5:30 pm
for the last hour or so, we news. for the last hour or so, we have been on this breaking development at downing street. i want to take you, if you are joining us, through the sequence of events, the sequence of pictures we have. the details we know, what we don't know that make this happen in the last hour or so. so let me take you backin last hour or so. so let me take you back in the first of all, to the pictures of the car, seeing right to left, crossing whitehall, as it heads towards the entrance of downing street and crashes into the gates of downing street. those heavy security gates that are installed for the security of downing street, where, of course, numberten, number 11, the home of the prime minister ii, the home of the prime minister the offices of prime minister and, of course the chancellor, those are the pictures of the car going across. i also want to show you the picture of the arrest that has been made, because they are, the arrest of one man at the scene. the police
5:31 pm
say on suspicion of criminal damage and dangerous driving. no other real detailfrom the and dangerous driving. no other real detail from the police. and dangerous driving. no other real detailfrom the police. they've given us two lines in the last little while since we knew of this incident. it is to confirm that the incident. it is to confirm that the incident had happened, and second that that line i just incident had happened, and second that that line ijust read outcome of that armed officers arrested a man at the scene on suspicion of criminal damage and dangerous driving. there you see him being led away. we don't know any more details about the man himself, and any of the build up to this. as we return to the live pictures of the car, thatis to the live pictures of the car, that is where the car has ended up. over the last 45 minutes to an hour, we have been watching the scenes. we've seen it at various stages, the buddha being opened, as those examinations and forensic work continues there at the scene —— the boot being opened, the first initial stages, of course, making that area safe, making sure there is no other further threat. that clearly has been made, because he can see our
5:32 pm
camera crew very close to the car itself. that certainly would not be happening if there was any for the security alert. it is more or less the forensic work that is being done, the tape that went up and at the fire part of the picture, further up, you see the cabinet office where so many government workers go in and out through the course of the day. we have the foreign office, the other side of downing street. of course, the houses of parliament and as nick was saying to my two minute walk away. a busy area as those officers had back into downing street. the heavy wrought iron gate with a number of layers of security and bollards that protect downing street, that hasn't always been there but after previous security alerts decades ago, that was installed, security changed
5:33 pm
completely around number ten, and indeed that clearly is what has prevented further incident here because that car stopping there. but when you get the other side of that gate, there's also a ramp that goes up that stops any sort of unauthorised progress any further up downing street, and armed police regularly on the other side to the left of that gate, so there are layers and layers of security. let me bring nick early back. whatever the layers of security, in terms of the layers of security, in terms of the end of this security operation, it will still raise many eyebrows and be of serious concern that an incident like this has happened at all. * , ,., , , ., incident like this has happened at all. , , , ., ., all. absolutely, the question that will be asked _ all. absolutely, the question that will be asked at _ all. absolutely, the question that will be asked at the _ all. absolutely, the question that will be asked at the moment - all. absolutely, the question that will be asked at the moment is i all. absolutely, the question that i will be asked at the moment is what happened? was this deliberate? what
5:34 pm
exactly led to this car colliding with the front of downing street paz matt gaetz? what i can tell you is that those gates open quite regularly, but they are opened by police on the scene. you get material car is quite often going through, authorised vehicles, i've spent long days at downing street and there is quite a of traffic that goes through, but every time a car goes through, but every time a car goes through, but every time a car goes through, the gates close and you have to show security there. so in terms of penetrating that iron gate, i think it's very unlikely that a car would be able to do that, and the gate seems to have done its job at the moment. but as you say, there will absolutely be questions about what exactly went on here, questions about the prime minister's security — not least because the pavement you're looking atjust now where that car is no resting is really busy, there are often dozens of people who crowd around downing
5:35 pm
