this is bbc news live from washington and london. the pressure is mounting on president trump to accept the results of tuesday's us election. the former republican president george w bush has issued a statement warmly congratulating joe biden for winning an election he said was "fundamentally fair". on his first full day as the president—elect, mr biden has been reflecting on his victory at a church service in delaware. president trump finds solace on the golf course, though on twitter he continues to claim the election has been "stolen". his wife melania tweets that every legal vote — not illegal — should be counted. kamala harris will make history becoming the first female, first black and first asian—american vice—president. she says voters have sent america's children a message — to dream with ambition.
8:01 pm
joe biden has encountered every british prime minister for the last a0 years — he described the current prime minister as a clone of donald trump, a comparison borisjohnson was keen to ignore. there is far more that unites the government of this country and government of this country and government in washington anytime at any stage then divides us. away from the us — the queen has attended a ceremony to mark remembrance sunday to honour the dead from the two world wars. people across the uk observed a two minute silence. hello and welcome — i'm laura trevelyan in washington,
8:02 pm
christian fraser is in london. joe biden is spending his first full day as the president elect of the united states, and already the work is under way. his advisers have begun discussing who will fill the most important posts in his cabinet. joe biden himself attended church this morning in wilmington, delaware. on saturday night, mr biden said he wanted to "restore the soul" of america and promised to heal and unify the country. in the past couple of hours, an important intervention has come from the former republican president george w bush. he has released a statement congratulating joe biden on his election victory. president bush said... the statement will increase pressure on senior republicans to recognise the projected result. in the past hour, the president and melania trump have both tweeted, starting with the first lady. she said...
8:03 pm
and fresh from another round of golf — the president is back on twitter — he's said... donald trump — who remains president until the 20th of january — has yet to concede the election. his campaign says it will contest the legality of the votes in several states but has yet to provide any evidence of irregularity. more on that in a moment, but first nick bryant reports now from wilmington, delaware, mr biden‘s home town. cheering. for democrats across america, a night both of celebration and catharsis. joy borne of the certainty that joe biden will become the occupant of the white house. relief that donald trump will soon have to make his exit.
8:04 pm
the coronavirus turned this into a drive—in victory party, a multiracial and multi—generational gathering that looked like a tableau of modern day america. kamala harris. the night began with a historic first. never before has a woman become vice—president—elect, or a person of colour. kamala harris, joe biden‘s running mate, has achieved both. while i may be the first woman in this office, i will not be the last. because every little girl watching tonight sees that this is a country of possibilities. the president—elect of the united states of america, joe biden. cheering. after nearly 50 years in public life, no wonderjoe biden was in a rush to reach the stage. and he did so wearing what has become his trademark face mask —
8:05 pm
a piece of cloth that has become a political symbol, in a country that the pandemic has driven even further apart. tonight, we're seeing all over this nation, all cities in all parts of the country, indeed, across the world, an outpouring ofjoy, of hope, renewed faith in tomorrow being a better day. he presented himself as an elder and a healer. let this grim era of demonisation in america begin to end here and now. a leader who can restore the soul of america. the bible tells us, to everything there is a season. a time to build, a time to reap and a time to sow, and a time to heal. this is the time to heal in america. joe biden says he wants to bring this country together, but it's in such a state of disunion. there isn't even agreement
8:06 pm
on who has won this election. the white house is looking more like an elegant bunker, under siege from democrats calling for donald trump to concede. but the president continues to make unsubstantiated claims the election was rigged, that some giant fraud has been committed. the only sighting of him this morning, as he left the building to play golf. in delaware, the night ended with the kind of tv spectacular we normally associate with donald trump. a show of the democratic reality, thatjoe biden is the victor. nick bryant, bbc news. nomia iqbal is in wilmington, delaware. what wilmington, delaware. kind of an announcement c expect what kind of an announcement can we
8:07 pm
expect from the president—elect on coronavirus tomorrow? yes, joe biden is hitting the ground running. coronavirus is the big issue that he campaigned on, that he said he would show leadership on. and he's already announced that he will put together announced that he will put together a task force on monday. this task force will be made up of more than a dozen people, scientists, technology experts who will work together to try and find a vaccine which they can deliver safely to americans at some point. you know, joe biden has emphasised throughout his campaign that he will listen to the scientists, that he will take on their advice and offer that contrast, he says, to donald trump and the way donald trump has handled the pandemic. it's not long, is at? 70 days to start planning for your first day in office. this transitional committee that he will now form, what is theirjob and what are their priorities? yes, joe biden
8:08 pm
has got a lot to take on. it's obviously not just has got a lot to take on. it's obviously notjust the has got a lot to take on. it's obviously not just the current virus pandemic, there are many other issues that he will be looking at. i think to begin with, he will be, as isaid, think to begin with, he will be, as i said, listening to the scientists. and when i spoke to a lot of his supporters yesterday in philadelphia, that was one of the things that they said that they voted for him on. that he said that he would listen to those signs and listen to people like doctor faucher. we don't exactly know what the roles will be after this task force yet, and given that the number of cases are rising you know, we are near to potentially recorded cases, this is something that he is obviously taking very seriously which is why he's made it his priority. of course, the president hasn't conceded, but are there contacts between the transition team ofjoe biden and the white house.
