before the next general election — despite unrest among his own mps. change may be difficult but i believe the country wants change and i'm going to do things differently to bring about that change. the us house speaker says he won't go after a last—minute deal to avert a us government shutdown. while president biden has this message for congress over funding for ukraine. stop playing games. get this done. hello, i'm sarah campbell. at least 13 people have been killed in a fire at a nightclub in southeastern spain. firefighters were called out to tackle the blaze in the murcia region. well, it broke out in the popular teatre nightclub, at around six am local time. emergency services are looking for people who are missing and were in the premises at the time. a number of people are being treated in hospitalfor smoke inhalation. it is not clear what caused the fire, which broke out when the club was still busy.

try and identify the bodies of those who working in the fire and whose bodies have been taken out of the nightclub. i should say there are actually three night clubs that were burnt in this fire, it started in one and the fire spread to two other nightclubs next door to it. there was a tremendous amount of damage. the local police are now carrying out dna tests on those bodies from the nightclubs and comparing those samples with samples from relatives of people who are believed to have had relatives in the nightclubs when the fire took place. the police are saying that process of identifying the bodies could take quite some time and, of course, they are still trying to clear the rubble, the emergency services, as well. there is a tremendous amount of rubble in this area. the emergency services are sifting through it still, trying to find more people who are believed

7:05 pm
12 months ago rishi sunak was a loser, defeated in the race to be prime minister, but on the upside for him, he did get a holiday. he was in ibiza taking it easy. working out what to do next. today he was in burnley, lancashire, trying to come up with a game plan to avoid a loser again. —— to come up with a game plan to avoid being a loser again. this time at the general election. punching the air and punchier in what he is saying, rishi sunak*s strategy for this autumn. we want to take a stand on things. we have to. i don't expect everybody to agree with me on everything but people will have a clear idea of what i believe, what i stand for, and the direction i want to lead this country. but what do the conservative stand for on taxes
7:06 pm
which are higher than at any point since the second world war? this cabinet minister has a view. should there be a reduction before the next election? i would like to see the tax burden reduced before the next election. plenty of conservative mps would love to see tax cuts before the election. the prime minister, though, is more vague. michael gove said this morning you should commit to cutting taxes for working people before the next election, will you make that commitment? no. the best we can do is halve inflation. so you won't make that commitment? i'm a conservative and i want to cut taxes. this conference is being held in what used to be a railway station as time and time again rishi sunak ducks whether there will ever be a new high—speed rail line, hs2, between here and london. you are the prime minister of this country. this is your decision. is this going to happen or not? as i said, we've got
7:07 pm
spades in the ground, i won't comment on further speculation but i can tell you that we are committed to levelling up across this country. just today we have announced a new plan to put a long—term plan, actually, to focus on people in towns. party conferences often include a mild splash of razzmatazz. smiles, handshakes and rather loud music. are you pumped to be here? the conservative challenge, turning his energy into popularity. as we've heard, some conservative mps are calling for taxes cut before the next election, but the prime minister wont commit either way. our political correspondent, nick eardley spoke to me earlier about the sticking point. the party line is that the conservatives want to reduce tax. they said they are going to do it in the next few years. but the big question is are they going to go into the general election promising
7:08 pm
either that they are cutting tax next year or that they have got a plan to cut tax almost immediately after. the reason it really matters is because there are lots of conservative backbenchers, mps, who think that rishi sunak needs to be a lot bolder when it comes to offering the electorate a reason to vote for the electorate a reason to vote for the conservatives. how often do we cover the fact that the conservatives are well behind in the polls, they are struggling to catch up polls, they are struggling to catch up with labour, rishi sunak desperate to find something that will capture the political imagination. overthe will capture the political imagination. over the next few days i'm going to make one firm bet which is that you are going to hear a lot of conservative mps standing up saying we need to reduce tax now. we are probably going to hear the former prime minister, liz truss, saying that tomorrow. and although she may have disappeared a little bit from the political fray she is still popular with a lot of conservatives. there's a lot of pressure on the prime minister to come up with something now. as you
7:09 pm
heard in that piece from chris mason, he is resisting it, resisting saying anything concrete which means that debate is just going to go on and on. meanwhile at the conference, uk's defence secretary grant shapps, has said the uk's support for the nato military alliance is "unwavering". he confirmed plans for two new deployments. around 200 british soldiers are being sent to the nato peacekeeping mission in kosovo. and raf typhoons are heading to poland which he said was facing continued russian aggression. there had been a request from nato's supreme allied commander europe. and so, i have authorised the full deployment of a battalion size uk strategic reserve force to nato's kosovo peacekeeping mission. in the days ahead, hundreds of soldiers from the 1st battalion, the princess of wales royal regimen, willjoin the 400 british service men and women already in kosovo.
7:10 pm
in a response to a request from our polish friends, raf typhoons are landing in poland, as i speak, to support our nato ally with the growing threat of russian interference. elsewhere at the conservative party conference, the tory london mayoral candidate susan hall promised to be the first "female labour mayor" of london in a slip of the tongue while talking about current london mayor sadiq khan. take a listen. in 213 days' time he can do whatever he likes. it's true because i will be sitting at my desk in city hall as your first female labour, no! not labour! never labour! your first female london mayor. thank you, everybody!

