in small boats is "appalling and unacceptably high". more than 1,000 people arrived last month, while 235 were detained yesterday, a record for a single day. so far this year, more than 300 boats, carrying almost 4000 people including pregnant women and children, are known to have attempted the journey. our home editor, mark easton, reports from dover. calm seas are attracting desperate people. in the early hours, our camera spotted this group — among the occupants, several children and a pregnant woman. it's just one dinghy among more than a dozen that yesterday left france seeking a better tomorrow in britain. where are you from? from iraq, we are iraqis, from iraq! iraq? ruthless smugglers convince those in migrant camps that it's now or never, while the waters are benign and the land borders are open — covid or brexit, they lie, will soon shut off this route to asylum. during the course of the day, we watched dozens of rescued migrants being led up the ramp to the processing centre

on the dockside — from here, adult asylum seekers and families are loaded into vans and taken off to home office immigration detention centres. the unaccompanied children, though, become the responsibility of kent social services. in the last day, there have been 23 — the most ever recorded. i don't think there is any council in the country, certainly not even one of the size of kent county council, that could take on board 60, 70, 80 or more young people coming into its care month on month on month. we are in some considerable pressure now as their numbers increase. throughout the day, coastguard and border force vessels have patrolled the kent coast as holiday—makers enjoy the sand on beaches where migrant dinghies recently came ashore. many more migrants sneak into britain in the back of lorries and other vehicles, but the sight of dinghies breaching the country's borders beneath the iconic white cliffs is always politically potent. the mp for dover says britain should send them all straight back. what we've seen is an absolutely

to cross the busiest sea line in the world to reach those same beaches. clive. mark, thank you for that, mark easton there. tougher coronavirus lockdown measures, including new restrictions on household gatherings, are being reintroduced in preston in lancashire from midnight. it follows a sharp rise in infections. across the uk, latest figures show there were 871 new confirmed cases of covid—19 in the latest 24—hour period. the numbers are rising gradually, with an average of 834 new infections every day in the last week. 98 deaths were also reported today, taking the overall total to 46,511. on average in the past week, there have been 56 deaths every day. 0ur north of england correspondent, judith moritz, is in preston for us this evening. i , clive, and late this afternoon came confirmation that preston becomes the latest in a string of locations across the north of england to be placed under tighter

follow. the prohibition on household gatherings will continue in other parts of northern england, including pendle, where mobile testing has been introduced. kirklees and west yorkshire is still under restriction, but one of its mps feels that within its boundaries the rules and some low infection areas should be eased. we need to have the confidence of the people that are making sacrifices that they are doing it to reduce transmission, and because there are cases, so in areas where there are no new cases, we need to take them out of restrictions as soon as possible. the restricted areas will be reviewed again next week. in preston, the council has warned that if people look nor the new rules, it is highly likely that even more stringent measures may follow. judith moritz, news, preston. 0ur health editor, hugh pym, is here. any more detail on what will be happening in preston? preston has been added to the list published at

the end of last week, greater manchester, parts of west yorkshire and east lancashire, where two or more households were banned from gathering in one house or garden, so preston is now on that list. the interesting thing here is, a week ago, the watch list, as it is called, published by public health england of 30 or so local authorities where there are concerns about outbreaks, preston wasn't on it at all. it has now moved into the middle of the pack, if you like, because of this sharp increase in infections. that is why there has been this move today. elsewhere, bedford and swindon have now been designated areas of concern, rotherham, though, was on the list, but it has fallen out of it because ofa but it has fallen out of it because of a sharp drop in cases. what about the national picture? the office for national statistics said it thought cases in england were levelling off, having gone up a bit over the last week or so. the reproduction number, the r number, is stilljust below 1, but up slightly, and anything above 1 shows the virus is accelerating.

there are new concerns over the situation in france, following a sharp rise in confirmed cases in the past week. 0ur correspondent nick beake is in berny—riviere. there are concerns here as far as france, the situation there, but the authorities there, are they confident they are on top of the situation? well, clive, in terms of the here and now, there are lots of british holiday—makers making the most of it after all the weeks in lockdown in the uk. the pool is about to shut, they are going for some dinner, but talking to people early on, lots of people are mindful that the covid rate in france is getting very near to the level where it was in spain at which point the uk government added spain to the quarantine list. the chancellor of the exchequer was asked if france would be next, he said it was under co nsta nt would be next, he said it was under constant review, but people should

be mindful that during this global pandemic, any sort of a foreign travel does have its risks. we know that eurostar and eurotunnel say they have been inundated on the phone lines and a live chat because people are worried about their travel plans, and of course in belgium, that is the latest country to be put on the uk quarantine list, they tried to bring in a curfew, they tried to bring in a curfew, they tried to bring in more strict social distancing measures. it didn't work in the eyes of the british government, and as you say, clive, in london they are saying they will not hesitate to put more countries on the quarantine list if it means keeping the public safe. 0k, thank you for that, nick beake in berny—riviere in france. united nations aid agencies are warning of a humanitarian crisis in lebanon, with food and medical supplies interrupted following tuesday's explosion at the port in the capital, beirut. the country's largest grain silo was destroyed with supplies of flour now having to be brought in to prevent food shortages in a country whose economy was already on its knees. 154 people are nrow known to have died in the blast, and thousands more were injured.

more than 300,000 people have been made homeless. with more, here's our middle east correspondent, quentin sommerville. singing the lebanese are used to taking matters into their own hands. singing their national anthem, they came from all over the country to clear up their capital. you've come all the way here to beirut? why? for volunteering. to support all the people who are damaged. and meet the ladies of the tripoli cleaning squad, from just up the coast from beirut. they told me, "we remain united no matter how much they try to separate us." "muslim, sunni, shia, jews, christian — we're one band." it seems like every second person in beirut is carrying either a shovel or a broom. there's a massive clear—up going on. they've come from all over the country. the devastation here is enormous, and these homes aren't going to be habitable for a very long time.
