will be unprecedented security, and the crowd that usually gather in washington will be absent. the change in the capital couldn't be greater, in tone, policy. in a few moments, joe biden is expected to leave blair house and head to church, saint matthew's cathedral is where he will attend mass, the cathedral where the only other catholic president, john f kennedy, lay in state. joe biden will then head to capitol hill where he will bejoined by former head to capitol hill where he will be joined by former presidents head to capitol hill where he will bejoined by former presidents bill clinton, george bush and barack obama. in a break with tradition, donald trump won't be with them, he is set to leave the white house at any moment. you can see the red carpet, and you can see flanks of white house staff gathering to actually send off the president. an enormous departure from what we usually see on inauguration day, the first

time in over 150 years that the sitting president will not be there for the inauguration to hand over power from one over powerfrom one president to another. it is one of the central planks of the way the system works in america, and so often we have seen with this president he has breached with that norm, and he will get on marine one in the next few minutes, head to andrews air force base, and their catch air force one and head to florida. all of that will play out in the next few minutes. we know that the president is due to speak at andrews, we think for between 15 and 20 minutes, the final comments we will see from him as a sitting president. so lets join our washington correspondent gary o'donoghue who is there for us. it is a crisp, seasonably chilly morning in washington for an inauguration unlike any other. that's right. they move the

say the damage to the democratic process, the damage to allies, the damage to institution, the trashing of the norms. what were the up sides, were there any in your view? if you talk to republicans, they believe the tax cuts were beneficial to the economy. they believed in the president's policies on things like immigration. they were strong supporters of the president's selections for conservative judges on the courts, and you can find someone like me who is on the opposite side of some of those policies, especially on immigration, we will see that reverse today by soon president biden, but those of the things that they look for, those are policies that this party now believes in, and were supportive of and gave credit to trump, and because of those things, they were able to overlook the worst aspects

snow around in northern scotland and we will also see the rain turning to snow this afternoon around the southern uplands, haps the higher hills of the edinburgh area as well and as we go through the evening, the rain will turn widely to snow across eastern scotland with large accumulation and the wind will strengthen and we could see blizzards and drifting snow. very uncertain about north east england, but there is the prospect that if we see a small change in the direction of the low pressure that we could see some of the rain turned to snow across north—east england bringing significant accumulations, maybe five or ten centimetres in places, but there is quite a lot of uncertainty about the weather across that part of england. looking at the weather picture as we go into thursday, things become more straightforward with more heavy snow to come across the hills of northern scotland, but around the coast, it is likely to fall as rain and that could cause problems in terms of localised flooding. some wintry showers around and we will see some accumulations of snow across the higher ground of northern england,