street to take pictures. so apart from the security implications for the government, there's the question of safety of people walking up and down that street or stopping for pictures at downing street. again, just to recap what we've been told by number ten in the past 15 minutes or so, the prime minister was in downing street at the time, i would assume he was in number ten working. he has since left i think by the back entrance to number ten, which is likewise heavily protected by police, but i'm also told he was due to leave number ten anyway, so we shouldn't lead democrat read too much into the fact that he was taken from the building. in much into the fact that he was taken from the building.— from the building. in it, we can see the other side _ from the building. in it, we can see the other side of _ from the building. in it, we can see the other side of the _ from the building. in it, we can see the other side of the car, _ from the building. in it, we can see the other side of the car, clear - the other side of the car, clear movement of people, so that earlier instruction for all those government workers and staff, that appears to have been lifted, is that right? that's right, it looks like to me, i
5:36 pm
spoke to a few people in the immediate aftermath of the incident, people who work in those buildings just behind the car you can see on the screen at the moment, they've been told not to leave, they haven't been told not to leave, they haven't been given much detail. when i got here about 45 minutes ago, there was a really heavy security presence, there was a lot of armed police a lot further down the road— that has since changed, but most of the police have gone, a lot of the police have gone, a lot of the police that were here in the first place are gone, i can only see one police card right side the —— beside the entrance to number ten, there's a couple others further up which i'm not sure are here for this, so it seems police are comfortable with the situation now and it's moved from being a security alert to an evidence gathering situation. but there will be big questions about exactly what went on, and that will be what police look into over the next few hours. i
5:37 pm
be what police look into over the next few hours.— be what police look into over the next few hours. , , ,.,, , ., next few hours. i suppose they would also be looking _ next few hours. i suppose they would also be looking at _ next few hours. i suppose they would also be looking at cctv _ next few hours. i suppose they would also be looking at cctv of _ next few hours. i suppose they would also be looking at cctv of that - also be looking at cctv of that whole of whitehall, because we saw the car across from right to left, but it is unclear whether the car had been initially coming down from trafalgar square, which is right at the top of the picture for anyone looking at these pictures, who may or may not be familiar with central london and westminster, it is unclear whether it's come from a side road or down that road from trafalgar square because this is a really busy public highway, isn't it? , a, , y really busy public highway, isn't it? , y, ,, it? yes, it absolutely is, this is one of the _ it? yes, it absolutely is, this is one of the busiest _ it? yes, it absolutely is, this is one of the busiest tourist - it? yes, it absolutely is, this is| one of the busiest tourist spots it? yes, it absolutely is, this is i one of the busiest tourist spots in central london. there are hundreds of people on the street normally, and that will raise those questions about how a car managed to leave the road and get into the position it's in. so of course, not the first
5:38 pm
security alert around westminster in the past few years — there was an attack on the houses of parliament six years ago in which one police officer was killed, that led to a significant ramping up of security there. i'mjust looking significant ramping up of security there. i'm just looking to my right at the moment, which isjust out there. i'm just looking to my right at the moment, which is just out of shot of what you can see at the moment, people are walking up to downing street now on the right—hand side, so the opposite side of the street to where i'm looking just now which gives us a pretty clear indication that this situation is under control and police aren't worried about the security any more. the fact that people are now being allowed up the road on the other side of things so as not to get too close to that car, but no since the police are worried now, the fact the public are being allowed to walk the opposite side. we
5:39 pm
public are being allowed to walk the opposite side-— opposite side. we see a number of armed police _ opposite side. we see a number of armed police officers _ opposite side. we see a number of armed police officers that - opposite side. we see a number of armed police officers that were - opposite side. we see a number of armed police officers that were in l armed police officers that were in downing streetjust ducking under the tape as they had away, so exactly bearing out what you were saying, it looks like we are at the tail end of this operation as it moves perhaps from a security alert and security operation to perhaps a forensic operation in terms of detailing evidence. nikki schiller is still in the newsroom, are you hearing anything more? we've had confirmation the prime minister was there but has now departed? we are heafina there but has now departed? we are hearin: a there but has now departed? we are hearing a bit — there but has now departed? we are hearing a bit more _ there but has now departed? we are hearing a bit more from _ there but has now departed? we are hearing a bit more from some - there but has now departed? we are hearing a bit more from some of - there but has now departed? we are hearing a bit more from some of the j hearing a bit more from some of the witnesses down there, matthew, a witnesses down there, matthew, a witness called simon perry said the driver had "face to the floor," he seemed to slow down before he reached the gates of downing street, as we see in the pictures from the other side of the road, he also said there were sniffer dogs around there, and what he said was the bomb