let's get some of the day's other news now from around the world. an iraqi government investigation into a fire that killed more than 100 people at a wedding last week has blamed gross negligence and a lack of safety measures. iraq's interior minister abdul amir al—shammari told a news conference that 900 people had been allowed into the venue, which was designed for less than half that number. he confirmed the disaster was accidental. the afghan embassy in new delhi has ceased its operations with effect from today due to an alleged lack of support from the indian government and a reduction in its personnel and resources. in a statement released on the social media platform x the embassy further said its failure to meet the expectations in serving afghanistan's interests was another reason for stopping operations. in australia, sydney temperature records are smashed for the start of october.
7:12 pm
the temperature peaked at 35.6 degrees celsius on sunday, beating the previous record by more than two degrees and soaring 11: degrees above the average. fire danger warnings were issued across new south wales. the kurdish militant group pkk has claimed responsibility for an attack near the turkish parliament in ankara. a suicide bomber blew himself up outside the national police headquarters, hours before the parliament reopened for a new session. a second attacker was killed by the police. two policemen were injured. it was the first bomb attack in the capital since 2016. turkish president erdogan has vowed to continue to fight terror. earlier berza shimsek from the bbc turkish service gave us this update. we know that the kurdish militant group pkk has claimed responsibility. the importance of today is that turkish parliament has resumed its sessions for the new legislative year.
7:13 pm
in their statement which was shared by a website which has close links with the pkk, on their statement they said basically they had specifically chosen today and they have specifically chosen a place near to the parliament and they also said that it was a limited influence and that if they wanted more casualties they would choose another time of the day which would result in more casualties. turkish armed forces and the pkk have been in battle for 1:0 years. there has been a brief time between 2013 and 2015 which we call peace process. but since then the attacks have been resumed. in ankara it is the first time in seven years that we have seen an attack, actually, and the other importance of today is that pro—kurdish party in the parliament was planning to make a call to president erdogan to push the importance

towards peace, hence the importance. to the us now, where hardline republicans in congress say they'll try to oust the house speaker kevin mccarthy, after he backed a last—minute deal to avert a us government shutdown. the rare show of bipartisan unity late on saturday will keep federal bodies open for a further 45 days. but not everyone is happy. in an interview on abc news, republican hardliner matt gaetz said he will be "relentless" in moving to oust speaker mccarthy over the shutdown deal. take a listen. injanuary, kevin had to agree to certain guardrails on spending and he agreed to a process that
7:15 pm
would allow us to put some downward pressure on spending. he made that commitment, he broke it. this time next week, if he is still speaker of the house it will be because the democrats bailed him out and he can be their speaker, not mine. when do you make this move? you will be seeing it this week. well as you might expect, speaker mccarthy has been defiant. hitting back at congressman gaetz in an interview on cbs. he says he is coming for you. can you survive? yes. this is personal with him. he voted against the most conservative ability to protect our border, secure our border. he's more interested in securing tv interviews than doing something. he wanted to push us into a shutdown, even threatening his own district with all of the military people there who wouldn't be paid, only because he wants to take this motion. so be it. let's governing and take it on. —— let's start governing and take it on. presidentjoe biden has also expressed disappointment about the contents of the deal, particularly the lack of funding for ukraine. speaking in the last hour, he welcomed the short term extension that ensures american government
7:16 pm
services can continue and workers will be paid, but assured ukraine that they have the unwavering support of the united states. i want to assure our american allies, americans, and the people of ukraine, that you can count on our support. democrats, republicans, senate and house, we support helping ukraine in the brutal aggression that has been thrust against them by russia. stop playing games. get this done. our north america correspondent, sean dilley, explained the dealmaking that had to take place to reach this decision. matt gaetz doing this isn't a shock. he has been threatening from day one. he is one of the nine hardliners who have been strong arming the speaker. he's a republican from florida. last month

that he had said on the floor in the house of representatives that the house of representatives that the house is seeking absolute compliance from the speaker or to remove him, which is a bit of an interesting concept if you are used to watching the british, canadian or australian house of commons. but, yes, this is a merry dance they do quite frequently. each year congress as a whole, that's the house of representatives and the upper chamber, the senate, has to approve government spending and this is sort of what happens when one bit of the government is ruled by different bits. you have democratic white houseinjoe bits. you have democratic white house injoe biden, and a small majority in both houses of democrats, there is a majority of 51 to 49. when you bear in mind there are at least nine and quite a lot more republicans gunning for kevin mccarthy this is really not at all

7:19 pm
bill pushed through yesterday meant there was no funding to the ukraine at all. that was contrary to an earlier resolution that was proposed by the senate, the upper chamber, that would have released $6 billion. matt gaetz knows this, as well as the other hardliners, democratic politicians don't really like kevin mccarthy. he is a fairly despised person in capitol hill, it must be said. but they will grit their teeth and back in because even though they are irritated with him for calling an impeachment inquiry intojoe biden without holding a vote first, which he promised to do so, so he has been egged on a promise, they will back him through gritted teeth because no kevin mccarthy means no funding built for ukraine. —— so he has reneged on a promise. family, faith leaders, councillors, police and members