8:09 pm
not that we know of. the campaign team on the news networks this morning in america were making a point of saying no republican has really reached out to us, as they should, to offer that congratulations. the only republican president that has congratulated joe biden is george w. bush. but they are moving along. i don't think they are moving along. i don't think they are necessarily expecting it to happen as faras are necessarily expecting it to happen as far as the biden team is concerned, there is work to do by mr biden and his elected vp have been having meetings all week about policy. and that will continue as we have seen, they've got the transitional website up, this task force plan. mr trump may not be conceding yet, but the world definitely isn't waiting for him. from wilmington delaware, thank you so from wilmington delaware, thank you so much for being with us. so now —— between now and inauguration day, that's on 70 days away, as i was saying, we enter the transition stage, where the biden team prepare to take
8:10 pm
over from the trump administration, and the biden team have already set up a transition website. building up to the day he takes office, joe biden will have to pick people to serve in his cabinet — and fill the top jobs in his administration — such as the white house chief of staff and secretary of state. members of the transition team go into the federal agencies to get briefed on things like looming deadlines and budgets. the aim of the transition period is to ensure a smooth transition of power between the out going trump administration and the incoming biden government. senior figures in mr trump's republican party have largely remained silent, but one report in the us media suggests his adviser and son—in—law, jared kushner, has tried to persuade him to concede. speaking on nbc‘s meet the press, utah republican senator, mitt romney, said mr trump was within his rights to question the results and he will be an important influence in the republican party, irrespective of the outcome of the election.
8:11 pm
he has every right to call for recounts because we are talking about a margin of 10,000 votes here or less in some cases. and so a recount could change the outcome. he wants to look at irregularities, pursue that in the courts, but if as expected, those things don't change the outcome, he needs to accept the inevitable. he is without question the most powerful voice in our party. he will have an enormous impact on our party going forward. i believe the great majority of people who voted for donald trump want to make sure that his principles and his policies are pursued. so, yeah, he is not disappearing by any means. he is the £900 gorilla when it comes to the republican party. he is the 900 pound gorilla when it comes to the republican party. so all eyes then on the white house tomorrow as we wait for the president's next move — one man who can perhaps give us some insight into what's happening is the former white house director of communications anthony scaramucci. anthony, good to have you with us.
