that was launched by, i'm balloon that was launched by, i'm quoting, belonging to the people's republic of china. just to bring you a couple of those lines again this is directly from the pentagon. was brought down above us territorial waters. president biden gave his authorisation to take down the surveillance balloon as soon as the mission could be accomplished without undue risk to american lives under the balloon*s path. this is coming out to the point that i was just mentioning. us military commanders had determined to down the balloon pose an undue risk to people across a wide area due to the size and altitude.
8:31 pm
the department of defence to develop options to take down the blue safety over our territorial waters while closely monitoring its path and intelligence collection activities. this action was to cash taken in coordination and with the simple support of the canadian government and we thank them. the reason why they are thinking cap motor is because you may remember it spent a bit of time over canada over to montana, and that is where those sensitive security sites in the us were, and that is where with this chinese surveillance balloon. and thatis chinese surveillance balloon. and that is when this news went global, and since then, we have been tracking it heading and now no more, now it is in the waters, us waters
8:32 pm
just off south carolina. if now it is in the waters, us waters just off south carolina.— now it is in the waters, us waters just off south carolina. if you were here earlier. _ just off south carolina. if you were here earlier, my _ just off south carolina. if you were here earlier, my colleague - just off south carolina. if you were here earlier, my colleague david l here earlier, my colleague david willis was with us talking about some, now, of the crucial moment about trying to gather the remnants of that balloon quickly before they disappear. either damaged by water and in the water or be just heading down to deep into the water that they cannot be recovered. we don't have any progress report as things stand of how that recovery operation is going. but we are now 30 minutes orso is going. but we are now 30 minutes or so probably coming up to a0 minutes, i would or so probably coming up to a0 minutes, iwould imagine, since it was actually shot down, so if you take into account how swiftly they acted with shutting the airspace, getting there us fighter aircraft assigned, getting it in to position, shooting the balloon, it coming down into the water and reopening that
8:33 pm
airspace, that was all relatively slickly planned and happened relatively quickly, so you would imagine a0 minutes or so after it being shut down the recovery operation is well under way. we haven't had any updates on the state of the recovery but it is absolutely crucial because now they will be looking at exactly how they can make an assessment of the level of threat, of what this balloon was doing, of what it was trying to achieve, if it was gathering any useful at all, and pending those kind of answers, hopefully you will get a better sense then if this was deliberate from china, whether this was a deliberate provocation, whether there was a little motive behind it or whether it was more along the lines an accident and then potentially using an accident for some kind of cover, all those kinds of questions and speculation which is very difficult to know, but some
8:34 pm
of the answers there hoping for, some close from the data, from that balloon, potentially could point to some of those answers. now, as i mentioned earlier, we have been speaking to experts over the last couple of hours, trying to get into some of those questions and some of those details. dr withington, who we heard from earlier, he also said the balloon could be out there for multiple reasons.— balloon could be out there for multiple reasons. espionage was a ossible multiple reasons. espionage was a possible 80- _ multiple reasons. espionage was a possible 80. the _ multiple reasons. espionage was a possible 80. the other— multiple reasons. espionage was a possible 80. the other possibly i multiple reasons. espionage was a | possible 80. the other possibly tea is the balloon has been used to test what their reaction and behaviour of us air defence is like. usually, how you do this is you fly a lot of military aircraft, usually quite provocatively towards the country you are interested in, this is something that china does against taiwan's air defence zone quite often, it will fly a load of aircraft into that zone in order to
8:35 pm
test what the reaction times of the taiwanese air forces like. obviously, doing this against the west coast of the united states becomes full with danger, if you decide fly a load of aircraft —— aircraft was that stretch of territory, you are possibly going to get quite a hostile response. 50. get quite a hostile response. so, these were _ get quite a hostile response. 50, these were some get quite a hostile response. so, these were some of the questions are some of the potential reasons people have been chewing over in the last couple of days and that speculation, i'm afraid, delicate yet more intense now that we know that the decision has been taken to actually down it. i want to bring you a couple of new lies coming to us from the reuters news agency —— a couple of new lines. the order was issued on wednesday to take down the balloon. that is interesting because he has made some criticism from political opponents mainly in the us from —— for not acting sooner, we
