4:02 am
david, i know it is ongoing, but what can you tell us? it is auoin but what can you tell us? it is going and _ but what can you tell us? it is going and it _ but what can you tell us? it is going and it is _ but what can you tell us? it is going and it is quite - but what can you tell us? it is going and it is quite a - going and it is quite a cliffhanger, i have to say. this final, this 14 vote in the course of the last four days hanging now, it would seem, on the vote of one matt gates. ease a republican from florida and he has a consistent opponent of kevin mccarthy. should his vote go against mr mccarthy, then he will have failed for a 14 time. for a 14 vote, to secure the speakership that he so badly desires. there were about 20 republicans who were about 20 republicans who were rebels, holding out against kevin mccarthy, and the word came down earlier on that that had whittled down to about 5 or 6. and that about 15 of them were now persuadable after
4:03 am
a lot of concessions were offered to back mr mccarthy. the big question was where those 4 or 5 would come from. well, now it is so tight that it seems that matt gaetz is going to decide it one way or the other. it going to decide it one way or the other-— the other. it is truly a cliffhanger. _ the other. it is truly a cliffhanger. and - the other. it is truly a cliffhanger. and if - the other. it is truly a cliffhanger. and if we | the other. it is truly a i cliffhanger. and if we do the other. it is truly a - cliffhanger. and if we do get a result in the next few minutes, what happens next?— result in the next few minutes, what happens next? well, then kevin mccarthy _ what happens next? well, then kevin mccarthy will _ what happens next? well, then kevin mccarthy will be - what happens next? well, then kevin mccarthy will be sworn i kevin mccarthy will be sworn in. rolls will be adopted for this new session of congress. and things will be set about —— rolls. the wheels will turn in the way they should have, starting four days ago. we haven't seen such a battle to secure a speaker since the 18005, secure a speaker since the 1800s, just around the time of slavery. in the debate surrounding that. and this really has been completely unprecedented. it has weakened
4:04 am
mr mccarthy, of course, as well, who i mentioned concessions, he has had to yield a lot to this 20 or so stronger block of donald trump supporters. these are far—right conservatives who did not want to see kevin mccarthy get the speakership. they see him as being too mainstream, he is too aligned with the old style of republicanism which they believe that they voted in, were voted into upturn. indie believe that they voted in, were voted into upturn. we can see now pictures _ were voted into upturn. we can see now pictures are _ were voted into upturn. we can see now pictures are mccarthyl see now pictures are mccarthy talking to matt gaetz. the person who he is relying on to get him over the line now. david, just remind us if you can, why has it taken quite so long to get to this point? well, it is simply because of the opposition that built up to kevin mccarthy and the fact that the party has not really been able to find a viable alternative to him. mr mccarthy has long cherished this job.
4:05 am
alternative to him. mr mccarthy has long cherished thisjob. he said at one point that he was basically owed it, after the amount of time that he has put in as a minority leader and so on. but there are a lot of people in the republican caucus who disagree with that. there are a lot of new pretenders to republicanism of the future. matt gaetz being one of them. these are people who backed donald trump and they are in many cases so—called election deniers, people who believe that the outcome of the 2020 presidential election was stolen and the subject of fog. and these are the sort of people who want to basically want to brush aside people like kevin mccarthy, who they see as being too mainstream —— the subject of fraud. being too mainstream -- the subject of fraud.— subject of fraud. just being too old style _ subject of fraud. just being | too old style republicanism. you are busy talking to us and you are not able to look at your computer. but we havejust seen from the reuters news agency in fact, now it has
4:06 am
become, we all know now that matt gaetz has voted present, so not for or against, which means that kevin mccarthy doesn't have enough and voting continues. what do you make of that? ~ ., ., , that? indeed. well, that means that? indeed. well, that means that it will _ that? indeed. well, that means that it will probably _ that? indeed. well, that means that it will probably all - that? indeed. well, that means that it will probably all go - that? indeed. well, that means that it will probably all go on i that it will probably all go on into another day, possibly over the weekend. and kevin mccarthy, who has displayed nothing but optimism, continued optimism throughout this whole process, he seemed to be very, very triumphant almost as he took his seat a short while ago just before this 14th vote commenced. he really doesn't seem to be able to do it. he doesn't seem to be able to harness the votes that he needs to brush his candidacy over the line. that is extremely disruptive, of course, to the legislative agenda. it means that basically, that has ground
4:07 am
to a halt. there can be no members sworn in, there can be no committee business undertaken, this sort of thing. basically, the lower house has basically ground to a halt, pending the appointment of a speaker. which as i say is normally a formality, given that the republicans are in the majority. true, their majority is not as great as they would have hoped and a lot of that, the blame for that was put at the blame for that was put at the feet of donald trump. but it is his supporters who have held up this process and it would appear they are continuing to do so. david, we will stay with _ continuing to do so. david, we will stay with you _ continuing to do so. david, we will stay with you for - continuing to do so. david, we will stay with you for a - continuing to do so. david, we will stay with you for a short . will stay with you for a short time longer, we are still seeing pictures from capitol hill and pictures of matt gaetz who we now know has voted present, not for or against, meaning kevin mccarthy doesn't have enough votes. and it will now go through to another round of voting. earlier in the day,