5:40 pm
squad. reporters asked mr perry to describe the mood in the immediate aftermath and he said he saw people that were in panic running away, and also he saw people that were excited. so obviously a mixed reaction when something like this happens from the public, but that witness, simon perry, talking to reporters down at the scene. you can see the picture on your screen of the man who has been arrested. it is worth recapping what we know about the incident. it happened at around liz20pm this afternoon, so an hour and 20 minutes or so ago is when police were actually alerted to it. the man has been arrested on suspicion of criminal damage and dangerous driving. the metropolitan police are keen to emphasise there are no reports of any injuries and they are ongoing. we also have the news from nick early that the prime minister was in downing street at the time, but has since left downing
5:41 pm
street. he said he had a scheduled appointment and they think he has left to go to, so the key details that we know, downing street saying the prime minister was in number ten at the time of the incident, but has since left to go to a scheduled appointment, as we've seen from the pictures, the public are now being allowed up the other side of the street, but at the time of course a large area of whitehall was closed to pedestrians and to vehicles, and i saw the pictures as well, you can see those emergency vehicles arriving in downing street after the car had crashed into the gates, matthew. ,, ._ * , matthew. stay there, i'll bring in another source _ matthew. stay there, i'll bring in another source of _ matthew. stay there, i'll bring in another source of pictures - matthew. stay there, i'll bring in l another source of pictures because we are seeing there at street level from the pavement, i can see across the road as well, which gives our
5:42 pm
viewers perhaps a better, clearer full image of the gates of downing street, and where that car has ended up, we've been showing you various images through the last little while, the police cordons are still up, the car with the boot now, a lot of the forensic work is finished, but we see the gates completely in terms of the security that exists there, and clearly a large police presence still there in the area. whitehall continues to be cordoned off, and we've seen members of the public at the top end of whitehall as that forensic work continues, but not a huge amount that's come from the police other than news of the incident itself, and that one line confirming the image that we also saw of the arrest saying that armed
5:43 pm
officers had arrested a man at the scene on suspicion of criminal damage and dangerous driving. has there been any more from police and there been any more from police and the last little while?— the last little while? there hasn't, as ou the last little while? there hasn't, as you say. _ the last little while? there hasn't, as you say. we — the last little while? there hasn't, as you say, i've been _ the last little while? there hasn't, as you say, i've been keeping - the last little while? there hasn't, as you say, i've been keeping a i as you say, i've been keeping a close eye on the metropolitan police twitter account which is where the original statement came from, nothing new other than that, just that one statement that we've been hearing aboutjust confirming the incident, confirming the arrest and that there were no reports of any injuries and, as they put it, there police inquiries were ongoing. i think it is worth pointing out as you have with nick early, there are those many layers of security out there, so you can see on the screen, those protest barriers that you would have if there was a protest outside downing street, then you've got the gates which is what the car has gone into, but there are those
5:44 pm
further levels of security. it's since those incidences decades ago that security has been massively beefed up at downing street, so you can see that first layer of security barriers and gone into the gates of downing street itself. i'm getting some information coming through that whitehall has now reopened, so that coming injust now whitehall has now reopened, so that coming in just now from whitehall has now reopened, so that coming injust now from our team at westminster, saying the police have lifted up the cordon at whitehall and the road is now open as usual. so you can see the pictures of whitehall, we did see someone on a push bike going through those pictures a little while ago, so we can now confirm that the police have lifted the cordon in whitehall and, as you can see from those pictures, you can see traffic is now beginning to move down whitehall, past downing street. there is still the police presence of course, as is always the
