been w“1%11% u gs,“ people who profits have been £50,000 or more. if you are a plumber who lectured me £50,001 lecture committee doesn't apply to you. it also doesn't apply to who haven't yet done a tax return. if you only wa nt to yet done a tax return. if you only want to freelance recently, and you're not already in the system, you're not already in the system, you are not eligible to apply either. the government reckons it applies to about 95% of self—employed people which is a lot, but i'm afraid it is still going to be tricky for a lot of people who we re be tricky for a lot of people who were really anticipating the help that was going to be available. thank you for explaining that bit about people who haven't any tax return because one of the things rishi sunak also announced was he said if you didn't do a self—assessment tax return because you are self—employed in the last tax year, and the deadline for that was in january, he tax year, and the deadline for that was injanuary, he said we are not going to open up the window again to file your tax return for the last texture for another four weeks from 110w. texture for another four weeks from now. i was thinking come hang on if you are self—employed, why wouldn't
9:31 pm
you are self—employed, why wouldn't you have filed a tax return and why would you need extra time to do it now? as you just explained, actually what if you had onlyjust started and had a really earned enough and the last tax year to think you need to do the last tax year to think you need todoa the last tax year to think you need to do a tax return. so it means people who had just started being self—employed at the end of last year it had only made their first few thousands or hundreds when i have to do the tax return so they can become eligible for this money which they will then get injune. element that is right. the other thing to remember is they are talking about working it out based on profits. and the way a lot of people administer businesses if they try to keep the profits relatively low. a different tomic i suppose the problem is a lot of people are self—employed have a lot of different ways of interacting with the financial system if you want a pompous way of describing it. i think it has been very complicated for the government to work out something that seemed to be fair in their view and seem to cover as many people as possible without giving
9:32 pm
closer cash to people who don't need it. and another really important difference to this game that was a main available for people on salaries if can continue to try to work. but for a lot of people are self—employed, a lot of whom we have talked to today, there work has just disappeared. in the idea of having to wait for another good while it is really stressful for loads of people. we caught it with some of them reacting to the news earlier. let's look at how this works in the real world. let's get somebody who really knows what they are talking about a stop sign farrington from five lives way to money. —— sean fairto. five lives way to money. —— sean fair to. sending you five lives way to money. —— sean fairto. sending you be in five lives way to money. —— sean fair to. sending you be in bed? five lives way to money. —— sean fairto. sending you be in bed?” should be in bed by now. it's been a very long day. 330 a long call. the backbone and newscast goes off in your hands you have to answer it. laughter. you cannot sleep. let's dive into the details. loads of
9:33 pm
newscast is affected by this. they sent us on voice notes and we will get your click of too many analysis on them. here is somebody we heard from earlier this week. jim who was a plumber. i've been in business for two years now. the nonprofit, my first tax was three months and my second tax return was granted a rebate, i'm slightly worried if it is nonprofit, i still had a business and everything running last year. and the fact that i have to wait until potentially juh life and the fact that i have to wait until potentiallyjuh life to make anything at all. i have been off work since tuesday this week. i am a potential spreader going from house to house, five houses a day. what cani to house, five houses a day. what can i do? —— untiljuly. to house, five houses a day. what can i do? -- untiljuly. what do you make of his case? it is a classic case. we've had so much from the likes ofjim overthe case. we've had so much from the likes ofjim over the last week or so. likes ofjim over the last week or so. it is not fixed costs. those bills that are still going out that they have so many self—employed workers. that is made this so much ofa workers. that is made this so much of a stressful time since they've
9:34 pm
heard about the support that salary workers have had. that wait until june. that is as good is this going to get one in terms of getting the support from the government that there's been a lot of self—employed people have been calling for. when it comes to fixed costs and working oui’ it comes to fixed costs and working our profits, that is want of the controversial bits about it. the way people run their businesses is when they look at the profits they are making, they are may be pending sending that into their business and not necessarily calling it profits. that's putting some of that. the government is making the calculations on what the business has said is there a clean profit and what self—employed people have said this is the money i have made on average over the last three years. but somebody like jim, he will end up but somebody like jim, he will end up getting less than he might have imagined if they had said you can ta ke imagined if they had said you can take fixed cost into account but he is getting more than he would have thought of a week or so ago because
9:35 pm
he will have some profits and a tax return from last year which is a really crucial part of all of this. to be in the system. a lot of people still do not make the system for him to be able to make a claim but for the next few weeks he will still have to get by on those bits of support referred from back at already, the cash flow will help in the vat deferrals. laura mentioned those before you appeared. let's hear from another laura. a freelance marketing consultant.” hear from another laura. a freelance marketing consultant. i am pleased it is 80% support and that is really helpful. i think i'm eligible for the grant although there's a lot of information that i need to do research online. i filed my first year of accounts in january for the previous year. i only started my self—employed journey from july 2018 so self—employed journey from july 2018 sol self—employed journey from july 2018 so i have nine months of accounts. not 12. if they are working on an average and i don't have the other years to back it up, i'm being judged only nine months of accounts. i will be missing out now i think.
