9:00 pm
this is bbc news. i'm lukwesa burak with the latest headlines for viewers in the uk and around the world. president trump is about to announce details of operation warp speed — a programme to speed up development of coronavirus vaccines and treatments — after the us reports another record day of infections. we will be live in the rose garden. some states are taking drastic action to slow the spread — one ofjoe biden‘s top pandemic advisers warns of a disaster as the thanksgiving holiday season begins. we have a fire raging across the nation and the holidays threaten to be gasoline poured on that fire. it comes asjoe biden wins the state of georgia — putting increasing pressure
9:01 pm
on mr trump to admit he lost the presidential election. the uk prime minister's most senior adviser — dominic cummings — quits his job after days of turmoil within the government. and we'll be looking at how families plan to celebrate diwali during lockdown. hello and welcome to bbc news. president donald trump will shortly address the nation on his administrations efforts to tackle the coronavirus outbreak. here's the scene in the rose garden of the white house — where he will shortly start his first public conference sincejoe biden was declared winner of the presidential election.
9:02 pm
now — ten days after election day, all states have projected their results, although some counting continues. just starting to see some of those seeds fell now. we were expecting to seeds fell now. we were expecting to see president trump at the top of the hour, local time, see president trump at the top of the hour, localtime, it'sjust see president trump at the top of the hour, local time, it'sjust gone to four p:m.. president—electjoe biden is projected to win 16 electoral votes in georgia, taking him to a total of 306. there will be a recount in the state — but this is unlikely to change the result. this is the scene live from the rose garden of the white house. it's been ten days since we've seen president trump or rather since he's spoken
9:03 pm
publicly. we have seen him enjoying a couple of games of golf of course, but ten days he has —— since he's spoken publicly since the election of last week. we understand that the leading epidemiologist, anthony county, is not going to be present at this briefing. the biden camp have been asking for briefings on the fight against covid—19. our washington correspondent lebo disekojoins me now. yes, it's been ten days. why now? the quest, it's incredible when you put it in the number of days. that was the last time we really heard from donald trump as a nation. why now? i'm not sure. ithink from donald trump as a nation. why now? i'm not sure. i think that as
9:04 pm
you said, this press conference was called to talk about talk about warp speed, but i think most of us are waiting to see if there's any comment on the outcome of the elections, whether there will be any questions taken at all. but i guess we will have to wait and see. donald trump certainly has not been predictable. nancy pelosi i believe has been really putting the pressure on in terms of addressing covid—i9, hasn't she? you know, in all the noise that is the election, she said we mustn't forget what's happening to ordinary american. yes, and it's not just to ordinary american. yes, and it's notjust her, as you said, public health experts here saying that as we come up health experts here saying that as we come up to the holiday season, they are really worried about what might happen. doctor couch he himself saying that his two daughters aren't coming home for thanksgiving. he is really worried about people being inside and saying to people that if they do choose to have thanksgiving with people there
9:05 pm
to put masks on in between the eating —— dr facui. so it's a really difficult situation with these rising numbers right across the country really, and it seems like every other day, the us seems to be shattering new records, really upsetting records of the number of people hospitalized, the number of deaths, so it's not looking good at all, and public health experts are really warning that it's going to get worse even if it does get better ifa get worse even if it does get better if a vaccine is released next year. i don't know if you've noticed, lebo, but looking at my news here, the reuters news agency is just reporting that's california, oregon and washington state have issued travel advisories urging people to avoid all nonessential out—of—state travel. this is pretty serious. like you said, it's thanksgiving. what normally happens around this time? welcome i think giving is a huge holiday for americans. people gather
9:06 pm
the whole family around. they have guests over, sit around a turkey dinner, a pumpkin pie, have people inside all sitting around laughing, joking, eating together, and it's a time forfamilies joking, eating together, and it's a time for families really to connect. i had not seen that while i'm sitting here, buti i had not seen that while i'm sitting here, but i don't have access to that, but it doesn't surprise me that before i came into the studio, i was looking at where the studio, i was looking at where the hotspots are, california is one of them, also the midwest. there are lots and lots of places where, you know, there are really scary numbers. so that's not a surprise to me at all. do you know it's interesting, lebo, i have seen a narrative where people have been asking why he's talking now, and there was one comment that it can only be good news for president trump to take to that's podium to speak. so presumably, he is going to announce, like you say, with operation warp speed, something very positive. i would not be the woman to try and predict what donald trump
9:07 pm