5:45 pm
case 2a hours a day outside downing street, the armed police there, with that car still there originally we saw it had its boot open as the armed police were checking what was inside that boot, it's now been put down. we assume that at some point that vehicle will have to be removed, there may well be more forensics to be looked at, and as we say, a man has been arrested on suspicion of dangerous driving, and that police say their inquiries are continuing, as we saw the pictures we've been showing on bbc news all afternoon, we have the man being arrested as well as the images of the car going actually into downing street. not going as you been describing with nick early... now what we don't know and what police aren't commenting on at the moment is the reason. nothing at all coming from the police i'm sure over the
5:46 pm
coming hours, we may well get more information from the metropolitan police, but at the moment the barest of details from them saying, just as we've said, that armed officers arrested a man on suspicion of dangerous driving, after that incident at around liz20pm london time this afternoon as the car drove into the gates of downing street. no reports of any injuries and police inquiries are continuing. prime minister rishi sunak was in downing street at the time of the incident, but he has since left. nick early, our chief political correspondent, saying he had a scheduled appointment this afternoon, and the latest news coming from the police is that the cordon has been lifted around whitehall and traffic is now moving, as you can see london cabbies are back moving along whitehall, and of course a big presence outside downing street of photographers and, as you can
5:47 pm
imagine, press from around the world. i've been monitoring here and it's been going going around the world, as you can imagine, a security alert making the headlines, matthew. ., ., security alert making the headlines, matthew. ., ~ , ., security alert making the headlines, matthew. ., ~' , ., , security alert making the headlines, matthew. ., ~ , ., , . security alert making the headlines, matthew. ., ~' , ., , . . matthew. thank you very much, at the base of downing _ matthew. thank you very much, at the base of downing street, _ matthew. thank you very much, at the base of downing street, all— matthew. thank you very much, at the base of downing street, all those - base of downing street, all those photographers getting closer images of the incident and the car. but as he was saying and we were looking at the pictures of whitehall, just news that whitehall now has a reopened and traffic going both ways up and down whitehall. ijust and traffic going both ways up and down whitehall. i just want to bring nikki back in in terms of the situation, because do we know
5:48 pm
anything more about the arrest itself, the person that police have actually arrested? we itself, the person that police have actually arrested?— itself, the person that police have actually arrested? we don't have any further details _ actually arrested? we don't have any further details at _ actually arrested? we don't have any further details at the _ actually arrested? we don't have any further details at the moment, - actually arrested? we don't have anyj further details at the moment, we've been showing that picture of the moment the arrest. all we know was it was armed officers who made the arrest and the man was arrested on suspicion of dangerous driving. the press association also, just in the last few moments, saying that it is their understanding that counterterrorism police are not involved in the investigation at this stage, so that line coming in off the press association — i do emphasise it as the press association saying this — at the moment counterterrorism police are not involved in the investigation at this stage, so that extra piece of information that's just come in on the wires that we are monitoring. they are also saying it is a silver
5:49 pm
kia car that crashed, we thought it was white to start, but we are being told it was a silver kia car that crashed into the gates of downing street,., mn has been arrested on suspicion of criminal damage and dangerous driving. ibis suspicion of criminal damage and dangerous driving.— suspicion of criminal damage and dangerous driving. as we continue to sta with dangerous driving. as we continue to stay with this — dangerous driving. as we continue to stay with this breaking _ dangerous driving. as we continue to stay with this breaking news, - dangerous driving. as we continue to stay with this breaking news, i - dangerous driving. as we continue to stay with this breaking news, i wantl stay with this breaking news, i want to bring in yvette cooper, labour's shadow home secretary waiting to talk to us. thanks so much for talking to us, what have you made of the last hour or so?— the last hour or so? good afternoon. obviously we — the last hour or so? good afternoon. obviously we don't _ the last hour or so? good afternoon. obviously we don't know _ the last hour or so? good afternoon. obviously we don't know the - obviously we don't know the circumstances at the moment, police will obvious to provide more information when theyjudge that it's appropriate to do so. in any circumstances there will always be the investigation that the police, security officers will take immensely seriously, and i think we have to let them pursue their