8:12 pm
there's a picture i found a view on twitter which i can't un—see of you ina twitter which i can't un—see of you in a bathrobe with a bottle of champagne. here it is. you are celebrated, because you had separate from the get—go, and you set it on oui’ programme, from the get—go, and you set it on our programme, that this would be a referendum on the presidents, and so it turned out to because when you look at the house races, races and the senate and across the country, they didn't flip one state legislature, the democrats, this was ultimately a referendum on him. which is exactly more evidence why there was no fraud. why would they just pencil and everybody that they wanted and it sort of nonsensical. sender romney is a good friend of mine. he got a little to fake news in there. this guy is not £900, he's probably closer to £1000. so he's going to be gone soon. i do disagree with senator romney. he will be totally and wholly repudiated because this sort of anger and this sort of populist fervor and this
8:13 pm
rancour, once it dies down, people will go back to the regular lives, and say why was i so involved with at? why was i so intense about that? they will go back to american football, american baseball and he will be on the ash heap of history. sojust give it six months. the nonsense of him challenging the vote is absolutely absurd, more denial of nonsense by him, and i'm sort of laughing at the jared kushner story, because i know how these guys operates, because that rbc got looked leaked by jared operates, because that rbc got looked leaked byjared to make jared looked leaked byjared to make jared look because i normal, but this is an absurd beat. and fortunately commence an embarrassment for the united states around the world, and he hurt the country. you can see the jubilation last night. notwithstanding my sunglasses and champagne, but i'm talking about the entire united states. we will move forward and we will be a better nation and we will be more wary of demigods like this in the future. could you think is going to be to deliver the bad news to the president that he actually has lost and he has to concede? will that be
8:14 pm
milani and trump? listen, it will be one or two of those people he knows, i know the guy well enough to know that he knows. this isjust more of his blustering and brooding, and he is giving us with every 24 hour news cycle more examples and more evidence as to why he should've never been in thatjob in the first place. you know, thatjob requires some level of character and some level of morality, of which he does not have. so it's sort of disgusting behaviour. you know, he's lost the popular vote by 4 million votes, he's lost in 3—4 mac states. there are no mechanisms for him to get to 270 electoral votes, he knows all of this. but they're really trying to do now is get another graft, they are trying to raise money to pay off some of the campaign debts that they have. god only knows what they did with the money. he had his campaign manager with his gun to his head two months ago. so they are drifting off their supporters. they are saying, "hey, raises money to fight our
8:15 pm
legal battles. " and "hey, raises money to fight our legal battles." and then in the fine print of e—mails it says, "but of course, this money could go to the campaign or paying off campaign debts." so campaign or paying off campaign debts. " so once campaign or paying off campaign debts." so once they raise enough money and they fill the pot there, they will concede. do you think that he's going to be at all interested, the president, for example, going to georgia and campaigning when there are two senate seats up for grabs injanuary and he is this powerfulfigure in the republican party? 0r and he is this powerfulfigure in the republican party? or will he sink off into the night? welcome you know, it's probably somewhere in between. i don't see him campaigning for anybody else, because the only person he cares about is himself. so i don't see how he's going to go down in georgia and start campaigning for people. this loss was absolutely humiliating. you are talking about three presidents that we re talking about three presidents that were removed from office since the end of world war ii, and he knows and his team knows, he is the one that lost this, it was his rhetoric, it was his style on twitter, it was the denial of the coronavirus, the impact of that committee had on the
8:16 pm
economy. as only one person to blame for this loss and that's donald trump. i don't see how he's going to get out on the campaign trail as a "loser get out on the campaign trail as a " loser stuff" something that get out on the campaign trail as a "loser stuff" something that he supposedly despises and he's one of the biggest ones come i don't think he's going to go down to georgia and campaign for anybody. anything is possible and trump world, what's more possible is that people around the country need to continue to coalesce and beat back this demagogic perverse form of political ideology known as trump is in and we will continue to do that. talk about the president elect for a second. i think it's quite an entry, is to? and health crisis, economic crisis, race relations crisis, and he's trapped here between the progressive left in his own party. and a republican senate. it's an unenviable task that he's got ahead of him. well, it is, no question about that.
