this is bbc news. the headlines. a cobra meeting with the four nations of the uk is getting underway right now to try to agree a common approach to relaxing coronavirus restrictions over christmas. it is hoped we will agree a common framework, albeit some details on the precise definition of household might differ to reflect the different circumstances in each nation. the bbc understands the governments may allow up to three households to meet indoors over a five day period. a further 608 people have died within 28 days of testing positive for covid19, bringing the uk total to 55,838. test negative and we'll reduce your period of quarantine

and the bbc understands the government has agreed to allow up to three households to meet indoors during a five day period, probably the 23rd to the 27th of december. meanwhile the health secretary matt hancock has defended the government's plans to reintroduce a tiered system of restrictions once the lockdown in england comes to an end next week. also toda, the travel industry has broadly welcomed government plans to allow people arriving in england to reduce their quarantine period. under the new plans people will able to pay for a private covid test to cut their isolation period by more than half. with our first report this hour here's our health correspondent anna collinson. for weeks they've been, closed but when lockdown ends and the three tiered system is brought in, shops in england can reopen. as for which region will be in which tier, the government are still deciding. we are waiting for the latest data, which we should get tomorrow

and make an announcement on thursday and what we will be looking for are the number of cases in that particular area, specifically the number of cases, also, in people over 60, because we are concerned those are people who often end up in hospital and where a lot of fatalities come from. the new tiered system will be brought in from december the 2nd. shops, gyms, hairdressers can open but the measures are tougher this time. in tier 1, the rule of six applies both indoors and outdoors. pubs and restaurants can serve customers, last orders will be at 10pm, closing at 11pm. in tier 2, there is no mixing indoors, the rule of six applies outdoors, pubs and restaurants must serve food. and in the top tier it's takeaway only, mixing of households is banned unless it's in an outdoor public space like a park. which area goes into which tier will be decided on factors like case numbers and pressure on the nhs and will be reviewed every two weeks. now is kind of a vulnerable time with the cold going around,

it could be a bit dangerous, mixing with covid. we are getting really good news about vaccines, so i think that is our christmas present. and we have to just be happy about it. if restaurants and pubs weren't allowed to open there will be a lot of closures and it would be the death knell to a lot of businesses. new data says covid deaths are continuing to rise, with nearly 3,000 in the week up to the 13th of november. the dotted line on this graph shows the number of deaths we would expect to see this year. after a big rise during the first wave, excess deaths are now 19% above the five year average but there are hopes they are starting to stabilise. this morning, mps asked the health secretary if we could expect another national lockdown before spring. no, i very much hope not to by having a tiered system which is calibrated to be able to bring the virus under control where that is necessary. so as businesses once again prepare

to open their doors, the government hopes its combination of tiers, mass testing and potential vaccines will get the virus under control this winter. anna collinson, bbc news. the latest coronavirus figures have been released in the past hour. the government says there were a further 11,299 confirmed cases in the past 2a hours across the uk. the deaths have also been confirmed of 608 more people within 28 days of a positive test for covid 19. that brings the overall death toll from coronavirus in the uk to 55,838. let's talk a little bit more now about the possible arrangements over christmas. arrangements over christmas. secretary grant shapps advised people to plan theirjourneys carefully for the festive season.

we are going to have to ask people to take a close look at any proposed journeys and think about the routes they are taking. as you know, traditionally over the christmas period, a lot of engineering works takes place. i will try to do all i can to minimise that but some of those works have been in the works, as it were for 18 months or two years. earlier scotland's first minister nicola sturgeon addressed the scottish parliament. she said she hoped a common frameworkover christmas will be agreed at the cobra meeting but any easing of restrictions should be temporary and limited. i know everyone has a desire to see loved ones over the festive period. however, there is a very real and a very legitimate anxiety that doing so could put those we love at risk, set back our progress as a country and result in unnecessary deaths and suffering. that would always be a worry but it is especially acute when we also know we might be within weeks of being able

to vaccinate a significant proportion of the population. so the arrangements we put in place for the festive period will see to balance those concerns. any easing of restrictions will be temporary, it will be limited and it will be accompanied by the advice on the precautions we should all take to minimise risk. we will continue to ask people to be cautious, our overall advice would be for people to use any flexibility carefully and only if they believe it right and necessary for their personal circumstances. 0ur correspondent in holyrood, glenn campbell, has more on what could emerge from the four nations meeting. i think emerging picture is that there will be in agreement, the details being finalized. yours plus up to two others to meet

for a short period after christmas. the dates are between the 23rd and 27th of december. during that period not only would you be able to meet with people from other households indoors but it would be possible for them to stay overnight. 0bviously, to make that possible, some of the travel restrictions that were in place across the uk would need to be temporarily suspended. but i think any relaxation will come with some pretty heavy suggestions from the government that you are not obliged to use this flexibility and that you should think very carefully before making use of it. because of course health officials are worried that the more we meet up over the christmas. the more coronavirus cases will emerge as we move into the new year. clearly the strategy overall is to try and suppress the virus as much as possible. but i think government feels that there

think the details will be important here. nicola sturgeon has specifically said that there may well be variation in how each of the nation defines what consists of a household. i don't know exactly what she's getting at they are but i do know that in scotland for instance, at the moment you can create an extended household by including in your own household somebody a relative, a vulnerable person who lives a loan. in other parts of the country lives a loan. in other parts of the cou ntry wales lives a loan. in other parts of the country wales or northern ireland, it is possible as i understand it for one household to bubble together with another. so whether they consider your bubble, to households as one 01’ go consider your bubble, to households as one or go for separating those when it comes to calculating the three households that you might meet with over the new year. that's the sort of detail that we need to see. we arejust

