dynamic with this dynamic ventilator reserve representing over 4000 ventilators. not only do we have the top academic systems like the cleveland clinic but we also have top health systems from new york city, new orleans, washington state and california. 0ver washington state and california. over a week ago these places would have needed help, but now they are here to help. there's been no american that has needed a ventilator that has not received one. this dynamic virtual reserve combined with our strategic stockpile will ensure that this is a lwa ys stockpile will ensure that this is always the case. i would like to thank the president for his leadership and directive to focus on public and private partnerships like this one, i would also like to thank sam hayes and for hga but lloyd dean from common spirit, for leading this effort with the aha and federation of american hospitals. his have been difficult times, a few weeks ago the vice president came into my office
11:31 pm
and he reminded us of the power of the resilience of the american people and to private companies. we needed it that day, mr vice president. this partnership is another example of americans helping americans. thank you. i would shake his hand but i am not allowed to. times have changed, have they not? thank you very much. you've done a fantasticjob and we are very proud of you. you and your whole team, thank you. today we are taking further action to maximise oui’ taking further action to maximise our oversupply of available ventilators. this afternoon i met with the leaders, the top people of many of america's big powerful, beautiful and very important hospitals. and hospital associations whojoin us today hospitals. and hospital associations who join us today in a great hospitals. and hospital associations whojoin us today in a great meeting and learned a lot. and they have
11:32 pm
been going through a lot and have been going through a lot and have been doing a fantasticjob as everybody here will attest. i am pleased to announce that my administration is partnering with the hospitals across the country to create an innovative system called the dynamic ventilator reserve so that we are going to have tremendous numbers of ventilators that we are able to help our states with at a later date if there is ever a problem like this which we hope to god will never happen again. it was 1917, 1918, that's god will never happen again. it was 1917,1918,that's a long time ago and we hope it never happens again and we hope it never happens again andi and we hope it never happens again and i would like to ask rick pollick, ceo of american hospital association, sam hazen, ceo of hca health care, the largest in the us. warner thomas, ceo of austin her health. and ifi warner thomas, ceo of austin her health. and if i could, might from

the cleveland clinic. come on up, folks. please. if you arejust joining us, we are listening to president trump in the rose garden of the white house giving an update about the us‘s fight against the coronavirus pandemic. no figures from the president about the number of cases or indeed the increase in the number of cases in new york. really this whole press conference very much about how successful his strategy has been at fighting the coronavirus pandemic. he talks about the number of ventilators for example but nobody has been denied a ventilator through some sharing scheme in the one big headline is that he has asked his administration to halt funding of the world health organisation. because of their incompetence in the handling of the pandemic of the coronavirus, covid—i9. the president pointing out that i think about they put about
11:34 pm
4.5 times as much into the who asked us 4.5 times as much into the who asked us to china. the president calling on various departments to come and talk about how successful his strategy has been in and we have just heard from somebody in charge of that ventilator sharing programme. we are staying with this press c0 nfe re nce . programme. we are staying with this press conference. it comes 24 hours after president trump nailed what has been described as sort of a meltdown performance in the white house press briefing room where he attacks reporters for accusing him of not doing enough or not doing enough to prepare the country for what is now been the pandemic in the world. with just under 25,000 what is now been the pandemic in the world. withjust under 25,000 deaths in the united states and maybe 600,000 cases. the president being thanked for his position on dealing
11:35 pm
with the pandemic by the various officials in the rose garden here at the white house. we think the president will be taking questions at some stage and we will get all the analysis in reaction to this when that ends. let's listen back into president trump as he continues to not make not president trump ellipsis and in any way. we certainly have been a recipient in the state of louisiana has been a recipient of help getting ventilators to our state and to our health company and we are taking ca re of health company and we are taking care of about 50% of the covid—19 patients in your will is and we did see a spike over the past few weeks but we are starting to get on the other side of that and heading in the right direction and also want to thank you personally for helping us a couple of weeks ago when we ran short on that surgical gowns and you and your team short on that surgical gowns and you and yourteam are short on that surgical gowns and you and your team are able to direct something the bullets which was helpful to us and other hospitals
11:36 pm
around the new orleans area. so we are excited to be part of this dynamic ventilator reserve and we are proud to be part of that and help other communities around the country. thank you. thank you for the invitation here on behalf of the clevela nd the invitation here on behalf of the cleveland clinic i would like to offer a different story about the covid—i9 pandemic. in our home state of ohio, we did early institution of social distancing, or ability to scale of the testing and wrapping up the capacity, we have actually seen a stable number of patients over the last 8—10 days. only 160 patients had been hospitalized with covid—19 infection in the cleveland clinic health system. we are also very grateful for the support from our state government as well from our federal government. this is a battle where we are all in it together. we co—ordinate our efforts, share our resources and work together as one.
