12:00 pm
live from london, you're watching bbc news. russian investigartors detain this woman — darya trepova — in the hunt for the killers of a pro—war blogger in a blast in st petersburg. his lawyer says he's gearing up for a battle. donald trump will fly from florida to manhattan in the next few hours to face charges over hush money payments made to a porn star. "we are overworked and underpaid." teachers in england reject the government's pay offer and call for further strikes. hello, i'm lucy hockings. we start with the audacious attack that killed a well—known pro—kremlin blogger on sunday.
12:01 pm
russian investigators have detained a 26—year—old woman, darya trepova, in connection with the murder and the explosion in a cafe. vladlen tatarsky was killed by a bomb in st petersburg. media reports said the explosion occurred shortly after he had been given a statuette by a woman at an event in a cafe. darya trepova has previously been detained for taking part in protests against the war in ukraine. russia's security service has accused ukraine of being behind the blast, but ukrainian officials have denied this. so who is vladlen tatarsky and why might someone want to kill him? for a start, it's not actually his real name. tatarksy is actually maxim fomin — an ultra—nationalist with links to hard right politicians in russia. his rhetoric includes sometimes heavy criticism of russia's so—called *military operation* in ukraine, so he may have enemies on
12:02 pm
both sides. either way he's influential with half a million followers on the social media platform telegram. in a moment we'll be live in kyiv with our correspondent hugo bachega. but first, to moscow with will vernon. tells with will vernon. mike more about darya trepova. a tells mike more about darya trepova. a lot of developments here today, we know that darya trepova, 26 years old from st petersburg, was detained today in connection, on suspicion of involvement previously posed by bombing, an explosion in a cafe in st petersburg that killed vladlen tatarsky, as you mentioned. it is not clear at this stage to what
12:03 pm
extent darya trepova is considered a suspect, and we have heard from the russian national anti—terrorism committee, they released a statement claiming that ukrainian intelligence agencies planned in this attack. and that it was carried out or in some way linked to people involved with alexei navalny*s organisation. that was a slightly surprising addition to the statement but as you remember, alexei navalny russia's most famous opposition leader, currently in prison in russia, serving a long prison sentence on charges widely believed to be politically motivated, and his whole network that he used to have come his organisation is outlawed in russia is extremist. we have heard from the kremlin, also commenting on yesterday's incident, kremlin spokesman called this a terrorist attack and said that this is exactly
12:04 pm
why russia is carrying out its special military operation in ukraine. can you put vladlen tatarsky in the context foreigners? how influential was he? we shouldn't overstate his significance, this wasn't an official, this wasn't even a military officer, vladlen tatarsky was a blogger. but a very well—known one. these, this community of pro—kremlin military bloggers have taken on quite a high profile role since the war began in ukraine, just over a year ago. many of them even go so far as to criticise the authorities, criticised the russian military, and even the president himself over these failings on the battlefield. because we have seen a string of embarrassing defeats for the kremlin. the other interesting thing about these bloggers is that
12:05 pm
we often get kind of unexpectedly accurate pictures of the real situation on the battlefield in ukraine, although these people support the kremlin, support the war in ukraine, they often also criticise what russia is doing a fair. especially the kind of military top brass. one incident we saw last week was when several official sources, russian government, social media accounts, things like that, posted a video allegedly showing ukrainian soldiers harassing civilians, it was then clear to quickly form open source information is that that video is fake. the programme in bloggers where writing about this, saying how embarrassing the russian authorities have put out such a crudely fake video. ,., ., have put out such a crudely fake video. h, ., ., i” have put out such a crudely fake video. _, ., ., ,, ., , video. good to get your thoughts, thank ou video. good to get your thoughts, thank you for— video. good to get your thoughts, thank you for the _ video. good to get your thoughts, thank you for the update, - video. good to get your thoughts, thank you for the update, we - video. good to get your thoughts, thank you for the update, we willl video. good to get your thoughts, l thank you for the update, we will be live with hugo in a moment, but first, briefly we want to listen to

