correspondent, nick beake, reports. a fresh aerial attack lights the sky above the besieged mariupol steelworks. this is where the last of the city's defenders have been holed up, a final ukrainian stand against a relentless russian bombardment. but as well as by land and by sea, russia continues its assault from the air, focusing its fight on the donbas region. here in the german capital, foreign ministers from nato countries shoulder—to—shoulder, pledging support for ukraine. and now preparing to welcome two new members with finland confirming today it will seek to join the alliance. we have reached today an important decision in good cooperation between the government and the president of the republic. we hope that the parliament will confirm the decision to apply for nato membership during the coming days.

it will be based on a strong mandate. the uk is among the countries giving their full backing. we were very pleased to be joined by our friends, finland and sweden. if they do apply to join nato, the uk is strongly supportive of that. sweden and finland joining the western military alliance is not just about the symbolism of two more flags being planted here. it would double the length of the land borders between russia and nato countries. it's the sort of expansion vladimir putin was desperate to avoid. but turkey has said it could block any enlargement, although its foreign minister has been stressing solidarity this weekend and prompting hopes any opposition could be overcome. nick beake, bbc news, berlin. lets hear a bit more from jens stoltenberg at that news conference

in at the last hour. if they decide to apply, this would be a historic moment. their membership in nato would increase our shared security, demonstrate that nato's door is open, and that aggression does not pay. today, allies discussed our strong support for ukraine, the further strengthening of nato's deterrence and the longer term implications of the war, including our future stance towards russia. russia's war in ukraine is not going as moscow had planned. they have failed to take kyiv. they are pulling back from around kharkiv. their major offensive in donbas has stalled.

russia is not achieving its strategic objectives. president putin wants ukraine defeated, nato down, north america and europe divided. but ukraine stands, nato is stronger than ever, europe and north america are solidly united. our correspondent, maddy savage, is in stockholm and has been telling me about discussions taking place there about possible nato membership. there have been talks going on throughout the weekend. the executive board of the ruling social democrat party, they are the ones who will make the final decision on whether the party will support a policy shift in favour ofjoining nato. all signs suggest that is what is to happen but we won't know until a couple of hours from now.

if the party formally says it is happy withjoining nato, then i think we could be on quite a rapid process towards the application beginning. there is already a debate scheduled for parliament on monday and most of the opposition parties are strongly in favour ofjoining nato. according to swedish media, that could mean sweden puts its bid in formally in just the next couple of days. we will have to wait to see whether the ruling party are definitely going to go ahead with that policy shift. a policy shift, hugely significant of course. just how quickly this turnaround in lots of public sentiment has been also. this would have been unthinkable six months ago, but following russia's invasion of ukraine, opinion polls have really indicated a rise in support forjoining nato. not so much here in

sweden as in finland. just under 50% in a recent opinion poll suggesting they would like to join nato. that is compared to about 30% at the end of last year. there is a feeling among supporters ofjoining nato that it would enable sweden to feel more secure, that it would enhance the security situation across northern europe. that was also the conclusion of a cross—party group of politicians in parliament who reported back on friday. they concluded that membership would not be likely to provoke a military attack from russia in the imminent time and that it would improve security. ministers on friday did not come out formally from the social democrats saying whether they supported joining nato or not. but they said they would after the party announcement a little bit later. i think people would be very surprised

if there was not that shift. that said, there are those here who feel that sweden, a country who has been at peace for more than two centuries, has always had a reputation for being a very neutral place, would in some ways really shift its identity if it chose to become a member of this currently 30 strong military alliance. so it would be a very historic moment if sweden decide to jump in. in the last hour, the us secretary of state antony blinken has been talking at the nato meeting in berlin. here's what he said about sweden and finland's application to join the alliance. nato's unified response, which we affirmed once more today, will continue. allies were joined here in berlin by the foreign ministers of sweden and finland. both countries are close and valued defence partners of nato and the united states. the united states would strongly support a nato application by either sweden or finland, should they choose to formally apply to the alliance.

