3:30 am
that could be part urban cities that could be part of this trench warfare and camino, it is a prospect that many people did not want to see happen. thank you for updating us, mark. we can talk to our correspondent david willis who has been watching developments in washington. he spoke about the prospect of a potential invasion tonight, it has happened and president putin has made that official.- has made that official. that's ri . ht. has made that official. that's right. within _ has made that official. that's right. within the _ has made that official. that's right. within the last - has made that official. that's right. within the last few - right. within the last few minutes in a statement has been released by the white house and i will read it to you, it says the prayers of the entire world are with the people of ukraine tonight as they suffer an unprovoked and unjustified attack by russian military forces. president putin has chosen a premeditated war that will bring a catastrophic loss of life and human suffering.
3:31 am
russia alone is responsible for the death and destruction. the united states and its allies and partners will respond in a united and decisive way. the world will hold russia accountable, the statement from the white house says. president biden is monitoring the situation from the white house this evening. he is getting regular updates from his national security team, and he will meet with g7 counterparts in the morning, and then speak directly to the american people to announce further consequences that the united states and its allies will impose on russia. these are expected to be sanctions, some sanctions were announced today, and these will be much more intense, the sanctions to be announced in the morning, the economic sanctions that are likely to target russian banks
3:32 am
here, possibly there is directly related to president putin, maybe even the russian leader himself. today, of course, president biden announced plans to sanction those who are behind the nord stream 2 pipeline, that is the gas pipeline that links russia with germany and he also announced sanctions against two named russian banks, but that, the response from the white house this evening, talking about an unprovoked and unjustified attack as he calls it, by russian military forces, simon. , , . it, by russian military forces, simon. , , , it, by russian military forces, simon. , , . , , ., simon. gives a sense of the mood in _ simon. gives a sense of the mood in washington. - simon. gives a sense of the mood in washington. we i simon. gives a sense of the i mood in washington. we were expecting this military operation, this invasion to take place any minute, and president biden had been very clear about that, but in terms of what possible sanctions could be put on tomorrow, what is the mood in washington? is
3:33 am
it such that they will throw everything at russia with the sanctions, or do you think there will be a more sort of strata'd approach like there was before? it strata'd approach like there was before?— strata'd approach like there was before? , . was before? it is half past ten in the evening _ was before? it is half past ten in the evening here _ was before? it is half past ten in the evening here in - was before? it is half past ten in the evening here in the - was before? it is half past ten| in the evening here in the east coast of the united states and the officials in the biden administration will be watching the developments in ukraine play out very closely. earlier this evening, the us secretary of state antony blinken warned that everything seemed to be in place as he put it for some sort of russian attack, and he said that would be met with a robust response, that being of course in the form of sanctions. the us reiterating today in fact that it has no intention to send its troops into ukraine to fight some sort of ground war with russia, but very keen to bolster its allies
3:34 am
and the nato members in the area around there in eastern europe and indeed, it is this transatlantic alliance that the biden administration is pointing to as a major success as far as the response to this build—up of russian aggression is concerned. it hasn't been enough, though, ultimately, and of course the russians have been paving the way to a diplomatic solution to this conflict whilst at the same time amassing 150,000 or so forces around ukraine, circling ukraine there, and there is a feeling, of course, on the part of some here that sanctions could have been imposed earlier, given that there has been this relentless build—up of military forces in recent days and weeks, of course. we are looking _ days and weeks, of course. we are looking at pictures of the un security council meeting that was called, an emergency
3:35 am
meeting called by ukraine, and it was during pretty much the us ambassador there, linda thomas—greenfield, she was speaking round about that time vladimir putin was going on television and telling the russian people of this military operation, as he puts it, a special military operation in donbas, and the timing of those things seemed like it was planned by vladimir putin. absolutely. the first reports of explosions, of course came injust after vladimir of explosions, of course came in just after vladimir putin had made that speech this evening and, as you point out, simon, members of the un security council are meeting for the second time this week in a late—night session to discuss the situation in ukraine. you mentioned there linda thomas—greenfield, the us envoy to the un. she said that the build—up had precisely followed the lines laid out by the west, based on western
3:36 am
intelligence sources, including this so—called false flag operation, the reported request for russian help by separatists to the east of ukraine, in the face of what they called ukrainian aggression, that, serving, she said, as a pretext for the sort of military action that we are seeing now. there are unified calls from the un security council members to step —— for russia to step back from the brink, but any statement condemning russia for its actions tonight is likely to be vetoed, not least because russia is one member of the security council, the 15 member security council, the 15 member security council, the 15 member security council, that has veto power. it is a similar situation to the one that directly followed the russian invasion of crimea in 2014. there was similar condemnation,
3:37 am