9:36 pm
june seems quite a long time away. but obviously i think i understand the complexity of the process so i willjust wait and see if i get contacted by hmrc and see if i'm eligible for. she is on the right thing, waiting to be contacted. and the good news is she filed a return in january. back at their also sang today for the people who hadn't, you have got another four weeks. —— rishi sunak also sang today. then you can get in on the system. a real good starting point. just encapsulates the issue of the three—year average because those years before saying she might lose out because she only has nine months worth of one year. but the treasury did not know whether those couple years before would've been better years before would've been better years or worse years and that is another example of why this system is so complicated. she is in because she had a tax return for last year. but now it is a matter of of all stuff and played work at having to wait a few weeks for the money to
9:37 pm
come through and another crucial point in there for hmrc to get in touch with her not making the call touch with her not making the call to them. you have to sit back and wait for them to get in touch. fergus here. people have to wait untiljune. fergus here. people have to wait until june. any thought fergus here. people have to wait untiljune. any thought about what they will do until then? untiljune. any thought about what they will do untilthen? exactly what they might have done before hand. the difference is is, when we speak to so many people running their own business i wake up to money, that word all through brexit of uncertainty, that is a massive thing for businesses to decide what they need to do for individuals to decide what they need to do over the next course of the eight weeks or so. next course of the eight weeks or so. now they know there is much more chance they will get something from the government at the beginning of june. it could be three months worth ofa grant june. it could be three months worth of a grant come up to 80% of their average profits over the last three years, so average profits over the last three years, so you average profits over the last three years, so you are average profits over the last three years, so you are talking up to a limit of two and half thousand pounds. they know they have much more chance of having that cash in june. the uncertainty reduces and
9:38 pm
for people who are trying to work out they have this fixed cost that maybe they are talking to the bank and sank and i have a holiday on the loa n and sank and i have a holiday on the loan re payments i've and sank and i have a holiday on the loan repayments i've got, they might talk to the suppliers and say can i pay you talk to the suppliers and say can i pay you in june talk to the suppliers and say can i pay you injune and it means they are able to have those conversations at least and try and find ways in their business to keep the cash flow going over the course of the next eight weeks and then the universal credit system if they are income really does plumb and they feel they need to go through that. they reminded that being self—employed is so reminded that being self—employed is so much more complicated than getting a wage. of a predictable side everything a month. finally let's hear from candace and side everything a month. finally let's hearfrom candace and leanne who are tattoo with. we've just listen to the chancellor to hear how he will help the self employed people and it is a great package on paper. only on paper. not only did we not know when we will get the money come apparently in june, we not know when we will get the money come apparently injune, we have mortgages, and utility bills
9:39 pm
come in cars, and thinks to pay for that we would usually be paying for if we had our shop open. we would be getting our income on a weekly basis. and so something to help us injune isjust basis. and so something to help us in june is just that basis. and so something to help us injune isjust that make it is not very helpful at all. i think people that make intentions are great, but it is not helpful for people they need it right now. june, june, june. everybody saying the same thing. they are. it is the same thing. you have that mortgage come get in touch with your bank. there's been a lot of pressure put on the banks and the banks when it comes to mortgages, they have been playing ball quite a bit with that about mortgage repayment bit with that about mortgage re payment holidays. bit with that about mortgage repayment holidays. get in touch with them about that. when it comes to your car, referred changes in us by the government when it comes to mit's there can be a delay in that respect. when it comes to car finance, if you have got car finance, if you have got car finance, speak to that finance provided because they will want you
9:40 pm
in this situation to make your repayments in this situation to make your re payments in in this situation to make your repayments in the months and years to come. they don't want you not being able to do that. they are there to have a conversation with you it isjust whether you can get it all started as quickly as you need to get that cash flow. that is about the weeks and months to come. the there was also a step in the press c0 nfe re nce the there was also a step in the press conference about the years to come and how self—employed people might get treated in the tech system after a ll might get treated in the tech system after all of this is over. let's have a listen to what he said about that. it is harder to sustain the argument that if you are employed and paying a higher rate attacks on the basis that you are treated differently and now we are treating everybody the same and at a very significant cost. that we as country ina significant cost. that we as country in a society as we get through this, and altogether are figuring out once we get through this how we then write the ship afterwards. this is an observation i think is fair to make now at this point. and we can discuss in the future are best we all come together to get through
