this is bbc news, i'm katty key in washington. i'm christian fraser in london. this is bbc news — i'm katty kay in washington. i'm christian fraser in london. joe biden‘s team was hoping for a smooth election, joe biden's team was hoping and a clear victory. for a smooth election, that didn't happen. and a clear victory. that didn't happen. but mr biden now thinks he has but mr biden now thinks he has enough votes to win. enough votes to win. iam not i am not good to declare that we that we won but i am here to report have one. but, i am when the count is finished, i am not good to declare that we have one. but, iam here i am not good to declare that we have one. but, i am here to report we believe we will be the winners. that when the account is finished, we will be the winners. president donald trump has president donald trump has unleashed his legal forces, unleashed his legal forces, in a bid to maintain his lead in a bid to maintain his lead in some key states. in some key states. last night, before the race last night, before the race was over, he declared was over, he declared an unsubstantiated victory. an unsubstantiated victory. we were getting ready we were getting ready to win this to win this election, to win this election, frankly, election, frankly, we did win this
11:01 pm
we did win this election. we did win this election. election. some swing states have still not declared a winner, but the key state of michigan has been projected for biden some swing states have still not within the last hour. we'll keep an eye on the places that declared a winner but the key state of michigan has been projected decide who wins the white house. for biden within the last hour. we'll keep an eye on the places that decide who wins the white house. hello, i'm katty kay in washington, christian fraser is in london. the us presidential election is hanging in the balance — with both donald trump and joe biden‘s teams saying their candidate is on course for victory. the margins are tight — with just a few thousand votes in a handful of swing states set to decide who wins and who loses. in the last couple of hours, michigan has been projected as a biden win, and it it looks like he has also won wisconsin.
11:02 pm
that puts him ever closer to the magic number of 270 electoral votes, which opens the door to the white house. mr trump's team have started several legal actions, including to stop the votes being counted in pennsylvania, a state which could go either way. but meanwhile, joe biden has issued a short statement in front of the cameras where he did everything but claim victory. take a listen. here the people rule. power can't be taken or asserted. here the people rule. power can't be ta ken or asserted. it here the people rule. power can't be taken or asserted. it flows from the people. it is there will that determines who will be the president of the united states and there will alone. and now after a long night of counting, it's clear that we are winning enough states to reach 270 electoral votes to win the presidency. i'm not here to declare that we won, but i am here to report
11:03 pm
when the count is finished we believe we will be the winners. when all the votes are counted we have won wisconsin by 20,000 votes. virtually the same margin that president trump one that state four yea rs president trump one that state four years ago. in michigan we lead by over 35,000 votes. and it is growing. a substantially bigger margin than president trump won michigan in 2016. that was joe biden. mr trump hasn't spoken in front of the cameras in washington since around half past two in the morning, but he has been on twitter, in the last hour he tweeted.
11:04 pm
that tweet, like several others in a similar vein, has been tagged with a warning by twitter — saying that some of the information is disputed and might be misleading. let's crunch the data now — christian, what can you tell us? you're sounding a little tired. hoping you're happy to go through the numbers for us. i'm hanging in there. you're sounding a bit like how i'm feeling. but come on, won a last push and tell us where we got to it. come on, we could do this. we really should sit up because it's been fascinating these last few hours. ijust been fascinating these last few hours. i just put been fascinating these last few hours. ijust put on the board when we tried to go to bed for a couple of hours after our late night program. this is how it looked. at that point really, you could see that point really, you could see that donald trump did have a route to the white house without so he was leaving in georgia, leading narrowly
11:05 pm
and north carolina to stop leading by 600,000 votes in pennsylvania. i will come back to that. he had a lead in michigan and also wisconsin for them it was well and truly how many count two came out sounding bullish they look we don't need to comment any more votes it's mine. the trouble is all those votes still needed to be counted where the mail—in ballots. and when you look at these states. and i'll show you the mail in ballots and all of them. it is significantly swaying towards the democrats. that's been borne out by the county last few hours. cbs has called michigan and reuters who use the system it's their figures. actually reuters have not called yet. let's just put that into blue for now. let me show you pennsylvania. what's really interesting over the last few hours, i'm getting back to this and bring it up here. what's really interesting about pennsylvania is there is still about i interesting about pennsylvania is there is still abouti million votes to go. 86% of the vote counted. there is the absentee ballot i was