8:17 pm
it's arguably the hardest job in the world. i think he's well—suited to the job. he has world. i think he's well—suited to thejob. he has multiple world. i think he's well—suited to the job. he has multiple decades of experience, he's a centrist. he will be the oldest person to be inaugurated formally as presidents, and i'm hoping and praying that he will be a post—partisan leader. i'm hoping that he will try to cut a deal with senator mcconnell on infrastructure and education, my recommendation of these guys isjust incremental steps towards bipartisanship will help heal the nation, and i think the vice president is capable of doing that. sure, there's going to be people on the radical left that are going to be hitting him, i'm sure about him and he's got all that sort of nonsense , and he's got all that sort of nonsense, but remember, what happened to jeremy corbyn in your country, the radical left if anything is strongly repudiated in this last referendum. i think people wa nt this last referendum. i think people want to centrist government. they voted friendly for a divided government, and hopefully, itjoe biden can be a good steward of that, but no question, this will be very
8:18 pm
ha rd but no question, this will be very hard for him to answer. that's the republican senate in a way giving him some cover to cut deals with mitch mcconnell? i believe it does. i hope that he will look at it that way and when they lay out the van diagram of outcomes, i hope they get there. you never know when my republican friends who despises president trump would never admit it publicly said that the election of joe biden is good for the soul, and the reelection of mitch mcconnell is good for my pocketbook. so it's a little bit cynical, but i think that's where people are right now, and they are just hoping that these guys do measured things, co—operate, ta ke guys do measured things, co—operate, take the heat down in the country, ta ke take the heat down in the country, take down the rancour and the divide and then before you note, people are like why were we even involved with president trump in the first that sort of anger based demagoguery really doesn't have a place in american politics. anthony's car muji, always good to talk to. thank you very much indeed. i will send you more pictures of the
8:19 pm
celebration tonight. no more champagne, not on a sunday. welcome it's interesting there, isn't it? because we should note that the senate, we still don't know who is in control of the senate, because it looks like there's a runoff in georgia. two seats there. remember, now that democrats have the presidency, they get the tie vote, , the presidency, they get the tie vote,, harris would get to cast a vote,, harris would get to cast a vote if there was a tide senate. so it's pretty interesting from all the speculation here this morning is, could we actually see a shift towards the centre if democrats get one of those two seats? we need to get shares in a local television station in georgia. they are going to throw the house at that race. can you imagine? is going to be like a presidential election. i make is going to be incredible, you have mitch mcconnell throwing noodles of money at, and don't forget the president will still be around. it's january runoff. so the president is going to be down there campaigning, we will see him back out on the road, fighting for every vote in georgia.
8:20 pm
it's going to be quite a spectacle at the turn of the year before we even get to the inauguration. georgia on my mind. well, we've been getting more reaction from around the us. larry madowo is in atlanta for us — he explained why the result of the recount in georgia is so significant. right —— mac... —— right now, in the georgia presidential election, joe biden is leading by about 10,195 votes, and we still don't know who won. in fact, we won't know for a little longer until after the recount. and if president trump loses georgia, which, obviously, joe biden didn't need to the presidency, it willjust be be rubbing salt in the wound, an especially brutal painful nail in his political coffin, at least in this election cycle, because this was solidly a republican state that no republican has lost since 1992 when bill clinton took it. right now, it looks like when there is a recount, it's still a possibility that joe biden could win again,
8:21 pm
because in the last 13 state—wide recounts that have happened in the united states, only three times did that recount change the outcome of the election. the margins between the winner and loser were less than 300 votes. so the democrats are already taking a lap of honour and saying they got this and looking at the next battle. if it's less than 300 votes, joe biden hasjust if it's less than 300 votes, joe biden has just increased if it's less than 300 votes, joe biden hasjust increased his if it's less than 300 votes, joe biden has just increased his lead if it's less than 300 votes, joe biden hasjust increased his lead in georgia by about that much. it's ticked up. so they are continuing to find the odd ballot here and there, laura, but it's going to be very difficult, isn't it? not only in georgia but in wisconsin, in pennsylvania, it looks very difficult. rights, and these are all states that bill clinton was the last democrat to really win and hold georgia, so it's fascinating amazed at? —— isn't it? for republicans — who identified
8:22 pm
strongly with president trump — the election has been a huge disappointment. some are claiming — without clear evidence — that the election has been stolen from them. 0ur correspondent james clayton has been speaking to trump—supporters in nevada. you are pretty heavily armed, right? maybe just a little bit. why do you feel you need to bring a weapon to today's protest? it's not the fact that i have to, it's the fact that i can and that people have died for this freedom so that i can sit here, i can defend my country, i can defend my president and i can bear arms is much as i want to because that is our human rights, that's in our constitution, it's our second amendment. i'm not a threat. actually, i carry more medical than i do ammunition. i'm just here to represent my president and to have a show of force out here with all my friends and show support. the registrar here said that he felt worried for the safety of some of the ballots counters here. when people turn up with guns, that can be quite threatening to people. do you accept that? the only thing that makes something threatening is an action.