9:41 pm
this and i said to write to ship to make sure we get everything back on track. what is he hinting at? doing something that is stripped up at the previously, which is equalising some of the rules for the self—employed. —— tripped up. a lot of people find themselves in self—employment face much more insecure conditions have a really ha rd much more insecure conditions have a really hard time find it very difficult there are people who quite illegally and legitimately also seek to minimise the amount of tax they pay which for a lot of business people is a rational thing to do. previous chancellors have tread very carefully trying to say maybe we might to even things up and i think it isa might to even things up and i think it is a pretty clear hand there from rishi sunak that that might be a bit on the way. —— a pretty clear hand. despite the fact there are some gaps in the scheme, it may be tricky for a lot of people, this is another huge thing for the government to come up with great speed that will cost loads and loads and loads of
9:42 pm
money. because we are in a real emergency here. the state is expending everywhere that we see and that will have huge cost for generations to come. to say it is the wrong think of it is just a massive change and i think rishi sunak giving that little hint, there will be far greater changes after this virus and something about tweaking the tax rolls with 20 self—employed and people were on normal salaries getting the pay packet at home every week. i've had a few businesses get in touch with me saying i met expecting. not us working to tap into this. that's saying i am not expecting. i'm not tapping into it yet i could to be stung by future policy changes. there is going to be not make a bagel can of worms. fergus come on we spoke on the phone early. you are in the caron we spoke on the phone early. you are in the car on the way back from basingstoke. what took you to glamourous basingstoke?”
9:43 pm
basingstoke. what took you to glamourous basingstoke? i went to go to basingstoke and north hampshire hospital. which is about seven weeks ago the microbiology lab they're not this could get quite bad. —— they thought seven weeks ago. they consider wrapping up their testing. a manufacturer of test called an oversight and hampshire nearby them agreed to provide them with test and while our seven weeks on, they are one of the first district general hospitals to be doing testing of patients and crucially, nhs staff for active covid—19 infections because you will know there has been this big problem about them especially nhs staff, who are stuck at home isolating because maybe one of their children as got symptoms and they have to stay at home may be
9:44 pm
for 14 days and what everybody wants is to have a test. have i got it? cani is to have a test. have i got it? can i go back to work? and they are now. . . can i go back to work? and they are now... we were allowed to actually film the drive through pod testing, but they are testing numbers of staff three days into symptoms. —— we we re staff three days into symptoms. —— we were not allowed to fail. members of the family. to see whether or not they have got active infection. if they have got active infection. if they are symptom—free, they can come back to work. if you are a nurse working at the district general hospital, you have a bit a cough and think i might have coronavirus. and will be able to go and help anybody for maybe a week or two, they can go get tested and get an all clear and then go back to work absolutely. and then go back to work absolutely. and the staff there are really positive about it. all over the country, that is what nhs staff say. a big i'm not expertise, staff and really not that sick, theyjust want to go back to
9:45 pm
work. that's a big number of absentees. the director of infection control there said that they had been really welcome what they are doing. they're bringing thing from our front line staff is they can know they can get a rep a test to him if there and welcome what we can screen them through our screening process to leave a programme on day three of the illness and we can get them back to work more rapidly. —— them back to work more rapidly. —— the brilliant thing. the uk, at the moment, is doing about 7000 test a day and as of 9am this morning, or hundred and 4000 people have been tested, 93,000-11,658 hundred and 4000 people have been tested, 93,000—11,658 positive and then we had those very sad figures that we get now every day, the death toll in the uk is now 578, but testing is really important and you remember right at the beginning of the operator, when we were chasing
9:46 pm
down every single person who might have symptoms. —— the beginning of the outbreak. you would ring nhs 111 and go somewhere and get a test. all of that had to be abandoned once we switched from the containment stage and it also was pretty much to hospitals because that is where the demand was. you have to know whether you have got sick people there and thatis you have got sick people there and that is why this ramping up, they are hoping to get to 25,000 test by the end of april. but it cannot come soon enough. all entertainment is basically happening online now. after this i am going home to do an online pup was with some friends. i think the national theatre announced today they will do loads of place. “ a p0p today they will do loads of place. —— a pop quiz. and loads of pop stars are doing gigs on things like instagram and we were joined now by a real life pop star, i cannot believe i'm saying this, it is charli xcx. hello. joining us from