5:50 pm
professional investigation and wait for them to give us the update about the particular incident. it’s for them to give us the update about the particular incident.— the particular incident. it's not the particular incident. it's not the first security _ the particular incident. it's not the first security incident - the particular incident. it's not the first security incident over| the particular incident. it's not i the first security incident over the years, and in recent years — in terms of mps and their movements, when you see something like this right in the heart of government, on a human level, what do you think? i think we have very professional police service and police officers who work immensely hard to keep everyone safe. westminster is obviously an immensely busy area, not just around obviously an immensely busy area, notjust around parliament itself but also the government offices, and people going about their daily business and also tourists as well. so i think we should recognise really the immense work that the metropolitan police do, the other police and security services, and intelligence services do all of the
5:51 pm
time in order to keep us safe, but also to respond in a sensible and appropriate way to different kinds of incidences that can take place all the time. we obviously don't know the circumstances around this particular incident, but i think the fact of that hard work and professionalism i think is a reassurance to people that they take any of those sorts of issues immensely seriously. in any of those sorts of issues immensely seriously. any of those sorts of issues immensel seriousl . , ., , ., immensely seriously. in terms of you as an mp, immensely seriously. in terms of you as an mp. front _ immensely seriously. in terms of you as an mp, front bench _ immensely seriously. in terms of you as an mp, front bench spokesman, . as an mp, front bench spokesman, what were you told, if anything, in the immediate aftermath? because we heard from some of those workers they are in whitehall buildings were told to stay exactly where they were for the first minutes as they tried to work out what was going on. we haven't to work out what was going on. - haven't had updates and parliament, and i think it really is a matter for police to pursue their investigation first. in fact the only reason i'm sitting here in your studio is because i was here to talk about other issues today, and
5:52 pm
talking on the media about some of the other issues that parliament has been discussing today, but also we've been discussing nationally today, particularly around the immigration figures. so i think there's a sense of lots of things continuing to carry on just in the normal way while we let police get on with their work and in their investigation, and that's always the right thing to do whenever there's a security issue like this one.- security issue like this one. event, i understand _ security issue like this one. event, i understand because _ security issue like this one. event, i understand because i _ security issue like this one. event, i understand because i know- security issue like this one. event, | i understand because i know you're going to talk to us about migration, just given that we are on this breaking story and staying with it, i know our bbc colleagues there at westminster will talk to you about obviously those migration figures that were put out by government earlier in the day, record numbers of 6006000 in terms of net migration, so apologies that we won't come to that immediately now here on the bbc, but we will get those views on the programme in the
5:53 pm
next little while, so thanks very much forjoining us they are from westminster —— 606,000, staying with these life pictures from downing street. just to recap as we come towards the end of the programme and towards the end of the programme and towards the end of the programme and towards the 6pm news, just worth recapping what's happened in the last hour and a half because that incident initially first reported at 4:20pm, and we heard from witnesses there describing how they heard a large bang, they looked up and saw police with their taser guns shouting at a man, and we've seen in the last little while there one image of a man being arrested by armed police, what police had told us that picture of an arrest at the scene, a man under suspicion of criminal damage and dangerous driving, that was the one line provided to us by the police after
5:54 pm
confirming the arrest. but they are, the pictures of the moment, the silver carjust crossing whitehall, not going at a huge speed and will relieve those security officials looking at this because, as nick eardley was describing, you can see itjust eardley was describing, you can see it just about now across the pavement there with large numbers, this is a huge tourist area, you've got trafalgar square at the top of the picture, the houses of parliament at the bottom, police on the bottom left—hand side. usually people on those walkways and paths, a danger to the public as well to downing street, the intended target there of where that car was aimed at. but we see it aimed towards the gates, we've looked to the pictures over the last little while with the
