2:07 pm
a short distance away. the mayor of moscow has said that nobody was hurt and there was only minor damage. this was the aftermath of the second attack last night. you can see some of the damage in these pictures. several drones were also reportedly shot down by air defence systems. moscow has reported a number of drone attacks throughout the year at various locations as you can see in the red dots on this map. you can also see many have targeted areas close to the ukraine/russia border. in another development russia says it's also destroyed three ukrainian unmanned boats that were trying to attack two russian naval ships in the black sea. from kyiv, here is james waterhouse. the gloss of the financial district in the heart of moscow. but look closer. on this building's 21st floor, a blemish. an impact, apparently from a drone. after a night when authorities say several were shot down. "it was kind of that

size," says this man. "it flew into the building. the most important thing is everyone is alive and 0k." after months of feeling distant, russia's invasion of ukraine is suddenly closer to home. two days ago, a similar attack involving the same block. after the first attack, everyone said it wouldn't hit the same place twice and today we all woke up and were a bit shocked. i don't know what i'm going to do, but i think i'll move from here. in moscow, the blame has been aimed squarely at ukraine. indeed the threat exists. it is obvious, but action is being taken. kyiv has also been accused of trying to attack russia's prized black sea fleet off occupied crimea. ukraine rarely admits
2:09 pm
responsibility, although it did claim a recent strike on russia's kerch bridge, which connects the peninsula to mainland russia. for ukrainian cities, attacks from the sky are a daily occurrence. last night in kharkiv, a college dormitory was hit by a drone. more than 70 people were injured after this missile strike yesterday. six were killed. i lived on the ground floor here for 30 years and at the age of 70, i lost everything. i'm homeless now, thanks to our so—called brothers, homeless. drones are falling on both sides of the border. 0nly drones are falling on both sides of the border. only in ukraine, civilians are dying every week. france says it will begin airlifting its citizens out of niger on tuesday. the foreign ministry in paris said the decision to carry out an evacuation was prompted by the worsening security situation in niger after last
2:10 pm
week's military coup. france said it had negotiated with the acting authorities in niger to proceed and will also help other european nationals to leave. it comes after supporters of the coup burned french flags and attacked the french embassy on sunday. meanwhile military leaders in burkina faso, mali and guinea warned that any foreign military intervention in niger would be considered a declaration of war on them. the coup leaders in niger have accused france of preparing to attack. niger is part of africa's sahel region which stretches from the atlantic to the red sea. burkina faso, mali and guinea say they would come to niger's defence. on sunday, the regional bloc ecowas gave the coup leaders in niger one week to restore democratic rule by reinstating ousted president mohamed bazoum. chris ewokoh is monitoring developments in neighbouring nigeria. he gave me his assessment of the day's developments we have seen plans by france to evacuate its citizens and help other european countries.
2:11 pm
we have seen a strong posture by the militaryjuntas in mali, burkina faso and guinea, who say they will defend their neighbour if there is a decision made to use force to reinstate bazoum. we have also heard from bazoum's party, that there is a huge crackdown on members of bazoum's party, about 130 people have been arrested, and they are saying that the military, the coup leaders in niger are carrying out repressive dictatorial acts to establish an authoritatrian regime in that country. let's talk about france. the french are preparing to get their citizens out of the country and there
2:12 pm
is anger against france within the country and the wider region as well? indeed, we have seen protests two times now, last week and on sunday, when people came out on the streets carrying both russia and nigerflags and chanting anti—france and anti—west slogans. on sunday, they tried marching on the french embassy but were repelled by the police. there had been an allegation that french troops fired at the protesters, which france denied, but what the french foreign minister said is that these accusations, including the one that france was planning to attack the presidential palace in order to free bazoum, were all signs of destabilisation attempts by the new regime in niger. so france has 1500 troops in niger as we speak.
2:13 pm
it's a former colonial power there, so it has been helping to fight insurgency since a decade now. as always, you can get more information on the website, but the very latest lines are that france has tried now to evacuate its citizens after the attack on the embassy. we have of course seen flag burning, french flag burning as well as other countries, within niger but also there is a conjugated relationship with france for the wider sahel region —— complicated. france is that it will be helping other european nationals to leave the country. the coup was mainly prompted by demonstrations against the former colonial, with the french embassy coming under attack. —— much the former colonial power. this
2:14 pm
comes, as we mentioned, as the militaryjunta in burkina faso says it's going to and mali, they warn that any forcible attempt to support anything against coup leaders will be considered a declaration of war against them, so this is a hugely important story for the region. there is also a warning that this could become an issue in terms of islamist military insurgency, because as we well know, the region has suffered problems with islamist terrorism in recent years, but that had been pretty much brought under control by the government in settlement before the coup. so that's latest on this story. there's a lot to unpack you, we will bring you more after this short break, but for now across the road and in the uk, you're watching bbc news. some stories from across the uk, the