8:36 pm
know why from the paddock above that point of view they didn't act sooner, firstly they didn't view it as a huge security threat and the risk to life, the risk to human safety on the ground was too great to risk shooting it down overland. and perhaps to try and get ahead of some of that criticism orjust for the sake of transparency, president biden now has made clear via reuters that he issued the order on wednesday to take down the balloon and a second line coming to us from reuters as well is that president biden says the pentagon recommended that be done over the water. so, on one issue at least we are getting a little more clarity now, which is that absolute decision taken on wednesday but, yes, the us military will deal with this, they will take it down, they will shoot down this chinese surveillance balloon. then,
8:37 pm
it was a matter of waiting because also the decision was taken that actually this needed to be done over water. and we now know that it wasn't president biden that made that recommendation, it was the pentagon who recommended that be done over the water, hence the wait for the last couple of days. i have a direct quote from biden as well here from one of my producers just sending this through to me, biden, quote, we successfully took it down and i want to complement our aviators who did it. so, a direct quote from president biden. we successfully took it down and i want to complement our aviators who did it. and, again, that quote, and it's what we had directly from the pentagon saying that at the direction of president biden, the us fighter aircraft assigned to command
8:38 pm
successfully brought down the high—altitude surveillance balloon launched by and belonging to the people's republic of china. so, those are the latest lines coming from the reuters news agency. now, i wonder if we can see again the moment that it was shut down. now, these pictures do need some kind of explanation, you can see it is pretty small, this i suppose it supports the idea that this balloon was very, very high up in the sky, which it was, and hence the footage of it is not perfect, but these are the pictures that we are told are the pictures that we are told are the moment that it was shut down or shortly afterwards, and then the balloon heading down towards the ocean there, so those are the crucial moments. right, let's take in a look at the airspace, shall we? let's take a check in with those
8:39 pm
flights because we know the faa, the organisation that controls the essbase over the us, they were saying, right, it is actually now safe and fine to reopen the airspace in and around south carolina so initially they closed it, they gave the order of three airports on the coast there, no aircraft coming in, no aircraft coming out, that then gave them the space and the time to get the us fighterjet in to follow that balloon and take the balloon down. and, so, this is the eastern coast of the us there, the blue is the water, the yellow dots are the planes, and the greens are the east coast of the us, and if we can zoom in, we can head into myrtle beach, this will be a test of our producer's geography here, we need to zoom in and try and get to that
8:40 pm
airspace around those three airports in south carolina around myrtle beach. ordinarily, it would be pretty busy but you can see, that is a pretty good job there, you can see it is really still quite clear. even though we have had the official airspace being opened, still things are not completely back to normal which i suppose is understandable. so, plenty of disruption for people trying to get in and out of that area, all flights grounded coming in and out of three airports so a bit of disruption for people going about their business there but i am sure they will be on their phones and they will be on their phones and they will be realising why, probably understanding that an operation to shoot down a chinese surveillance balloon is one that is probably justified a couple of hours delay for them. justified a couple of hours delay forthem. right, if you justified a couple of hours delay for them. right, if you arejust joining us, let's recap what we know
8:41 pm
so far. finally, about 50 minutes ago now, the us decided that that was the moment they would strike and take down this chinese surveillance balloon. they tracked it for days as it flew over the united states mainland from canada, they assessed it as pretty low risk, they said this is a chinese surveillance balloon, but they did over all assess it low enough risk to not take on the idea of shooting it down overland, too big a risk that people would get hurt on the ground, so they decided therefore to wait until it was over us territorial waters and they didn't take long as soon as it was, they didn't hang around, us fighterjet up there and took it down or stop we have had a couple of
8:42 pm
lines from president biden saying he took the decision to do this back on wednesday but they had to wait, they simply had to wait for it to get over the water rather than over the land, and the quote there is, we successfully took it down, and i want to complement our aviators who did it. iamjust want to complement our aviators who did it. i am just being told in my ear that we are going to go to an interview that president biden has recently recorded, so he has done an interview and unfortunately we don't haveit interview and unfortunately we don't have it right now but we will get it pretty soon, so as and when we know thatis pretty soon, so as and when we know that is being done, at least as and when we can do that, we will play that reaction there from president biden. right, let's go to a foreign policy reporter. thank you for joining me and thanks for coming on the programme. what is your reaction to what we have been learning over the last hour?—
