on

that. we are now getting the pieces of the jigsaw puzzle slowly coming together. we are getting confirmation that a man shot by police in an instant described as a terrorist incident this afternoon — breaking news from police — is confirmed to be under active police surveillance. that effectively changes some of the information. we now know by police officers were there, we certainly know why they we re there, we certainly know why they were up to respond so quickly. let's talk to duncan kennedy who was at the scene now. i will see a lot quieter there this evening, you've been there for most of the afternoon, one of the first reporters deployed. are you surprised to hear that confirmation now that this was a man under active police surveillance? it does tally now with what is unfolding on terms of the details were learning from this. not officially confirmed by the police, that may well come later

this evening when scotland yard give their statement. but it seems to be a series of events that ended up at this point. an incident took place about half mile that way at streatham common. some kind of hard stop by police in the vehicle of another vehicle. it is understood that could be connected to what happened here 100 yards this road shortly afterwards. it seems the suspect ends up here, possibly as you were hearing entering boots to get a knife or was already carrying a knife. the stabbings then take place to stop it is at this point that the man comes out. shots appear to be fired by the police, at least three shots fired, according to eyewitness reports. the people who have been filming some of this and some of the i witnesses we spoken to say at least three police officers we re say at least three police officers were there in plainclothes at the point they shot this man. shortly

after the shooting took place, they then put on balaclava us to cover their heads and what have you, as though they didn't want their identities revealed to members of the public. now that suggests as this latest copy also confirms that it was some kind of surveillance operation. the police haven'tjust stumbled across this man either at stratham common or stratham high road. whether he was in preparation ofan road. whether he was in preparation of an event, we don't know. they stepped in to stop that. whether he has just started stabbing people because he was being chased by police we don't know. it appears the incident started down the road and ended up here after the point of which this man started stabbing individuals. we know from the london ambulance service that three people have been stabbed, one with life—threatening injuries, two others with less serious injuries. we also know we will get details from scotland yard later this evening, possibly a statement also

from the home secretary, priti patel. but this does seem to be, as the statement now conference, some kind of organised police officejev operation rather than the one that took place on london bridge last november. this one seems to have an element of organisation on the part of police concerned, but what was happening may become clear when scotla nd happening may become clear when scotland yard give their statement later on this evening. duncan there at the scene, just describe what is happening there. streatham highroad bizarrely quiet for this time on a sunday evening? it would normally be packed. it is a dual carriageway in either direction, a major artery in the south london. and really, just off the scene they are outside boots, lots of police and forensic activity. there are scenes of crimes officers taking photographs, other officers taking photographs, other officers on the floor in their suits trying to pick up evidence, possibly sheu trying to pick up evidence, possibly shell casings. yet more officers

talking eyewitnesses, taking some of them away to interview them and get more detailed accounts of what happened to this evening. but lots of activity, which may mean this major road into south london will be closed for the foreseeable future. thank you very much, duncan kennedy their life at the scene. a short while ago, i spoke to chris phillips, former head of the national counterterrorism security office. i mean, it looks very similar to what we saw on london bridge just a few months ago, so we can only hope that the police have dealt with it fully now and it's one person acting alone and that, as i said, the police have dispatched him. it appears that they've taken that action not only because of the stabbing, but potentially because he again was wearing something which was strapped to him which could easily have been a bomb stoplight again, then, the precautionary approach. you can't possibly take any risk of any doubt if somebody is stupid enough to wrap themselves up like that and be threatening to do something with it, you have to assume that it's live and has the potential

to cause death and injury. yeah, and if anyone is within a few feet of that person and it is an explosive and it goes off, and of course you only have to flick a switch to do that, then those people are likely to be seriously injured or killed, so police officers are going to take any chances with that and if they have got firearms, then they will deal with it in that way and thank goodness they do because it will save other peoples lives if they are holding a bomb. these are reports of multiple stabbing on streatham high street in south london. armed police deployed. armed police shot dead a man, and obviously are now dealing with the consequences at the scene. can you help us with the context to this? i mean, i'm always impressed by how quickly the response happens in instances of this kind and has become, more and more, if you like, for want of a better word, polished as these unfortunately multiple incidents have happened in recent years. how is that kind of presence maintained? are we talking about having

on sta nd by co nsta ntly counterterrorism officers, 2a hours a day, seven days a week, just in case? yeah, the way the police in the uk have gone about this, and i think it is proving at the moment to be a really effective one, is not by arming all police officers with guns, but actually to have highly—trained — and you can really highly train people if you haven't got too many of them, but those officers are in patrolling vehicles, normal armed and they are, to all intents and purposes, look like normal police cars — but they will have lots of firearms on them and able to deal with these incidents. but also they've got the counterterrorist unit is available at very short notice who will respond and react to any incident like this. so i think the police in this country have done really well. this is an incident — i know streatham very well, this area very well, i used to police it, has actually — you know, it is not in central london, so it's not in the area

of westminster where you would expect to see lots see lots and lots of firearms officers. but it is still shown here, it appears, that the police response was really good and the police response has dealt with the threat very quickly and that's exactly what we want from our police officers. they are doing a brilliantjob. unfortunately, there will always be a time before those officers get to the scene and, you know, that is a time when it is at its most dangerous, but the police officers have dispatched this man by the looks of it, quite rightly, he is carrying anything that looks like a bomb. let's recap, a man shot dead by police on streatham highroad after he attacked police debacle people there. we are now learning the latest from our home affairs producer that the man responsible for the attack in stratham was under active police surveillance at the time of the incident.

approaching western scotland. very windy through the central belt, and into the early hours of tuesday, though strong winds extend into eastern scotland and parts of northeast england. there will also be some rain and snow over high grounds that could be blizzard conditions for some, further south there will be 1—2 showers to start tuesday morning. tuesday sees us trapped between low pressure, giving way to the east, and high pressure squashing its way in from the west. that will continue to drive this brisk northwesterly flow across the british isles. but with that high—pressure area building in, the shower activity will tend to be suppressed. so it should be mostly dry by tuesday afternoon, still fairly windy as i mentioned, and so while the temperatures might look ok on the face of it, 8—11dc, it will feel colder than that if you are stuck in the wind. quite a windy start to the week. there will be showers and snow around the hills. from mid week onwards, it looks like we will see a dryer spell of whether

he thinks a high pressure which, getting into wednesday, will be building its way quite strongly across the uk. in the south is when we will have eight cold start to wednesday with a touch of frost in places and potentially some fog patches as well. that's what we would expect from high—pressure at this time of year. but it also means that through wednesday, we are looking at dry weather with sunshine. always the potentialfor more cloud and a spot of rain, temperature is between 8—10dc. as we move towards the end of the week, high—pressure will still be closed by. but you can see a frontal system starting to make some inroads towards the northwest. that means for northern and western areas, we will see a bit more cloud starting to push its way in. there could even be some rain sometimes in scotland, turning a bit breezy. further south and east is where the best chance of keeping hold of some sunshine, temperatures between 9—11dc. moving through next weekend, thejet

stream, wins high up in the atmosphere looking very strong indeed. we could see winds high up in the atmosphere of 250 mph or more racing across the atlantic, winds high up in the atmosphere tending to supercharge the atmosphere closer to the surface, spinning deep areas of low pressure, sending them our way. this could bring some very stormy weather indeed. the detail of this range is still very much open to question, but it looks like as we had through next weekend and into the following week, certainly will turn wetter. it will become windy, but potentially there could be some very stormy weather on the cards. we will keep you up—to—date over the coming days.
