4:43 pm
what happens several times per year, last one was about months ago, the prime minister is questioned by senior mps and it is separate to his weekly session where the leader of the opposition gets to put questions and then other mps individually put questions. this is different and this happens at three monthly intervals, and the senior mps here chair the committees which scrutinise the government departments and each one is drawn from a different area, health, education, foreign affairs, and they sit together and they get this period, a couple of hours or so in the afternoon, to focus on these issues with the prime minister and that is what they were doing today. it's a fairly rare occurrence
4:44 pm
but a chance for people to focus on these areas. what were the highlights? one issue, ukraine, the question is, he's going to the nato summit next week and the issue is what to do about ukraine's future security, should it be admitted to nato or would that be a wise move? a move maybe some countries would not want to do at this stage while the war is going on. the uk policy is somewhere in the middle and it feels that ukraine should be given security guarantees and a clear path to join nato as a balance and as a strong signal to russia. the scottish party's deputy leader at westminster, mari black, is stepping down at the next election. she described westminster as an outdated sexiest and toxic environment and she said social media abuse had played a role in her decision —— outdated and sexist and

summit, a project that has cost over £1 million. but with the train, it can now open, and everything in the building relies on its supplies. now time for a look at the business news. let's start with the latest chapter in the tit—for—tat chip war between washington and beijing. china has slapped export controls on two rare metals that are used in the manufacture of semiconductors. the move by the chinese ministry of commerce — targets the metals gallium and germanium — china is a major producer of them both. from next month, exporting these metals will require a license as michelle fleury explains. us treasury secretary janet yellen is headed to beijing and hers is the second trip by a cabinet official to china since ties between the world's two top economies deteriorated earlier this year.
4:47 pm
her goal is to steady the relationship, but she's got her work cut out for her. ahead of her visit, beijing said it was imposing export controls on two rare metals essential for making semiconductors. the measures are seen as a tit—for—tat response after the us, the netherlands and japan recently restricted chip exports to china. some say the move is aimed at giving china more leverage in future trade discussions. gallium and germanium, the two metals in question, will be subject to export controls starting august 1st. in a statement, china's ministry of commerce said it was "to protect national security interests." china is the largest producer of gallium and germanium, which are used in a variety of products, including computer chips and solar panels. this is just the latest development in the global battle to control chip—making technology.

staying in the uk, a typical five—year fixed—rate mortgage deal now carries an interest rate of more than 6%. it comes after the bank of england raised interest rates to a 15—year high of 5% last month, as it tries to bring down inflation. typically over 100,000 customers come to the end of their mortgage deals every month and often that means paying thousands of pounds more every year in interest payments. earlier i spoke to stefano feelo—pay who's an independent mortgage adviser based just outside of london. he told me his customers fear buying properties due to the increasing rates. rates have been artificially low for a good few years now so we are looking at people coming off a very low fixed rates, two year, five year fixed rates now, and getting the shock of a lifetime in what is available to them to switch to, not only with their own lender but also out in the marketplace as well.
4:49 pm
when house prices were low and the average house was around 3.5 times the average wage, now we are looking at 8.5 times. so the level that people will need to borrow at in order to buy properties of similar 20, 25 years ago is massively skewed. a lot of the first—time buyer market have been scared off. certainly clients that i met middle of last year, around affordability for them, got decisions in principles for them, working at the affordability for them then, with very few properties on the market for them to look at. now they're sort of being scared off a little bit because the repayments will have gone through the roof in comparison to what they were in the first started looking. the latest trade figures for germany show exports fell slightly in may, down by 0.1% on the month before. analysts were predicting a rise

and this comes as german business morale worsened for the second consecutive month, according to the ifo institute. persistent inflation has helped push germany into recession in the first three months of the year. the uk's largest water supplier, thames water has been fined £3.3 million for releasing "millions of litres" of undiluted sewage into rivers near gatwick airport in 2017. a judge involved in the case said she believed the company had deliberately attempted to mislead the environment agency after the incident. the company, which serves 15 million households, admitted four charges of illegally discharging waste. last week the pro—brexit political figure nigel farage said he believed his bank account at coutts had been closed for political reasons. coutts is a prestigious private bank for wealthy customers and the bbc has been told mr farage fell short of the required funds to hold an account there. it is understood mr farage was subsequently offered a standard account at natwest which owns coutts.

thanks forjoining us. you can watch those videos here on bbc news on our website. you can go onto the website or use the bbc news app. now it is time for a look at the weather. hello there. for quite a few of you we've got some heavy rain in the forecast through the course of this afternoon. let's take a look at what's going on. well, across southern wales we've already had these rather dark and threatening skies. these cloudy skies are all associated with a developing weather front that's going to be bringing outbreaks of rain to southern wales, southern areas of england, parts of the midlands and east anglia through the course of the afternoon. we do have a weather front further north bringing some showery
4:55 pm
conditions to northern ireland and scotland — at least there are prospects for the skies to brighten up at times. but across the south it's going to be raining pretty much all afternoon for south—east wales, the south—west midlands, but the heaviest falls of rain will kind of merge together across southern areas of england. i think this rain band is going to wash out large stretches of the play today at wimbledon, so it is going to be quite a frustrating kind of afternoon. it's also going to be quite cool for the time of year. overnight tonight, that rain band continues to develop, so the rain turns heavier, it could get quite windy for a time across east anglia and kent, as well. a few showers in the north—west, otherwise it's a largely dry night. tomorrow, this weather front eventually clears out of the way from the east coast of east anglia. wednesday is a day of sunny spells and passing showers. now, because it's going to be quite a breezy day again across england and wales, it does mean where you catch a shower it should move through fairly quickly. the temperatures generally a degree or so higher, so you should see about 20 in the warmest spots in the east. the forecast for wimbledon, as i say today, i think there will be lots of the play
4:56 pm
washed out with some fairly heavy, persistent rain. a different story tomorrow. there could be an odd passing shower, but for most of the day play will be unaffected with a lot of dry weather around. heading into thursday, an area of low pressure spins off the atlantic and this is going to be bringing some heavy rain to northern ireland, particularly western counties. it could even be heavy enough to bring some localised surface water flooding issues. further eastwards the weather a little bit drier. a bit of high cloud around making any sunshine hazy. it will start to get a little bit warmer more widely across england, wales, eastern areas of scotland. we should see temperatures start to climb into the low 20s. towards the end of the week there is still the threat of some heavy rain from this wiggling weather front across western counties of northern ireland. otherwise, southerly winds will be boosting the temperatures, particularly so across parts of central and eastern england. eastern wales, too. we could see temperatures reaching the high 20s towards the end of the week, so, for some of us, it turns quite hot.