11:06 pm
talking about. 58 —— a2. it leans heavily towards joe biden. talking about. 58 —— a2. it leans heavily towardsjoe biden. when he came out of his press conference you rememberjust a came out of his press conference you remember just a short came out of his press conference you rememberjust a short time ago he said 75% of the mail in ballot is going to us. and it's all up mail in ballot to count from places like delaware county, philadelphia county. deep blue democrat areas. what's been happening over the last few minutes, i scribbled on my page, 3a3,000 was a lead about an hour ago. it's come down to 320. it's now 276. it's down our to our in 20,000 jobs. so there is every reason to understand why the democrats feel pretty positive about pennsylvania at the moment. michigan as i said has been called. that's because the lead now just looking at has been called. that's because the lead nowjust looking at the tally, 67,000. again you see quite a healthy absentee ballot forjoe biden. it leans by 18 points to the democrats. that total is just going
11:07 pm
up, going out. the reason i think reuters have not called wisconsin and others have. it's tight. it's 20,000 votes with 99% of the votes counted. still the odd boat coming in from around the state. but pretty much it's all in. this one we already know donald trump is going to challenge us up at the point about this is, the switch we've seen in the midwest with joe about this is, the switch we've seen in the midwest withjoe biden rebuilding the blue wall around the great lakes is that he now has two options to the white house was that this is why it's looking a lot grimmerfor the president. this is why it's looking a lot grimmer for the president. let's ta ke grimmer for the president. let's take our blue marker for grimmer for the president. let's take our blue markerfor a grimmer for the president. let's take our blue marker for a second. we know that arizona is leaning towards joe we know that arizona is leaning towardsjoe biden. we know that arizona is leaning towards joe biden. nevada we know that arizona is leaning towardsjoe biden. nevada is going further towards joe towardsjoe biden. nevada is going further towardsjoe biden. towardsjoe biden. nevada is going further towards joe biden. you towardsjoe biden. nevada is going further towardsjoe biden. you could put in wisconsin in blue, you can put in wisconsin in blue, you can put in wisconsin in blue, you can put in pennsylvania and blue and he's there, over that magic 270 number. 0r he's there, over that magic 270 number. or you he's there, over that magic 270 number. 0ryou can he's there, over that magic 270 number. or you can go a different route. he has a route through the southwest as well. you could plug in
11:08 pm
nevada, plug in arizona and that won wisconsin gets him just to the mark. that is why nebraska to last night was so that is why nebraska to last night was so crucially important. it nudges him over the mark to sue 70. he has two routes to the white house. and that's why the democrats are feeling pretty confident about their position. it's interesting, isn't it? during the night there was that moment where the democrats went through a really despondent couple of hours thinking they had lost this. if we had known the map as it is right now back in the middle of the night, the coverage of this whole election would have been very different for the top it would have paid joe biden looked like he had the possibility that the biting campaign always said that they had. and now of course, he's where he thought they were going to be. we went through this kind of few hours where the democrats thought it was slipping away from them. let's go to
11:09 pm
oui’ slipping away from them. let's go to our correspondent in delaware where joe biden is based. still trying to work those electrodes out. coming out with a message of reconciliation i think it was lifted word for word from some of the speeches he was given around the country in the closing weeks of the campaign. looking at the state of the division in this country. is that an appeal to unity realistic? you're right, it is very much like his stump speeches. but i think what is different about this was the passion with which he spoke. he always gives a good rally when he talks about unity and healing and overcoming partisan divisions. that is his thing. he's been saying that since the primaries that this is what the country needs. and now he really put forward that message again. no, it's going to be extremely difficult. the democrats we re extremely difficult. the democrats were hoping for a blue way. they we re were hoping for a blue way. they were hoping for a blue way. they were hoping for a blow out victory to give mr biden momentum. in a big