11:37 pm
iam firmly resources and work together as one. i am firmly convinced that we can do a lot of good we work together. thank you very much for having us. thank you very much for having us. thank you, sir. those was a terrific meeting and thank you all for being here. thank you very much. the united states has far more i see you beds per capita than any other nation. we have 34.7 icu beds per 100,000 people. which is the best there is compared with roughly 12.5 beds per 100,000 in italy, 11.6 beds in france, 9.7 beds in spain. think of that. but he 4.7 we have. and 6.6 in the uk. there are more than 60,000 ventilators at hospitals and other health care facilities that are not in use at this moment and they did not need him. we have a lot of them out and they did not need them. and that is a good thing that they did not need them. but a lot of
11:38 pm
good brainpower was involved in making a lot of fantastic decisions andi making a lot of fantastic decisions and i want to thank our vice president for the task force. and i wa nt president for the task force. and i want to thank all members of the task force on having done an incredible job will severely have been an incredible job, thank you, mike, very much. through this new partnership with the hospitals, on use ventilators will voluntarily land them where they have on use ventilators, they will voluntarily lend those ventilators to other hospitals and other areas of greater need. within the last several days, more than 20 of our nation's largest health systems have already pledged more than 4000 ventilators should we need them. and i have been told that if they need more, there are more there. we are going to be helping very soon when the supply really starts pouring in, which is started but will really
11:39 pm
start about less than a month. we are going to be helping other countries and they needed very badly. they have no chance without these ventilators. they have to have ventilators. as we continue our medical war against the virus, the fda has now authorised the first test developed by researchers from rutgers university that can use saliva from patients, the first one came of these tests can be self administered by patients in health ca re administered by patients in health care settings. which would reduce exposure for medical workers and say personal protective equipment. rutgers will begin processing 10,000 tests daily so by using saliva that is the first they will be able to do things in terms of speed and ease that we have not been able to do before. so a lot of great innovation is taking place during this period of time and that's innovation, eye colour innovation under pressure. there's a difference, innovation
11:40 pm
under pressure. cleveland clinic knows all about that. as we prepare for the next phase of this great struggle, we must also do everything in our powerto struggle, we must also do everything in our power to restore prosperity for the american worker. there is tremendous interest and excitement surrounding the administration's efforts to get the account of a roaring once again and i think it's going to roar once he gets open. i think it is going to go up tremendously. you see what is happening with the stock market already because a lot of the very smart financial people some of the great minds looking at the stock and they are saying well, because they really are seeing how we're doing for so if we were not doing well, the market would not be at the level it is today. they have a lot of confidence that we are doing the right thing and that our country is going to be open so in our country is going to be booming. we have had request to produce a pay from the best in the world as we share their
11:41 pm
enthusiasm to get our country going so enthusiasm to get our country going sol enthusiasm to get our country going so i thank them for wanting to contribute and we look forward to speaking with many industry leaders, seeking their input on how we can return to what was until very re ce ntly return to what was until very recently the greatest economy anywhere in the world and i can say the greatest economy in the history of the world. there's never been an economy like we had just a little bit more than a month ago. we set a re cord bit more than a month ago. we set a record you could set. more people working that we've ever had working before, almost 160 million. the best unemployment numbers we've ever had and the best implement numbers we have ever had. and everybody was doing well, the stock market at a record, 142 days he hit a record and i think we are going to top those records. and i think we are going to top them soon. once we get rid of the invisible enemy which will happen. he plans to reopen the
11:42 pm
country are close to being finalised. and we will soon be sharing details and new guidelines with everybody. i will be speaking to all 50 governors very shortly and i will then be authorising each individual governor of each individual governor of each individual state to implement a reopening and a very powerful reopening and a very powerful reopening plan of their state at a time and in a manner as most appropriate. the day will be very close because certain states as you know already much different condition and a much different place than other states. it is going to be very, very close. maybe even before the date of may the 1st. so that
11:43 pm
will be for some states. actually there are over 20 that are in extremely good shape. and we think we are going to be able to get them open fairly quickly and then others will follow. the federal government will follow. the federal government will be watching them very closely and will be there to help, we'll be there to help in many different ways as we have been where we have built hospital beds and a number that nobody has ever seen before, we did the ventilators that we just discussed at a level that nobody has ever seen before and nobody can even believe. other foreign countries, even powerful countries cannot believe what we were able to do. with ventilators. big powerful countries. big producing countries cannot believe what we were able to do. we will hold the governors accountable but again we will be working with them to make sure it works really well. now, we have a list of people that i'll be speaking to over the next very short period