8:43 pm
the last hour? well, not surprising at this point- _ the last hour? well, not surprising at this point. once _ the last hour? well, not surprising at this point. once did _ the last hour? well, not surprising at this point. once did not - the last hour? well, not surprising at this point. once did not pose i at this point. once did not pose risk to national, to the american public, this balloon the size of three double—decker buses, the military and president biden making the decision to shoot it down at that point, to a likely fighter jets. this ends the episode, of course, but it seems like again the smouldering tensions and the wreckage in the relationship with the cancellation of antony blinken's trip that was supposed to simmer down the tensions between the united states and china dating all the way back to nancy pelosi's visit to taiwan last year, those will still continue on in a seeming perpetuity. very politically but there but really a crucial international relations issue, how much damage do you think this affair has done? significant damage. sadly, this was an episode that came in the middle of a time when the us was trying to simmer down tensions, now really
8:44 pm
thumbing its nose at some of america's most sensitive sites, this balloon flying over nuclear sites, potentially air and missile defence sites, it could have seen all of those things, these are not things that china doesn't know about, these are things that are visible on google maps if you are savvy enough internet user, but certainly the public way in which this manifested and seemingly the way that china has been doing this for a while, balloons are now of course in latin america, the defence department was saying, circumventing the continent there, so this is something that the us really wants to try it in the bud. * , , ., ., us really wants to try it in the bud. *, , ., ., ., bud. let's try to get to the bottom not the answer _ bud. let's try to get to the bottom not the answer is _ bud. let's try to get to the bottom not the answer is here _ bud. let's try to get to the bottom not the answer is here because - bud. let's try to get to the bottom not the answer is here because it i bud. let's try to get to the bottom | not the answer is here because it is too soon to know, but sadly some of the questions, summers of the scenarios. there is ambiguity about what could the motivation be. if, as you mentioned, effectively the information that could be gathered
8:45 pm
here could be gathered from google maps, what is the motivation from china for allowing this to happen? well, this is muscle flexing on the international stage. we don't know china's motivation, but this had to come up from very high up and certainly when you look at the sensitive sites, when you look at the state of america's nuclear missile arsenal which of course has slowed down as the russian and the chinese have setup, this is kind of a way for the chinese again to say, we are here, our power is international, notjust limited to the asia—pacific, and we are going to flex our muscles and show our capability here. so, maybe not something whether chinese got a whole lot of information that they didn't already know but it certainly is a jab to the biden administration as it becomes much more muscular in their policy towards china. that
8:46 pm
as it becomes much more muscular in their policy towards china.— their policy towards china. that is really interesting, _ their policy towards china. that is really interesting, jack, _ their policy towards china. that is really interesting, jack, and - their policy towards china. that is really interesting, jack, and as i their policy towards china. that is | really interesting, jack, and as you were talking there, something related to that, something came through from reuters, chinese balloon was not a weather balloon, it was a spy balloon, china intended to spy on sensitive military sites, thatis to spy on sensitive military sites, that is from the us defence official, according to reuters. that is very clear, very character —— categorical, because the speculation has been on the spectrum from it is just a harmless meteorological balloon that blew off course and then this huge international incident has happened because of it and it is all a bit embarrassing and could have been avoided, to the other end which is this chinese balloon was not a weather balloon, it was a spy balloon intended to spy on sensitive military sites, that is coming from reuters, from a us defence official. certainly, tends to reinforce the seriousness of this, and trying to dispel the
8:47 pm