9:47 pm
la. how is la today? it is sunny today. it is 11:30am in the morning, it feels good. how are you guys? that is a typical question. laughter . very sunny and lovely and very strange. is it where in la at the moment because of the coronavirus? yes. i think the whole world is where you're at right now. —— is weird right now. i where you're at right now. —— is weird right now. lam kind of where you're at right now. —— is weird right now. i am kind of self isolating. with my boyfriend in my house. and really i have been only communicating with people, whether that be family and friends, or friends, online, over herface that be family and friends, or friends, online, over her face time, instagram, so it is... adapting to this new era that we are and i guess. laura works very hard and doesn't always have time to keep up
9:48 pm
with the popular culture. what are you trying to say? laughter. for her education come here is a clip of you on the live lounge with christine and the queens. music. # make love. # make love. # why do we laugh if i so mistaken? that was in the old days the showbiz when showbiz was like that. how are you doing showbiz these days? yes. the all time. so nice to reminisce. laughter. all of my creative output now is happening by a lifestream and instagram live. you mentioned christine in the queens, the other week actually her and i, we did a joint instagram life where we just spoke about our feelings and got imo
9:49 pm
together over instagram. that same weekl together over instagram. that same week i also did instagram live work out session with diplo and i was heart and i gave up. i kind of what the reader aura with lee instagram and she was telling me about her painting that she has been doing. —— rita ora. and that is my way of creating and being kind of communicative about lee make right now and i'm about to try to try and start making music and trying to being very creative with the tools that i have around me which i think is what a lot of people in my community and also a my fan base are doing right now. at the moment, millions of people are worried about and finding it difficult being stuck at home. even though it is the right thing to do. do you think a lot of the way she worked to make music in the way she worked to make music in the way she worked to make music in the way you spend time with other people who also are in your
9:50 pm
business, do you think the way you all do things will change for good because of this experience? in terms of my industry, i think things will definitely change. i think the way that we communicate and the kind of amount that we communicate with our fan bases will change. and i think hopefully we will become more self—sufficient as an industry which i think is already kind of happening prior to this anyway. whether that be people producing from their bedrooms or creating that really make their own bedrooms or creating that really make theirown art bedrooms or creating that really make their own art with their friends, i think that is already quite common but will possibly become even more common. do you have a lot of showbiz whatsapp groups? because you want to join them? laughter. i hate to be so boring and disappointed but no not really.
9:51 pm
christine and i speak pretty much every day about how we are feeling. but that is it really. i have been painting rocks. rocks? something i have been passing the time with. i sent some pictures of how my rocks we re sent some pictures of how my rocks were getting onto nick grimshaw but thatis were getting onto nick grimshaw but that is about it with the celebrity gossip and groups. how many rocks can you show us? i am amused by this. i wish i did. they are downstairs. they are drying. i painted a grave smiley face on a rock just before i jumped painted a grave smiley face on a rockjust before ijumped on this interview with you guys. i am being very productive. to get controversial, a lot of celebrities seem to be getting tested when the nurses and doctors cannot. what you think about people buying test?” think about people buying test?” think tests should be available to
9:52 pm
everyone where possible but particularly people who have lower immune systems, the elderly, people who are more likely to be drastically affected by the virus come i think that that is really the priority right now. and that is where the test should go. that is for the test should be. prioritising for the test should be. prioritising for need to know whether they need serious medical help and support via doctors and nurses and i think celebrities less overly. send us pictures of your art painting. maybe next week we can show people or tomorrow your painted rocks. and you are setting up a studio at home. there are some attempts. let's hope it goes better than laura. finally,
9:53 pm
bbc sounded doing a coronavirus playlist my people stuck at home. what song of your should be put on it and what song of your should be put on itand and what song of your should be put on it and and other artists, which cheers you up when you are stuck in the house? there is this new artist that i found out about her name is elio and she has the song just came out because my friends online. it is all about communicating with people just via the internet and having all of your friends be internet friends which i feel like is very topical right now. that is literally how i'm communicating with everybody i know. i think that song if the song i will pick from another artist. for me, because we have spoken about her so much i guess i would pick god by myself and christine in the queens. lovely. —— i would pick thank you. thank you forjoining us. i thought
