1:35 pm
things around quickly. they were beaten 4—1 by manchester city in the quarterfinals of the league cup last night and that's now eight domestic games without a win. arteta gave keeper alex runarsson his first game outside the europa league and he was to blame for the goal that saw city retake the lead in the second half. he should have done a lot better with riyad mahrez‘s free kick. arteta has been at arsenaljust over a year since leaving city where he was pep guardiola's assistant for three years. he has backed arteta to come good saying that arsenal would be making a "big mistake" if they sacked him. i was with him a long period and the most successful period that our club in history. we cannot understand this success without him. i learn a lot from him. he is an outstanding manager. incredible work ethic. he puts the club in front of any other decisions he has to make. sometimes in ourjob, we need to do this.
1:36 pm
sometimes in ourjob, we need to do this. the other two quarter—finals are this evening. tottenham are away to championship side stoke, and everton host manchester united. after that, it's the draw for the semifinals, with brentford also in the hat, after they knocked out newcastle last night. lionel messi has broken the record for the most goals at a single club, overtaking pele‘s old mark, during barcelona's 3—0 win over valladolid. he scored his 6a4th goal for the club in what is his 17th season. pele scored 6113 in 19 seasons at santos. england's cricketers will be allowed to fly to sri lanka for next month's test series, despite the country's ban on flights from britain. the entire party will be tested for covid—19 before and after their flight on a chartered plane, due to arrive in sri lanka on the 3rd of january. they'll then spend ten days in a bio—secure bubble before the first of two matches starts in galle on the 14th. australia opener david warner will definitely miss the boxing day test against india on saturday.

1:38 pm
that's bbc.co.uk/sport. and a breaking story on rugby. pro 14. and a breaking story on rugby. pro 1a. they will take on... teams from south africa. those teams will become a permanent part of the pro 14 become a permanent part of the pro 1a from next season. become a permanent part of the pro 14 from next season. we will have an update on the next hour. that afternoon. you are watching bbc news. let's get an update on everything that is happening in dover. the entrance to the port of dover is being blocked by a line of police officers. officers have told the bbc they will not start allowing vehicles through until "protesters" move from the roundabout at the entrance. the protesters are several dozen drivers standing outside their vans and trucks — some shouting, but largely peaceful.
1:39 pm
the drivers have told the bbc they will not move as they do not want to go to the back of the queue. there is a lot of frustration. there are thousands of lorries backed up outside dover. i'm sure you've seen the images by now. we're two days from christmas. although border restrictions have been lifted, lorry drivers are not allowed to cross into france until they a negative covert test. we have thousands of people waiting for a coronavirus test to be carried out. there is frustration and delays. people want to get home. thousands are stuck there at the moment. we are keeping an eye on that. a lot of
1:40 pm
frustration, still protests going on. as we say, largely peaceful, it seems, certainly at the moment. but unsurprisingly, a huge amount of frustration, especially as the clocks tick down and we get closer to christmas day. we have a much keeping an eye on that and we will keeping an eye on that and we will keep an eye on those pictures as well. we will see whether those tests can start and whether lorry drivers can get back to their families or back to wherever it is they are trying to go. we will keep an eye on the situation they're in dover. we will bring you any update as soon as we dover. we will bring you any update as soon as we get them.
