some have said the weekly clap has also become too politicised. but not everyone wants it to end. some nhs staff say it still inspires them. a really, really positive impact on us. it's made us feel really valued, as well. i think a lot of people would like to carry on. i'd be happy for it to carry on for another period of time. it has to come to an end... cheering and applause. tonight at 8:00, we'll gather again and clap... ..for the tenth time. and, for some, the last. tim muffet, bbc news. time for a look at the weather. wherever you are, here is darren bett. very much, it's another warm and sunny day, this weather watcher picture were sent in from the south

of england and this is just one area that will have the driest may on record, typically there has been formally metres of rain, only 7% of what we would expect throughout the month. to the other extreme towards the highlands, it's been a very different story. this was the picture today, that snow will melt, it is getting warmer, but this is the one part of the country that had above—average rainfall this month, 150% above expected rain, most of it fell about a week ago. there has been a bit of rain overnight and it's moving away into the north sea and the cloud is thinning and breaking and we have sunshine across the board through the rest of the day. things will even out in the next few days from the south—east of england and the highlands where it is going to be dry and sunny at temperatures around 23 degrees. today it's not quite as warm as yesterday in the south—east of england because there is a easterly breeze. but we are typically into the low to mid 20s with heat being pushed towards wales, the west midlands and also the west country. the reason it is sunny and it has been so dry all

month, persistent areas of high pressure. we have one of those in charge at the moment. around the top of it we are drawing in cloud towards the northern isles of scotland, pushing southwards through the north sea and may emerge later in the night across eastern most parts of england. overnight we will have clear skies, generally double figures, a little chillier perhaps across eastern england where we may well start the day on friday with some areas of cloud. that will soon burn off, the sunshine comes through and we should get more sunshine arriving through the northern isles as well. so another dry, sunny and very warm day to come on friday. a bit of a breeze perhaps, an easterly or south easterly breeze. if it is an onshore breeze temperatures will bea an onshore breeze temperatures will be a bit lower but otherwise the heat is building and heading further north into scotland, easily making the mid 20s here, and again some high temperatures through the midlands, wales and west in england. over the weekend, still got high pressure in charge, the centre will be across scandinavia keeping these weather fronts at bay. drawing in

warm airfrom weather fronts at bay. drawing in warm air from continental europe. for this weekend it is remaining dry through the rest of the month, no sign ofany through the rest of the month, no sign of any rain, it is going to be sunny and warm and that sunshine is strong. high or even very high levels of uv will stop here are some city forecasts for the weekend, patchy, fair weather cloud bubbling up, not much of it, lots of sunshine and the highest temperatures across wales and west of england. thank you very much, darren bett. a reminder of our top story. a coronavirus contact tracing programme has got under way in england and scotland. and in the last few minutes, durham police say dominic cummings may have breached the coronavirus lockdown when he drove to barnard castle — but they say they will take no take no further action. that's all from the bbc news at one, so it's goodbye from me, and on bbc one we nowjoin the bbc‘s news teams where you are.

good afternoon, here's your latest sports news. world rugby have announced a series of new optional law trials hoped to aid the return of the sport, particularly at grassroots level. drastically reducing the amount of scrums during a game, removing the choke tackle, limiting numbers in the maul and speeding up rucks are among ten optional rules which will be trialled to help reduce the risk of coronavirus transmission during matches. speaking before the announcement was made, exeter‘s rob baxter gave his view on the proposals. ta keaway takeaway blocks entirely, take scrums and malls, we will move the ball from rocks, so what is the one thing we can guarantee will have 100% more of? more titles, more collisions. fitter players running harder, not being tied up with grants, what are we going to do? we

are going to great another crisis in our sport. a significant step will be taken today on the timeline towards restarting the premier league. a decision on a restart date and venues for matches could potentially be made. it comes as players are given the green light to begin contact training. until now, training sessions have been conducted with social distancing measures in place. championship players returned to non—contact training this week, with fulham confirming two of their players are self—isolating after testing positive for coronavirus. meanwhile, the charlton manager lee bowyer says three of his squad have chosen not to return to training, having consulted with players over their wish to play. i met the players on saturday before we did ourfirst i met the players on saturday before we did our first test. i met the players on saturday before we did ourfirst test. i i met the players on saturday before we did our first test. i asked them all individually, it is your choice, do you want to come back and play the remainder of the season? every single player i have asked, i have said raised the pressure, it is your

