for after some of the worst flooding in western europe in decades. record rainfall caused rivers to burst their banks. most of those killed were in germany. belgium's prime minister has described the flooding as the most catastrophic his country has ever seen, with at least 20 people dead. a national day of mourning will be held on tuesday. the south africa president says those behind recent violence and looting are seeking to overthrow the government. in a televised address, cyril ramaphosa said south africans would not allow what he called "an assault on democracy". the uk has recorded more than 50,000 new coronavirus cases in a single day, for the first time since january. it comes days before the majority of covid restrictions in england are due to be lifted.

hello and welcome to our look ahead to what the papers will be bringing us tomorrow. with me are jason beattie, who's assistant editor at the daily mirror, and martin bentham, the home affairs editor for the evening standard. let me bring you up to date what jason and martin have had a sneak preview of. 0h, burger! thats the sun's headline. it says the growing nhs app pingdemic is putting summer heatwave barbecues at threat. the i says the *world is watching johnson's gamble*, the planned ending of legal restrictions on monday, as cases spike across the uk. there's a similar theme in the ft*s main story. it says global health experts say the lifting of restrictions in england is "a threat to the world". the mail*s splash is *french holiday chaos*. it says thousands of summer holidays have been ruined
10:32 pm
after a last—minute change to the quarantine rules for those crossing the channel. that story also makes the front of the times. it says the decision was made owing to concerns over the spread in france of the beta variant first identified in south africa. french travel changes feature heavily in the telegraph. it also warns chaos caused by the nhs test and trace app could result in food shortages. the express is a little more upbeat, focusing on the heatwave forecast across britain. soaring temperatures make the star*s front page. it predicts a *scorchio* few days as britain bathes in a *bermuda blast*. right, let*s begin. let*s start with france. jason, can you explain what has changed and prompted this headline from the daily mail? prompted this headline from the dail mail? ~ ., ., , daily mail? well, the explanation is the beta variant, _ daily mail? well, the explanation is the beta variant, which _ daily mail? well, the explanation is the beta variant, which is _ daily mail? well, the explanation is the beta variant, which is the - the beta variant, which is the strain of a virus that which comes from south africa which is prevalent

now in france. this must be incredibly frustrating for 500,000 british people going to france on holiday. we*ve been in the situation before. we saw it with portugal and their advice change very quickly. but it*s very difficult. people book their holidays, they*ve now got to come back from those holidays and they may have to self—isolate and possibly take extra time off work. some people can*t do it because they can afford it. there*s one other aspect which i don*t know the answer to. that is this is applies to people who are double jabbed. does that mean that the two vaccinations aren*t effective against this variant? i don*t know the answer but i see that as part of the thinking.
10:34 pm
martin, one of the companies put out a statement tonight saying the news that travellers returned to england from france will have to quarantine evenif from france will have to quarantine even if they are double vaccinated came as a surprise. presumably, the implication is it*s a very quick change indeed. presumably, if you have kids, it*s less of a problem about the kids because it they will be off school. even if you go on holiday, they*ve got ten days afterwards, even though they might drive you up the wall. but for people working, it*s not the news they*re expecting. i people working, it's not the news they're expecting.— people working, it's not the news they're expecting. i can correct you on that. i have _ they're expecting. i can correct you on that. i have children _ they're expecting. i can correct you on that. i have children and - they're expecting. i can correct you on that. i have children and was . they're expecting. i can correct you | on that. i have children and was due to go— on that. i have children and was due to go to _ on that. i have children and was due to go to france, and i think it's had _ to go to france, and i think it's had it— to go to france, and i think it's had it because we have two younger children_ had it because we have two younger children and you can't keep them indoors — children and you can't keep them indoors. ., ,., children and you can't keep them indoors._ that's - children and you can't keep theml indoors._ that's actually indoors. fair point. that's actually almost harder _ indoors. fair point. that's actually almost harder in _ indoors. fair point. that's actually almost harder in reality. _ indoors. fair point. that's actually almost harder in reality. but- indoors. fair point. that's actually almost harder in reality. but i - almost harder in reality. but i think— almost harder in reality. but i think it — almost harder in reality. but i think it certainly is a fairly rapid change — think it certainly is a fairly rapid change. flights were cancelled, just

10:38 pm
jason, do you want to pick up on the story? i think martin reflected that the problem here is where you*re meant to be having most restrictions lifted completely on monday. is that a wise move to do? if you have greater freedoms, that*s going to lead to a greater number of cases. the argument from the government was for lifting freedom was primarily an economic one. we need to get the country back motoring again, but this is actually improving... because so many people are off work. i*m sure martin will know this as well. it*s very hard to find somebody who hasn*t been pinged recently. it*s somebody who hasn't been pinged recentl . * , , , ., somebody who hasn't been pinged recentl . v , i. recently. it's interesting you say that because —