4:08 am
matt gaetz described kevin mccarthy as speaker designate. so it sounded, all the signs were there that he would vote for kevin mccarthy, and yet he hasn't, and he took it to an absolute cliffhanger, as you have said when we first started talking, david. now, you may not know the answer to this, but can they go into the weekend or will it have to start again on monday? yes, indeed, start again on monday? yes, indeed. they _ start again on monday? yes, indeed, they can _ start again on monday? yes, indeed, they can and - start again on monday? yes, indeed, they can and that i start again on monday? yes, | indeed, they can and that was threatened at one point much earlier in all these proceedings. i think it is important to make the point is well about the concessions that kevin mccarthy has made to these 20 or so far—right rebels as they are being called. he has offered them in some cases plum roles on committees, much more say in the legislation thatis more say in the legislation that is considered by the lower house. even made it easierfor them to reject him from office,
4:09 am
a single vote rather than the vote of a party leader. so he has gone as far as he can. he has gone as far as he can. he has bent over backwards, some would say, kevin mccarthy, to try to win the speakership. and it is very difficult to know now what more he could do. what more he could offer, in order to push this vote over the line. in the meantime, the effects as far as the legislative process and other parts of government are concerned, they are highly significant.— concerned, they are highly siunificant. ., ~ , ., significant. david, thank you. please do _ significant. david, thank you. please do stay _ significant. david, thank you. please do stay with _ significant. david, thank you. please do stay with us - significant. david, thank you. please do stay with us and i significant. david, thank you. | please do stay with us and we will come back to you shortly hopefully for some more analysis and context. let's get more perspective from lawrence douglas — chair of the department of law at amherst college. he joins us live from sunderland, in massachusetts. these really are extraordinary scenes on capitol hill tonight. what do you make of the decision by matt gaetz to not
4:10 am
vote for kevin mccarthy? the? vote for kevin mccarthy? they are extraordinary _ vote for kevin mccarthy? they are extraordinary scenes. i vote for kevin mccarthy? tie: are extraordinary scenes. kevin mccarthy, when he first took his seat before this 14th vote, it seemed as though he was assuming this would be a coronation. i think many pundits assumed that as well. i don't think it is particularly surprising that matt gaetz voted just present. what presence does is it kind of lowers the total threshold necessary in order to secure a majority. nonetheless, there were a couple of other people who voted against mccarthy and that's why the present vote of matt gaetz failed to secure mccarthy the speakership. we should also bear in mind this is january 6th covered the two year anniversary of the insurrection. and matt gaetz is someone who two years ago, he got up and said that it was antifa supporters who had stormed the capital are not supporters of donald trump. so
4:11 am
itjust kind of underscores the degree to which these right—wing extremists are really kind of holding the republican party hostage. and in a certain way, they are holding the entire legislative process and government in united states hostage. matt gaetz also — united states hostage. matt gaetz also took _ united states hostage. matt gaetz also took its - united states hostage. matt gaetz also took its time i united states hostage. matt gaetz also took its time to l gaetz also took its time to cast his vote or cast his vote is present. do you think he is relishing this role of kingmaker?- relishing this role of kingmaker? relishing this role of kinumaker? * ., , , relishing this role of kinumaker? * . , , ., kingmaker? again, it seems to be art kingmaker? again, it seems to be part of. _ kingmaker? again, it seems to be part of. in — kingmaker? again, it seems to be part of, in his _ kingmaker? again, it seems to be part of, in his political- be part of, in his political dna. he is very good at orchestrating attention for himself. and i think that is one of the things that we have seenin one of the things that we have seen in the erosion of party discipline in the united states. that instead of having particularly in the republican party leaders who are capable of disciplining their minions, we have people like matt gaetz who is able to appeal through social media directly to his
4:12 am
fervent supporters. and he doesn't really, he's not intimidated by the leadership of the republican party the least. and anything that serves his brand is good for him. so what happens next? do we just see kevin mccarthy making concession after concession until finally, all the concession after concession untilfinally, all the rebels until finally, all the rebels vote untilfinally, all the rebels vote for him in the end? it is not really — vote for him in the end? it is not really clear _ vote for him in the end? it is not really clear what - vote for him in the end? it 3 not really clear what more he can do in terms of confession, concessions. he has made a lot of concessions already. so it is not as if there is a lot of things that remain on the plate that he can give these extremists that will secure his successful election to the speakership. 0n the other hand, assuming that at some point, he does get elected as speaker, we already know that he is going to be an exceptionally weak one because of the concession that he has already made. and also, his weakness does not bode well