minutes. durham police have said they will not be taking any further action over the allegations that one of the prime minister's top aides broke lockdown by travelling from london to durham. in a statement durham police said they did ‘not consider that by location himself at his father's premises, mr cummings committed an offence'. and with regards to the 26 mile journey mr cummings made to barnard castle with his wife and son, durham constabulary said they ‘concluded there might have been a minor breach of the regulations that would have warranted police intervention‘ but said this was minor because there was no apparent breach of social distancing. the statement continued ‘there is no intention to take retrospective action in respect of the barnard castle incident since this would amount to treating mr cummings differently from other members of the public. durham constabulary will take no further

action in this matter and has informed mr cummings of this decision.(back in vis) informed mr cummings of this decision. our assistant political editor norman smith is at westminster. to try to untangle a wordy statement, two things going on, because there is the initial decision to drive from london to durham to his parents‘ property, but while staying there there is the trip we all know about which was a round trip of about 60 miles between his parents‘ property and barnard castle. that is the bet that the durham constabulary is talking about. yes, they say that 26 mile trip, dominic cumming said he took it to testers i make sure he could drive back to london. they say that might have been in breach of the lockdown rules. however they say if an officer had stopped mr cummings while he was driving around barnard castle, he would have told him to get back to his parents‘ home and taken no further action. as it is, they say they are not going to take