would say. but what i think we have seen right through this actually is donald trump really trying to put forward a positive message and say things are getting better when very often, quite the opposite has been true. and really trying to proclaim the strengths of this government when to dealing with coronavirus when to dealing with coronavirus when again, we have not really seen evidence of that. in fact, the evidence of that. in fact, the evidence has been to the contrary, really. there's been a lot of criticism of the way donald trump's government has dealt with us. and he in particular, even dr fauci was saying, just simple messaging around things like wearing masks would mean that we don't have to shut down the whole economy. it's not an either or situation. so, yes, who knows what she's going to say. i'm not going to ta ke she's going to say. i'm not going to take that gamble of trying to certainly, it is noteworthy that it is ten days after the election. 0k,
9:08 pm
so we is ten days after the election. 0k, so we heard the statement from the casa. we also had those comments by former president barack obama and the latest election numbers, the 16 electoral college votes coming with georgia for president—elect biden, and he talked that he could now concede? well, i was looking at donald trump's twitter feed, and there was kind of a strange tweet that he put out earlier on where he was on the one hand saying that the democrats had criticised elections before and saying that his administration had run a fantastic election this time around. i don't know whether that was an indication that he might now say, look, i can see thatjoe biden has actually one. who knows? but certainly the authorities or the bodies that look at this kind of thing, the casa and
9:09 pm
also there was a cross party body of the secretaries of state, the kind of top officials in each state yesterday. two separate ones that came out and said, there is no evidence of widespread voter fraud. furthermore, this has been the most secure election on record. so, yeah, the claims that donald trump has made thus far about irregularities in this election have not thus far been substantiated. 0k, lebo, i know we will speak to later but for now, thank you very much indeed. thank you, that is the rose garden at the white house where we are awaiting president trump to speak publicly for the first time in ten days. earlier, you heard me bring the news thatjoe biden has won 16 electoral votes from georgia and president trump has also been projected to win north california, taking him to 232, meanwhile, joe biden is on the
9:10 pm
hundred and six. let's discuss this further. —— 106. i'm nowjoined by julia manchester who is reporterfor the hill. thank you forjoining us on bbc news. a surprise that we are going to be hearing life and president from? you know, it's certainly been a while since we heard from trump. i think the most shocking thing, or maybe to a lot of people, the most disappointing aspect of all this, is that we have seen covid cases in the united states by, really all around the world we have seen them spite, but in particular the us and a numberof but in particular the us and a number of major states. you have seen coronavirus cases number of major states. you have seen coronavirus cases rise as the temperature gets colder, and like you all discussed before, as we all prepare for thanksgiving holidays, during thanksgiving in america, obviously, a lot of people get together inside, it can be very large celebrations and such, but obviously, large indoor gatherings are being warned against in the age of coronavirus. so there is a lot of, i think fear about what comes
9:11 pm
next among americans. and normally, a commander—in—chief or president of the united states is able to give those suggestions or give that guidance as to what to do next. but you haven't heard anything from president trump besides him on his twitter is essentially alleging voter fraud or widespread voter fraud across the united states which we know there is no evidence of. it's surprising to hear from him because he hasn't conceded the election to president—elect joe biden. now, these results haven't been officially certified but it's interesting because in it recent elections in recent memory, this has never been an issue in the nature news media outlets here in the united states and around the world call and election based on the account that they've received. 0k, well, we've just been account that they've received. 0k, well, we'vejust been briefed account that they've received. 0k, well, we've just been briefed that joe biden has released a statement essentially saying that he's been briefed on the acceleration —— accelerating public health crisis. the facts presented were alarming and this was presented by the
9:12 pm
cochairs of the transition covid—i9 advisory board. juliet, normally, during this transition period, what would be expected to be seen between the incumbent and the president—elect? the incumbent and the president-elect? any other transition period, whether it was obama to trump or bush to obama or clinton to bush, you saw both teams working together in order to help the incoming administration understands, really, what to do in situations like this. so you probably saw, you know, president obama and his team talking about what to do in a major national crisis, including global planned mx, which we know that the obama team has said they discussed with the trump team —— pandemic. but according to the obama team, the trump team didn't take any of that advice. so you hear a lot of advice given and really what to expect, kind of a groundwork is really laid for what is really to come next. and it's concerning because right now,
9:13 pm
this should be a time when there is a smooth transition and a time when everything seems to be level in the united states, the country came together and made a decision, but we see that this is very rocky, president trump is not conceding, president—electjoe president trump is not conceding, president—elect joe biden is president trump is not conceding, president—electjoe biden is not able to get the resources he needs in his transition team needs from the government to really transition into the white house. sol the government to really transition into the white house. so i think there is a big national security concern that some american adversaries could take advantage of this issue right now. what did you make of president obama's intervention? president obama's intervention? president obama's intervention definitely came out an interesting time. i think with his book coming out and the obama team, i think he was trying to draw a contrast and let the american people know how it was supposed to be. you know, he talked about how president george w. bush, even though they very much were on different sides of the political aisle, they still are probably on different sides of the political aisle, they still came together and george w. bush also,