1:41 pm
in other coronavirus news, there will bejudgments in other coronavirus news, there will be judgments on whether the rules are strong enough. we will now speak to the labour leader of burnley council. burnley are into year three at the moment. i'm just going to check you can hear me?|j can hear you find. thank you. my goodness, what are you expecting this afternoon? there seems to be a lot of rumour and suggestion that parts of the country might be going up parts of the country might be going upa tear. parts of the country might be going up a tear. what are you expecting? i am not expecting any change. in the wider context of lancashire, lancashire as a whole has not increased by much. lam not i am not expecting any change. governments have not been in touch with us. there has been no briefing 01’ with us. there has been no briefing
1:42 pm
or consultation. i am as much in the dark as everybody else in terms of what to expect, so i am not expecting any change today. what to expect, so i am not expecting any change todaym what to expect, so i am not expecting any change today. in terms of restrictions and where they are now, do you feel that people are observing them? now, do you feel that people are observing them ? what now, do you feel that people are observing them? what would you... how would you describe how people are approaching this with two days to christmas? i think people are weary of the restrictions. but there isa weary of the restrictions. but there is a steely resistance in burnley to see is a steely resistance in burnley to see thejob is a steely resistance in burnley to see the job through. we can see the vaccine is now here. we know this has been a really difficult couple of months and there probably will be ahead of us. but we are prepared to see ahead of us. but we are prepared to see thejob ahead of us. but we are prepared to see the job through. what i would say to government is, we can stand some shorter term measures that are probably a bit harder to take in the short term, that will maybe give us a bit of stability going forward,
1:43 pm
sooner a bit of stability going forward, sooner rather than later. weariness at the moment comes from that there has been a lot of pain but very little gain over the last few months. burnley has been in restrictions of some kind or other since august. we have been in tier 3 in october, full lockdown in november, back into tier 3. now in the same we were in the beginning. i don't care what you call it, tears 01’ don't care what you call it, tears or whatever else. we just want to plan and a strategy that works and gets us out of this sooner rather than later. you've outlined the number of number of months of restrictions that people have lived through. the case right where you are is 446 cases per 100,000. the average in england is about 223. what does that say to you about the effectiveness of the restrictions?|j think effectiveness of the restrictions?” think you can look at burnley in isolation. you can't look at burnley
1:44 pm
in isolation, we are part of a wider area a cross in isolation, we are part of a wider area across lancashire. lancashire is just above the national average. you can't count one small but rare in the middle of lancashire is different to everybody else. we are prepared to work with our neighbours to ensure that the whole of lancashire comes out of this together and the whole lancashire economy can work together. you can't pick on one individual borough. people cross over boroughs, travel to work, etc. although our rates independently are alarming, in lancashire, they are pretty stable at the moment. that is how it should be looked at. just a final thought on what your message to people with be? there is the last minute change
1:45 pm
the rules around christmas. what would you urge people to do? they should assume that they have the virus and act sensibly. there is a relaxation for the one day but i ask everybody just to think relaxation for the one day but i ask everybodyjust to think before we get to christmas day, is it the sensible thing to do and if they can avoid that, getting together, then it may well pay dividends in the future and we can all get together at next year when all this is over and enjoy, not just at next year when all this is over and enjoy, notjust next summer, but future christmases to come. we all hope for that. thank you, all the best to you. that is mark townsend, the leader of burnley council. the final festive rush to supermarkets is likely to different
1:46 pm
this year. some supermarkets have introduced rationing. there are concerns introduced rationing. there are concerns that fresh produce could be limited between christmas and new year period. setting up for what should be one of the busiest days of the year. as plans have changed, people at barry market have expected one of the busiest days of the year. but they have had a shortage this year due to the delays at dover. i have never known this as bad. it was basically across the range, there were shortages. they are the products we import from the e u. we have a lot of local products but it is anything coming from the eu that we have shortages. it makes you wonder what will happen in the future. wright
1:47 pm
much of the food that we eat in the uk comes from the eu. these cheese manga has had a shortage of brie and camembert this year. what we've got has got to last us. that's it, really. do you think you'll get any more french cheese in? no, i think that's it. while there has been disruption to eu produce, business is booming for the british butcher. they had to close their order books for turkey a week early such as low demand. this woman and her bakery tea m demand. this woman and her bakery team got up at 4am, getting ready for what they hope will be a surge of customers. i didn't sleep much last night worrying. we've been here since full 30 am bagging it up, waiting for our customers to come. i hope we sell out at two o'clock. if
1:48 pm
not, you might hear someone crying, that'll be me. traders here and across the uk are banking on the late christmas rush to help make up for lockdown losses. back to our main story now — almost 5000 lorry drivers are being held in the english county of kent — waiting to cross the channel at dover. let's return to dover, and reporter amanda akass. we have reports of frustration and scuffles. a lot of people been saying to you? i am standing on the roundabout right outside the port itself. as you can see, behind me the police are still blocking the road with hundreds of cars, vans and lorries backing up throughout central dover. that is the port
1:49 pm
itself. there is another line of police in front of that. no one has been going in or that for several hours. that is causing huge frustrations. i've been speaking to people who have been here since sunday night. one man told me, i am out of food, drink, and money. there is no where to go to the toilet here. i've had people crying to me saying they were hoping to get back to see their children in time for christmas. they don't know what's going on. that's quite difficult for the people here at dover. unlike the drivers at manson, they are not in touch with what has been going on. they haven't been receiving access to testing or hot meals, which we are told is now beginning to start here. people say they don't know what they're going to do. they say they don't know how to get past to get onto the fairies because they can't go back. both sides of the
1:50 pm
road here are completely blocked. it isa road here are completely blocked. it is a difficult situation. we have heard from the leader of dover council. he said he doesn't see helping everyone here will be able to get across the channel to get there in time for christmas even when the port is open. people in dover are volunteering. there are stands of people offering food, drinks and refreshments to the drivers, and it is sorely needed. we will keep an eye on the situation in dover and any movement for those lorry drivers who want to get home for christmas. the first report about mass community testing for coronavirus in the uk has been published. it looks into the voluntary testing trial which took place in liverpool from early november. calum semple is a professor of child health and outbreak medicine at the university of liverpool and has just attended a briefing about the report.
