1:39 pm
anger at the government over what they say was negligence that led to the explosion. gebran bassil was lebanon's foreign minister from 2014 tilljanuary this year. my colleague babita sharma spoke to him and asked whether he felt any responsibility for the explosion and loss of life — given his decade long stint in government. actually i was never in direct involvement in this government and even before but this happens since 2014 so all the consecutive government officials who are directly involved in this matter should be put under thorough investigation and those responsible should be held accountable because the negligence part, not talking about the possible negligence as a

frequent buyer it's self, the documents are there, no need for an investigation because the documents and evidence is there and the fact of keeping such explosives, 2700 tonnes in a port like this in the heart of the city as something unacceptable. what do you believe the government knew at the time?m seems frankly for me it was the first time i hear about it and our first time i hear about it and our first reaction was that was an attack but the evidence is there and if they knew that the material, the nitrate ammonium was there they question now is not about its presence and how and why, the question is how it was ignited because we know by itself it cannot
1:41 pm
because we know by itself it cannot be ignited, it needs combustion and heat. and was a solvent present there as they are claiming all was it something that cannot be ruled out, and i take out of a series of attacks, suspicious attacks we saw not only in lebanon and syria and this gives lebanese people and officials the right to have this question until the results of the investigation on the nitrate ammonium. you say the government are responsible for what happened because they would have known at the time that these explosives were being stored, is that correct?|j said being stored, is that correct?” said frankly all the direct government officials who are involved in this matter cannot hold

people at equal responsibility, there are officials whether ministers are director generals or head of securityjudges, the investigation will show why the responsiveness to the alert given by so responsiveness to the alert given by so many government officials were neglected and the responsiveness was really repeatedly not taken seriously. talking about the investigation, many people say it is very difficult to have any faith in an investigation given the fact that there are allegations that the government is corrupt in itself, run by the political elite, said by a number of people we have been speaking to and lebanon. what can you say to reassure them the investigation will be fair, detailed, accurate and independent?
1:43 pm
the people and levitt on a have the right not to have confidence and faith and government officials because of corruption and the gap of trust. it has a chance for the government to prove the contrary and lead the investigation and a transparent way and efficient way and this has started already by putting people under house arrest but this should be terminated quickly because as i said the evidence is there so we have to move to the accountability part where the committee designated has only five days for investigations, two days have already passed and the judicial system also responsible has to react very quickly because we are talking about a capital that has been destroyed out of negligence on one side and out of the possibility of

an attack. many people watching will wa nt to an attack. many people watching will want to help lebanon and perhaps donate to charity but there are concerns that are not what the monopoly day money to go to government because of corruption, are you saying do not give money to live now? i am proposing a plan and suggesting we can divide the capital into streets that have characteristics of buildings, traditional buildings so every country can take a street on a part ofa country can take a street on a part of a street up to its willingness and capacity and rebuild it. the same way it happened in 2006 when they rebuilt part of the capital in they rebuilt part of the capital in the south part of the country. they can help anyway that can prove the

transparency and direct involvement with confidence with companies to go into that reconstruction effort. i understand this gap of trust and good governance of lebanon, at the same time we feel obliged for the process of reforms, we need to reform our country and eradicate corruption. the labour leader has made his first trip to wales since winning the party leadership. sir keir starmer has called on ministers to reverse plans to end the furlough scheme and to incorporate some flexibility into the scheme. nobody is arguing for furlough or support to go on for everyjob forever, what we say one size fits all does not work. different sectors are getting back to normality at different paces, some areas such as hospitality need more support, we cannot let good

businesses and jobs go under for want of a bit of flexibility. the pub chain wetherspoons says almost a third of the jobs at its head offices could be cut as it deals with the downturn in the hospitality sector. around a quarter of the 417 people employed in head office roles are at risk, but the chief executive said he is trying to avoid compulsory redundancies and that pub workers will not be affected. aberdeen is back under lockdown restrictions after a spike in coronavirus cases. pu bs, cafes a nd restau ra nts are to remain closed for a week and residents have been told they can't visit each other‘s homes or travel more than five miles from where they live — unless it's for work or education. there are now 79 cases in the area, with more expected in the coming days. at her daily briefing, scotland's first minister nicola sturgeon went through those lockdown rules in more detail.
1:47 pm
todayis today is the first full day these restrictions in aberdeen have been an place so let me take the opportunity to sit out again what the destructions are. i would remind you that guidance in all of this is available on the website. we are advising people in aberdeen not to travel more than five miles for leisure or recreation, and does not apply if you are travelling for work, education on medical treatment. one of the particular questions we have been asked since yesterday relates to holidays so i wa nt to yesterday relates to holidays so i want to give some advice on that. it is that you should not be going on holiday now either to other parts of scotla nd holiday now either to other parts of scotland all of the uk. as those of you who watch these briefings regularly will know we advise against overseas holidays and general at the moment for people right across scotland. we are also advising people outside aberdeen not to travel to the city for leisure or to travel to the city for leisure or to visit friends and family. some people in aberdeenshire can ask they
1:48 pm
have travelled to the city for work, the answer effort is for the work then yes you can but please follow then yes you can but please follow the guidance but you should not be travelling into aberdeen for leisure 01’ travelling into aberdeen for leisure or recreational purposes or to visit family. if you are currently visiting aberdeen you can stay but again please follow all the guidance whilst they are and take extra care when returning home. we are advising people in aberdeen should not go into each other‘s houses, extended household groups are not included in that but the destruction applies to eve ryo ne that but the destruction applies to everyone else. there are also new distractions on end on visits to hospitals in aberdeen with only essential visits permitted and care home visiting remains restricted to outdoor visits only in line with current guidance. we have regulations which require all indoor and outdoor hospitality in the city to close, all bars, restaurants and cafe is must close by 5pm yesterday.
1:49 pm
ta keaway cafe is must close by 5pm yesterday. takeaway services can continue and hotel distance can provide food for residents but hotel bars must close. everything i have seen so far suggest businesses are complying with these regulations and i do not underestimate how difficult it is for them so i want to thank all businesses affected across aberdeen sincerely for their help and cooperation. i want to thank eve ryo ne cooperation. i want to thank everyone in aberdeen for being so understanding of why this action is necessary and it is necessary and for sticking as i am absolutely confident you will to this new guidance. i know how tough this is, it isa guidance. i know how tough this is, it is a real blow to the city and all of us regret that we have had to ta ke all of us regret that we have had to take this decision but i believe people understand why it is necessary , people understand why it is necessary, there are just too many uncertainties about this outbreak so we are not yet confident we can keep it under control without these additional measures.