any retrospective action against mr cummings because they view it as a minor breach of the rules and durham police‘s policy has been a light touch approach compare to many police authorities, so he but not face prosecution or fines, police authorities, so he but not face prosecution orfines, but police authorities, so he but not face prosecution or fines, but these good thing is they do think it may well have been a breach of the rules, why does it matter? because pretty much the world and his wife inside the tory party or the higher reaches anyway, have been saying he did not break the rules, mr cummings and says he did not break the rules, borisjohnson and says he did not break the rules, boris johnson says and says he did not break the rules, borisjohnson says he didn‘t, the cabinet coming out saying he didn‘t, durham police saying actually they think he may have broken the rules. where does that leave eyes? number ten have issued a statement and last ten have issued a statement and last ten or so minutes saying durham police are not going to take any action, he did it breach the rules by driving durham, prime minister views the matter as closed. cannot say i am hugely surprised at that,
1:41 pm
because anyone who saw borisjohnson in front of the layers on committee yesterday, he gave absolutely no ground over dominic cummings whatsoever. the idea that he might now abandon him seems to me pretty unlikely. he is standing by dominic, is, no surprise, and he is saying the matter is closed. is it? maybe. it might bark more tory mps to voice concerns. i feel the momentum it might bark more tory mps to voice concerns. ifeel the momentum is going out of that, i have to say, it feels like the air going out of a balloon. 60 or so poor mps have expressed dismay, but it doesn‘t quite seem to have reached that critical mass to force borisjohnson to ditch mrcummings. critical mass to force borisjohnson to ditch mr cummings. —— tory mps. the big question is whether it reinforces the indignation among members of the public about mr cummings‘s actions, add that we really don‘t know. the sharp end of
1:42 pm
all that is, if it does, does that then translate into a reluctance to go along with some of the latest restrictions which are being mooted today in these latest test and trace proposals. we will talk more about that later. thank you, norman. we will talk more about test and trace coming into force in england and scotla nd coming into force in england and scotland today. plenty to discuss with both politically and size experts over the course of the afternoon. —— science experts. nicola sturgeon has announced that people in scotland will be able to meet outside from tomorrow. the first minister said the move would allow people to meet with residents from one other household at a time. but they will need to remain outdoors, and in groups of no more than eight. but she urged people to stick to social distancing guidelines, warning the virus had not gone away.
1:43 pm
what i have announced today are important first steps back to some kind of normality, i hope. but they are by necessity cautious. i said before that no changes are risk—free. there are no certainties in any of this. i have also said i wa nted in any of this. i have also said i wanted to ensure that with every step we do take the ground beneath our feet is as solid as possible. that is what we are taking care to ensure. i do not mind admitting to you that as we take these first steps, i do feel ebutt nervous. i worry that the limited changes we are making to these rules, the very careful changes, might lead to much greater change in reality. so i really need your help to make sure thatis really need your help to make sure that is not the case. i am sure there are going to be lots of
1:44 pm
emotional reunions this weekend. you will be planning to see family and friends you have not seen for weeks, and based on the current forecast, their sign will be shining, too. we have all waited a long time for this, so i hope you all really enjoy but please, please respect the para meters but please, please respect the parameters we are setting out. be respectful of each other‘s space and make sure things still feel different to normal, because they should still feel different. above all, remember that each individual decision we will take well affect the safety and the well—being of everyone. make sure that love, tightness and solidarity continue to be ourguiding tightness and solidarity continue to be our guiding principles. to recap, still stay—at—home as much as possible, the virus has not gone away, lockdown is being modified slightly, it is not over. make sure you are still seeing far fewer people than you might normally do. do not meet up with more than one other household at a time. do not
1:45 pm
meet more then one a day, keep to a maximum of eight people in a group. stay to be dis— apart when you do meet, and that i know will be really difficult, perhaps the most difficult, perhaps the most difficult part of all. the instinct to hug somebody you love is a really strong one. especially when you have not seen that person for quite some time. i know that for some couples who live our part, for them this is even more difficult, i don‘t want to assure you that we are considering that point very carefully. for now, whether it is parents, grandparents, aunties, uncles, partners from other households, do not put your loved ones or yourself at risk. also wash your hands regularly and thoroughly, avoid hard surfaces and clean area that you are touching, and if you have symptoms, get tested and follow the advice on self isolation.
1:46 pm
as we‘ve been hearing, new coronavirus test & trace schemes have been launched in england and scotland today. lots of questions coming through from you all day about how this works, the rules around it. earlier my colleague martine croxall spoke to two experts to answer your queries about the new schemes in your questions answered. in the studio is our health corresponded catherine burns, and we are joined corresponded catherine burns, and we arejoined by guy harling, an infectious disease research at the university college london, and co—authored a report for the royal society about the effectiveness of test and trace programmes. welcome. lots of good questions, and probably still a lot of doubt about how it will work, but let‘s have a go. tracey asked, how were those work? i
1:47 pm