of calls for a referendum at that point. they were vetoed by russia, and then the united nations general assembly eventually adopted a resolution, declaring that referendum invalid. so history somewhat repeating itself as far as the diplomatic channels are concerned this evening. a lot of concern expressed at the un tonight, simon, overwhat lot of concern expressed at the un tonight, simon, over what is happening. lots of calls for russia to step back from the brink, something it has clearly refused to do.— brink, something it has clearly refused to do. china being one of those very _ refused to do. china being one of those very few _ refused to do. china being one of those very few that - refused to do. china being one of those very few that did - refused to do. china being one of those very few that did not l of those very few that did not condemn russia's actions, which wouldn't be a surprise, as they are allies. also interesting, david, that the biden administration has said that they they caught vladimir putin off guard with the amount of intelligence they had about what russia was planning and they obviously released it immediately to the world, and that made vladimir putin have
3:38 am
to dance to a different tune, so change his mind a little bit. , ., ., ., , bit. yes, a lot of people hearing _ bit. yes, a lot of people hearing that _ bit. yes, a lot of people hearing that decision i bit. yes, a lot of people hearing that decision to | hearing that decision to release the intelligence in real time, as they got it, in order to make the world aware of what intelligence sources were learning about russia's intentions in this regard, and those intelligence intercepts have been released on a pretty regular basis over the last few days, and they have, of course, raised the possibility of these false flag attack pretext that russia may well come up with. at one point, the united states and others were receiving intelligence that there might be some sort of confrontation, and video released that purported to show attacks on russian soldiers. so this type of false flag operation has been a concern amongst
3:39 am
intelligence officials for some time, and the very fact that the kremlin is now saying that separatists in the disputed region is of the east are calling for russian assistance is itself seen as a false flag occurrence.— is itself seen as a false flag occurrence. david, stay with us. we occurrence. david, stay with us- we are _ occurrence. david, stay with us. we are getting - occurrence. david, stay with us. we are getting reports l occurrence. david, stay with| us. we are getting reports of some explosions happening in kyiv. we are going tojoin some explosions happening in kyiv. we are going to join max hunder, a journalist with the cave independent, who is in care for us now. can we get your initial reaction to vladimir putin coming out and making it official, pretty much everything we have now into the past few days is going to happen, that they are going to do this military operation in donbas. it do this military operation in donbas. , , ., , donbas. it is brutal. it is auoin donbas. it is brutal. it is going to _ donbas. it is brutal. it is going to be _ donbas. it is brutal. it is going to be a _ donbas. it is brutal. it is going to be a major i donbas. it is brutal. it isj going to be a major war. donbas. it is brutal. it is. going to be a major war. it donbas. it is brutal. it is- going to be a major war. it is going to be a major war. it is going to be much bigger and wider than donbas. if you look
3:40 am
at what vladimir putin just said in that speech, it seems to indicate much more ambitious and wider military plans for things like demilitarisation, denazification of ukraine which i take to mean the removal of current ukrainian authorities given put in's slandering of him as a nazi, us puppet regime. and what we have seen and heard on the ground, with explosions happening in multiple ukrainian cities, way outside that region including here in kyiv, where, i mean, we are getting reports so far not yet confirmed, that the airport is being hit, that 0dessa, kyiv and kharkiv, all the cities that are far from donbas, there is violence going on right now,
3:41 am
and i think there is footage of cruise missiles, so this is clearly much wider in scale thanjust the clearly much wider in scale than just the two regions in the very east of ukraine. you are in kyiv. _ the very east of ukraine. you are in kyiv, what _ the very east of ukraine. you are in kyiv, what is _ the very east of ukraine. you are in kyiv, what is your- are in kyiv, what is your experience? we are getting reports of five or six explosions taking place in the capital. explosions taking place in the caital. , , ., ., capital. yes, i “ust heard one a couple _ capital. yes, i “ust heard one a couple of _ capital. yes, ijust heard one a couple of minutes - capital. yes, ijust heard one a couple of minutes ago, i capital. yes, ijust heard one i a couple of minutes ago, quite clearly coming from sort of that direction, which would be about sort of... west of here, i think. but yeah, it was very audible, even with closed windows right now it was still quite audible, a bit startling. the thing is, no air raid sirens have gone off. i haven't heard any text warnings from any kind of government lines to go into a shelter or anything. to be honest, the state of
3:42 am
emergency was not declared here until late yesterday evening, so certainly, there is not a great deal of instruction coming from authorities. i think people in the initial phase will be expected to figure this one out and use common sense.— common sense. you are a journalist _ common sense. you are a journalist and _ common sense. you are a journalist and these i common sense. you are a journalist and these tv i journalist and these tv appearances are part of your job but you're also a citizen living in kyiv which is ostensibly under attack. how do you feel at the moment? how scared are you?— scared are you? fairly, fairly. i am a civilian. _ scared are you? fairly, fairly. i am a civilian. i _ scared are you? fairly, fairly. i am a civilian. i am - i am a civilian. i am surrounded by civilians. i am nowhere near any military installations. so, one would hope that under any sort of normal rules of engagement, i should not have to fear about being bombed right now.
3:43 am
however, what vladimir putin has demonstrated in previous conflicts, whether that be in chechnya, syria, georgia, even in the currently ongoing war in donbas, that russia does not necessarily care about hitting civilian targets. that cost to them is not as high as it would be too may be other armies. so, yeah, there is always that concern, that any civilian casualties to russia are seemingly expendable. but you still hope that they would not indiscriminately shell city 3 million people.— million people. max, it is mark, here. _ million people. max, it is mark, here. i— million people. max, it is mark, here. i know- million people. max, it is mark, here. i know it- million people. max, it is mark, here. i know it is. million people. max, it is i mark, here. i know it is early in the — mark, here. i know it is early in the morning that you are, this— in the morning that you are, this wiii— in the morning that you are, this will have taken lots of pe0pie _ this will have taken lots of people by surprise, but if it is the — people by surprise, but if it is the fuller invasion america is the fuller invasion america is warning _ is the fuller invasion america is warning about, it seems to be corroborated by the spread of explosions around the