nations have agreed that there should be this five day window over christmas when families, loved ones can get together? yes. obviously, this is for some people very controversial. not least the government scientist who as we know have been very keen to have tougher rules and regulations. at this time when in many places the number of cases and as we see today sadly, the number of deaths are still rising. the idea of a free—for—all over christmas was very worrying for some people. that's exactly what this isn't. we heard very clearly from borisjohnson isn't. we heard very clearly from boris johnson yesterday that this is not an excuse to go out and party. it is not going to be like other christmases for some it is not going to be normal. it is going to still bea to be normal. it is going to still be a christmas under a lot of restrictions. but what they do recognises that there are many people who will be very worried about loved ones at being on their own over christmas was up they do wa nt to own over christmas was up they do want to slightly loosen the rules to go beyond the bubbling that there

i think it's a very difficult question. ultimately it's a political question rather than help. lots of cause, health cause economic but also economic and relational cost. there is no doubt about the fa ct cost. there is no doubt about the fact that we will see a rise in cases. mixing is one of the thing that really does dry an object without this is going to become a real with struggle with a difficult year. is it the right call to make? i think most people will be very glad with what the government has done today. it's a trade—off between seeing loved ones and having christmas is a difficult time for those facing isolation from potentially going to be by themselves. it's the inevitable spike in cases that we will see coming out of this. i would say that it would probably be prudent to keep the restrictions up in the to christmas. rather in the weeks

sta nsted airport currently closes at 5pm but today, there is hope. today's announcement that a test and release programme which could end quarantine after just five days, could make us travel again. this is the stansted airport departure lounge where today only 13 flights left the terminal, tomorrow there's six, the day after five. usually at this time of year there would be hundreds as people escape for some autumn winter sunshine but it's hoped this new testing regime will bring back some desperately needed passengers. after months of having to quarantine for two weeks, the government now believes cutting that period by more than a half is safe. having consulted very extensively with medical experts, we believe five days plus a very reliable test, is sufficient time now to be able to release people and the test capacity is there to do this now. but there is concern about the public‘s ability

to successfully test itself. to take a self—administered sample is often not good enough, you really, really need to go right to the back of your throat and nose and get a good sample. having got a good sample, it's also important that it is tested properly in a reliable, sensitive kit. passengers who opt to use the testing programme to cut their quarantine period will have to pay for their test as they will not be provided by the nhs. but with some private covid tests costing around £100 each, for a family of travellers, it is a big hit to the holiday budget. it is a lot of money, an additional payment that families are going to have to pay, a family of four, that is an additional quite heavy cost but that said, a lot of people did not get to go away this summer. tens of thousands ofjobs have already been lost in the aviation sector. airports are quieter than ever before.

can form an extended household with another family for supper you can't have two families joined together. there may be different rules about how many can be sitting around the christmas table in different parts of the uk. we are being told that when it comes to working out which route should follow it will depend on where you are having christmas most of if you're coming to scotland follow this car shows, if you come from scotland to wales or england then you can follow those rules. we will get all of those details by six o'clock. will be able to give you it all down. until then you start working out which to other household you want to have around for christmas dinner. you may want to see them and not everybody else over this five day period. it is not three different households every day or three different households one morning in one afternoon. it's five days when you can see two other households and those in your own house. it's not a very long list. so really, this is what the difficulty has been. they've obviously reach agreement this afternoon but there question of households that need to be ironed out not so much the time

the green light for president—elect joe biden formally to begin the transition process with the trump administration. three weeks after the election, the general services administration, the government body that helps with the handover, finally acknowledged that mr biden was the apparent winner. president trump tweeted that he had approved his administration's co—operation with the handover, but without conceding the election. the president added that, in the best interest of the country, he was recommending that his team does what needs to be done with regard to initial protocols. it opens the door to a fund of more than $6 million forjoe biden to set up the new administration. the president—elect will get access to top security briefings, office space and key government officials. the biden team welcomed the move.

extraordinary. 100,000 fraudulent applications. and one person spotted it. indeed. that's the information that has been passed over the past few days. the contacts are all of this is that it's been in unprecedented demand for universal credit because of the pandemic. because of that the government relax some of the rules and some of the processes associated with the benefit in order to process the sheer number of applications. and that has given criminal gangs, organised criminal gangs an opportunity to try to hack the system. indeed what they did in this case is they used stolen identities in order to make multiple applications. of what those relatively junior civil servant spotted was that dozens of applications were all being routed towards a one bank account. had these applications been successful, all the money would have gone into that one bank account. they stop that one bank account. they stop that particular fraud and then a wider investigation took place in

that revealed there were more than 100,000 fraudulent claims in the system to stop at officials calculate that by stopping that fraud they save taxpayers somewhere in the region of £1 billion. while they did stop the vast majority of they did stop the vast majority of the fraud, they did unwittingly confirm some of the stolen identities to begin with. so they told the criminal gangs that the stolen identities that they had were indeed genuine in a small amount of cases several thousand cases. that has meant that the criminal gangs now have more information on the stolen identities potentially creating significant financial problems for those people. extraordinary that one junior civil servant could effectively save £1 billion. that's effectively what happened. a lot of the problems for her pension are clearly pleased that this has happened. there is concern, universal is an automated system.