work ina tracey asked, how were those work? i work in a shop where customers do not keep two metres apart at the checkout, how do you trace them? how would this work in supermarkets and on buses? good question, thank you. i think the key issue is going to be to understand exact what we mean by tracing. when we talk about that, i believe the government because my understanding is you need to be within those distances but for quite some time, 10—15 minutes. if that is the case, people you are passing by, even within two metres, may not feel within that requirement. talking about intense contact. there is a certain period of time that need to be met before it is probably triggered. catherine, eva says, i work ina triggered. catherine, eva says, i work in a care home. if i get tested andi work in a care home. if i get tested and i am positive, does that mean that the whole staff need to self—isolate, because you are working together over many hours of the day? i could be more or less in
1:48 pm
contact with them all during a week. i have just got the answer to that from the department of health. they say that if someone works in or has easily worked any social care setting of their case will be excluded to the local public health experts who are deciding most appropriate action. if they have been wearing ppe, they are probably going to be ok. if however someone who works in that setting gets identified outside of work, normal rules apply. breaking news. thank goodness for the smartphone. john asked, topping the website says the contact asked, topping the website says the co nta ct of asked, topping the website says the contact of a positive person needs to arrange for vulnerable people to leave their household, why? excellent question. the simple a nswer excellent question. the simple answer is that you want to try and protect that vulnerable person. if the... if you are contacted with someone who is positive, you may pass it onto a vulnerable person correcting they can do to keep a gap
1:49 pm
between you as a possibly infected person and the vulnerable person you are living with would want to be taken are living with would want to be ta ken account. are living with would want to be taken account. that is hard to isn't it? it absolutely is. it assumes you have an option. what happens if you struggle to use a mobile phone or you don‘t have one? a lot of people still do not, choose not to, cannot afford one. this is the case with me, even more important, what if you are too ill to use one? you're right, mobile phones, and e—mail, you probably have got an e—mail if you probably have got an e—mail if you don't have a phone, but should they may have your landline. if you are too ill to talk, by that level you would be in hospital anyway, in which case you would be in the system. so there are other ways around it? we are not relying on an app? . around it? we are not relying on an app? , there is talk of an app lodging next month, but we're not at that stage yet. this is people calling or e—mailing. that stage yet. this is people calling or e-mailing. guide, do you
1:50 pm
wa nt to calling or e-mailing. guide, do you want to add something? no, one of the key things we found is that the appleby and adjunct to the broader system that this new nhs tracing test system. the humid involvement will be crucial even if we have an app. elaine asked, are tracers going to track those people who tested positive for wednesday? if they aren‘t, that is an awful lot of potential positive that will not be tracked? i do not have that information are my figure tips. i do not know exact how that would work. in essence, they are starting from somewhere and they will work forward from there, i don‘t have exact leeway in. they can only trace you if you have tested positive, there will be people walking around who have got coronavirus i do not know it. absolutely, either because you haven‘t got symptoms yet because you never have symptoms. this is the key
1:51 pm
message age about this system, it is pa rt message age about this system, it is part of a larger infrastructure, a wider set of policies that the government have put in place to fight coronavirus. i think we can treat it as a part of a broader system. it is a multipronged approach, at the risk of sounding like a press release. sarah asked, how will this affect the thousands of community—based nhs staff going in and out of patients‘ how these and will undoubtedly have been in contact with quite a few people who will then potentially test positive? will we be expected to isolate for 14 will we be expected to isolate for 1a days? well the supply every time we are in contact with someone who test positive? the answer to this is basically the same as the previous question, it will be escalated to local level and they will judge question, it will be escalated to local level and they willjudge on a case— by—case local level and they willjudge on a case—by—case basis. there will be people who they are is a risk of people who they are is a risk of people asked to isolate again and again. the point is that a people are sticking to a lockdown, that risk should be low because they should be within two metres of
1:52 pm
people. james asked, i am concerned that the system will be abused by fraudsters. how will we know the difference between a genuine contact racer calling or texting us and someone who is scamming? that is a very operational question and what i do not have the details to answer. i hope there is a system in place, i don‘t know enough about it, sorry. hope there is a system in place, i don't know enough about it, sorrylj guess you would have to satisfy yourself. i have just guess you would have to satisfy yourself. i havejust been guess you would have to satisfy yourself. i have just been speaking toa yourself. i have just been speaking to a contact racer and asked them that. this person is poised by their phone waiting for a job, and i asked, what would you do? if people asked, what would you do? if people ask those kind of details, we say there is a number you ask those kind of details, we say there is a numberyou can ask those kind of details, we say there is a number you can ring to verify this is really as we can send you an e—mail. verify this is really as we can send you an e-mail. this is why we have you an e-mail. this is why we have you both here, we have a panel of all the talents, scientist and a journalist. helen asks, will people who have recently tested positive
1:53 pm
for covid—19 and have already self isolated be required to be self—isolate again if they are contacted self—isolate again if they are co nta cted by self—isolate again if they are contacted by track and trace? she might not like the answer to this, yes. matt hancock was asked about this, the health secretary, and he said, i would this, the health secretary, and he said, iwould be in that this, the health secretary, and he said, i would be in that position, we do not yet know for certain what kind of immunity levels we are looking at after this. they would be in the same boat as of a body else. they could have done there two weeks and be back again. i suppose we don‘t know whether they are immunity are whether you can still spread out, and as we have said, if you are asymptomatic you could still be passing it on. victoria says, if we have to test why is it safe for me to leave my house and try to a testing site? these testing sites have been setup to try and minimise the potential risk for this. i was talking to a friend had a go and test a couple of weeks ago, and he said he would walk over and they said, no, absolutely not, you must