very much behind the fact that the finns wanted tojoin very much behind the fact that the finns wanted to join nato, very much behind the fact that the finns wanted tojoin nato, so very much behind the fact that the finns wanted to join nato, so we will be talking about that election result any moment, but literally brussels with announcement that finland will be joining nato on tuesday. little return to developments in russia and ukraine. we can take you back to hugo, we were talking about killing of that programme and blogger in a blast in st petersburg, the blame today very firmly being put on ukraine by russian investigators. what has the reaction been in kyiv? you russian investigators. what has the reaction been in kyiv?— reaction been in kyiv? you haven't had any kind _ reaction been in kyiv? you haven't had any kind of— reaction been in kyiv? you haven't had any kind of reaction _ reaction been in kyiv? you haven't had any kind of reaction from - reaction been in kyiv? you haven't had any kind of reaction from the i had any kind of reaction from the authorities here in ukraine following these latest accusations ijy following these latest accusations by russian officials. i don't think there is any kind of surprised because the ukrainians rarely react to those accusations, they rarely acknowledge any kind of involvement in attacks and explosions that
12:10 pm
happen inside russian territory. and in the last year, it would seem that a number of these incidents have taken place since russia invaded ukraine. but we often see some officials here giving some hints are trying to come up with possible motives for those incidents, and this is what we're seeing today. one of the president's advisers said that the explosion in russia was part of an internal struggle in russia, so perhaps try to reject any kind of accusation that the ukrainians were behind it. i kind of accusation that the ukrainians were behind it. i wanted to ask about— ukrainians were behind it. i wanted to ask about what _ ukrainians were behind it. i wanted to ask about what is _ ukrainians were behind it. i wanted to ask about what is happening - to ask about what is happening inside ukraine itself because we have seen russia's mostly white and a group claiming it is in control of the fiercely contested town of bakhmut, which we know is very strategically significant. the head of the wagon group unfurled a russian flag outside the city hall on top of it, this is what he had to
12:11 pm
say. translator: this is wagner private military company's flag. _ these are the guys who took bakhmut. in the legal sense, it's ours. the enemy remains in the western districts. and the units' commanders, who are capturing the administrative building and the whole central district, will carry on putting these flags up. there has been such fierce and attritional fighting there has been such fierce and attritionalfighting in bakhmut for weeks now, how much do we actually know about what is happening? irate know about what is happening? we have know about what is happening? 9 have been talking about bakhmut for a long time, and it is extremely difficult to get a clear picture of what is happening there. especially now because international journalists, observers are not being allowed into bakhmut. we know that the russians have made progress in recent days, but now we are seeing claims and counter claims from both russia and ukraine, you had this claim from the wagoner group which has been the group that has been
12:12 pm
leading the russian offensive in bakhmut, but earlier today we had reaction from the ukrainian military spokesperson for the army here said that this was a false claim by the wagoner group and that clashes were still happening in the city centre, so rejecting claims that have been made by the head of the wagoner group. but it is difficult to get independent information from bakhmut so it will take some time to get a clear picture. i so it will take some time to get a clear picture-— clear picture. i want to get some reaction from — clear picture. i want to get some reaction from you, _ clear picture. i want to get some reaction from you, well, - clear picture. i want to get some reaction from you, well, about i reaction from you, well, about developments in brussels. we saw the head of nato say that finland will be joining the alliance on tuesday, and for years we saw the finns and swedes remaining neutral, committing to nonalignment with nato, this was their way of saying they were not going to provoke moscow at times
12:13 pm
like this, that changed when russia invaded ukraine. polls overwhelmingly in both countries said they wanted to join, that is happening, we are not sure about yet but confirmation that finland will join on tuesday. what do we expect the reaction to be from the kremlin. we'll have to see, it is embarrassing for the kremlin, after all, one of the many different reasons and justifications that president putin gave sending his troops into ukraine was this perceived threat to russia from what putin called a military build—up in russia's borders, and that border with nato countries has now got much larger. this is one—of—a—kind of many tragic irony is that of this whole situation, the kremlin claims to be conducting its so—called
12:14 pm
special military operation in order to protect russia's borders, welcomer nato, which obviously is in opposition to russia, has now expanded right up even further to russia's borders. so this will be embarrassing and i think the kremlin will not like it is all. but there is very little that russia can do in response to this. in sweden and finland made that announcement several months ago that they were intending tojoin nato, there was quite a muted response from moscow. i think that being so committed and involved in the war in ukraine, committing so many military forces there, there is very little that russia can do now to try and push back against nato's enlargement. thank you.

input for morning in florida. —— a beautiful morning. this is the home of donald trump, we have been watching pictures of his aircraft on the taxiway at west palm beach airport. the reason put all this attention is we are expecting donald trump to fly to manhattan in the next few hours, he is going there to face charges of a harsh many payments to a former pawn star, so it is been a busy weekend for the former president. he has been meeting with his advisers, really having a think about how he will approach the indictment. he is calling it political persecution, he is using this moment to only rally his supporters but to raise quite a lot of money over the weekend as well. all the attention will shortly ship from palm beach to manhattan

let's look at schools in england, they face fresh strikes this spring after members of the national education union rejected the government's pay offer. teachers have been gathering for the union's annual conference in harrogate, where pay and workload are among the issues being discussed. government miniisters say the offer was reasonable. our uk education editor branwenjeffries has the latest. the government has said it is looking for ways to reduce the workload by around five hours for teachers, by international standards teachers, by international standards teachers in england do spend a lot of time in the classroom, that means that it displaces a lot of preparation and planning for lessons, their marking of pupils* works into the evening and weekend. that is an important part of this discussion. at the heart of it is the fact that with rising energy prices, globally, with the cost of living in the uk going out, that teachers* pay has not kept up and

over the last decade, four experienced teachers, it has fallen by about 12—13%. the government had offered a one—off top up payment for these year of £1000, that is about 2.4% on top of the 5% teachers have had this year. it had proposed 4.3% for most experienced teachers next year and a starting salary of £30,000. that is the deal that has now been rejected by the union today. let*s turn now to one of the most significant cases arising from the yugoslav wars. the former preident of kosovo, hashim thaci, has pleaded not guilty to ten charges of war crimes and crimes against humanity at a special court in the hague. the accusations of persecution, murder and torture stem from kosovo*s independence war against serbia in the 1990s. thaci and three co—defendants, all former close associates in the guerrilla kosovo liberation army and later in peacetime politics, all pleaded not guilty shortly