8:23 pm
you can't just stand around and be a threat. now, if i have this gun you know, pointed at you, that's a little different, but it's just right here, nice and slung. hands not even on no threat. i mean come of these cops are here, they are armed to the teeth, they've got ar 15 zend 870 shot guns in their cruiser locked and loaded. why is it any different for me to do it? why is it any different for you? it's not. the scene from nevada, so some emotion still running quite high, some very frustrated term supporters out there, let's hope that it all remains peaceful. now, here is a tweet from abc news, laura. who came to the conlcusion the fireworks in london last night — of which there were many — was the uk's response to a joe biden's victory. also picked up by the american news website the hill. not knowing about uk traditions.
8:24 pm
this was spotted by jack blanchard —— the uk political editor of politico —— "should somebody tell them?" remember, remember, the 5th of november. the 5th of novemberlj the 5th of november. i did see the tweet of the women putting this out that it was forjoe biden, and she insists it was actually forjoe biden and her part, but the truth is, of course, when bonfire night is in the middle of the week and i think when was it, wednesday this week? they tend to roll them over, don't they come into saturday? so there were loads of fireworks last night. i'm sure some of them were celebrating joe biden's victory, but most of them... typical of it though, christian, to think that the world revolves around them and that the brits were not having their little parochial celebration. you can say they're sitting out in washington, but i can't say that. i can say that as a dual citizen. yes can you can come asa dual citizen. yes can you can come as a dual citizen. there have been celebrations in the vice president—elect‘s ancestral village in india. the people of thula—sendra—puram, a small village
8:25 pm
in the indian state of tamil nadu, woke up early to celebrate the first south asian american to win the second—highest us office. i think ithink our i think ourfireworks i think our fireworks are a little bit better than that. carrying portraits of the vice president—elect, residents gathered around fireworks and took part in prayers. 0thers drew colourful kolams, calling her the "pride of the village". harris‘ mother emigrated from india to the us aged 19. there you go, some good bangers there. not bad, not bad. that's, of course... an example there, christian, of fireworks that actually were about the us election. yes, indeed so. plenty more. to stay with us, lots more to come on the election. we will be looking in on the various results around the united states and also some reaction from the biden team as well. so do stay with us for that.
8:26 pm
hello there. it has been a rather grey and gloomy sunday for many of you, but for the stage in november it's actually been incredibly mild, and that mild story continues this week. what we've got at the moment, two swirls of cloud, two areas of low pressure out to the west and this one will bring some showers tomorrow. this is what's with us today bringing cloud and patchy rain, but both coming up from a general, southerly direction and with that southerly flow, we continue with the mild theme, notjust through into tomorrow but also through most of this week. temperatures above where they should be for the time of year but do expect some rain at times and some of the wettest conditions will be from mid week onwards, especially across the west. it's certainly mild as we go into the evening, the temperatures staying in double figures for many but teens across the south, but still plenty of cloud around as we see the day out. patchy rain or drizzle, central, eastern scotland through northern and eastern england. becoming confined to eastern most counties through tonight, some clear skies in the west
8:27 pm
but then those showers i mentioned will start to push up through the channel islands, south—west england, wales into northern ireland. but by the time we start monday morning, through the night notice how the temperatures haven't fallen a great deal compared to what we have there at the moment. so it will be a pretty mild start to monday, but that next swirl of cloud i showed you on the satellite imagery is this hook of a weather front, a trough in the isobars whichjust enhances the showery rain we'll see. so some hefty showers at times through south—west england, wales, northern ireland, some of them will drift northwards and eastwards into the midlands and north—west england. very few showers across north and eastern scotland and eastern england, certainly until later in the day. and whilst there'll still be a fair of cloud around they'll be a little bit of sunshine coming and going through the day, especially between those downpours and temperatures, well, a milder day still across scotland, northern ireland and northern england. as we go through into monday evening and monday night, the showers continue to drift away northwards. that little kink in the isobars enhances our showers, pushing them away northwards and eastwards to take
8:28 pm
us into tuesday. another very mild start but there will be some showers particularly to the eastern half of the country first thing and we could see one or two heavier showers push up across the south east corner but overall after a fairly cloudy start to the day, optimistic there will be more sunshine developing as we go through tuesday and even though there'll still be the odd shower in the west, most places will finish the day on a dry note and still a pretty mild one as well. beyond that, the winds grow a bit more westerly, temperatures will drop a little bit but it does stay mild. but really through wednesday and indeed friday, we'll see some heavy rain and some strong and gusty winds, particularly in the west. bye for now.