4:13 am
for the state of governance in the united states over the next couple of years. remember, this is a congress that has very important business to do in the summer, it is going to be responsible for raising the debt ceiling. the failure to do so could lead to really what would be an incredibly self—destructive default on the national debt, something that would both disrupt the us economy and the world economy as a whole. and it is a little frightening to think that the decision making is in the hands of these people, who seem to have a rather nihilistic approach to governance. taste have a rather nihilistic approach to governance. we are seeinu approach to governance. we are seeing pictures _ approach to governance. we are seeing pictures from _ approach to governance. we are seeing pictures from capitol i seeing pictures from capitol hill right now, kevin mccarthy sitting back actually smiling, not looking as dejected as you may assume. then of course, he does know the cameras are on him. and everyone there in that building now knowing that they are facing another round of voting. now, without wanting to tempt fate, if stalemate were
4:14 am
to continue, what would then happen? that to continue, what would then ha--en? * ,. to continue, what would then ha en? * happen? at some point, the stalemate — happen? at some point, the stalemate just _ happen? at some point, the stalemate just has - happen? at some point, the stalemate just has to - happen? at some point, the stalemate just has to break. happen? at some point, the. stalemate just has to break. i don't know exactly what it is, what kind of symbolic gesture he would have to make, because there doesn't seem to be a viable alternative candidate. it would be one thing if there was someone else emerging as a viable challenge to mccarthy. i am just going to stop you there to hear what is going on on capitol hill right now. kevin mccarthy. _ capitol hill right now. kevin mccarthy. of— capitol hill right now. kevin mccarthy, of the _ capitol hill right now. kevin mccarthy, of the state - capitol hill right now. kevin mccarthy, of the state of. mccarthy, of the state of california, has received 216. applause the honourable hakeem jeffries of the state of new york has

4:16 am
correspondent. david, facing another round of voting, how much of a surprise is this to you after the 14th attempt that kevin mccarthy still has not crossed that line?— kevin mccarthy still has not crossed that line? well, i have to sa , crossed that line? well, i have to say. it _ crossed that line? well, i have to say. it is — crossed that line? well, i have to say. it is a _ crossed that line? well, i have to say, it is a surprise, - to say, it is a surprise, bearing in mind the sort of optimism that kevin mccarthy and his allies seemed to be radiating going into this 14th vote. there seemed a lot of kind of expressions of relief, a feeling that this would be wrapped up by the weekend, it has not proven to be. matt gaetz making a very controversial decision to register present rather than voting in favour of kevin mccarthy or in favour of somebody else, now that is a tactical move, if you like, but it is not one obviously but lend support to kevin mccarthy
4:17 am
and it means that he came up with 216 votes, just one shy of the 217 votes that he needs to tip him over the line. so we have to do this all over again. american democracy hasn't seen these sort of scenes for more than a century. truly, this is an historic and some would say completely shambolic display. and that even has been borne out by coverage from the right—wing fox news network, which early on, i have to tell you, was calling this a clown car of a ride and not something that really painted the republicans in a particularly good light. and of course, fox news is renowned for being very supportive of the republicans. i am going to break into tell you we can now see they are voting whether to adjourn or not, which is a process we have seen numerous times throughout this week. and i am now going
4:18 am
to talk to lawrence douglas again, chair of the department of law at amherst college. we know there is a hard core group of republican rebels who have been prolonging this process, but what about the other republicans and the other democrats who just want to get on with business, how frustrating is it for them? well, i assume it is exceptionally frustrating. in a kind of senior political universe, you can imagine something that we don't have a parliamentary system here, but you could almost imagine some kind of coalition developing. we have seen the democrats were completely united behind hakeem jeffries. and in some alternative universe, you could almost imagine that some republicans voting for him. 0bviously, that is not going to happen, everyone votes along party lines. but as i said earlier, there is no one else who is really emerging as a
4:19 am
viable candidate for the speaker within the republican party. so presumably, at some point, this theatre will come to an end, but the cost to both mccarthy himself and to the country will be great, he will be a very weak leader and it will be very unclear whether he can hurt his kittens in order to get anything done. and not only are we looking at potential of a dysfunction, as i mentioned earlier, we are also looking at potentially dangerous scenarios in which there is a failure to raise the debt ceiling and agree on government budget, shut down, we can imagine an incredible amount of time wasted on committees that now look into the possibility of impeaching members of the biden administration, if not the president himself. so unfortunately, the scenes we are seeing here do not bode well for the state of american democracy over the next couple of years.