9:54 pm
i would never see today where you and a pop star would do the same thing. at the same day.” and a pop star would do the same thing. at the same day. i was sitting in the house. trying to get your laptop to work to get your message out to the world.” your laptop to work to get your message out to the world. i suppose, there you go. it will never be a show business that again. laughter. i think we can take that one for granted. 0r i think we can take that one for granted. or maybe not. you never know. you can bring a number of binders to a worldwide global audience. —— the number of leftists with craig, each a topic i think we might have another celebrity lined up might have another celebrity lined upfor might have another celebrity lined up for the next episode. -- daniel craig. we're getting into our celebrities now. it will be providing more tips following in the footsteps of natalie from veiga. i would not tell you who it is. you have to listen to the next episode. —— veiga. is it delia? that would be amazing. she is in that league. that
9:55 pm
is all. tune into the next episode of mecca want to see who it is. goodbye for now. the coronavirus newscast from the bbc. hello there. over the past few days in the sunshine we have seen temperatures in the uk getting up to around 17 getting up to around 17 or 18 degrees but over the next few days as we move into the weekend things will look and feel very different. it will be turning colder and there will be more cloud coming our way as well. we still have high pressure in charge for the end of the week. most of the cloud is coming again on that week weather front. that continues to bring some patchy rain and drizzle across central and southern scotland and probably dry for northern ireland and brightening up a touch. south of that, england and wales
9:56 pm
enjoy more sunshine. a patch applied towards the southeast for a while. maybe some sunshine for northern scotland and the odd shower. these are these sort of temperatures we are looking at. for england and wales, probably not as warm as it has been. mainly because there will be more of a breeze. but it is over the weekend we start to see the winds really picking up as that area of high—pressure sitting in the northwest of the uk intensifies. we drag down a lot of cloud and change the wind direction to more of a northerly and that will make it feel colder this weekend. so this is the picture on saturday. you will notice straightaway more cloud across england and wales. a bit of sunshine here and there but much more cloud. 0n the whole it will be dry. these are the sort of temperatures we are looking at. still chilly for scotland, the highest temperature at 12 degrees across southern england and wales. but the winds are strengthening through the day. it will start to fill a bit colder as well and the temperatures dropping. for the second half of the weekend, saturday night into sunday morning
9:57 pm
we spring the clocks forward for an hour. moving into british summertime. it will not feel like summer at all. we have a generally cloudy picture. a little bit of sunshine coming through here and there in the showers more likely in the northeast of scotland. but look at the temperatures we are expecting in the afternoon. seven to 9 degrees. more typical of january. add on that stronger wind which will be strongest of all across southern and eastern parts of england and here we may feel like two or three degrees. quite a shock to the system. we still have the high pressure in charge as we move into the early parts of next week. but it is weakening somewhat. we see the winds gradually easing. it will still be a chilly wind on monday, and still a lot of cloud for the most part of the uk and the odd shower may be around but on the whole it is still dry. similar theme to the weekend but not as windy as it was a result of temperatures should be higher than sunday at around nine to 11 degrees.
9:58 pm
still below par for the time of the year. tuesday, the winds continue to ease across england and wales. maybe a bit more sunshine around in stronger ones across northern scotland and this is where would like to catch the odd shower. those temperatures creeping up a little bit so 11 degrees there across other parts of england and wales. but we have another blast of cold air to come in the outlook. running down into the north sea and opens the door to some northerly winds with high pressure sitting out towards the atlantic. so this is the cold air moving down across the country. during the latter part of next week. that air will be cold enough to bring some winter showers and those are more likely to be affecting the northeast of the uk. but as it turns colder and it turns colder by day and night as well. for many places, it will be dry and likely to find the sunniest of the weather towards southwest. goodbye.
10:00 pm
115 people die from coronavirus injust 24 hours in the uk, as the government announces a multi—billion pound rescue package for the self—employed. millions who work for themselves will now be able to claim 80% of their average monthly profits — up to £2,500 a month. the scheme i've announced today is fair. it is targeted at those who need it the most, and crucially, it is deliverable. and it provides an unprecedented level of support for self—employed people. vast tanks of oxygen installed at a london conference centre being turned into a temporary hospital, as the capital's intensive care units deal with wave after wave of sick patients. in some places, they are really struggling. they're just about keeping their head above water,