1:54 pm
come ina said, no, absolutely not, you must come in a way, a car, it a way that you minimise contact. you would not be encouraged to get onto public transport. you did a test it other day. yes, i was ill of the weekend, had a ten richer and it did the right thing, so you driving, you alone, you cannot take public transport, you cannot take a taxi, you get in, there is a sign that said do not open your window. you get there at the tester says, please, there's number, you ring them, they give you instructions. it is really well thought out. it didn't feel that anyone was at any risk. good to know. there is a question, if someone has been at a party, which we are not meant to have, but if somebody has, they test positive, there could be a tonne of other people who have come into contact with you. it might flag up that there are 30 people, what
1:55 pm
happens? do you get into trouble? this was one of my first question. the department of health says the information is that he asked only to contain the virus, and i asked the contact racer and they said, we are keen to stress this is not about blame. this is about getting the information, we are not going to do anything about that information. if you tested positive at they said, i have been to a party, it is about getting the information out there and stopping the virus rather than getting anyone in trouble. but we must... but please don't have parties! what if somebody is contacted and it will not co—operate and they say, i don‘t want to take pa rt and they say, i don‘t want to take part in this? i would have to look exactly what the regulations are, but this is not an optional involvement, it is a requirement. it is written into various regulations, andi is written into various regulations, and i imagine at some point written into law. in the end, this is
1:56 pm
something you need to comply with, and if you don‘t there will be fines, potato beyond that there may be other forms of requirement. this is the difficulty, because some is legislation and some is guidance and some is civic duty. at this stage, this is voluntary, and this is another thing... crosstalk. it is all moving very quickly. i asked them, what do you do if you get a client, patient who says, i don't want to be part of this? can be escalated to a manager, but we cannot force them. it just end be escalated to a manager, but we cannot force them. itjust end has a non—traceable call. interestingly, matt hancock said at this stage it is voluntary, but they could very quickly make it compulsory.“ is voluntary, but they could very quickly make it compulsory. if it we re quickly make it compulsory. if it were to be mandatory, it would have to have parliamentary oversight of an agreement. yes, interestingly the way they are doing this as they are
1:57 pm
making it the nhs fronting this, clinicians getting in touch with your the first basis, not the government. you're asked to cooperate with the nhs. if it does not work, there is a threat at dangling over that this could become mandatory. that was our look earlier about the tracking and tracing system that has come in today in england and scotland. we will be talking more about that after 2pm. now it‘s time for a look at the weather. another warm sunny day, for most com pletely another warm sunny day, for most completely dry again. this was a weather watcher picture taken earlier in the south—east of england, and it is across the south—east, just one part of the country that is expected to have the driest may on record. about four millilitres of rain has fallen in east anglia, 7% of average. if we look to highland scotland, the weather has been improving, this is one part of the country that has had
1:58 pm
above—average rainfall, 150% of expected rainfall, most fail about a week ago. we have had some rain earlier in northern scotland, that has pushed away out into the north sea and sunny skies petty much across—the—board. that sea and sunny skies petty much across—the—boa rd. that is sea and sunny skies petty much across—the—board. that is how it will stay over the next two days. evening out in the highlands and south—east of england, lots of sunshine and temperature is around 23 celsius. the reason it has been so dry or mild, persistent areas of high pressure. we have one dominating the weather at the moment. around the top of that, more cloud this evening, after was the northern ireland star mcleod pushing down across the north sea, heading into eastern parts of england later. otherwise clear skies, the lowest temperatures east anglia, 7 degrees orso, temperatures east anglia, 7 degrees or so, many territories remaining in double figures. friday, more of the same, probably a double figures. friday, more of the same, probablya bit double figures. friday, more of the same, probably a bit more sunshine pushing north, cloud across eastern england will fade and there will be
1:59 pm
blue skies across—the—board. a breeze noticeable, and easterly or south—easterly. onshore breeze in coastal areas, a little bit cooler. plenty of heat around and that heat is pushing its way northwards, temperatures will be rising in scotland, even into the mid—20s. moving into the weekend, higher pressure still in charge, centred over scandinavia, keeping those weather fronts at bay and we draw and the one from continental europe. more importantly, it is going to stay dry. this sums it up for the weekend, sunny and warm and there is no sign of any rain, and also the uv levels were behind, perhaps very high in some areas. city forecasts for the weekend, patchy cloud here and they are, plenty of sunshine around, temperatures peaking at 26 or 27.

this is bbc news, i‘mjane hill. the headlines... durham police say dominic cummings‘ trip to barnard castle might have been a minor breach of lockdown rules, but no action would be taken against the pm‘s chief advisor. a coronavirus contact tracing programme has got under way in england and scotland — people who‘ve been in close contact with someone who has the virus will be asked to self—isolate. the overwhelming majority of people, when instructed to self—isolate by the nhs, will do so, but, of course, we have the legal powers to make this mandatory if we need to. scotland‘s first minister has confirmed its lockdown restrictions are to be eased slightly, from tomorrow. from tomorrow, the regulations on meeting other people will change.