11:10 pm
mandate to repudiate the president trumps legacy and to push back against it. also to give him a mandate to push far quite ambitious legislation to deal with the coronavirus epidemic, economy, health care and so on. and the way it's working now, it's quite close, it's working now, it's quite close, it's going to be contentious. there is going to be litigation over the next days possibly weeks. the democrats were also hoping of course to get the senate which would have given them the control of the house in the senate in order to facilitate mr barton's plans. at the moment they don't have control of the senate and is not looking very promising. for him to come out and say we must heal these partisan divisions when the election has actually shown how deep those divisions are must mean that he sees he has a very uphill road ahead of him. barbara, i'm assuming the president, the white house is called a lid on the presidents activities of the evening for top i don't know if you're hearing anything on whether the vice president is going to speak. maybe he's waiting till
11:11 pm
there's actually more result. looking georgia is down to just one point, wand one half points between the two and there still a lot of democratic votes to be counted. do you think he will come out if he gets one of these big states? do you think he'll come out when there's a win win when do you think is a next time we will hear from him?|j win win when do you think is a next time we will hear from him? i don't think he will come out. we have been given to understand that he said his piece for the day for that you can't rule it out, of course. but i think that's probably what we will have heard from him today. don't forget, he's waiting for it nevada. nevada isa he's waiting for it nevada. nevada is a state that the democrats had hold. they are still waiting to see how it goes in this election and if it is called for the democrats that gives them the six votes that they need to say that they have the 270. michigan, wisconsin, nebraska district should give them bypass. as isaid, district should give them bypass. as i said, it's going to be contested. at that will give them the ground to say that they believe that they have wofi. say that they believe that they have won. i'm not expecting anything
11:12 pm
tonight at the moment. can i play debits doing that devils advocate with you? that is my role. just the devil. just the devil. i was looking at where we were on election day. you look at that map and you would say, we are in with a shot in georgia, we are in with a shot in arizona, we are in with a shot right across the midwest. if they all go blue, and they could all go bluejoe biden could finish 360 232 and the only one of their battle ground states really that they haven't taken is north carolina. i mean, we're giving the poster is a bit of a kick in the finish. and florida. and florida but wasn't the margin of error. you look at that and you think actually, that's not far off where the polls had it. yes, hold on a 2nd. it's the margins within those. the reason there is a discrepancy is that each of those states has been won by pretty thin
11:13 pm
margins. whereas the polls going into this suggested thatjoe biden might win wisconsin by at some point there was 12 points ahead in the last week. but pennsylvania is a lwa ys last week. but pennsylvania is always been tied. it was tied into thousand for it. it is a thai state and he's wanted and he slipped it back into blue. the only point i make in, back in 2016, it's not about your popular vote across the map it's about where you pile up the support in those states with the most precious electoral college votes. barbara is saying quite rightly, he needs a mandate to do this sort of things he needs to do. when you look at that electoral couege when you look at that electoral college vote, he might argue well i have that mandate. barbara. trying to get a word in edge wise was that i think it is important to discuss that he has slipped arizona. that is still something that president trump hasn't conceded. but a number of news organisations have called arizona for mr biden. that is not
11:14 pm
nothing. that is quite a big thing. we still don't know which way georgia will go. you're right the margins will be quite close. if they can for georgia, that would be a very big deal. we will see if that happens. pennsylvania, if they get pennsylvania again, that would strengthen the mandate. they can win without pennsylvania. and that is theirline without pennsylvania. and that is their line because it's close and they don't know what will happen there. they have said that they believe they are on track to win. again president trumps the team has started to lawsuit in pennsylvania and joined supreme court litigation involved there. they are really fighting for pennsylvania. but the biting campaign has said they think they are on track to win it. let's see how it shakes down in the end. if they do flip arizona and georgia yes, that would be quite a big thing. yeah. i'll start playing the devil. lovely to talk to you. thank you very much indeed for that.