recently. it's interesting you say that because the _ recently. it's interesting you say that because the telegraph - recently. it's interesting you say that because the telegraph are | recently. it's interesting you say - that because the telegraph are also says number ten said anyone has been notified should take action to isolate themselves. yet it says it also... 0fficials isolate themselves. yet it says it also... officials have been in touch with business groups to make it clear that being pinged is only advisory. if the message in government is inconsistent, it doesn*t help is very much. the government is inconsistent, it doesn't help is very much. the other thing about — doesn't help is very much. the other thing about it _ doesn't help is very much. the other thing about it is _ doesn't help is very much. the other thing about it is this _ doesn't help is very much. the other thing about it is this is _ doesn't help is very much. the other thing about it is this is based - doesn't help is very much. the other thing about it is this is based on - thing about it is this is based on the fact— thing about it is this is based on the fact that people have been double — the fact that people have been double vaccinated in large portions. therefore _ double vaccinated in large portions. therefore have a degree of protection. the whole relaxation is predicated — protection. the whole relaxation is predicated on that. yet the pinging applies— predicated on that. yet the pinging applies to — predicated on that. yet the pinging applies to everybody. so, you're suddenly— applies to everybody. so, you're suddenly being treated as if you're still at _ suddenly being treated as if you're still at risk, and there may be some evidence _ still at risk, and there may be some evidence around that. but the two things. _ evidence around that. but the two things, which i would like us to be
10:40 pm
able to— things, which i would like us to be able to do. — things, which i would like us to be able to do, but it's meant to be that— able to do, but it's meant to be that we're — able to do, but it's meant to be that we're sick because we're protected by the vaccine. yet that isn't what — protected by the vaccine. yet that isn't what the pinging acting upon. it's isn't what the pinging acting upon. its not _ isn't what the pinging acting upon. it's not treating everybody equally. let*s move on to the i. world is watching johnson *s and bull. i suppose this is interesting because it was on dateline earlier —— johnson*s gamble. the prime minister from a conservative party in the netherlands. very much a pro—business, pro—libertarian innocence within dutch politics. he lifted the restrictions ofjust over three weeks ago. he*s had to reimpose a lot of them because there*s been a huge increase in number of infections, and he*s apologised and said they got it wrong. he apologised and said they got it wronu. ., ., ., ,
10:41 pm
wrong. he gave quite a groveling us a oloaies, wrong. he gave quite a groveling us apologies. which — wrong. he gave quite a groveling us apologies, which is _ wrong. he gave quite a groveling us apologies, which is not _ wrong. he gave quite a groveling us apologies, which is not something l wrong. he gave quite a groveling us i apologies, which is not something we see very often. the problem here with for boris johnson see very often. the problem here with for borisjohnson is they made very clear that these restrictions would be — and this is their quote — irreversible. that was echoed by veggiejavid. but it*s looking more and more likely that the main have to do this you turn —— sajid javid. case numbers are 51,000 new cases today. that*s the highest since mid january. we*re still talking about 50 deaths a day, which is a horrific number. but there is a big question mark about why they pressed ahead with things like ending social distancing and the relaxation of rules on face coverings. were they necessary to do that? could it have been possible to put a bit more
10:42 pm
caution then we actually are? that*s why the world is watching. it is a gamble by the prime minister. they accepted there would be some increase cases. they never actually said how many cases, regardless stuff like what people won*t be able to see on screen from that image is what it says in the detail is infection rate appears likely to overtake highest recorded in country and days. government considers exempting firefighters from staying at home. the last one, doctors fear that britain faces a clo bid explosion. the last two are journalists speculation —— covid explosion. the first 22 rather suggests that something is shifting, and that might force the ground to
10:43 pm
shift with it —— the first two. the shift with it -- the first two. the ruestion shift with it -- the first two. the question is. _ shift with it -- the first two. the question is, and _ shift with it —— the first two. the question is, and this was part of the argument, if not now, when? of course _ the argument, if not now, when? of course you _ the argument, if not now, when? of course you can say yes, we should make _ course you can say yes, we should make another month or so. but on the other— make another month or so. but on the other hand. _ make another month or so. but on the other hand. if— make another month or so. but on the other hand, if we're... it could go on forever! — other hand, if we're... it could go on forever! it _ other hand, if we're... it could go on forever! it almost seems. we're now taiking — on forever! it almost seems. we're now talking about france having the south _ now talking about france having the south african variant, so i suppose the question is, if the vaccines and peopie _ the question is, if the vaccines and people being viable vaccinated in particular— people being viable vaccinated in particular are somehow deemed well predicted _ particular are somehow deemed well predicted and there's a big risk of them _ predicted and there's a big risk of them getting other infections —— doubie _ them getting other infections —— double vaccinated, which is what the crucial _ double vaccinated, which is what the crucial thing is, double vaccinated, which is what the crucialthing is, if we're in double vaccinated, which is what the crucial thing is, if we're in that situation, _ crucial thing is, if we're in that situation, even with double vaccines, _ situation, even with double vaccines, i suppose what's the solution — vaccines, i suppose what's the solution to it all? that's the other side of— solution to it all? that's the other