price of wines and spirits will rise from today while the cost of weaker drinks will fall after a major shake—up to alcohol taxation. its aim to supply alcohol duties by taxing according to strength. taxes on draft points won't change, as an additional measure designed to support pubs —— back taxes on draft pints. the uk's farming association says criminals have laid siege to the countryside. nfu mutual says some thieves are using drones and social media to scope out valuable agricultural equipment. it also believes agricultural crime is an increasing problem for the industry and causing widespread concern. nigel farage says a bank has offered to reinstate his personal and business accounts after they were closed. last month the former ukip leader accused the bank of shutting down his accounts because it did not like his political views. you are watching bbc news.
2:16 pm
you're live with bbc news. let's go back to that story on niger. as i mentioned earlier the coup and subsequent flight of citizens and involvement of france has wider implications for the sahel region. i want to cross live now to a senior sahel and os for the international crisis group who joins us from dakar in senegal, it's good to talk to you, thank you so much for taking the time to talk to us on the bbc. let's talk about what's happening in niger, what is your assessment of the next few days? thank you very much. so the next few days we will see how the junta reacted to the sanctions that ecowas has imposed. some really crippling sanctions that ecowas has imposed on the country, but also sanctions that the country, but also sanctions that the countries that share the same currency have imposed on the
2:17 pm
country, and also the threat by ecowas to use all means including military intervention to restore the president who was ousted in power. so we will see how they will react to that. there is also a question about the colonisation of the country, which those who supported the coup and those who are against it, this is also something that we will watch closely to see how it unfolds in the coming... days. there is also... reaction that countries like mali and burkina faso and nigeria, the reaction they had yesterday saying that they backed the coup and they will consider any military threat to niger as a declaration of war against them, too. so these are the situations we are watching right now. haifa
2:18 pm
too. so these are the situations we are watching right now.— are watching right now. how much does ecowas _ are watching right now. how much does ecowas have _ are watching right now. how much does ecowas have in _ are watching right now. how much does ecowas have in terms - are watching right now. how much does ecowas have in terms of. does ecowas have in terms of parallel, given that two of its own members have said they would not support, in fact would actively consider any military intervention in niger as an act of war against them, doesn't that mean ecowas is pretty toothless? trio. them, doesn't that mean ecowas is pretty toothless?— pretty toothless? no, i don't think we should--- _ pretty toothless? no, i don't think we should... we _ pretty toothless? no, i don't think we should... we can _ pretty toothless? no, i don't thinkl we should... we can underestimate the resolve of the head of the states in the ecowas regarding this. they have shown strength in terms of taking difficult decisions, as then straight domestically in one country... ecowas leaders are also worried about the domino effects of the coups in the region if it doesn't stop in niger, three countries are ready, niger is the force, what country will be next? so i think all those leaders are
2:19 pm
feeling the pressure to try to provide a strong response to this coup contagion in the region, and so we shouldn't underestimate their resolve on that. and regarding the reaction by mali and burkina faso, this is an act of solidarity that we saw between countries that are being ruled by a junta that have already gone through a coups over the last few months and years, so it wasn't a surprise at all because if ecowas is to go ahead with an intervention in niger and if it is to succeed, then mali and burkina faso should be very worried about whether they will be next. . ~ worried about whether they will be next. ., ,, , ., worried about whether they will be next. ., ~' , ., , worried about whether they will be next. ., ,, , ., , . next. 0k, thank you very much indeed. good _ next. 0k, thank you very much indeed. good to _ next. 0k, thank you very much indeed. good to talk _ next. 0k, thank you very much indeed. good to talk to - next. 0k, thank you very much indeed. good to talk to you. i tens of thousands of people have been forced to flee their homes in beijing, as heavy rain

world, without water and without electricity. stephen mcdonell, bbc news, beijing. uk house prices have dropped at their fastest annual pace for 1h years injuly, according to nationwide. prices fell by nearly 4% in the year to july that's the biggest fall since 2009. i've been speaking to nationwide's senior economist, andrew harvey. he says first time buyers are struggling to get on the housing ladder. house prices are now 4.5% below their peak which was in august last year. in recent months, the real factor behind the weakness in house prices has been the deterioration in affordability, and that's been because mortgage rates have been increasing on the back of market expectations of the bank rate having increased and this has made it more challenging to afford a home because repayments are higher and also there is a challenge with raising a deposit as well. let's talk about first—time buyers, because if you look
2:23 pm
at this from the viewpoint of a first—time buyer, good news, prices are falling, and yet mortgage rates in the uk are so high at the moment that a lot of them are being squeezed out of the market? that's right. unfortunately, the decline in prices is not enough to offset the higher mortgage rates. for example, for a typical first—time buyer with a 20% deposit, for example, mortgage repayments are around 43% of take—home pay, up from 32% a year ago. that's a considerable increase and it will take time for those levels to normalise. for first—time buyers, conditions are particularly challenging at the moment. i think the good news is we have seen in the last week or two some signs that mortgage rates will come down a bit but they're still relatively elevated and that's why
2:24 pm
activity been subdued recently. what will it take for providers to bring are down quickly? their rates down quickly? is it literallyjust linked to what the bank of england does or are there other factors they are looking at? where market expectations are for the bank rate that will influence mortgage rates, those market expectations have moved around a lot in the last few months in response to economic data. back in may, markets expected the bank rate to peak at 5% and that increased to 6.5% injuly. they are now expected to peak at 5.75% and on thursday we will see what the bank decides to do. there are some more positive signs coming through in terms of underlying price pressures starting to ease, there is also some signs of slack in the labour market, offering the prospect of moderation ahead. before i go, i want to show you some dramatic footage of a plane crashing into the sea by a busy new hampshire beachin into the sea by a busy new hampshire beach in the us. the small plane was