11:15 pm
all eyes are on pennsylvania as barbara said which could be the state that holds the keys to the white house. victory there brings a crucial 20 electoral college votes. but the outcome is still unclear. mr trump's pile of counted votes is the biggest but the democrats say the remaining, untallied slips will heavily favour mr biden. both sides say they expect to win. and the waters have been further muddied by the trump campaign launching legal action, to try to close the count down — with their man ahead. we're joined byjohn allison, a journalists with the pittsburgh tribune—review. thanks very much forjoining us, john. when do you think we will have a definitive result for pennsylvania? definitive, certainly not before friday. people can make projections based on the way things are going but like every state, they don't need to provide, it's not until november ten that they need to
11:16 pm
provide something definitive. 0n friday is a real cut off point. provide something definitive. 0n friday is a real cut off pointlj suppose i shouldn't say projective rather than definitive. to some extents, are we in a race against time? you got to trachsel stop you've got the presidents legal track and him trying to stop the recount of votes that arrive at the polling station between now and friday and then you've got the ballot counters are kind of need to get moving as fast as possible so that we do have a clearer sense of where pennsylvania is going. are they sort of fighting against each other for time they sort of fighting against each otherfor time to see they sort of fighting against each other for time to see who wins? they are because trump and the trump team have just come in, they are absolutely bonkers and change everything around. they are mixing up everything around. they are mixing up the idea of vote counting. these are up the idea of vote counting. these a re ballots up the idea of vote counting. these are ballots that have been cast legally. and there are a whole lot of them and they are methodically counting them. so it'sjust another
11:17 pm
day in trump land. yeah, a really good point. these werejoe biden votes to start with. and many of them might have been cast in an ordinary year have it not been for the pandemic at the polling stations we re the pandemic at the polling stations were several ca rs the pandemic at the polling stations were several cars they encourage their voters to vote by mail. and thatis their voters to vote by mail. and that is what is being counted, first of all. ijust that is what is being counted, first of all. i just wonder, that is what is being counted, first of all. ijust wonder, what that is what is being counted, first of all. i just wonder, what you see when you look across pennsylvania tonight, do you see a picture where donald trump did better than expected? 0r donald trump did better than expected? or do you think thatjoe biden won all these votes encounter very well places like pittsburgh and philadelphia? i think trump did a little better than expected. just because of the polling are the way things are going. but i travel around pennsylvania there is a lot a trump support. and it's notjust of him, personally. theyjust like a
11:18 pm
few basic polities. abortion, guns they are against socialism. a lot of people not thinking that deeply about it. they are not invested in trump himself was up they like that republican platform. but the mechanics of what's going on here is that the accounting of all the mail and votes could not start in pennsylvania until election day morning. and had they been then allowed to start days earlier they would have done their homework and then boom, been able to put the paperin then boom, been able to put the paper in encounter. that was, much longer story front of it was a battle. that is false. let's see, the republican led legislature did not want to let that happen. they had ongoing disputes in order, the governor wanted counting to be able to start ahead of time. but
11:19 pm
republicans wanted to hold it up so just what we saying would happen. it's playing out. fault, what they wanted and that argument with the governor was more than he want to give away. it's raw politics. it's happened in other states also. thank you forjoining us from pittsburgh. it's a really important point isn't it? there is a republican legislature there. if you look to the other russ belt states 0hio they did countand the other russ belt states 0hio they did count and did process all those ballots at a time. and got the result very quickly. and we did. and the same happened in florida. but wisconsin michigan actions were taken to make sure that there couldn't be a process where they couldn't be a process where they could set in place was up even though they knew that coronavirus was with us even though they knew lots of people would be voting by mail, those legislators stopped the
11:20 pm
election officials from putting in place the structures. presumably that was because the republican legislature was working in cahoots with don troubled surrogates. they set this up i have a time. they saw the writing on the wall. they knew which way this was going. just think thatjohn was saying that i thought was interesting, when he described his drives around western pennsylvania and the people supporting donald trump and the reasons that they are supporting donald trump. the policies he enumerated, guns, abortion, religion. it made me wonder whether actually it's going to be very difficult for any democratic candidate ever to win those voters over. because a democratic candidate supported policies that were not in favour of gun control, not in favour of abortion, religion of course a different issue. that would not be a democratic candidate that was a cce pta ble democratic candidate that was acceptable to a democratic primary electric. they would never become the candidate. you wonder whether we
11:21 pm
didn't talk about the future and the democratic party what they need to do to expand their appeal, i'm just not sure whatjohn was describing they whether those people would ever go over to a democratic. whether is joe biden on somebody else.|j suppose also you got to factor into that fracking and oil which are important in pennsylvania. he never really had a clear position on fracking, joe biden. he did. it wasn't well put a cross, perhaps in western pennsylvania. of course the president... and there was a moment in the debate where perhaps he went ina in the debate where perhaps he went in a direction that didn't help him. much more to come. we will get more into those votes. much more to come here on bbc news — stay with us. the israeli prime minister the
11:22 pm
architect of the middle east peace process has been assassinated. a27—year—old jewish man has been arrested and an extremistjewish organisation has claimed responsibility the killing. at polling booths throughout the country they voted on an historic day for australia. the results came in clear. the monarchy would survive. of the american hostages... they are being held somewhere inside the compound. student leaders are stressing that showed the americans attempt to rescue they will all die. this admission has surpassed all expectations. voyager one is now the most distant man—made object anywhere in the universe and itjust seems to keep on going. tonight we proved once more that the true strength of our nation comes not from the might of our arms of the scale of our wealth but from the enduring power of our ideals.