we'll respect whatever decision they make. we've long supported nato's open door policy and the right of all countries to decide their own futures, their policies, their security arrangements. the ministry of defence says russia is likely to have lost a third of the ground combat forces it committed to the invasion. the intelligence assessment said the russian offensive had stalled and fallen behind schedule. overnight, a russian missile strike hit the western region of lviv, from wherejoe inwood reports. it was last nightjust as the sounds of the celebration of ukraine's eurovision victory were dying down. they were replaced by the sounds of air raid sirens, not an unfamiliar sound in this part of the country. when we woke up we were told that six missiles, maybe more, had come over. two had been shot down, about four hit a military installation just near here. often when it is a military

target we are not told what happened but we know it was destroyed completely. the authority said there were no casualties however. let's move on to this military intelligence assessment that russia could have lost a third of its ground combat forces it has committed in this invasion. given what you have seen since you have been there, is it credible? absolutely. if you have seen some of the images coming out, for example, the satellite and drone images of the attempted russian crossing of the siverskyi donets river a few days ago, it should not come as much of a surprise. there were between 70—80 vehicles destroyed, tanks, armoured personnel carriers and trucks completely wiped out by artillery fire. it sounds a lot, a third, and it really is was that i think and it really is. i think it is extraordinary it is credible. they have lost a vast number of troops. with these things it is hard to know exactly the truth of the matter.

of course the british ministry of defence is not impartial matter, a lot of the damage done to russian forces has come from weaponry that they have provided. the full bloodied retreat from around kyiv and around kharkiv now, there have been a large number of military blunders, even disasters, for russia in this campaign. there are other areas where they have advance and succeeded, but in the main this has not been a successful campaign, either in tactics or strategy for the russians. professor michael clarke is the former director general of the royal united services institute, and now a fellow at king's college london. he said with conservative estimates of 15,000 russian soldiers already killed, it was likely that at least a third of russian ground troops were now out of action. normally, in a modern battle, for every dead soldier there are three wounded.

so if there are 15,000 dead, that is something like 40,000—45,000 wounded, so that is 60,000 troops off the battlefield one way or another. it looks as if about 60,000 of that original 180,000 have been taking off the field of battle. yes, they have lost about a third, which in conventional military calculations is pretty disastrous. given that is the disastrous state of play from a russian perspective right now, what do you expect them to do next? some commentators say that they have been surprised to see them effectively continuing with the same tactics. do you expect more of the same or will it be a change? in one sense, it has to be the same because they can't retrain whilst they are in the middle of a war. so, the inadequacies of their battle tactics, their inability to mix armour and infantry properly, particularly to mix the air and ground forces properly,

thatjust continues in any case. in terms of the offensive itself, the general in charge is trying to be more coherent. one of the reasons the ukrainians have recaptured areas right up to the russian border is because the russians have withdrawn. the battle group is around 15,000 — 20,000 troops, and they are not committed yet. they have got the troops they have withdrawn from kharkiv, plus these 15,000 in belgorod, who they will certainly feed into the offensive and at the donbas region. undoubtedly they are losing troops and equipment at the front of the offensive. what they want to try to do is get some momentum going forward and then feed in more troops to build on that

momentum, that is that next obvious tactic. given that, how do you think ukrainians should be preparing or responding to the feeding in of these increased troop numbers? they have got a choice to dig in as much as they can and go to toe with the russians, or to fall back, let the russians use up their ammunition and fuel, and essentially punch themselves out a bit and then counter attack. there is no right answer on how they should do it, that depends on circumstances. one thing the ukrainians will almost certainly do because of the victory in kharkiv is to try to keep cutting the russian communication lines. the russian main line of communication for this offensive offensive runs from belgorod, further eastwards into the northern anchor of this attempt to capture the donbas.