4:20 am
democracy over the next couple of ears. . . democracy over the next couple of ears. ., . of years. lawrence douglas, thank you — of years. lawrence douglas, thank you very _ of years. lawrence douglas, thank you very much - of years. lawrence douglas, thank you very much for i of years. lawrence douglas, | thank you very much for your time and the wait continues. let speak briefly again to our correspondent david willis. so now, what do you think we can expect to see from capitol hill is to mark well, voting is under way to adjourn the house until monday at noon. that would give. _ until monday at noon. that would give, of _ until monday at noon. that would give, of course, i until monday at noon. that l would give, of course, kevin mccarthy and his allies even more time, may be fruitlessly, may be productively, who knows, to garner support they need to push this across the line. but my goodness me, how long can this go on? it is an exhaustive process and it has proved remarkably illuminating, as far as what we could be in for with the next session of congress over the next two years. the sort of political infighting that we could see amongst the majority party, the republicans, and the lower house of congress. your guest
4:21 am
was absolutely right, there are some very serious issues lying ahead. the debt ceiling, he mentioned that, that is the ability to raise funds basically to finance the sort of issues, policies that congress has agreed upon, all those sorts of things. national security, all these sorts of things are imperilled by this process dragging on indefinitely.- process dragging on indefinitel . . , indefinitely. david willis, thank you _ indefinitely. david willis, thank you very _ indefinitely. david willis, thank you very much. i let's get some of the day's other news. a six—year—old boy is in police custody, after a teacher was shot and wounded at an elementary school in virginia. the teacher has suffered a life—threatening gunshot wound, after an altercation at richneck elementary school, in the city of newport news. peter dujardin is a reporter at the daily press and the virginian—pilot in newport news. hejoins us now. peter, what can you tell is about what happened? well, at about what happened? well, at
4:22 am
about 2pm. _ about what happened? well, at about 2pm. at _ about what happened? well, at about 2pm, at tpm, _ about what happened? well, at about 2pm, at tpm, a - about what happened? well, at about 2pm, at tpm, a student l about 2pm, at tpm, a student was in an altercation with his teacher in a first—grade classroom. we don't know how you brought this gun into school, but he pulls out a gun and shoots the teacher during this altercation. i know from talking to another student in the classroom with the permission of her parents, a six—year—old girl told me that she watched this kid shoot her teacher on purpose. the teacher fell to her knees. i said, was the teacher screaming or anything, what did the teacher say? she said, the teacher said nothing, shejust fell to her knees and she told the other kids to go to a different classroom. and then the police apparently somehow got notified, i guess from other administrators. they got on scene within minutes. but the
4:23 am
teacher had life—threatening injuries, she was taken to a hospital. we were told that she is, had made some positive improvements today. so hopefully, she will be ok. but she is still in the hospital with life—threatening injuries right now. the kid is a six—year—old boy, he is in custody. i don't know exactly, the one issue is, how did he bring this gun into school, how did he have access to this gun? and also, what happened in this altercation with the teacher? what transpired in this altercation, what was it about? we don't know the answer to that. , . . , we don't know the answer to that. , . ., , ., ., ., that. yes, certainly a lot for the authorities _ that. yes, certainly a lot for the authorities to _ that. yes, certainly a lot forl the authorities to investigate over coming days. of course, a six—year—old involved in this kind of incident is horrific and very, very unusual. but our

guns and issue in newport news and the area of virginia where you live? and the area of virginia where ou live? ~ , and the area of virginia where oulive? , , , and the area of virginia where oulive? , , you live? absolutely. guns are a big issue _ you live? absolutely. guns are a big issue here, _ you live? absolutely. guns are a big issue here, there - you live? absolutely. guns are a big issue here, there is i you live? absolutely. guns are a big issue here, there is a i a big issue here, there is a fairly high crime rate in newport news and all around this region. but they do have, there is one issue that a lot of parents talk about. they have metal detectors that are set up, that they do have deployed in all of the schools that are kind of randomised. where they don't use them, if you go into the school, you don't always have to go through a metal detector. but they kind of deploy them on occasions, spot checking, once in a while, they will use them. so there is... in a priorshooting they will use them. so there is... in a prior shooting we had in 2021, a lot of parents talked about, why are they not