the headlines on bbc news... anger builds in lebanon over the cause of the explosion that killed at least 137 people in beirut, as international aid begins to arrive in the city. the bank of england predicts a less severe recession than earlier thought as a result of the coronavirus pandemic, but warns the uk economy may not recover until late next year. 50 million face masks bought by the government in april won't be used in the nhs — because of safety concerns. the man who murdered backpacker grace millane in new zealand has begun an appeal against his conviction and sentence. the 28—year—old was found unanimously guilty by a jury last year of strangling ms millane on a date in december 2018.
1:51 pm
he was sentenced to life in prison with a minimum non—parole period of 17 years. our correspondent simon atkinson has been following the case from sydney. in december 2018, grace millane was in a gap year in new zealand, on the eve of her birthday she went on a date with the man she met on tinder. there are cctv pictures of her and this man around the city, this was the last time she was seen alive, she was murdered that evening her body was found in a shallow grave on the outskirts of the city around a week later. the man who was charged with the murder and later convicted, had argued that this was a sex game gone wrong. grace had consensually gone back with him and things got out of hand. this was an argument which the jury simply did not buy. there was lots of evidence that the
1:52 pm
man had used excessive force on grace's neck, and also took intimate pictures of her body after she was dead. in this appeal that took place today the lawyer for the man argued that the jury had not been given enough information about consent. not that grace of course consented to her death, the lawyer said but how far she had gone along with the plan, the fact that the man did not give evidence in the trial, the appealjudge mention made this a very difficult argument to make. there was also an appeal against the sentence he was given life in prison with a minimum of 17 years without parole. this, said the lawyer, was unjust. the appeal courtjudges will go away, consider the case, they had already received written submissions, today was one day of evidence being given in court and they will come back when they have made a decision about either the conviction being overturned or the sentence being reassessed. we haven't heard anything from the

family of grace millane, we heard from them both after the conviction and after the sentencing of this man, a man who, by the way, we still cannot identify despite his conviction because of legal arguments. we may one day be able to tell you who he is but for now, his identity remains a secret and we cannot even report the reasons why his name is not being revealed. pc andrew harper was killed in the line of dutyjust one month after his wedding day. last week his killers were sentenced for manslaughter — but his mother debbie adlam says that's not good enough. she's wants to create a new ‘andrew‘s law‘ that would see people being jailed for life if they kill an emergency worker. peter cooke has been to meet her. a mother grieving her son, still angry at his killers' lack of contrition. we could see them just bumping and patting each other on the back and celebrating like they'd won the lottery.

and we were just devastated. last august, debbie adlam had a knock at the door which every family member of a police officer dreads. her son, pc andrew harper, killed in the line of duty. these teenage thieves, responsible for his death. seen laughing and joking at court, and during the trial. we've had to go through such a difficult case, fighting for whether it's murder or manslaughter. at the end of the day, they were committing a crime and my son is now dead. henry long, albert bowers and jesse cole had stolen a quad bike. they met pc harper's police car nearby. police footage shows as he tried to grab cole, he became tangled in a rope being used to pull the bike. he was dragged more than a mile and died surrounded by colleagues. there was one evening where it got the better of me, i suppose, and i sat and i looked and i looked.

and i am so thankful, because in that video hejust vanishes. in my mind, i convinced myself and believe myself that he didn't know anything about it because he went down, and he did go down so fast. he was — he was gone. the gang were cleared of murder. two were convicted of manslaughter, one admitted the same charge. long jailed for 16 years, the others for 13. the attorney general‘s office has been asked to review the sentences after several mps suggested they were too lenient. now the officer's mother is calling for a change in the law, so killers of police officers receive at least 20 years in prison. his widow wants even longer — a life term for those who kill emergency workers. the 28—year—old had only been married to wife lissie for four weeks. suddenly we've reached the point where they got married and we all know, you know, there is hope for the next

steps and everything. and that never happens for him now. so... they've taken more than just andrew, they've taken futures away. those lost futures, not dimmed by his mother's memories. i told him when he was a teenager that he was very well—rounded, and he took exception to that! he didn't think it was something to be pleased about. but i think as he grew up, he perhaps understood that that's probably a good description of him. and you can speak to any one of his colleagues or his friends. he made people happy. the teenagers still deny knowing they were dragging the officer. and you're absolutely convinced in your own mind that they must have known? i'm absolutely convinced. to cross thatjunction, i'm absolutely convinced. i will never change my mind about that. i know that there's no possible way you can cross thatjunction
