hello and welcome. there been an appeal for calm in the welsh capital, cardiff, after two teenage boys died in a traffic accident last night. the incident was followed by a riot in the ely area of the city. the two boys who died have been named locally as 16—year—old kyrees sullivan and 15—year—old harvey evans. bbc verify has verified cctv video appearing to show a police van following two people on either a moped or electric bike apparently minutes before a crash in which two teenagers died. the team at bbc verify has been taking a look at some of the footage that's been circulating following the riots. they've verified the following cctv video which appears to show a police van following two people on a bike or moped apparently minutes before the crash which killed two teenage boys. live now to our correspondent

mentioned there, nancy, there has been a lot of footage, a lot of images on social media throughout the day. and one piece of cctv that bbc has seen is what you have been showing there, what looks like two boys on an e bike, a scooter, a moped of some sort being followed by a police van. now we do not know if those are the two boys that i have mentioned, the ones who sadly died in that crashjust mentioned, the ones who sadly died in that crash just after six p:m., we don't know if that's the same chase at all but our colleagues at bbc verify have located that footage to the ely area, an area about 900 metres from the crash site. that is significant because the police and crime commissionerfor significant because the police and crime commissioner for south wales was speaking a little earlier today to address some of those rumours on social media that those two teenagers were killed as a result of a police pursuit. he said those

rumours are not true and as i mentioned that we don't know for sure that what we saw in the footage were the two boys losing their life but there was clearly an incident of some sort in that area last night and the violence is a huge, around 150 people gathered in the ely area and we know that continued on into the early hours of this morning. people have been speaking the other day and addressing some of the violence we saw last night. the first minister mark drakeford said he was thinking of all those affected and the prime minister, his spokesperson said that the scenes last night working remotely appalling and entirely not equitable. they have also called for community leaders calling for comp with some concern that they don't want a second night of these sorts of images and we have seen cars on fire in the streets. and leaders from the council and police through the religious leaders have called

idea of the scale of this operation and also the variety of tools that have been used to conduct this search. it's taking place in an area which is around 30 miles away from where madeleine mccann disappeared in 2007. the reason the search is happening here is because german police say the convicted sex offender christian bruckner who last year was named as a formal suspect by portuguese authorities into the disappearance of mccann visited this area up with the three—year—old disappeared. now he has never been charged over the disappearance of madeleine mccann and hough denied any involvement. the german prosecutor has said they have grounds to believe they could find evidence here in the reservoir but thatis evidence here in the reservoir but that is not because of information that's been given to them by the accused. there are reportedly four areas of interest being searched this week and we understand that that search will continue until at

southwell police is also made a mandatory referral to the independent office for police conduct to ensure the better it receives scrutiny. thank you. so that is a brief news conference there at bight south wales police giving some updates on that incident where two teenagers died in that car crash, and a crash in ely on monday evening, and we heard him say an electric bike has been seized as part of the investigation. the officer confirmed the police have received cctv footage that they are investigating and looking into when he did say the families are being kept abreast of events. he did say that there were no police vehicles on the road in question at the time of the crash and that police are looking into cctv and tracking details of cars to find out what happened and he said there were no other vehicles involved at the time

summary of that and of course as we get more we will bring un here from cardiff later. a man who murdered a seven—year—old girl in england in 1992 has beenjailed for at least 29 years. david boyd, who's 55, lured nikki allan to a derelict building in sunderland where he hit her with a brick and repeatedly stabbed her. boyd was arrested at his home in 2018 and convicted after a three—week trial earlier this month. david boyd, now 55 years old. he was 25 when he killed nikki allan. she was seven, lured away from her home by boyd, who had a sexual interest in children. when she resisted, he murdered her. he dumped her body in this derelict building. for years, her parents couldn't even walk past this place. after you pushed her into the old

exchange building, she must�*ve quickly known you were coming after her to hurt her and there was nowhere for her to hide. she was in a cold, pitch black building. her tear as to what was to before her as she stalked her in that building is unimaginable. boyd was talked to by police at the time as a possible witness. he was the boyfriend of nikki's baby—sitter. at leeds crown court in 1993, another man, george herron, was tried and cleared of murder. police then said they weren't looking for anyone else. i'm satisfied that the prosecution was correctly brought. but in 2017, they re—examined the case and eventually came calling for david boyd. we're investigating - the murder of nikki allan. yeah. nikki allan's family is furious with northumbria police for accusing the wrong man and taking so long to get the right one. thejudge here in newcastle today said that if she was sentencing boyd based on the guidelines now,

he would serve a minimum sentence of 37 years, but she had to sentence him based on the rules back in the time, before the law changed in 2003. he will serve a minimum sentence of 29 years. that has disappointed nikki allan's mother. nikki, the way she were murdered, i've had to listen to it. it's horrendous. and i thought life would've meant life without parole. i've been let down again by the justice system. nikki allan's mother, seen here at her funeral, told the court today that normal life stopped forever the day she was murdered. the local church wasn't big enough for all the mourners. now, though, this little girl's killer is finally beginning a long prison sentence. danny savage, bbc news, newcastle.

100 people or 150 involved that last night. the statement given him of the chief superintendent martin stone from southwell police just in the last few minutes does clarify that there was something of a pursuit for a time in that area involving these two young boys on a motorbike or a scooter but then the police dropped back and they were not present on the particular road at the time of the crash. that should be the distinction of the chief superintendent was trying to draw here but i think that does leave and question why the day has gone on, why last night things were able to escalate out of control that the police being able to clarify that there had been some earlier involvement and it's taken that piece of video being revealed through media to actually bring that acceptance from the police. so use questions for them. they refer themselves to the independent office for police conduct and there will be a huge talk about how this now plays out on the macro want to stay on the edge of cardiff and abacus timbers

were already very hot after the disturbance there last night. locals feeling very angry about what they had experienced and witnessed in the disorder last night and some complaining the police had not managed to step that out or keep things under control and now the concern that it may be repeated tonight anyway but now with this extra revelation and i was already talking people on the estate to date and i showed some of that that video and said what you think about that? does make a difference? there was a bit of anger there towards police and it looks like they did have at least some involvement in the run—up to that collision and that they had not been playing honest about it during the day that it's taken some time to collate those facts to release information. the cheesy burnett also said here the forces making arrests in investigating the disturbance and it is taking serious action against those believed to be responsible and we saw that action today on the street with teams of forensics officers out gathering evidence and taking photographs and recording video and talking to people about what they witnessed and experienced last night and it looks like there will be further arrest to, we with other officers who were

or even other estates or other parts of cardiff to take part in that disturbance. so they are really angry and really upset about the new damage done and the fear that they experienced and concerned about the potential for that sort of disruption to be repeated perhaps tonight because there is a similar intention on that state and a lot while upset by the loss of the lives of those two teenagers, 15 and 16—year—olds and about the weather police responded to this. even before the revelation of this video and this earlier police involvement today there are people on the estate telling us that they had heard the police had been involved in this and they did not like the initial stages of the police response and even while never attempt to save the lives of those two boys on the estate they said some of the police response as heavy—handed and that his wife things had escalated and gotten out of control last night. the police now scrambling to some degree to manage this and try to calm tensions and try to reveal as much information as they camp and here is what the chief superintendent had to say here a few