1:51 pm
thank you forjoining us so quickly. in essence, what is the report saying thus far about the pilot scheme? we set it up quickly and in two weeks we've got preliminary results. we are happy to share the interim results for the first phase. the top line is, we don't support mass community testing on a citywide basis. it is not feasible. but what we basis. it is not feasible. but what we have discovered is incredibly useful, is a systematic testing for testing to released from quarantine, testing to released from quarantine, testing to released from quarantine, testing to protect vulnerable people in care homes and testing to enable visitors to care homes. also very successful in schools, school teachers liked it. school pupils we re teachers liked it. school pupils were able to cope with it. so, although it is not a perfect test, we've got good take—up and the community likes it. importantly, we
1:52 pm
haven't seen harm. we haven't seen people treating it as a freedom pass. there is nothing to suggest that people take the test and go out behave badly. we have been keen to get positive messaging saying, this doesn't mean you can't catch it today and give it to someone else in a few days' time. on that point of view, it has been a great success enabling our community and getting back into society. it is interesting that you said say that the community likes it. does that mean there is good take up even though it was volu nta ry? good take up even though it was voluntary? large percentage of our population took up the test despite scaremongering of the press. also interestingly, this test got into parts of the city that are highly deprived. they are essentially excluded for high—speed internet and the latest phone. we were able to get testing to the deprived areas of the city and the parts of the city
1:53 pm
where people find it hard to engage with the traditional test and trace process. in terms of what anyone listening to you should take away from this, is your overriding thought that what is useful is still targeted testing? you talked about vulnerable groups, for example, schools. yes, targeted testing is worthwhile doing. it is not a perfect test, but neither is the pcr. if you think about having three people in the river, and you have two life rings, you will still throw your two life rings and pick up two of them. in cheshire and merseyside, we of them. in cheshire and merseyside, we have broken just of them. in cheshire and merseyside, we have brokenjust under two of them. in cheshire and merseyside, we have broken just under two and half thousand chains of transmission in the last month. if you do the thought experiment, each one of these people doing the virus to one or —— giving the virus to 1:21.7
1:54 pm
people. we have stopped this. you stop people visiting care homes, and people in prison, and they are very vulnerable settings. you may not wa nt to vulnerable settings. you may not want to get into politics, but what is your best guess as to what the government will do with these findings? what shift could be see in regards to testing as a result of this pilot? i think you will see more testing nationally. i think the situation in dover is particularly pressing and i think there will be greater confidence in using these tests to identify some of the most infectious people, if they are. lorry drivers who have been identified upon be a low risk group. as of this would be a useful area we can go in. it would be logistically challenging but it will give some confidence as it gives a signal to how many of them will be affected and whether they need to be tested. i suspect they don't. thank you very
1:55 pm
much forjoining us. much more coming up from 2pm. we will keeping up—to—date with all the developments. let's now take a weather, look at the weather. there is a north—south split with the weather today. england and wales will be mild and pretty wet. low pressure will bring further outbreaks of rain. they could be some outbreaks of rain. they could be some localised flooding across england and wales. this rain is falling on pretty saturated ground. there could be some gales for a time. rain will be pushing southwards and eastwards tonight.