9:14 pm
you know, almost acted as a bit of a mentor to president obama. we saw after that transition can actually commit that the two became close. he saw that also happened with h w bush and president bill clinton. president obama says this is a unique club you get to be a part of, nobody else really understands what it's like to be president of the united states. so it's important that you show them the ropes. and you saw despite all of the criticism that president trump leveled against president obama throughout president obama's presidency, you know, president obama very much was therefore president trump during the transition. you are just not seeing it this time. juliet, like you said, it's been ten days since we heard directly from president trump. —— julia. what has he actually achieved in his pursuit of cancelling president—electjoe biden's success at the ballot? well, i don't think he's achieved much positive achievements, really. i mean, you
9:15 pm
are seeing that in a number of these states where he has filed these legal suits. they failed. some law firms representing president trump in his campaign are dropping the legal cases. sol in his campaign are dropping the legal cases. so i think president trump may be coming around to the fa ct trump may be coming around to the fact that he is not going to be president again, that he is a one term president. and part of the reason why i say that is because we are hearing that from some sources that president trump has been, you know, and he cared other reports as well, that's president trump has been openly talking about running again in 2024. so, you know, it seems like he might finally be coming around to this idea, but it just seems to be a very painful idea for president trump to do, because he had, you know, he very much projected this idea that he was going to win and that there was no reason he could lose, but he did lose. julia, thank you so much for your analysis. just to let our
9:16 pm
viewers know, that image there is the rose garden at the white house. we were expecting to hear from president trump 15 minutes ago. we understand now that it's going to be at 22 and its past the hour, so that's local time for 22, hopefully —— 4:22pm and then stepping out to the rose garden in addressing the nation since that election. in the meantime, president—electjoe biden has released a statement regarding the coronavirus because we understand that is what president trump himself is going to be discussing at that podium. but to president—elect biden's statement basically talks about how serious the coronavirus pandemic is. and just to take out a few lines for you, this progress says towards a safe and effective covid—i9 vaccine is positive, but it will be many months before there is widespread
9:17 pm
vaccination in the country. now, that's going to be interesting because, of course, president trump is going to be talking about the vaccines and the expected vaccination programme. he also says this crisis demands a robust and immediate federal response which has been woefully lacking. i am the president—elect, i will not be president until next year. the crisis does not respective dates on the calendar, it is accelerating right now, urgent action is needed today. now by the current administration starting with no acknowledgement with how serious the current situation is. resources for front line health care workers including ppe, that is again in short supply. so, this is a statement that was released about 5-10 statement that was released about 5—10 minutes ago, and as he says, the crisis does not respect dates on
9:18 pm
the crisis does not respect dates on the calendar, it is accelerating, so it's going to be interesting to hear what president trump has to say as pa rt what president trump has to say as part of his operation warp speed. that is fighting the coronavirus and the vaccination programme. so we are waiting to hear from the vaccination programme. so we are waiting to hearfrom him. that's the rose garden. in the meantime, we've been speaking to a number of guests, and one of those was doctor celine who is one of 13 experts appointed to the president—elect‘s coronavirus task force. she told the bbc that the current situation is deeply concerning. i would say we have a fire raging across the nation and the holidays threaten to be gasoline poured on that fire. i am very concerned by the spikes we are seeing in cases, by the increasing hospitalizations and we are seeing hospitals in many parts of the country overwhelmed with cases. and we know that the case fatality rate and the death rate spikes
9:19 pm
increases when hospitals are overwhelmed because we simply do not have the staffing and resources to care for patients the way we would like to. and with the holidays coming up, those are really going to be super spreader events the way you have people from multiple generations and family members from multiple generations and different ages coming together, not socially distant, unlikely to be wearing masks, indoors, sitting around a cable to be wearing masks, indoors, sitting around a table to a mere and drinking and that unfortunately we know those kinds of indoor social gatherings are very high—risk for a transmission of the coronavirus. that was doctor celine who is part of president—electjoe biden's over i9 task force. —— covid—i9. joining me now isjordan fabian — the white house correspondent for bloomberg news, who's just been watching the conference.