4:25 am
using these metal detectors more often? the answer to that you hear back from the school divisions is that it creates logistical problems getting into the building, there has to be only one entrance. and it also creates a feeling that the kids are in prison when they go into the school. so they don't want to do, they really don't want to do, they really don't want to do mandatory metal detector checks on all kids going into the school. peter dujardin. — going into the school. peter dujardin. i _ going into the school. peter dujardin, i am _ going into the school. peter dujardin, i am going - going into the school. peter dujardin, i am going to i going into the school. peterl dujardin, i am going to leave it there, but thank you very much for your time, we appreciate it, all the best. let's return to our top story, kevin mccarthy having failed to win in the 14th round of voting to elect a speaker. 0ut win in the 14th round of voting to elect a speaker. out of the 432 votes cast, mccarthy received 216, just one short of victory, meaning he had lost the 14th round. they are now
4:26 am
voting to adjourn until noon on monday. you're watching bbc news. to stay with us for the rest of the day's news. hello there. friday was a calm and settled day, thanks to a ridge of high pressure. fine end to the working week, however. into the weekend, low pressure firmly in control. it's going to be windy with gales, certainly around the coast, and there will be some rain, followed by bands of heavy showers. that's the early rain that will move through today, and that will be followed for the rest of saturday and sunday with blustery showers, strong winds and some sunny spells in—between. most of the showers in the south and west. you can see here the rainfall accumulations over the next couple of days, where most of those showers will be falling. a very wet start for saturday across more central and western areas. that rain band gradually pushing eastwards, affecting eastern england during the latter part of the morning.
4:27 am
by around lunchtime, it should clear out into the north sea. all areas are brighter, with sunny spells, scattered showers, some heavy ones across southern and western areas, and it will be windy, with gales around coasts. you can see the wind speeds even further east, but touching gale force around southern and western coasts. some huge waves crashing onshore as well. temperatures starting mild and dropping back into the afternoon, highs of 8—11 degrees. it stays blustery overnight saturday night, windy gales in the north and west, plenty of showers in southern and western areas, drier interludes further east, and temperatures falling to lows of 5—8 degrees — that's pretty typical. then for sunday, an area of low pressure to the north of scotland, lots of isobars on the charts, not quite as many as saturday. so it's still going to be windy, not as windy, and weather fronts towards the south will enhance the shower activity. so it could be southern and western parts of england and wales seeing the heaviest of the showers through the day. some heavy, some rumbles of thunder, some hail mixed in as well, but there will be some sunshine around too.
4:28 am
but it's going to be a chilly day across the board, highs of 7—10 degrees in the south. monday is a little bit quieter, we are in—between weather systems. still quite blustery in the north and west. here's where we will see most of the showers — northern ireland and scotland, could be a wintry element to some of these over the high ground, as the air will be cooler on monday. highs of 5—8 degrees here, up to around 10 degrees in the south. this is a little closer to the seasonal norm. so, the weather's up and down as we head through the new week. tuesday's mild, wet, windy again. followed by some slightly cooler weather on wednesday.

4:30 am
this is bbc news, the headlines: the senior us republican kevin mccarthy has suffered yet another defeat — his 14th of the week — failing to secure the votes needed to lead the us house of representatives after predicting he would prevail. mccarthy was just one vote shy of the number needed for a victory. a six—year—old boy has shot his school teacher in the us state of virginia, in what police say was not an accidental shooting. officers have taken the boy into custody. the teacher is in hospital with what's being described