11:23 pm
one of the early results was a setback forjoe biden's hopes, when donald trump retained florida. latino voters appear to have played a decisive role in mr trump's victory. professor geraldo cadava, from northwestern university in illinois, is the author of the hispanic republican, the shaping of an american political identity from nixon to trump. hejoins us now. it's a very complex vote the latino vote in florida. how did it break, what did you see in a? it's not homogenous at all. i think florida is latino population is one of the more diverse in the united states was up more diverse in the united states was up we more diverse in the united states was up we hear a lot about cuban—americans in south florida and puerto ricans in central florida but there are large populations, significant populations of venezuela and colombian, mexican, puerto rican. so many. they play an
11:24 pm
outsized role in different parts of the state. for sure miami—dade cou nty the state. for sure miami—dade county it was the area that got the most attention because joe biden his margin of victory was just much lower they are compared with hillary clinton's and certainly compared with barack 0bama. in 2008 and 2012. so florida was the first place to go on attention last night because of the latino vote. he went out to do interesting reporting last week in florida. i was really struck by their pictures of the cuban caravan. they are deeply infused by donald trump. they love donald trump. why? they love him. it's really interesting. i think one of the important stories we are going to have to follow out of this election is exactly how donald trump you know, the again has campaigned with stories about mexican immigrants as rapists and murderers and thieves. then went on to cage children, separate families and have white house aide stephen milliards and on
11:25 pm
anti—immigration policy both legal and illegal. trying to explain what the enthusiasm for donald trump is in that context is going to require some work. i think there's a lot. in florida there is of course the long—standing bogeyman of socialism and communism updating all the way back to the cuban revolution. and growth of an exile community there. i think there is a lot of support around the law and order issues. in around the law and order issues. in a separate significant number of latinos in florida working border patrol and serve in the military and police departments. i think those democratic delete delete not demographics that are skewed overwhelming for donald trump. it can take a lot of explaining to figure all this out. it's going to be very interesting to watch. thank you very much forjoining us. this isa group you very much forjoining us. this is a group that democrats perhaps have tended to lump all together as the latino vote. as you suggest christian, they are very different
11:26 pm
people within that group and very different voting preferences and as wealth was up that democrats can ta ke wealth was up that democrats can take the latino vote for granted as we found out last night. we will be right back. hello there. it's pretty cold out there it's on the parts of the uk. weather started with fries quite widely in england and wales. what followed was a generally dry and sunny autumn day. for scotland and northern ireland, we sought more cloud will begin during the afternoon and evening. you can see that clearly on the satellite picture from earlier on. that cloud moving very slowly southward. we actually have weakening for the front bringing damp and drizzly weather. and lowering the cloud onto the hills. we've got high pressure across the south, this is where we've got the clearest guys and we've got those lower temperatures. milder in the north but colder in the south. maybe some frost around for mid wales, midlands and southwards. notjust frost some mist and fog too. that's
11:27 pm
going to be dense and places in the morning. gradually through the morning. gradually through the morning that will tend to lift and break. may take a while in the home counties. then we get sunshine coming through. for north wales, northern england it looks quite cloudy, damp and misty over the hills. further north we've got more ofa hills. further north we've got more of a breeze from the atlantic. it's blowing and a lot of cloud but the cloud breaks to the high ground. 15 or16 cloud breaks to the high ground. 15 or 16 degrees with him elsewhere ten to 12. similar to what we had on wednesday for supper this time in the morning we've got much more mist and fog around. and into friday morning, again there will be dense patches of fog. again it's more likely for the midlands southwards. this time on friday that fog will tend to lift more readily. the breeze will pick up a little bit more and we should see sunshine developing. further north low cloud around mist over the hills. cloud thinning sunshine coming through away from the northwest. the temperatures ten to 12 degrees again. a little bit milder perhaps towards the south east but the winds
11:28 pm
are picking up in the far southwest. the wind direction is changing just in time for the weekend. that's good to be quite significant because that's going to draw up some milder airand push it that's going to draw up some milder air and push it very slowly northwards. instead of the high pressure that's keeping it quiet at the moment but cold. that's moving away towards continental europe. and lowering pressure from my beer and means we got the threat of some rain coming up from the south. maybe the arch are around on saturday rain across northern and western areas on sunday. temperatures gradually rising. higher temperatures towards 00:28:33,778 --> 4294966103:13:29,430 the south possibly up to 16 or 17 c.