9:20 pm
what do you make of this appearance by president trump? well, it's a bit unexpected given that we haven't heard from the president in the past week and he does seem to be teasing that's he's going to be discussing coronavirus vaccines, but of course, what we are all waiting for him to addresses this election, which has refused to concede, facing increasing pressure from republicans, a number of foam in recent days have said that he should at least give joe recent days have said that he should at least givejoe biden the president—elect access to classified intelligence of he can prepare adequately for the transition it, if not can seat himself. so we will have to see whether he actually addresses the election during this appearance or if he just sticks to the topic of the vaccines. do you think he really is likely to concede? because we have now got the latest projected electoral college votes that have ta ken latest projected electoral college votes that have taken joe latest projected electoral college votes that have takenjoe biden to 306. they came, though 16 extra
9:21 pm
votes ca m e 306. they came, though 16 extra votes came from georgia. you know, what does this now say that they have gone over that 300 threshold? the president is really running out of options here in this long shot legal effort to overturn the results. as i thank you pointed out earlier, not only doesjoe biden now have 360 electoral votes, but a number of legal challenges in places like arizona, michigan and pennsylvania, key states for the president that he needs to enter being thrown out. so the options here are limited, and really, i think a lot of people's patients are wearing thin with this effort outside of the president's most loyal supporters. we understand that the arizona lawsuit was dropped. michigan state courts rejected a request by supporters of president trump to block that certification of votes in detroit. any chance now that we could start to see, or have there been, maybe you can tell us,
9:22 pm
senior republicans, you know, reconsidering that narrative coming from president trump? it's hard to tell if people like mitch mcconnell, senior republicans like you are talking about are going to publicly urge the president to come forward. i have heard a theory from a couple of sources of mine who say that they don't want to acknowledge the president lost at least until the special senate election in georgia where the republicans are trying to keep control of the senate by winning two seats that are still up for grabs. they want to keep this fight going in order to keep their base motivated, but that's happening in early january, and right motivated, but that's happening in earlyjanuary, and right now, it's earlyjanuary, and right now, it's early to mid november. it's unclear if they can really keep this up that long. georgia is set to certify its results here in a week on november 20, and if they do certify the results forjoe biden, it is really ha rd to results forjoe biden, it is really hard to see any path forward coming that there was one to begin with for president trump to try to overturn these results. you are the white house correspondent for bloomberg news. you know, many people who are
9:23 pm
watching this, i mean, we have seen china now address and congratulate president—electjoe biden, you know, many people watching this from afar will be saying we don't actually believe anything that's been said from the republican camp. for example, is anyone paying attention to the white house press secretary when she comes out and speaks out her briefings? what is the point of all about? all of those briefings are squarely aimed at the present ‘s base and his core supporters. and it's increasingly evident that these foreign leaders aren't listening to what that woman says, but what the president himself —— they are betting that you're buying is going to be present onjanuary 20 as a result of the election indicates in these leaders don't want to get crosswise with the incoming administration because they decide to drag theirfeet administration because they decide to drag their feet on acknowledging the rightful winner of the election, so the rightful winner of the election, so that's where i see votes like borisjohnson for the
9:24 pm
so that's where i see votes like boris johnson for the united so that's where i see votes like borisjohnson for the united kingdom and even turkey‘s president airline congratulate and reach out to the biden camp for winning the election. jordan, just to let you know, you have probably got one eye on the rose garden as well from where you are, but we havejust rose garden as well from where you are, but we have just seen rose garden as well from where you are, but we havejust seen more senior republicans come out and take their seats at the front of that audience. so i suspect president trump is going to be making his way out shortly. he is going to be speaking about operation work speed. that is the programme that has been put in place to fight covid—i9 and also talking about vaccinations. we do understand that anthony found she -- dr fauci do understand that anthony found she —— dr fauci will not be attending, it has raised some eyebrows, what you make of that, jordan? well, it's only the latest indication that the president has become completely divorced from the government's own medical experts when it comes to the
9:25 pm