11:44 pm
of time in cases tomorrow. we are going to have elected officials and will be submitting that list to you within the next 24 hours. but we have a list of people —— different industries that i will be discussing by meeting by telephone because we don't people travelling right now. the american farm bureau federation, cisco systems, tyson foods, produce farms, kargil, midland co., archer daniel, cortina, tractor supply company, seaboard corporation, greenway farms, mount air farms, and others in the agricultural business and banking, it's bank of america, bramble and has been great, j.p. morgan chase, jimmy dimon has been great, goldman sachs, citigroup, wells fargo, us bancorp, morgan
11:45 pm
stanley, james gorman, grand rapids state bank, southern bancorp, all great institutions with lots to say and lots of good ideas and if you look at how paycheque has been working out the numbers are incredible and i hope congress is going to be able to supplement the amount of money going to our workers. i hope they are able to get that done very quickly because it's been an incredible success. and many are already spending that money and the money has been distributed at numbers and nobody believed possible for the short period of time. he was only a week ago but a lot of money has beenjust only a week ago but a lot of money has been just a only a week ago but a lot of money has beenjust a bit it already only a week ago but a lot of money has been just a bit it already and it's going to keep our small businesses open. the construction labour workforce international union of operating engineers, jim callahan, north america building trades union, sean mcgarvey, a lot of friends of mine. labour possibly international unit north america

much as 20 million barrels a day we cut so that he get rid of some of the tremendous excess oil that has been produced because of the fact that the virusjust been produced because of the fact that the virus just knocked out almost 50% of the business was up is been amazing achievement supposedly will say was the biggest oil deals are made and may be the biggest ordeal ever made. i did not know that but we were involved in getting that but we were involved in getting that done and it was very important and we are going to save hundreds of thousands ofjobs for our and we are going to save hundreds of thousands of jobs for our energy industry. texas and north dakota, oklahoma, all of our different energy states, it's great. so we are very happy about that. i want to thank everybody. we had what is called opec plus many submissions outside of opec. and i also want to thank the president of mexico because he was terrific. he showed great dexterity and flexibility in getting the deal done. we want to thank you very much. on the energy

the crisis. listening to this, as indeed yesterday positive press conference, caddy k in washington. almost as if this crisis is over. yeah, it is a true hear about the aphoristic way that he is talking about it. even sent it will get to the who and a second but he said there are at one point the plan for reopening the country is being finalised and he said it is a very detailed and very strong plan and that he would be announcing it shortly. he said at one point that almost half of the counties in the united states are not affected at all by the coronavirus and that there are lots of areas in the country that are looking at what is happening in other areas and thinking we don't have that problem. so very much looking forward and missing the stock market as well for so this is a president who is itching to get the american economy back on its feet, understandably, 70 million americans have lost their jobs. the question of course is can he do it in jobs. the question of course is can he do itina jobs. the question of course is can he do it in a way that is safe in terms of health and the virus is not
11:50 pm
-- 17 terms of health and the virus is not —— 17 million. terms of health and the virus is not -- 17 million. then turning to the who, he was quick to blame them. basically using them as the scapegoat and not really addressing any of the issues that he has been criticised for in terms of perhaps the tardy response that the united states showed initially to this crisis. yes, saying that his administration is going to suspend funding to the who pending a review and the criticisms particularly that he had of the who was at the world health organisation has been soft on china and that at one point he said the who put political prejudice —— correctness before saving lives. he said it is worth putting again in some kind of contact. the president has blamed during this crisis lots of different people or entities. governors of various states, the 0bama administration, the media, china itself, the problems that he
11:51 pm
is criticising gm and several american companies for not helping enough either. but this specific criticism that he had today about china was that china was not being transparent enough. is what president trump and i should just read it said during the course of this press briefing today both of the who defended the actions of the chinese government even praising it so called transparency. that is the reason that president trump is just given for suspending american funding to the who. back onjanuary the 24th, here is what president trump tweeted. china is working very ha rd to trump tweeted. china is working very hard to contain the coronavirus most of the united states gratefully appreciates their efforts and transparency. so at the end of january there was president trump praising china's transparency for his handling of the coronavirus pandemic and today he is suspending financing to who because he says they supported china and said that they supported china and said that they were transparent. for memory, i think the us contributes is it 400