notion that it was a meteorological gathering exercise. the notion that it was a meteorological gathering exercise.— notion that it was a meteorological gathering exercise. the pentagon was ve clear gathering exercise. the pentagon was very clear all — gathering exercise. the pentagon was very clear all week _ gathering exercise. the pentagon was very clear all week this _ gathering exercise. the pentagon was very clear all week this was _ gathering exercise. the pentagon was very clear all week this was a - very clear all week this was a surveillance balloon flying at significant altitudes and doubling that of course was not manned but man controls, and you have to look at the root it was travelling over the islands in alaska, through much of canada into montana, tracking a lot of those sensitive sites, that is most of the heart of us and canadian missile and defence architecture, so even if it is something the chinese already know, it is a very deliberate seeming preparing the battlefield, if there were to be a conflict, to reinforce that the chinese are ready here. fascinating, and again, to reinforce that, another snap from the reuters news agency who are saying the us defence official says, this chinese balloon is part of a fleet of surveillance balloons that have
8:48 pm
spied overfive surveillance balloons that have spied over five continents, surveillance balloons that have spied overfive continents, so backing up exactly what jack was just saying there, about the deliberate nature of this, in terms of the us defence department, we have a us defence official saying the chinese balloon is part of a fleet of surveillance balloons that have spied over five continents. right, jack, stay with us. we have some pictures we are going to take a look at now, these are just coming into us. these are from a twitter handle, the bbc to be absolutely clear cannot verify the authentication of this, but you can see here clearly what looks like the balloon being shot down. a woman took this footage from her yard at myrtle beach at 2:2apm eastern time. so, worthjust myrtle beach at 2:2apm eastern time. so, worth just spending a little
8:49 pm
moment on these pictures. these are the first pictures that we have had in, moving footage like this that show that level of detail. what we are going to do is reload those pictures and play them again a second so we can ever pause under proper look at them. but before that, president biden has given an update to a reporter a short while ago, let's take a listen to that. i ordered the pentagon to shoot it down on wednesday as soon as possible. they decided without doing damage to anyone on the ground, they decided that the best time to do that was overwater, and within a 12 mile limit. they successfully took it down and i want to compliment our aviators who did it and we will have more to report on a little later. interesting. i have another line here that i want to bring jack back in two to get the response because we are now getting detailed for the
8:50 pm
first time, again from reuters, but the operation to shoot it down, what actually happened. jack, let me read you this line if you are still there, and i'll get your response to it. f-22 there, and i'll get your response to it. f—22 engaged the chinese balloon with one missile, no collateral damage or harm to civilians. that is coming from a senior defence missile. —— senior defence official. again, the f—22 engaged the chinese balloon with one missile, no collateral damage or harm to civilians. , . . ~ . collateral damage or harm to civilians. , ., . ~ ., , ., ., ~ collateral damage or harm to civilians. ., .,~ ., civilians. jack, what you make of that? not— civilians. jack, what you make of that? not surprising, _ civilians. jack, what you make of that? not surprising, this - civilians. jack, what you make of. that? not surprising, this omission was done to specifically to try and minimise collateral damage,... it minimise collateral damage, . .. it doesn't minimise collateral damage,... it doesn't take much to destroy it, with the potential debris over land
8:51 pm
where it could harm civilians, we saw the trajectory as it was travelling over montana, people coming out and look in, so it was certainly overpopulated areas where it could cause damage. jack. certainly overpopulated areas where it could cause damage.— it could cause damage. jack, i am auoin to it could cause damage. jack, i am going to test _ it could cause damage. jack, i am going to test your— it could cause damage. jack, i am going to test your knowledge, - it could cause damage. jack, i am| going to test your knowledge, the missile used against the chinese balloon was an aim—9x, a ux —— a us official tells reporters. it was an aim-9x official tells reporters. it was an aim—9x missile. official tells reporters. it was an aim-9x missile.— official tells reporters. it was an aim-9x missile. that is a standard air missile. — aim-9x missile. that is a standard air missile, that _ aim-9x missile. that is a standard air missile, that is _ aim-9x missile. that is a standard air missile, that is used _ aim-9x missile. that is a standard air missile, that is used in - aim-9x missile. that is a standard air missile, that is used in air - air missile, that is used in air combat, if the f—22 was in another circumstance, not surprising that an aerial target was engaged with a missile of this power, certainly caused enough damage to bring it

