there has been a few false starts but it is finally open to the general public. until now, it had been officials and journalists had been allowed to ride, including chinese state media, who have been sending back some pretty glowing reports. but actually, this really wasn't supposed to have been built by china. japan, with theirfamous rail been built by china. japan, with their famous rail system, they were the heavy favourites to win the bid. they said they would finance the project at basically 0% interest, but they did need a guarantee from the indonesian government that they would step in with money if anything went wrong. but then china came in with a counter offer. they said we will build this cheaper, we will build it quicker, and we don't need any guarantee from the indonesian government. but they did want to percent interest on their loan. well, indonesia picked china, to many people's surprise, but in the end of this project is three years late, it is $2 billion over budget and the interest rate has gone up to 3.4%. 0h, budget and the interest rate has gone up to 3.4%. oh, and the indonesian government did have to fork out some money in