11:52 pm
million each year in china only about 90 so there is a big disparity on that particular issue. it is halted desponding whilst that investigation continues but who knows someone that is going to take? president trump just on the ventilators, and the other kit which he has been criticised for, a whole line of people supplied by the white house to come and talk to these national media about how wrong eve ryo ne national media about how wrong everyone has been on that. this would a letter crisis, what crisis? america looked in alarm at italy we re america looked in alarm at italy were doctors or having to make the choice between which patient got a ventilator and which patient did not get a ventilator and we know that there were patients in italy who died because they did not get a ventilator and there was a huge concern here in the united states that there would be a ventilator shortage. there have certainly been shortages. there have been shortages
11:53 pm
of protective clothing for doctors and nurses and there is a big shortage of testing kits but it does seem now shortage of testing kits but it does seem now that even andrew cuomo in starting to say we can help other places with ventilators and we know that states in the northeast of the country, washington, california, oregon avenue got together to send ventilators to the east of the country to those hard—hit areas around new york in case they need them. it seems for the moment that them. it seems for the moment that the ventilator crisis is not as bad as it could have been. here's the problem, ten. when the president stands up their incest this is nearly all of her in their areas of the country that are unaffected and we don't have a ventilator problem, it is not as bad as people said it going to be, then psychologically people start getting relaxed about the social distancing. i find people start getting relaxed about the social distancing. ifind myself thinking if it's all over, the peak is gone and we are going to open the country in a week or two anyway i could take my kids to the park. that isa could take my kids to the park. that is a normal psychological reaction. i talked to a doctor about this just
11:54 pm
yesterday. she said people were starting to say that to her. of the problem is a country has to stay for the moment at least in this social distancing mode in order to keep that curve flat. briefly, the row with the governors, the president said he had the ultimate say in all of this. we know that as of the case according to the tenth amendment i think it is. but what precisely did he say about opening up the various states because as he said there will be discussing it with the governors or will he actually overly governors if they say no we are not ready yet? from my hearing of it, send east of the plan was being finalised and he would announce it soon and then he would announce it soon and then he would authorise i think if the word is among each of the tape but a word i wrote down was authorise the states to open up. he has been in this battle as you say with the state with them saying it is up to them in the white house and yesterday it is up to the president intended to me like he was taking on
11:55 pm
the governors again and he did it on twitter again today wanting to say... i think you have the wire but we are out of time. thank you very much indeed. you're watching bbc world news. hello there. another fine and sunny day on tuesday. not quite as chilly, but there was a bit more high cloud in the sky in scotland. that was picked up by the setting sun in stirling with a fine end to the day here. some of that high cloud is pushing southwards now, which means it could well be quite a nice sunrise across some eastern areas as we start off wednesday morning. other than that, a chilly start to the day. the skies for many apart from that high cloud staying clear, and that will allow temperatures to dip down close to orjust below freezing in the countryside to give some patches of frost. an area of high pressure with us then as we go into wednesday.
11:56 pm
centred close to the uk, it means it will be more fun and dry weather for the vast majority, but remember there will be a bit more in the way of high cloud in the sky which will make this a bit on the hazy side. but also thicker cloud working across the northern and western isles can bring in odd showers and some cloudy weather seeping southwards across western scotland. knocking the edge off temperatures here but otherwise a warmer day, with the temperatures reaching a high of 18 degrees. into thursday, seeing colder air arriving across the far north of the uk. some warmer air arriving across england and wales, so thursday is a day of increasing contrasts. again there will be some areas of high cloud around which will make the sunshine rather hazy at times. we could see some showers arriving towards the southwest of england late in the day although there is some uncertainty about exactly how many of those are liable to make it to the ground. and across the northeast of scotland, we have cloudy weather and an odd spot of rain and cooler conditions but otherwise england
11:57 pm
and wales with temperatures up to the low 20s so feeling increasingly warm. friday, there is a rather great threat of seeing some showery bursts of rain especially across parts of southern england and perhaps the midlands and wales as well. turning increasingly heavy perhaps later on in the day. away that southwest quarter, it is largely dry but still quite a bit of cloud in scotland and we start to see those temperatures cooling off around some of the north sea coasts of england as well. come inland, 17 degrees for birmingham and london. the weekend, quite cloudy for england and wales for the prospect of seeing a little bit of rain for some in the driest weather probably in scotland where he will stay dry all weekend.