house going back and forth about what to do about this, so not surprising. and when it comes down to, a pretty simple military operation, just a real risk, of course, as we have been talking about, trying to minimise collateral damage, trying to make sure this enormous balloon, again, three double—decker buses, not in the way many civilians so once that was done, ones that were settled, once that was overwater, really a clean cut mission from the united states military. cut mission from the united states milita . * ., , military. and of course the challenge _ military. and of course the challenge now _ military. and of course the challenge now is _ military. and of course the challenge now is recoveryl military. and of course the - challenge now is recovery stage. we don't have full details at the moment but the idea that getting the vital data, the hardware, the software, whatever it is, in at their enough condition that you can actually try and learn something from it. . , actually try and learn something from it. ., , ., ., , , from it. that is going to be very tellin: , from it. that is going to be very telling. once — from it. that is going to be very telling, once us _ from it. that is going to be very telling, once us officials - from it. that is going to be very telling, once us officials sought through the capabilities on board this aircraft, what the camera was, what the systems were that were allowing it to spy on american targets, may be potentially if the
8:54 pm
systems are attacked, to see if there's any footage available. of course this was being transmitted to the chinese in real time but who knows if there is a hard drive or something else on board american officials can try to recover, but as this operation is ongoing, they will try to learn as much as possible. the question is has this been a major source of investment, a fleet of these blues were out, so it may be the case that china is already on further iterations of this aircraft and there may not be very much to learn. , ~ ., , learn. interesting. another line is cominu in learn. interesting. another line is coming in from — learn. interesting. another line is coming in from reuters, - learn. interesting. another line is coming in from reuters, us - learn. interesting. another line is. coming in from reuters, us military took precautions to minimise spying risk as balloon crossed over sensitive sites. so, the us military took precautions to minimise the spying risk as the balloon crossed over sensitive sites. jack, what kind of things could that be?

besides the obvious, putting things that are outside inside, or covering things up, i presume there is something slightly more sophisticated to it than that? yes. sophisticated to it than that? yes, ou would sophisticated to it than that? yes, you would agree — sophisticated to it than that? yes, you would agree these _ sophisticated to it than that? ya: you would agree these are outdoor missile defence sites, again, things that had been photographed already, maybe china was getting more granular data on what is available, these systems have classified components that the public doesn't know about so the pentagon still trying to keep secret so perhaps, you know, this was an effort to really cover up the most classified features of the systems but a lot of it is public knowledge. ok. features of the systems but a lot of it is public knowledge.— it is public knowledge. ok, jack, ou have it is public knowledge. ok, jack, you have been — it is public knowledge. ok, jack, you have been absolutely - it is public knowledge. ok, jack, i you have been absolutely invariable in steering us through what is significant and what is going on. —— absolutely invaluable. thank you for your wealth of knowledge and your background information and analysis. thank you. let's speak now to aisling from south carolina, she has
8:56 pm
been filming the balloon being shut down from her home and these are pictures you are seeing right now, this is what she has been filming i want to check first of all, ashlyn, can you hear me? hi, i can hearyou. you better give you the proper enunciation of your surname. it is ro. we enunciation of your surname. it is pro- we are _ enunciation of your surname. it is pro. we are showing _ enunciation of your surname. it is pro. we are showing these - enunciation of your surname. it is i pro. we are showing these pictures live. tell pro. we are showing these pictures live- tell us — pro. we are showing these pictures live. tell us what _ pro. we are showing these pictures live. tell us what you _ pro. we are showing these pictures live. tell us what you saw. - pro. we are showing these pictures live. tell us what you saw. i - live. tell us what you saw. i initially saw some people outside in the street and at first then i went and i had heard there was a balloon floating around and i hadn't been paying attention to it before but sure enough i looked up and we found

it, we also saw a jet circling, i go back inside and i have my two and a half year old twins that i am watching and playing with, i go back outside because i wanted to see anything had changed and that is when i saw the jet looked like, anything had changed and that is when i saw thejet looked like, one at least started to go straight at the balloon so i started filming it for my husband mainly who was inside and couldn't come out and watch it with me at the same time, that is when we see what i am assuming is a missile go ahead and go at the below and you see the blues start to fall apart. it was really wild to see that. —— you see the balloon start to fall apart. that. -- you see the balloon start to fall apart-— to fall apart. was this something that was expected? _ to fall apart. was this something that was expected? we - to fall apart. was this something that was expected? we got - to fall apart. was this something that was expected? we got a - to fall apart. was this something i that was expected? we got a little bit of a heads up in newsrooms around the world with a closure at this airspace and so we thought well the actual mission to shoot the balloon down is imminent, but i