coronavirus pandemic. he has increasingly advised on advisers like scott atlas who is not an infectious disease experts and has pushed very contribution of theories around heard immunity. the president increasingly has not really even address the pandemic at all, and if he is, he's putting all of the eggs, so he is, he's putting all of the eggs, so to speak, and the vaccine baskets and not focusing on urging americans to ta ke and not focusing on urging americans to take basic safety precautions like wearing a mask, practising social distancing and avoiding large crowds. so we will see if the president changes his tune today. 0h, president changes his tune today. oh, here we go. president trump is just coming out. so he is making his way to the podium. he is going to be talking about operation work speed. so let's listen in. first appearance in ten days. thank you very much. thank you. beautiful out here this time of year. the past nine months,
9:26 pm
my administration has initiated the single greatest mobilisation in us history pioneering developing and manufacturing therapies and vaccines in record time, numbers like nobody has seen before. no medical breakthrough of the scope and magnitude has ever been achieved this rapidly, this quickly, and we are very proud of its, and i had tremendous help from the military, generals, admirals and many of the great people at the white house. operation work speed is unequaled and unrivaled anywhere in the world, and unrivaled anywhere in the world, and leaders of other countries have called me to congratulate us on what we've been able to do and we have helped many countries with their ventilators and all of the problems they were having, and i would like to congratulate everyone involved in this effort. it's been an incredible effort. as a of operation work seed, they announced on monday that its china virus vaccine is more than 90%
9:27 pm
effective. this far exceeds any and all expectations, nobody thought they would get to that level. and we have others coming which we think will be at equal level, may be more if that's possible. injuly, my administration reached an agreement to provide $1.95 billion to support the mass manufacturing and distribution of 100 million doses with the option to purchase a total of 600 million doses shortly thereafter. our investment will make it possible for the vaccine to be provided by pfizer free of charge. pfizer said it wasn't part of work speed, but that turned out to be an unfortunate misrepresentation. they are parts, that's why we gave them the 1.95 million — billion dollars, it was an unfortunate mistake they made when they said that. we will work to secure an made when they said that. we will work to secure an emergency use authorisation which should be coming
9:28 pm
down extremely soon. and my administration will then co—ordinate the distribution of the vaccine, and it will be approved, i think, again, it will be approved, i think, again, it will be approved, i think, again, it will be approved very, very quickly. we hope. the average development timeline for the vaccine including clinical tests and manufacturing can take 8—12 years, through operation work speed, we are doing in less than one year. if you had a different administration with different people, what we would have done would've taken, in my opinion, 3-5 done would've taken, in my opinion, 3—5 years, and it would have been in the fda forever. this is five times faster than the fastest prior vaccine development in history, five times faster. say it again from a five times faster. nobody can believe it, actually. three other vaccines are also in the final stages of trial. they will arrive within a few weeks, and they will also be mass—produced and the delivery will be very rapid. we are ready to go. the vaccine will be
9:29 pm
distributed to front—line workers, the elderly and high risk americans immediately. it will be very... a matter of weeks. it will get out very much ahead of schedule. any schedule that i said, we are going to be far ahead of that. we know that that's virus primarily targets older populations, and those with underlying health conditions, well, over 99. 98% underlying health conditions, well, over 99.98% of those under the age of 50 make a fall and quick recovery by giving the vaccine to high—risk individuals right we will dramatically reduce hospitalizations and deaths. ks levels are high but a lot of the case levels are high because of the fact that we have the best testing programme anywhere in the world. we have developed the most and the best tests, and retest far more than any other country. so it shows, obviously, more cases. by vaccinating the elderly and high
9:30 pm
risk, we will effectively end this phase of the pandemic and allow seniors to reclaim their golden years. the golden years of their lives, which is so incredible. and it's about time they can have those golden years. again, this process is starting right away. millions of doses will soon be going out the door. they are already. waiting for that final approval. as soon as april, the vaccine will be available to the entire general population, with the exception of places like new york state, where for political reasons the governor decided to say, and i do not take it as good politically, i think it is bad from a health standpoint, but he wants to take his time with the vaccine, he doesn't trust worthy vaccine's coming from. these are coming from the greatest companies anywhere in the world, greatest lads in the world, but he does not trust the fact that it is this white house, this administration, so we will not be delivering it to new york until we have authorisation to