5:55 pm
gates very much intact, anyone who's been through those gates, nick describing it as — huge gates there, wrought iron gates, very sturdy, and it's difficult from those pictures to make out if indeed it has crunched into the gates, but behind the gates you now have another ramp that comes up and down as the prime minister cosmic car... and other layer of security at downing street there, you have armed police inside those gates, we saw only the last little while some of those armed officers moving towards the tail end officers moving towards the tail end of the security alert, but those are the levels of security at downing street, we know the prime minister was there at the time inside number ten, and subsequently he's left, no
5:56 pm
word from the number ten spokesman in terms of anything related to this incident or the prime minister pleasant thoughts, but confirmation he was there when this happened, and as we get to the tail end of the programme, we can see the vehicles moving in both directions there at whitehall, so the security alert itself has come to an end, but certainly a large number of questions about how this actually happened, and of course more about the man himself, we will learn in the man himself, we will learn in the coming hours and days. but this the scene in whitehall after a real flurry of security concerns, that when this describing a lot of panic and police vehicles coming very quickly, and that whole area evacuated also very quickly. but that's where the car has ended up as we end the programme here, verified
5:57 pm
life. thanks very much for being with us through these breaking scenes, but you're watching bbc news, thanks for being with us, i'll see you tomorrow. this quiet dry weather will continue as we head into the bank holiday weekend. some sunshine for many parts of the country through the rest of today. there are some areas of cloud developing underneath that high pressure and that high pressure is keeping it dry. but around that, the breeze is changing direction and it means northern and eastern areas, maybe a little cooler than yesterday with the highest temperatures focused more towards the southwest, 22—23 will be quite pleasant and most places will see the sunshine to end the day. there is a bit more cloud, though, developing in the midlands for a while and also across northern ireland. but some clearer skies will develop in many parts of the country overnight and the winds will be light. so it could turn quite chilly first thing on friday morning,
5:58 pm
particularly across eastern scotland. temperatures not far away from freezing, perhaps. heading into tomorrow, a sunny start for many. we will see cloud coming into the northwest of scotland. a few spots of light rain or drizzle here and the cloud will build up inland across many other parts and spread out a bit. across the far south of england and through the english channel it may well stay sunny, but it will be quite windy and there'll be a chill on that wind as well that will take the edge off the temperatures. but for many parts of the country away from here, probably a little bit warmer than today, 20 degrees in the central belt of scotland through the midlands and also in the northwest of england. high pressure building in across the uk for the start of the bank holiday weekend. does get eroded for a while across the north. that weather front, some stronger winds coming into scotland and northern ireland bringing more cloud, a little bit of light rain or drizzle in the northwest, some buildup of cloud for northern england and north wales. sunnier skies further south and the winds will be lighter as well. probably the temperatures will peak on saturday, 22, 23 degrees, but it will be cooler in scotland
5:59 pm
and northern ireland behind that weak weatherfront, not bringing much rain. that moves away, and as the high pressure builds back in across the uk, that cooler air will move its way southwards. so if we look at some forecasts for sunday and monday and the radioi big weekend continues in dundee, it will be cool but less cool i think on monday. and still dry. temperatures in northern parts of the uk may recover a bit on monday. the same can't be said for the south because it will be turning cooler here by bank holiday monday. still dry with more sunshine.
6:00 pm
at six, the uk's net migration hits the highest level yet on record. skilled workers like nurses and carers boosted the numbers, meaning over 600,000 more people came to the uk than left in 2022. that's up almost 25% in a year. without india we will be here. and without us the hospital neither. tote without us the hospital neither. we need to be training people to do these _ need to be training people to do these jobs and to pay them more. the prime these jobs and to pay them more. prime minister these jobs and to pay them more. iie: prime minister says these jobs and to pay them more. "iie: prime minister says the these jobs and to pay them more. i““i2 prime minister says the net migration figures are not out of control, but they are too high. also on the programme... the chief constable of the uk's second biggest force, police scotland, says it's instituitionally racist and sexist
